The peel of the midnight bells in churches and the carols reverberating the praise of Lord Jesus ushered in the Christmas festivities in Goa amid the COVID-19 pandemic.

The Christmas celebration in the state, where nearly 30 per cent population is Christian, started with traditional fervour amid strict adherence to the standard operating procedures (SOPs) laid down by the state government.

"People came out in large numbers to attend the midnight mass. However, only 200 people were allowed to attend the mass in each church and the attendees had to maintain physical distance, wear masks and sanitise their hands," a priest attached to Our Lady of the Immaculate Conception Church in Panaji said on Friday.

The size of the crowd for the masses during the day will have to be decided by the priest in each church, he said.

The festival will continue till the New Year, the priest added.

At some places, special pandals were set up outside the churches to accommodate those people who could not attend the mass inside.

A police official said, "No untoward incident was reported during the festival. But police have increased their vigil in view of the crowd."

Apart from the churches and chapels, people also thronged the beaches across the state at midnight.

Markets in the state were seen packed with items used to decorate cribs, depicting the birth of Lord Jesus.

Goa Chief Minister Pramod Sawant wished the people on the occasion.

"Warm greetings and best wishes to the people of Goa on the occasion of Christmas. Christmas signifies a time of love, joy and peace. May the joys of the season fill our heart with goodwill and cheer. Merry Christmas," he tweeted.

In what could be termed a "Christmas present" for the BMC, Asia`s largest slum Dharavi notched zero cases on Friday — first time since the COVID-19 pandemic appeared in the congested settlement on April 1, health officials said.

At one point, it ranked as the worst hotspot and the most worrisome for the health authorities, but Dharavi now has a mere 12 active cases currently under treatment in local hospitals.

"We salute the people of Dharavi for their full cooperation, following the BMC`s SOPs and other health guidelines that has helped immensely," an elated BMC Municipal Commissioner I.S. Chahal told IANS.

"This is a major progress and achievement since the first case and death was reported from Dharavi on April 1. All our efforts to control the pandemic here have yielded fruitful results. Nevertheless, our vigil continues," said a local BMC Ward official, requesting anonymity.

Till date, Dharavi has notched a total 3,788 cases, — compared with Mumbai's 289,800 — and just 12 active cases vis-a-vis the city`s current total of 20,128.

After a quiet entry into Dharavi on April 1, the locality attracted national and even global attention as cases continued to soar in April-May-June, posing a huge challenge for the BMC and the Maharashtra government.

As the state and civic administrations girdled their loins to tackle the COVID-19 onslaught by implementing the `Dharavi Model`, it yielded rich dividends and by the third week of June, the 2.25 square km neighbourhood was already off the `Corona critical` list.

For the area housing nearly a million souls living or working in the heart of south-central Mumbai, the BMC had deployed the 4-Ts strategy — Tracing, Tracking, Testing and Treating — to combat the scourge.

Later, it followed up by an innovative `Chase The Virus` initiative in which for every single patient detected, 15 of his/her close contacts were also quarantined.

Other precautionary measures included medicines distributed to all the frontline health care and health security workers, opening a fully-equipped new institutional quarantine facility, senior citizens shifted to various BMC-run hospitals for treatment and door-to-door health checks.

With sterling results in its cap, the BMC started withdrawing from Dharavi, scaling or shutting down the facilities here by June-end, and the local businesses slowly started coming back to life and started limping back towards normalcy by August-September.

Meanwhile, the rest of Maharashtra continued to cause worries with a total of 19,13,382 total cases till date, including 3,431 added on Friday, and the state death increased by 71 to touch 49,129 — both figures highest in the country.

The district health department said on Friday that the COVID-19 vaccine will be available to around 35,000 health workers of government and private hospitals in the district.

Also, apart from the government facilities, COVID vaccine centres will also be set up at private hospitals across the district.

The meeting was also attended by the representative of the World Health Organization, Bindu Yadav, officials of all private hospitals and the Indian Medical Association.

Elaborating the COVID-19 vaccination process, deputy civil surgeon M.P. Singh said that the COVID-19 vaccination drive may start in the district by January.

"For this, a training programme was organised at the mini secretariat recently about the procedure of giving vaccines and preparations related to it. Initially, this vaccine will be given to corona warriors in a phased manner. The vaccine will be first given to health workers, officials and employees associated with health services," Singh said.

Singh also informed that the vaccination process would be monitored through the COVID portal.

"The process of preparing data of COVID warriors has started on this portal," Singh said.

According to the instructions of the government, the vaccine has been planned to be given in different stages so that it can be administered in a systematic manner. Also, the vaccine storage transmission work will be done under the observation of the government.

"A team of five vaccinators will provide vaccines to a group of 100 people. Particular attention will be given to social distancing during this process. The person who is vaccinated will be informed through SMS on his mobile in advance so that this work can be done in a planned manner. After vaccination, the person will have to stay in the centre for 30 minutes so that any reaction can be cured immediately," he said.

The official further stated that at the time of vaccination, the person`s information who came for the vaccination will be matched with the online Covid portal.

"Vaccination will be given on getting the correct information and the person will be kept in the observation room for some time. We will soon start a campaign to give information about the process," he added.

West Bengal Chief Minister Mamata Banerjee on Friday accused Prime Minister Narendra Modi of trying to mislead the people with half-truth and distorted facts over the non-implementation of PM Kisan Samman Nidhi scheme in the state.

She claimed that the prime minister showed his apparent concern for the farmers through a televised address, instead of proactively working to resolve their issues.

"While he (PM Modi) publicly claimed his intention to help farmers of WB (West Bengal) through his PM Kisan Yojana and alleges non-cooperation of the state government, the fact is that he is trying to mislead the people with half-truth and distorted facts," Banerjee said in a statement.

The prime minister lashed out at the West Bengal chief minister, accusing her government of "destroying" the state and depriving its over 70 lakh farmers of benefits from the Centre's flagship PM-KISAN scheme under which Rs 6,000 per year is given to each farmer.

Banerjee said that her government has always been ready to cooperate in the interest of the farmers.

Maintaining that she has written two letters to Union Agriculture Minister Narendra Singh Tomar and has even spoken to him two days ago, the chief minister said, "they are refusing to cooperate and are instead indulging in malicious propaganda for political gains".

Banerjee said that when the state is implementing so many schemes with the central government, the question of not cooperating on a scheme that is benefitting farmers seems absurd.

She wrote to Tomar on Monday, reiterating the state's request to route the PM-KISAN funds through the West Bengal government for disbursal among the farmers.

She had earlier written to the agriculture minister in September with the same proposal.

Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, a financial benefit of Rs 6,000 per year is provided to small and marginal farmers, payable in three equal instalments of Rs 2,000 each.

The fund is transferred directly to the bank accounts of the beneficiaries.

"Today I regret that more than 70 lakh farmers in West Bengal have not been able to get benefits of PM Kisan Samman Nidhi. More than 23 lakh farmers of Bengal have applied online to take advantage of this scheme. But the state government has stopped the verification process for so long," Modi said addressing a virtual event after releasing over Rs 18,000 crore to more than nine crore farmer families under PM-KISAN.

Denying the accusations of the prime minister, Banerjee alleged that the BJP-led Union government is used to indulging in politicking even at the cost of violating the established practices and norms regarding the implementation of central schemes by state governments.

Claiming that the Modi government has done nothing to help West Bengal, she said that the Centre is "yet to release even a portion of the Rs 85,000 crores of outstanding dues that includes unpaid GST dues of Rs 8,000 crores".

The chief minister said that if Modi genuinely wants to help West Bengal, he must release at least a part of these funds so that the state is in a better position to address its needs.

Assembly elections are likely in West Bengal in April-May next year and the BJP has launched a massive campaign to unseat the Banerjee-led Trinamool Congress government in the state.

Stating that lakhs of farmers are protesting on the roads demanding the withdrawal of the new farm laws, Banerjee claimed that these enactments are anti-farmer as these "threaten to dilute the MSP, the state procurement system, and take away the basic protective mechanisms of the farmers, hence leaving them at the mercy of big private players".

Banerjee claimed that in the interest of the people of Bengal, her government will do everything that is needed on its part.

"Even if it means supporting schemes of central government that are purely meant to further their political agenda, are at odds with the spirit of federalism, and are definitely not guided by their desire to help the people at large; so long it ensures even incremental benefit for the people of Bengal," the chief minister said in her statement.

In his address, the prime minister said, "Mamata Banerjee's ideology has destroyed the state and her actions are against the farmers."

Banerjee asserted that her ideology is consistent with the vision of the founding fathers of the country, and that she has wholeheartedly served the people of West Bengal with the right intent, efforts and with everything she has.

Also read | PM Narendra Modi lashes out at Mamata Banerjee over centre's scheme for farmers "While he (PM Modi) publicly claimed his intention to help farmers of WB (West Bengal) through his PM Kisan Yojana and alleges non-cooperation of the state government, the fact is that he is trying to mislead the people with half-truth and distorted facts," Banerjee said in a statement. In his address, the prime minister said, "Mamata Banerjee's ideology has destroyed the state and her actions are against the farmers." Banerjee asserted that her ideology is consistent with the vision of the founding fathers of the country, and that she has wholeheartedly served the people of West Bengal with the right intent, efforts and with everything she has.

A host of luminaries from different fields were on the bus that took Atal Bihari Vajpayee on the historic journey from Amritsar to Lahore in 1999 but cricketer Kapil Dev was perhaps the most gracious, recalls the late prime minister's private secretary Shakti Sinha in a new book.

It took 40 minutes for the bus to go from the Indian side of Punjab to the Pakistani side and the seat next to Vajpayee on that momentous ride was a much-coveted one.

"The bus had two seats on either side of the aisle. Vajpayee was on the first seat on the left side of the bus, all by himself.

Throughout the short forty-minute journey, we provided an opportunity for each member of the delegation to sit with Vajpayee and chat for a while.

"Kapil Dev came across as the most gracious, quickly moving out when it was the turn of somebody else to sit with Vajpayee. With some of the others, I had to almost physically evict them; they shall not be named as they are not with us anymore," Sinha writes in "Vajpayee: The Years that Changed India" that hit the stands on Friday, the late leader's 96th birth anniversary.

Among the others accompanying Vajpayee on the journey were journalist Kuldip Nayar, poet Javed Akhtar, actor Dev Anand, singer Mahendra Kapoor and actor-politician Shatrughan Sinha.

Sinha also has a tale to tell about the late Dev Anand, who has legions of fans in Pakistan.

When the bus reached the other side of the border, the two prime ministers, Vajpayee and Nawaz Sharif, hugged each other.

Dev Anand, who stood next to them, started reminiscing about the time when he left Lahore for Mumbai.

"(he) would have carried on till we gently guided him away," Sinha says.

The prime minister's motorcade gets a free pass on the roads but a car carrying his hearing aid does not, he says, recounting the delay at the beginning of the journey in Delhi.

On the way to the airport in Delhi to board the flight to Amritsar, Vajpayee realised he had forgotten his hearing device at home.

"On our way to the airport, Vajpayee turned to me and nervously told me that he had left his hearing device at home. He had been checking his pockets and found them empty! Fortunately, we had cell phones by then, so I quickly rang back and asked for it to be sent pronto," Sinha writes.

"Fortunately for us, the PM's plane, operated by the air force, always has sufficient margin, a fact I knew by then. That knowledge gave us breathing space. We boarded but could not leave immediately since the car with the hearing aid was still on the way. But we were lucky that the traffic was light and the delay was a manageable twenty minutes," he adds.

The inaugural bus, 'Sada-e-sarhad', ran on February 19, 1999 between Delhi and Lahore, a distance of around 500 km, with three technical halts, taking a total of 14 hours.

Though Vajpayee was to travel all the way from Delhi, the plan was later modified and he boarded the bus at Amritsar airport.

Sinha, who is presently the director of Atal Bihari Vajpayee Institute of Policy Research and International Studies, MS University, Vadodara, also says Pakistan's then Prime Minister Sharif sent a word to his wife Begum Kulsoom Nawaz to drive from Islamabad to Lahore when he noticed that Vajpayee's foster daughter Namita Kaul Bhattacharya was part of the delegation.

Namita Kaul's husband Ranjan Bhattacharya and their daughter Niharika were also part of the tour.

"This indicated how much Vajpayee was personally invested in the visit, raising the tenor of the occasion by a few octaves," Sinha writes The 'bus diplomacy', as it was called in later years, was hailed as the dawn of a new era in India-Pakistan relations but proved to be a short-lived thaw in the stormy relationship between the two countries.

Within months India and Pakistan were embroiled in the Kargil battle.

The over 300-page book, which consists of 10 chapters, is published by Penguin Random House India.

PM Narendra Modi releases over Rs 18,000 crore for around 9 crore farmers

Prime Minister Narendra Modi on Friday accused West Bengal Chief Minister Mamata Banerjee whose policies he said were stopping state farmers from taking benefit of PM-KISAN scheme. The scheme is central government's flagship scheme. He was addressing a virtual event after releasing over Rs 18,000 crore to more than nine crore farmer families under 'Pradhan Mantri Kisan Samman Nidhi' (PM-KISAN)

Under the PM-KISAN scheme, a financial benefit of Rs 6,000 per year is provided to small and marginal farmers, payable in three equal instalments of Rs 2,000 each. The fund is transferred directly to the bank accounts of the beneficiaries.

During his address Modi wondered why protests were not visible against West Bengal's decision of not implementing the scheme while there were agitations against the new farmer bills.

He said the entire country is benefiting from the PM-KISAN programme, but only one state, West Bengal, has not implemented this scheme.

As a result, over 70 lakh farmers are not able to take benefit of this scheme and this money is not reaching them, he said, adding that this is because of political reasons.

Modi said more than 23 lakh West Bengal farmers have applied online to take advantage of this scheme, but the state government has stopped the verification process for a long.

"Why there was no protest for ensuring PM-KISAN money," he said.

"If you listen to 15 years old speech of Mamta Ji, then you will know how much this ideology has ruined Bengal," he said.

Modi said everyone knows how the state has been ruined by the political ideology of those who ruled there for decades.

"The public is watching those doing selfish politics very closely. The parties that do not speak on the benefit of farmers in West Bengal are engaged in harassing the citizens of Delhi here in the name of the farmers and are ruining the economy of the country," he said.

A 12-year-old Indian boy in the UAE has entered into the Guinness Book of World Records by identifying the most aeroplane tails in a minute, media reports said on Thursday.

Siddhant Gumber, an Abu Dhabi-based homeschooled boy who identified 39 aeroplane tails in 60 seconds, is also the youngest Indian to identify top 100 tallest buildings, Gulf News reported.

Gumber, who hails from Haryana, was earlier recognised by the 'India Book of World Records'. He achieved the Guinness world record last month, the report said.

His name also features in the 'India Book' for being the youngest to identify the top 100 tallest buildings of the world with their respective heights and locations, it said.

''I have been a Lego buff since I was a toddler, and my father and I spent a lot of time creating a variety of models, rockets, aeroplanes, buildings and vehicles. I was able to recognise a lot of the aeroplane tails, and my mother helped me compile them in PowerPoint slides so I could identify them (very quickly),'' Gumber told Gulf News.

His mother Monisha said that her son has always been interested in signs, symbols and logos.

''He has an exceptional picture memory and usually never forgets an image once he has seen it. He does have a variety of interests and likes to know about things into detail, just like aeroplanes. Although he loves country flags, we focused on aeroplane tails for the Guinness record because they too are unique,'' she said.

He took about 1.5 seconds per airline tail, she added.
