The central government has updated its September 9 circular on the Goods and Services Tax (GST) reforms, as it waived the direction for publishing mandatory newspaper advertisements for price changes of items whose packaging reflects old prices. The deadline for exhausting old packaging has also been pushed to March 31, 2026. The previous cutoff was December 31.
What are the changes in the GST advertisement rules?
According to Business Standard, on September 9, the government had allowed manufacturers, packers, and importers to revise the MRP on unsold goods until December 31, 2025, or until stock was exhausted. It had allowed them to use stamps, stickers, and printing to revise MRP on packaging. It also asked them to publish two ads in newspapers, notices to deals. However, the industry had raised concerns that it would need time to sell unsold inventory and exhaust packaging materials that were already printed. “After considering industry concerns and in suppression of the earlier advisory dated September 9, 2025, the central government has decided to allow manufacturers, packers, importers, or their representatives to voluntarily affix revised price stickers on unsold packages manufactured before September 22, 2025, provided the original price declaration is not obstructed. In this context, it is underlined that extant rules do not mandate affixing revised price stickers on such unsold packages,” the revised circular said. The new circular says that companies will now be asked to inform the revised prices to wholesale dealers and retailers via circulars. Their copies will be required to be sent to the director of legal metrology of the central government and the Controller of Legal Metrology in all states and Union Territories. For goods made before September 22, 2025, it would be optional for companies to display the revised unit sale prices. Manufacturers are required to inform dealers, retailers, and consumers about GST rate changes through various media. The central government has rationalised the Goods and Services Tax (GST) regime by eliminating the 12 per cent and 28 per cent GST slabs. US President Donald Trump on Friday (Sep 19) announced a massive hike in the annual fee for H-1B visas, raising it to a whopping $100,000. Even as he introduced the shocking fee hike, Trump also announced that "Trump Gold Card is here". What is a Gold Card? Can it help you get a US citizenship, and therefore bypass H-1B visas? Here's all you need to know.
What is a Trump Gold Card?
Simply put, it is a new immigration pathway for the rich. The 'Trump Gold Card' is a visa meant for foreigners of "extraordinary ability", such as entrepreneurs, investors, and business leaders who are committed to supporting the United States of America. The visa comes with a massive $1 million fee and will grant the holder the right to live and work across all 50 US states. On Truth Social, Trump announced the move, saying, "For far too long, we have had millions of Illegal Aliens pouring into our Country, and our Immigration System was broken. It is beyond time that the American People, and American Taxpayers, are benefiting from our LEGAL Immigration System."
How will it benefit the US?
The Trump Gold Card, as per the POTUS, is expected to "generate well over $100 Billion Dollars very quickly". This money, he said, would be "used for reducing Taxes, Pro Growth Projects, and paying down our Debt."Trump Platinum CardAlong with the Gold Card, Trump also announced a more exclusive 'Trump Platinum Card', that carries a $5 million fee, which, as per reports, will allow individuals to spend up to 270 days in the US annually without being taxed on American income. It would be available on a first-come-first-served basis and like the Trump Gold Card, would be subject to approvals. For corporations, Trump also announced the Corporate Gold Card, priced at $2 million, with added processing and maintenance charges.
'Gold cards,' a new paid way to get US citizenship?
Not really. Previously, Commerce Secretary Howard Lutnick revealed that the Gold Cards would replace the government's immigrant investor visa programme, adding that applicants would "have to go through vetting" to prove they are “wonderful world-class global citizens”. Currently, the EB-5 immigrant investor visa programme is the route through which foreign investors pump money into US projects that create jobs and then apply for visas to immigrate to the US. Currently, the programme issues green cards to immigrants who invest at least $1,050,000, or $800,000 in economically distressed zones called targeted employment areas, to create jobs for American workers.

Gold, silver prices decline after US federal rate cut: Should you buy?

The US Federal Reserve decided to reduce interest rates for the first time in 2025 on Wednesday (September 17), responding to signs of a cooling job market and potential risks to employment. The rate cut, set at 25 basis points, brings the benchmark lending rate to a range between 4.0% and 4.25%, with the central bank signaling two additional cuts before the end of the year. The vote was split, with the only dissent coming from newly appointed Fed Governor Stephen Miran. Miran, who previously served as an economic adviser to President Donald Trump, pushed for a larger reduction of 50 basis points. The other members of the Federal Open Market Committee (FOMC) voted in favor of the smaller cut. This meeting marked Miran’s first decision as a voting member, following his swift Senate confirmation earlier in the week. His appointment was notable, as he was named to replace another official who retired early, with many observers highlighting the political implications of his role. The Fed's decision reflects the difficult balancing act policymakers face: supporting the labor market while managing inflation risks. Although inflation remains above the central bank's 2% target, the economic indicators point to a deceleration in job growth, prompting the Fed to prioritize employment concerns. In its statement, the Fed acknowledged that risks to the labor market had increased, noting a slowdown in job creation and a slight uptick in the unemployment rate, though it still remains low. Despite inflationary pressures, the central bank emphasized the importance of boosting the economy and providing more support for the workforce. Additionally, the Fed raised its 2025 economic growth projection from 1.4% to 1.6%, but made no revisions to its inflation or unemployment forecasts. The move comes amid continuing political pressure, particularly from President Trump, who has consistently urged the Fed to cut rates further to stimulate the economy. The political influence on the Fed has drawn criticism, especially with Miran’s proximity to the Trump administration. Miran’s appointment, along with the ongoing legal dispute surrounding the ousting of Fed Governor Lisa Cook, has raised concerns among some economists about the Fed’s independence. EY’s chief economist, Gregory Daco, warned that the growing political attention on the Fed could have negative consequences. Historical precedents suggest that central banks under political influence can lead to suboptimal economic outcomes, including higher inflation, slower growth, and greater market volatility. Looking ahead, the Fed’s upcoming decisions will likely be closely scrutinized, as will Miran’s future votes and statements. The central bank faces an increasingly complex economic environment, with the full effects of Trump’s tariffs still unfolding.

Vinod Nair, Head of Research, Geojit Investments Limited, said that strong domestic inflows, currency stability, and favourable geopolitical dynamics continue to create a constructive near-term outlook for the market. He said that the Indian markets' upward momentum was maintained because of the revival of India-US trade talks and efforts to strengthen bilateral ties. Meanwhile, Urban Company's listing was the highlight of the day. The share jumped 64 per cent from its issue price. At the close of the day, it was trading at Rs 169 apiece. "Strong listing was above our expectations; despite listing pop, Urban Company presents a compelling long-term structural story and can serve as a proxy for the growing demand in the home services segment across its key geographies," noted Prashanth Tapse, Senior VP (Research), Mehta Equities Ltd. India-US trade talks A team of US officials, led by Assistant US Trade Representative for South and Central Asia, Brendan Lynch, had "positive and forward-looking" discussions on Tuesday with the officials from India's Department of Commerce. This was weeks after the US imposed a 50 per cent tariff on Indian exports. "Encouraging signals from India-US trade talks rekindled buying interest across sectors. The focus of market participants will now shift squarely to the US Federal Reserve's policy outcome and outlook later tonight, with markets widely pricing in a 25-basis point rate cut," Sudeep Shah, Head - Technical Research and Derivatives at SBI Securities, said.

India's exports to the US dropped sharply in August as the Donald Trump administration imposed tariffs on buying Russian oil and weapons. New Delhi's exports to the US dropped 16.3 per cent compared to July. Global Trade Research Initiative (GTRI) said in a report that the country's exports to the United States were worth $6.7 billion, a steep decline compared to the previous month's figures. Every year, thousands of highly skilled Indian professionals travel to the US on temporary work visas like the H‑1B and L‑1, contributing significantly to America's tech sector and economy. But while these workers help build multibillion-dollar businesses, billions of their own dollars quietly disappear into the US system and are never repatriated. The reason? India and the US do not have a 'totalisation agreement', a bilateral social security pact that could have protected these workers from losing their hard-earned money.
What is a totalisation agreement?
A totalisation agreement is a formal arrangement made by two countries to coordinate their respective social security systems. These agreements ensure that citizens from these countries can either claim US Social Security benefits or avoid paying into the system entirely if they are already contributing to their home country’s system. The aim is to avoid double taxation, so that workers do not pay into the social security systems of both countries for the same work. It also preserves eligibility for benefits by allowing workers to combine work credits from both countries to qualify for retirement or disability benefits. The US has signed totalisation pacts with more than 30 countries including Canada, the UK, Germany, South Korea, and Japan, but not India. The Indian government has failed to reach such a pact despite repeated diplomatic efforts and negotiations that have dragged on for years without resolution. Also read: ‘Intensifying efforts to achieve early conclusion’: India-US trade talks conclude after 7 hours amid Trump’s tariff war
How much are Indian techies losing each year in the US?
Indian professionals on temporary work visas are required to pay US payroll taxes under the Federal Insurance Contributions Act (FICA). This includes 6.2 per cent toward Social Security and 1.45 per cent toward Medicare, totalling 7.65 per cent of their gross wages, withheld automatically by employers. But here’s the catch: to qualify for US Social Security benefits, a worker must contribute for at least 40 quarters, or 10 years. However, most H‑1B and L‑1 workers return to India within six years—unless their visas are extended—well before they become eligible to claim any benefits. As a result, their contributions are ‘forfeited’.https://www.wionews.com/videos/india-us-wrap-up-trade-talks-india-says-talks-were-very-positive-1758041424039/embed
What is the financial loss to Indians whose social security payments are not repatriated?
The Harvard Journal on Legislation reported that Indians on H‑1B and L‑1 visas contribute approximately $3 billion annually to US Social Security. More than $25 billion have been lost to them over the years, even by conservative estimates.Between 2002 and 2012 alone, Indian workers contributed over $27.6 billion, according to Harvard research. That places the total lost contributions well into the tens of billions of dollars over the last two decades. Also read: Rajesh Agrawal: Meet India's chief trade negotiator leading talks with US
Into the black hole: Where does money not given to Indian techies in the US go?
These funds are not held in a personal account for each worker. They are not returned to them after they leave the US. Instead, the money flows into the US Social Security Trust Funds, which operate on a 'pay-as-you-go' basis. This means today’s workers fund the benefits of current retirees. For Indian workers who do not stay long enough to qualify, the contributions effectively become a sunk cost—a financial black hole with no return. As there is no totalisation pact in place, there is also no legal or policy mechanism for India to recover or redirect these contributions for its returning citizens. Also read: 'Narendra, doing a tremendous job...: Trump calls Indian PM Modi on his birthday, shares special wish amid trade tensions
How totalisation agreements of other countries help workers
Nations with totalisation agreements have far more favourable outcomes. Social security benefits of their workers are either transferred or paid out abroad. Work years in one country are counted or added toward benefit eligibility in another. Exemptions are made from dual payroll taxation when covered by the home country's system. In the case of German workers, they can combine years worked in Germany and the US to qualify for benefits in either country. Canadian citizens can avoid paying into US Social Security if they are already contributing to the Canadian Pension Plan.Even Brazil, which signed a totalisation agreement with the US in 2015, has begun implementation steps. But India—home to the largest number of H‑1B workers—still has no such arrangement in force.
Indian techies' money stashed in the US: What’s the US government’s position?
India has consistently expressed interest in a totalisation agreement with the US, citing the vast financial losses to its citizens. But the US has dragged its feet. The core issue appears to be that India’s social security system (mainly managed by the EPFO, or Employee Provident Fund Organisation) is not considered equivalent to the US social security model in terms of structure and guarantees, making negotiations complex.Indian workers remain the largest group affected by the absence of such a pact.
Do Indian workers in the US get their social security benefits paid to them?
Yes, but it happens only to those who stay long enough. A totalisation pact can prevent double payroll taxation, allow contribution credits to be totalised (combined across countries), and create pathways for payouts or refunds for returning Indian citizens.Until then, billions of dollars from Indian techies will continue to disappear into a system that gives them nothing in return.

Indian tech workers in the US never get paid billions in Social Security contributions. This is due to the absence of a totalisation agreement between India and the US. There is no refunds or benefits when these workers return. Where's the money gone?

Also read: ‘Intensifying efforts to achieve early conclusion’: India-US trade talks conclude after 7 hours amid Trump’s tariff war How much are Indian techies losing each year in the US? Indian professionals on temporary work visas are required to pay US payroll taxes under the Federal Insurance Contributions Act (FICA). This includes 6.2 per cent toward Social Security and 1.45 per cent toward Medicare, totalling 7.65 per cent of their gross wages, withheld automatically by employers. But here’s the catch: to qualify for US Social Security benefits, a worker must contribute for at least 40 quarters, or 10 years. However, most H‑1B and L‑1 workers return to India within six years—unless their visas are extended—well before they become eligible to claim any benefits. As a result, their contributions are ‘forfeited’. https://www.wionews.com/videos/india-us-wrap-up-trade-talks-india-says-talks-were-very-positive-1758041424039/embed What is the financial loss to Indians whose social security payments are not repatriated? The Harvard Journal on Legislation reported that Indians on H‑1B and L‑1 visas contribute approximately $3 billion annually to US Social Security. More than $25 billion have been lost to them over the years, even by conservative estimates. Between 2002 and 2012 alone, Indian workers contributed over $27.6 billion, according to Harvard research. That places the total lost contributions well into the tens of billions of dollars over the last two decades. Also read: Rajesh Agrawal: Meet India's chief trade negotiator leading talks with US Into the black hole: Where does money not given to Indian techies in the US go? These funds are not held in a personal account for each worker. They are not returned to them after they leave the US. Instead, the money flows into the US Social Security Trust Funds, which operate on a 'pay-as-you-go' basis. This means today’s workers fund the benefits of current retirees. For Indian workers who do not stay long enough to qualify, the contributions effectively become a sunk cost—a financial black hole with no return. As there is no totalisation pact in place, there is also no legal or policy mechanism for India to recover or redirect these contributions for its returning citizens. Canadian citizens can avoid paying into US Social Security if they are already contributing to the Canadian Pension Plan. Even Brazil, which signed a totalisation agreement with the US in 2015, has begun implementation steps. The core issue appears to be that India’s social security system (mainly managed by the EPFO, or Employee Provident Fund Organisation) is not considered equivalent to the US social security model in terms of structure and guarantees, making negotiations complex. Indian workers remain the largest group affected by the absence of such a pact. Do Indian workers in the US get their social security benefits paid to them? Yes, but it happens only to those who stay long enough. Non-Green Card holders can receive US Social Security payouts abroad only if they have worked in the US for at least 10 years and meet other eligibility criteria. Mis-selling financial investment instruments has become a notorious problem in India's financial markets. Agents representing several companies misrepresent data and make false promises to sell their products, including mutual funds, bonds, personal loans, and insurance. US Treasury Secretary Scott Bessent told Reuters that the September 17 deadline pushed Chinese negotiators to reach the agreement. The US administration had warned the Chinese app that its services would be disrupted if it didn't reach a deal. He told the agency that the deadline could be extended by three months to allow time for the finalization of the deal. He, however, declined to discuss the content of the proposed agreement. He said that the Chinese negotiators cared about the cultural aspects of the application. He said the Chinese negotiators care about the Chinese characteristics of the app. He said that they think these features are the country's soft power. The US, however, cares about national security, not the Chinese characteristics. US President Donald Trump said his administration hasn't decided that China would hold a stake in the company.
