<p>Interestingly, more than 20 people had&nbsp;initially signed up for the tour but most of them withdrew owing to the bad weather alert.</p>

<p>An urban explorer from Moscow earlier claimed that there were shelters inside the tunnels to help people take refuge during emergency situations.</p>

<p>"I hoped that maybe I would still be able to find some survivors there. There are two shelter points, but there was no one there," urban explorer Daniil Davydov told the RIA news agency.</p>

<p>Moscow’s iconic 19th-century underground tunnels are popular among tourists. Several tour guides offer trips down the vast network of sewers to curious tourists but most of them are undertaken only after taking permission from the local authorities.</p>

<p>"Therefore, success belongs to all of humanity, and it will help other nations, all countries from the world are capable of achieving such feats," he said.</p>

<p>He ended&nbsp;his address to an outpouring of applause from the jubilant control room.</p>

<p>Later, PM Modi also talked to ISRO chief S Somanath over the phone and congratulated him for his team's success.</p>

<p>Around two years ago at the Glasgow summit, world leaders agreed to phase out fossil fuel subsidies and promote transition to green energy. However, the ramifications caused by the COVID-19 pandemic and the Russia-Ukraine war seem to have derailed the global plans to phase out fossil fuels.</p>

<p>The efforts to increase reliance on green energy have generally led to an increase in the cost of living worldwide, causing governments to develop cold feet.</p>

<p>To check massive inflation, governments had to intervene to bring the prices down by rolling out massive subsidy initiatives.</p>

<h2><strong>Experts issue warning</strong></h2>

<p>In February, an International Energy Agency report highlighted the concerning extent of fossil fuel subsidies in 2022.</p>

<p>However, it acknowledged that certain measures might be justified for social or political reasons “given the hardship that full exposure to market-driven prices could have caused”.</p>

<p>In June, a World Bank report revealed that “by underpricing fossil fuels, governments not only incentivise overuse, but also perpetuate inefficient polluting technologies and entrench inequality”.</p>

<p>Furthermore, the authors of the report noted that approximately three-quarters of all energy sector subsidies are directed towards fossil fuels.</p>

<p>Modi started his speech by thanking President Cyril Ramaphosa of South Africa, this year's chair of the BRICS grouping, for&nbsp;the "wonderful arrangement" of the event.</p>

<p>"BRICS has undertaken a long and wonderful journey in the last two decades," said PM Modi, while adding that they have created a financial security net through the New Development Bank. He added, "New Development Bank&nbsp;is&nbsp;playing major role in building gobal south."</p>

<p>Also, he shared India's growth story with all attendees while saying that India was working day and night to bring positive changes to "the lives of common citizens."</p>

<p>“To give a new path to the BRICS agenda, India had put forth suggestions on issues such as railway research network, close cooperation between MSMEs, online BRICS database and startup firms. I am happy that a lot of progress was made on these issues,” he said.</p>

<h2><strong>Modi suggests space exploration consortium</strong></h2>

<p>Indian PM Modi proposed BRICS cooperation in&nbsp;the space exploration consortium that will focus on space research and weather monitoring. He&nbsp;also suggested&nbsp;cooperation in education,&nbsp;technology and skill mapping.</p>

The accident took place when a line snapped, causing the occupiers of the cable car to hang in balance for hours before a rescue&nbsp;began.</p>

<p>Earlier in the day, after having rescued four people,&nbsp;the Special Services Group (SSG) reportedly halted the helicopter rescue operation due to light and weather issues. However, a separate ground mission was initiated to rescue the remaining people. Under the mission, a small gondola was sent near the affected cable car using the same cable and people were rescued individually.<br />

<p>The chairlift was dangling in the middle of a deep ravine surrounded by towering mountains and a rocky surface, along with the Jhangri river beneath it, Pakistan's Dawn reported.</p>

<p>Earlier, Pakistan's armed forces began the rescue operation after local authorities failed to initiate the missions due to difficult terrain and a lack of resources.</p>

<p>Helicopters of Pakistan Army Aviation and Pakistan Air Force were earlier present at the site and were struggling to rescue the stranded persons.</p>

<h2><strong>How grave was the situation?</strong></h2>

<p>Gulfaraz, a 20-year-old who was earlier stuck on the chairlift, informed Pakistan's Geo News via phone that there was not even drinking water on board.</p>

<p>He mentioned that a 16-year-old passenger, who has a heart condition, had been unconscious for good three hours. Gulfraz explained that the teenager was en route to the hospital using the chairlift.</p>

<p>Gulfaraz said that the initial wire broke at 7 AM, followed by the breakdown of another cable shortly after. Since early morning, the passengers had been awaiting help.</p>

<p>In his opening remarks at a business forum ahead of the BRICS summit being held in South Africa’s Johannesburg, Russian President Vladimir Putin said the bloc was on the course to meet the aspirations of most of the world community.</p>

<p>In a virtual address delivered on Tuesday (August 22), Putin told the forum, “We cooperate on the principles of equality, partnership support, respect for each other’s interests, and this is the essence of the future-oriented strategic course of our association, a course that meets the aspirations of the main part of the world community, the so-called global majority."</p>

<p>It must be noted that Putin is not attending the summit in-person as he is sought by the West-backed International Criminal Court (ICC) over allegations that he deported Ukrainian children.</p>

<h2><strong>Putin attacks US dollar, yet again</strong></h2>

<p>In his address, Putin said the US dollar was losing its global role in an “objective and irreversible” process.</p>

<p>De-dollarisation is “gaining momentum” he said, adding that members of the group of major emerging economies are seeking to reduce their reliance on the greenback in mutual transactions.&nbsp;</p>

<p>The Russian leader said the five nations – Russia, China, India, Brazil and South Africa – are becoming the new world economic leaders, and that their cumulative share of global GDP has reached 26 per cent.</p>

<p>A Singapore-born Indian-origin former minister has been announced as an official candidate for the rich Southeast Asian nation’s presidential elections.</p>

<p>Tharman Shanmugaratnam, 66, has been a former senior minister in the government of the ruling People's Action Party (PAP).</p>

<p>"Let's look forward to a campaign, which is dignified and honourable, and a campaign which itself seeks to unite Singaporeans and not divide us," he said in a speech.</p>

<p>Singapore’s Elections Department (ELD) on Tuesday (August 22) declared three individuals as official candidates for the country’s highest non-political post, including two Chinese-origin candidates.</p>

<p>The other two candidates are 75-year-old Ng Kok Song, who is the former investment chief of a state-owned company, and 75-year-old Tan Kin Lian, who is the former head of the state-run insurance company.</p>

<h2><strong>Tharman resigned from public offices in July</strong></h2>

<p>In order to qualify for contesting presidential polls, Tharman had resigned from all political and public offices in July.</p>

<p>He later told the local media that he was running in the polls not for the associated prestige but on the basis of a long-held purpose in life.</p>

<p>"I believe in a fairer, more compassionate and more inclusive society. And my life is dedicated to that. Singapore can be special," the Indian-origin leader said.</p>

<p>"It will be a more difficult and challenging future that we face, which is the reason why I have entered this contest to offer all my experience and capabilities on the ground for a few decades nationally and internationally," he added.</p>

<h2><strong>Tharman’s career</strong></h2>

<p>Tharman began his career as an economist and civil servant, primarily at the Monetary Authority of Singapore, before entering the political arena in 2001.</p>

Indian-origin ex-minister Tharman is a candidate in Singapore presidential polls

<p>Detectives at London's Metropolitan Police's Special Enquiry Team (SET) have decided not to take any further action regarding the investigation into media reports which claimed that a Saudi businessman had been honoured in exchange for donations to one of King Charles III’s charities.</p>

<p>British Police Monday (August 21) said the prosecutors failed to establish that any offences had been committed under the Honours (Prevention of Abuses) Act or the Bribery Act.</p>

<h2><strong>Police enquiry began in February 2022</strong></h2>

<p>The enquiry began in February last year after a Sunday Times report revealed ‘shady dealings’ between the Saudi businessman and the charity owned by Charles III.</p>

<p>What came hot on the heels was a police investigation, under which two men were interviewed under caution. The police also requested some documents from the newspaper.</p>

<p>"Should any new information or evidence come to light that requires further assessment, this will be carried out by the Met’s SET," the police statement said.</p>

<p>"Nobody has been arrested or charged during the course of this investigation," the statement added.</p>

<h2><strong>Sunday Times reportage</strong></h2>

<p>Since its initial publication in September 2021, the Sunday Times has released more articles related to alleged donations given to charities associated with ‘King’ Charles.</p>

<p>In June 2022, the newspaper reported that Charles had received 3 million euros ($3.3 million) in cash from a former prime minister of Qatar, with a portion of it being carried in shopping bags.</p>

<p>Charles's office clarified that the funds were directed to one of his charities and that all proper procedures were followed. A source from the royal camp mentioned that sizeable cash donations would no longer be accepted.</p>

BRICS summit 2023: India’s Modi to depart for Johannesburg on Tuesday, expected to visit Greece

<p>India’s Supreme Court on Monday (August 21) rebuked a lower court for passing an order against the top court’s ruling.</p>

<p>"What is happening in Gujarat High Court?” said the bench of Justice BV Nagarathna and Justice Ujjal Bhuyan of the Supreme Court.</p>

<p>The strong remarks came in a case related to a rape victim who was seeking to terminate her pregnancy. As reported by NDTV, the Gujarat High Court passed an order in the case even as it was listed for hearing in the apex court on August 21.</p>

<p>Earlier, the high court had ruled against the victim and denied her relief but Supreme Court in Monday’s judgment granted her approval for terminating her pregnancy.&nbsp;</p>

<p>“No court in India can pass an order against a superior court order. It is against constitutional philosophy," the SC bench noted.</p>

<h2><strong>Gujarat government issues clarification</strong></h2>

<p>Solicitor General Tushar Mehta, who represented Gujarat government in the Supreme Court, defended the court’s move by claiming that the Saturday order was passed just to fix a “clerical error.”</p>

<p>"There was a clerical error in the previous order and that was fixed on Saturday. It was a misunderstanding," Mehta said while assuring the top court that the state government shall request the high court to recall the order.</p>

<h2><strong>Supreme Court vs High Court</strong></h2>

<p>Earlier on Saturday, the Supreme Court chided the lower court for its "lackadaisical attitude" in the sensitive case, saying “valuable time" has been lost.</p>

<p>The 25-year-old victim had initially approached the high court on August 7, following which the court directed the formation of&nbsp; a medical board to look into the status of her pregnancy.</p>

<p>The report prepared by the board, which ruled that the pregnancy can be terminated, was taken up by the high court on August 11.</p>

<p>India’s apex court on Monday issued a fresh judgment in the case taking into consideration the latest status report.</p>

<p>“Subsequent to the medical procedure to be carried out, in the event the foetus is found to be alive, the hospital is to give all facilities including incubation to ensure the foetus survives. The State shall then take steps to ensure the child is adopted in accordance with law," the Supreme Court said.</p>

The strong remarks came in a case related to a rape victim who was seeking to terminate her pregnancy. As reported by NDTV, the Gujarat High Court passed an order in the case even as it was listed for hearing in the apex court on August 21. Earlier, the high court had ruled against the victim and denied her relief but Supreme Court in Monday’s judgment granted her approval for terminating her pregnancy. “No court in India can pass an order against a superior court order. It is against constitutional philosophy," the SC bench noted. Gujarat government issues clarification Solicitor General Tushar Mehta, who represented Gujarat government in the Supreme Court, defended the court’s move by claiming that the Saturday order was passed just to fix a “clerical error.” Watch: Supreme Court of India issues handbook to remove gender stereotypes from law × "There was a clerical error in the previous order and that was fixed on Saturday. It was a misunderstanding," Mehta said while assuring the top court that the state government shall request the high court to recall the order. Supreme Court vs High Court Earlier on Saturday, the Supreme Court chided the lower court for its "lackadaisical attitude" in the sensitive case, saying “valuable time" has been lost. The 25-year-old victim had initially approached the high court on August 7, following which the court directed the formation of a medical board to look into the status of her pregnancy. The report prepared by the board, which ruled that the pregnancy can be terminated, was taken up by the high court on August 11. Latest judgment by Supreme Court India’s apex court on Monday issued a fresh judgment in the case taking into consideration the latest status report. “Subsequent to the medical procedure to be carried out, in the event the foetus is found to be alive, the hospital is to give all facilities including incubation to ensure the foetus survives.
