Indian defence minister Rajnath Singh and Japanese defence minister Kishi Nobuo on Tuesday discussed aggressive actions by China in the region and called for increased cooperation in the maritime domain.

While "free and open maritime order based on the rule of law" being discussed found mention in readouts issued by both Indian and Japanese defence ministries, the Japanese readout stated ministers, "affirmed their intention to continue exchanging views in light of the current events occurring in the region" and "concurred in sending a clear message that they strongly oppose any attempts to unilaterally change the status quo by coercion or any activities that escalate tension."

While China wasn't mentioned, nor "current events...in the region" pointed out, it is clear that Beijing's actions this year with its neighbours and beyond have changed the perception of the country drastically.

2020 saw Chinese aggressive action against both India and Japan. With India, the build-up by Chinese forces in eastern Ladakh continues, with Japan, China has staked its claim on Senkaku island which is under the administration of Tokyo. The year also saw the death of 20 Indian soldiers in aggressive actions by Chinese troops in Galwan Valley.

In the readout, Japan listed discussions on "regional situations" in the east China Sea and South China and called for "Free and open Indo-Pacific". China has been trying to stake claim to the whole of South China Sea based on its so-called "nine-dash line" which has been rejected by an arbitral tribunal constituted under United Nations Convention on the Law of the Sea (UNCLOS) in 2016.

Key areas both Japan and Indian defence ministers discussed were on cooperation in third countries, on ways to counter disinformation and share lessons in humanitarian aid and disaster response amidst covid pandemic.

In the defence sector, both sides have increased cooperation, especially with the signing of the Japan-India Agreement on Reciprocal Provision of Supplies and Services (ACSA). The Indian Navy and its Japanese counterpart both undertook bilateral exercise earlier this year and in the month of November under the umbrella of Malabar Naval exercises--India, Japan, US and Australian navies came together.

India, Japan discuss aggressive Chinese actions

Many Indian students who planned to travel back home to be with their friends and family in India over the Christmas and New Year period are among those caught up in Monday's suspension of all flights to and from the UK as the world reacts to a new rapid-spreading strain of coronavirus detected in parts of England.

While many students would have made travel plans earlier in December after UK universities set up tests to leave the campus processes in place, there are some who are booked on flights in what is one of the busiest travel periods within the UK-India sector.

While tourist visas largely remain suspended, those in the UK for family reasons are also among those caught out by the cancellation.

"Significant concern is being observed from Indian students both inbound and outbound," said Sanam Arora, Chair of the National Indian Students and Alumni Union UK (NISAU-UK), a representative group for Indian students in the UK.

"Many students had planned to travel either back to India to be with their families over the holiday period or from India to the UK in order to start settling into the country ahead of the commencement of the January session.

As we speak, there are many questions being raised around being stuck and confusion for instance around whether the PCR test detects the new strain of the virus," she said.

The Indian High Commission in London issued several messages on its social media platforms with updates from the Ministry of Civil Aviation in India.

"This suspension to start w.e.f.23.59 hours, 22nd December 2020. Consequently, flights from India to the UK shall stand temporarily suspended during the above said period," it said, in a statement in response to a barrage of queries by travellers if inbound flights from India to the UK may be allowed to land.

Air India, which has been operating flights under the Vande Bharat mission to ferry passengers during the coronavirus pandemic lockdown this year, also confirmed immediate cancellations.

"In view of the Ministry of Civil Aviation directive of suspension of all flights to/from the UK from 2359 hrs of 22nd December to 2359 hrs of 31st December 2020, no Air India flight will operate to the UK during this period," it said.

Diaspora groups in the UK urged for calm and advised non-resident Indians (NRIs) and people of Indian origin (PIOs) to follow the new lockdown rules, which mean a majority of the UK is under the strictest lockdown with all non-essential businesses now closed.

"Due to a new mutant, coronavirus is moving fast and wide in the UK. I would like to request the Indian community not to take it lightly," said Kuldeep Shekhawat, President of the Overseas Friends of BJP (OFBJP) diaspora group.

"Please don't panic. These are very difficult times and all possible precautions should be taken and all British government guidelines should be adhered to. The flight ban is in place just for your safety. Both the government are monitoring the situation very closely and fresh guidelines will be issued as the situation moves on," he said.

The UK Home Office has previously offered coronavirus-related grace periods for any visa expirations caught up as a result of the lockdown travel disruption.

"Throughout pandemic, we have introduced measures to help those who have been impacted by global travel and health restrictions, such as the relaxation of the rules on switching visas in-country, enabling those who wish to stay in the UK to submit an application from within the UK," a Home Office spokesperson said.

"In August, we put an exceptional assurance process in place to protect the status of those who have leave expiring before January 31 and are unable to leave the UK," the spokesperson said.

Moreover, passengers coming from the UK through flights till Tuesday midnight would be tested for COVID-19 on arrival at airports "as a measure of abundant precaution", it added.

This comes as flight services from the UK to India have been suspended till December 31 over the spread of a new strain of coronavirus in London and England.

However, India has not yet detected the new strain of coronavirus that has spread to some parts of the UK. Virology experts who have been performing genome sequencing have confirmed saying that they have not come across this particular strain as of now.

Furthermore, scores of passengers arriving from the UK in Mumbai on Tuesday morning have been sent for institutional quarantine in the wake of the new virus strain.

On December 20, Prime Minister Boris Johnson had informed the public that a new variant of the COVID-19 virus has been found in the UK.

"Given the early evidence we have on this new variant of the virus, and the potential risk it poses, it is with a heavy heart that I must tell you we cannot continue with Christmas as planned," he had tweeted.

India and Japan have devised a mechanism for cooperation in the steel industry at the joint secretary level and will see both sides discussed a number of issues in the sector including international trade.

India which is the second-largest producer of steel still lags behind countries Japan and China in terms of per capita consumption, and the dialogue mechanism will see New Delhi-Tokyo cooperating to increase this.

Both sides on Tuesday signed a Memorandum of Cooperation to herald the cooperation. It was signed by the Secretary of India's steel ministry Pradip Kumar Tripathi and Vice-Minister for International Affairs, Tanaka Shigehiro representing Japan's Ministry of Economy, Trade, and Industry.

India and Japan's collaboration come even as both sides are increasing cooperation in many areas including alternate supply chains in a post-pandemic world. Earlier this year, India, Japan, and Australia came together for a partnership on supply chains and increasingly more countries have shown interest in it.

One of the other key aims of the dialogue will be to increase the quality and quantity of steel being manufactured in India, something that overlaps with Atmanirbhar Bharat and Make in India vision. India plans to expand steel production capacity to 300 million tons by 2030-31.

Both at the private and government level, a number of collaborations have happened in Steel Sector. Last year, ArcelorMittal and Nippon steel announced the acquisition of Essar Steel. Nippon Steel has established a JV with Tata Steel, which produces high-grade steel to be used for automobiles. Mitsubishi Corporation and Larsen & Toubro, is working with Steel Authority of India Limited (SAIL) for the modernization of the Rourkela Steel Plant. At the government level, Japan's Ministry of Economy, Trade and Industry started exchanges of experts to advance the energy efficiency of steel mills and to expand steel utilization in buildings in India.

Interestingly, it was the large volume of Indian Iron ore from India to Japan that helped rapid reconstruction and economic recovery of the country in the aftermath of World War 2. In fact, in 1960, 30% of iron ore imported to Japan came from India.

Covid-19: India records lowest daily new cases after gap of nearly six months

December 22 is marked as National Mathematics Day in India to mark the birth anniversary of legendary mathematician Srinivas Ramanujan - who has remained the face of all things mathematics in the country!

The first National Mathematics Day was observed in 2012, after official declaration from former Prime Minister Manmohan Singh.

India's own genius

In 1887, India’s own genius Ramanujan was born in Erode, Tamil Nadu, and possessed an acumen for mathematics since he was a child, but it was only in secondary school that Ramanujan understood the potential of both himself and the discipline of mathematics.

After mastering school level mathematics, surpassing the range expected of a student of his age, Ramanujan then got a scholarship at the Government Arts College in Kumbakonam. However, the man was so obsessed with maths that he failed every other subject part of his coursework. This led to the cancellation of his candidature and the scholarship.

What happened next?

Soon after this, Ramanujan had to make ends meet by tutoring and by contributing to journals across the country, mostly in South India. However, 1913 marked the emergence of the genius as we know him - the king of maths! A professor from the University of Cambridge - GH Hardy, stumbled upon notes scribbled by Ramanujan, after which he received an invitation to the university.

And the rest? Honestly, the rest is history. The man became the face of mathematical research not only in India, but across the world. Soon after, he was awarded a PhD from the University of Cambridge.

But that’s not it, Ramanujam became the younger fellow at the Royal Society ever! After pursuing his career in the UK, Ramanujan returned to India in 1919. Due to health ailments, he died of tuberculosis in April 26, 1920.

Most of his theories and ideas were proven right posthumously, and he remains a large figure for mathematics around the world, with a special place in the hearts of Indians.

Indian Environment Minister Prakash Javadekar on Monday said that the population of leopards in India has gone up by 60 per cent since the last census was undertaken in 2014.

Even though the number of leopards has gone up, the scope of conflict between humans and leopards has also increased, which points to a worrying trend concerning leopards.

This is due to the cats being forced out of their natural habitats in the forest due to human intervention. Human projects in the region have forced the cats to venture outside their comfort regions, causing human-animal conflicts.

According to the report titled "Status of Leopard in India 2018", which was released by Javadekar, India has 12,852 leopards.

“India now has 12,852 leopards as compared to the previous estimate of 7,910 conducted in 2014. More than 60% increase in population has been recorded. The States of Madhya Pradesh, Karnataka and Maharashtra recorded the highest leopard estimates at 3,421, 1,783 and 1,690 respectively,” the report claims

“Despite their widespread distribution, leopard habitats are being increasingly fragmented, and such small fragmented areas with low wild prey densities cannot harbour a sizable population of leopards,” the report adds.

It further adds that most human-leopard conflict takes place in the hill of Shivalik-Terai region, and in parts of central India, where leopards are more commonly found. The report also suggests that developmental projects in areas with leopards become more environment-conscious.

According to it, as leopards continue to venture into human territories, humans need to take mitigation measures around development projects to ensure leopards can continue to thrive, and so can other carnivores. This will also help preserve biodiversity in India.

The Government of India has called an urgent meeting of its Joint Monitoring Group of Health Ministery on Monday to discuss the emergence of a mutated variant of the coronavirus in the UK, which has led to a surge in the infection rate there.

A number of European countries have banned flights from the UK as the British government warned that the potent new strain of the virus was "out of control" and imposed a stringent new stay-at-home lockdown from Sunday.

"The Joint Monitoring Group (JMG) chaired by the Director-General of Health Services (DGHS) will hold a meeting on Monday morning to discuss the issue of the mutated variant of the coronavirus reported from the UK. WHO's India representative Dr Roderico H Ofrin, who is also a member of the JMG, is likely to participate in the meeting," a source said.

A surge in the infection rate caused by the new variant of the coronavirus has led to millions entering a stringent new stay-at-home lockdown in the UK from Sunday, with non-essential shops and businesses now closed.

British Health Secretary Matt Hancock was the first one to announce the identification of a new variant of coronavirus. Now, as his government has announced a Tier 4 lockdown in the country, Hancock has justified the move by revealing the extent of danger the new variant poses.

Talking about the new and stricter lockdown in south-eastern England during the Christmas time, Hancock said the decision was needed to control the worsening situation as the new variant was "out of control".

Patting his own back, Hancock defended the new 'stay at home' orders. "We acted very quickly and decisively," he said. "Unfortunately the new strain was out of control. We have got to get it under control."

While many leaders and scientists have been assuring the locals that the new variant can be easily handled, Hancock revealed the situation was "deadly serious" and people should stay at home to make sure the situation does not get any worse than this.

"It's going to be very difficult to keep it under control until we have the vaccine rolled out," he said. "This is what we face over the next couple of months."

Hancock's statement comes a day after the UK Prime Minister Boris Johnson imposed a Tier 4 lockdown in the capital city London and the rest of the country to contain the spread of the novel coronavirus — especially since the new variant resulted in a surge of cases. The lockdown was not appreciated by the locals as it hampers their Christmas celebrations.

Johnson also reported that the new variant is 70 per cent more transmissible. However, whether or not is deadlier than the previous one is not yet clear.

Vietnam 'important pillar' of India's Act East Policy: PM Narendra Modi

India on Monday handed over the first of 12 High-Speed Guard Boat to Vietnam under the $100 million Defence Line of Credit extended by New Delhi to Hanoi.

The handing over happened at the virtual summit, between Indian Prime Minister Narendra Modi and Vietnam's PM Nguyễn Xuân Phúc during which both sides also launched manufacturing of High-speed Guard Boats and keel laying of 7 such boats which will be manufactured in Vietnam.

While listing out the outcomes on defense at the summit, secretary east, Riva Ganguly Das said, "Both sides agreed to further intensify their defense industry collaboration building on the Indian defense credit lines extended to Viet Nam. An Implementing Arrangement on Defence Industry Cooperation was also signed to this effect."

Key focus areas were also on development projects and culture. India handed over seven development projects built with Indian ‘Grant-in-Aid’ Assistance of US$ 1.5 million for the local community in Vietnam's southeast Ninh Thuan province. Additionally, New Delhi has increased the number of Quick Impact Projects to 10, from the current 5 starting FY 2021-2022.

On the cultural front, India will be part of the conservation of 3 historical sites in the ASEAN country--F-block of Temple at My Son, Dong Duong Buddhist Monastery in Quang Nam province, and Nhan Cham Tower in Phu Yen province. India's Archaeological Survey team is already working on the restoration of Cham temples in Central Vietnam where recently a 9th century AD monolithic Shiva Linga was discovered. Both sides also announced the launch of a bilateral project for preparing an Encyclopedia on India - Vietnam Civilizational and Cultural Relations

But perhaps, an outcome that Beijing will keenly note is the mention of UNCLOS in the India Vietnam Joint statement --Joint Vision for Peace, Prosperity, and People.

The vision document said, "leaders reaffirmed the importance of maintaining peace, stability, security, and freedom of navigation and overflight in the South China Sea" while "pursuing the peaceful resolution of disputes in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS), without resorting to threat or use of force."

UNCLOS or United Nations Convention on the Law of the Sea was violated by China in 2016 by not accepting the award of the tribunal constituted under it. The tribunal had dismissed the Chinese claim to a large portion of the South China Sea-based on its so-called "nine-dash line".

On the South China Sea which has seen an increased Chinese aggressiveness and attempts to unilaterally stake claims, the statement said, "Both leaders underscored the importance of non-militarisation and self-restraint in the conduct of all activities by claimants and all other states, and avoidance of actions that could further complicate the situation or escalate disputes affecting peace and stability.".

On December 19, the British government had alerted the World Health Organisation about a new variant of the coronavirus that the Prime Minister said maybe “up to 70 per cent” more transmissible than earlier strains.

The new strain – now officially named VUI-202012/01 – showed a “substantial increase in transmissibility”.

Over 60 per cent of new infections in London were now accounted for by the new variant.

Earlier this year, both Indian Defence Minister Rajnath Singh and External Affairs Minister Dr S Jaishankar had visited Russia amidst the pandemic to take part in the Shanghai Cooperation Organisation defence and foreign ministers meet.

Asked about ties between India and China, the Russian envoy said, "As a friend to both India and China we would welcome enhanced dialogue between Delhi and Beijing" and "this is the key in reaching progress in the ties and regional security and stability"

The Moscow meets saw, Indian and Chinese defence and foreign ministers meet. After India and Chinese foreign minister meet, both countries came out with 5 points joint statement to diffuse the heightened tension.

The envoy also spoke the S400 sanctions by America, saying, "it is hard to predict and let the Biden administration first announce publicly its stance...otherwise, we do not recognize unilateral sanctions as....interstate relations"

Trump administration had imposed sanctions on Turkey for buying the S400 system from Russia. India will also get the system soon, raising fears of possible American sanctions.
