Senate Republicans on Wednesday (Dec 6) blocked the White House's request for $106 billion in emergency aid for Ukraine as well as Israel as the conservatives showed resistance to the debarment of immigration reforms they had demanded as part of the package.

The vote was 49 in favour to 51 against, which left the $110.5 billion measure short of the 60 votes needed in the 100-member Senate to pave the way to start debate, endangering President Joe Biden's push to provide new aid before the end of this year.

The package would provide approximately $60 billion in security assistance for Ukraine, along with funds for humanitarian and economic aid for the government in Kyiv.

It would also include $14 billion for Israel as it battles Hamas in Gaza.

A Democrat, Senate Majority Leader Chuck Schumer, also voted for a "no" stating that he could introduce the measure again in the future.&nbsp;

Schumer, post the voting, also underlined the risk if Ukraine fails to succeed, saying that it was a "serious moment that will have lasting consequences for the 21st century," risking the decline of Western democracy.

Republicans stated that it was extremely important to make their case for tighter immigration policies and control of the southern border.

"Then let’s vote. And then let's finally start meeting America's national security priorities, including right here at home."

Earlier in the day, United States President Joe Biden pleaded with the Republicans for more funds in military aid for Ukraine stating that if Russia succeeds in its invasion of Ukraine, Moscow would attain the position of attacking NATO allies and there is a possibility that it could draw US troops into a war.

"If Putin takes Ukraine, he won’t stop there," Biden said. Putin will attack a NATO ally, he predicted, and then "we’ll have something that we don't seek and that we don't have today: American troops fighting Russian troops," Biden said.

“We can’t let Putin win,” he said.

US Senate Republicans block Ukraine, Israel aid bill over immigration row

Israel allowed a "minimal" increase in the fuel supply to conflict-torn Gaza in order to prevent a "humanitarian collapse", Prime Minister Benjamin Netanyahu's office said in a statement.

"The Security Cabinet, this evening, approved the recommendation of the War Cabinet to allow a minimal supplement of fuel – necessary to prevent a humanitarian collapse and the outbreak of epidemics – into the southern Gaza Strip," Netanyahu's office wrote on X.

"The minimal amount will be determined from time to time by the War Cabinet according to the morbidity situation and humanitarian situation in the Strip," it added.

Israel's announcement comes two days after its staunch ally, the United States, called for more fuel to be allowed into the besieged Palestinian enclave.

The move also comes after the United Nations warned of a complete breakdown of public order in Gaza as the conflict intensifies in the south of the Palestinian territory.

UN Secretary-General Antonio Guterres said he feared that the public order would "completely break down soon" in Gaza.

"Amid constant bombardment by the Israel Defense Forces, and without shelter or the essentials to survive, I expect public order to completely break down soon due to the desperate conditions, rendering even limited humanitarian assistance impossible," he said in a letter to the UN Security Council.&nbsp;

Guterres told the council in his letter that the war "may aggravate existing threats to international peace and security."

Las Vegas police on Wednesday (Dec 6) responded to the reports of a shooting rampage on the local campus of the University of Nevada.

The officials released a statement saying that the suspect was dead and that there were multiple victims.

The police later said that three people had lost their lives in the incident.

The officials added that another victim was in critical condition at a local hospital.

"According to our investigators at the scene, we have three deceased victims and one additional victim in critical condition at a local hospital," the Las Vegas Metropolitan Police Department wrote on social media.

Earlier in the statement, the Las Vegas Metropolitan Police Department (LVMPD) urged the residents to avoid taking the route from that area without sharing information about the reason behind the shooting.

Vincent Perez, a professor at the school, told MSNBC telephonically that he had heard gunfire shots one after the other which were "very loud".

"I would say just seven, eight shots, one after another, loud and very loud," he said.

"As soon as we heard that, we ran back inside and we realized this is a real shooting, and there's an active shooter on campus," Perez said as he took shelter on campus.

The initial reports of the shooting surfaced around noon local time and within about half an hour, reported Las Vegas police, the suspect was located and found dead.

However, an online advisory was issued by the police underlining that an all-clear had not yet been given.

"Police ask that you continue to please shelter in place. Police are evacuating buildings one at a time. This remains an active investigation. The suspect has been contained," the campus said on X.

The University of Nevada, Las Vegas (UNLV) campus, located less than two miles east of the Las Vegas Strip, has a student enrollment of some 25,000 undergraduates and 8,000 post-graduates and doctoral candidates, as per news agency Reuters.

UK's immigration minister Robert Jenrick on Wednesday (Dec 6) resigned from his position, said Interior Minister James Cleverly after the government published draft legislation which was aimed at deploying the Rwandan migrant deportation scheme.

On being asked by a lawmaker in parliament to confirm if Jenrick had resigned, Cleverly said: "That has been confirmed."

Jenrick, who had held the position of the immigration minister since the month of October last year, was not present in parliament as Cleverly delivered a statement on the proposed legislation.

His resignation came after Rwanda released a statement warning that it would pull out of a treaty to accept migrants if the UK fails to respect international law.

Jenrick quit after Prime Minister Rishi Sunak's administration published emergency legislation which was designed to make sure Rwanda is considered a safe country after Supreme Court judges in the UK deemed it wasn't.

"The stakes for the country are too high for us not to pursue the stronger protections required to end the merry-go-round of legal challenges which risk paralysing the scheme and negating its intended deterrent," he wrote.

Cleverly on Tuesday (Dec 5) signed the new migrant treaty with Rwanda.

Speaking after the signing of the treaty, Cleverly said there was no "credible" reason to block the deportation flights and that he hoped that "we can now move quickly", referring to the backlog of aliens.&nbsp;

Last month, the UK Supreme Court ruled that such a move violates the international human rights enshrined in domestic legislation. One of the biggest points raised by the court was that the asylum seekers would then be deported back to their home nations from where they had escaped the torturous conditions.&nbsp;

To mitigate the SC's concerns, the new treaty states that anyone sent to Rwanda will be given permanent leave to remain there even if their asylum application failed, as per the Financial Times.

Italy has withdrawn from China's vast Belt and Road infrastructure initiative, more than four years after becoming the only G7 nation to sign up, a government source said Wednesday.

The long-expected decision was quietly communicated to Beijing three days ago without any official announcement, according to the Corriere della Sera daily.

An Italian government source confirmed to AFP on Wednesday that Rome had pulled out, giving no details beyond saying it was done in such a way as to "keep channels of political dialogue open".

Prime Minister Giorgia Meloni has long been opposed to Italy's participation in an initiative viewed by many as an attempt by Beijing to buy political influence -- and whose economic benefits to Rome were limited.

The deal was due to automatically renew in March 2024 unless Italy opted out by the end of this year.

But Meloni and her hard-right government were also wary of provoking Beijing and risking retaliation against Italian companies.

Without directly confirming the news, Foreign Minister Antonio Tajani said on Wednesday that Italy was seeking to "relaunch the strategic partnership" with Beijing.

He told parliament that during a September trip to China he made clear Rome wanted to "promote better access to our products regardless of our participation" in the BRI.

News of the decision emerged on the eve of a high-level EU-China summit in Beijing on Thursday, the first of its kind since 2019 set to focus on trade.

"As many as 411 relief shelters have already been arranged. Water has also been pumped out of most of the areas and power has been restored to more than 60-70 per cent of the houses," the DMK MP added.

Tamil Nadu Chief Minister MK Stalin also released a statement on Monday saying that his government was taking all necessary measures on a war footing to provide relief measures.&nbsp;

He stated that relief measures in rain-affected regions are being implemented immediately, with various department personnel, including police, fire, and rescue, being deployed in large numbers as a preventive mechanism.&nbsp;

In an official release, Stalin mentioned: "The government is taking all precautionary measures on a war-footing in response to heavy rainfall over the last two days due to Cyclone Michaung causing devastation in Chennai, Kancheepuram, Tiruvallur, and Chengalpattu districts."&nbsp;

The United States on Tuesday announced visa bans for people who were involved in violence in the Israeli-occupied West Bank, said officials in Washington, after making several appeals to Tel Aviv to prevent violence by Jewish settlers.

A new State Department visa restriction policy targets "individuals believed to have been involved in undermining peace, security, or stability in the West Bank, including through committing acts of violence or taking other actions that unduly restrict civilians’ access to essential services and basic necessities," Secretary of State Antony Blinken said in a statement.

The announcement comes after repeated warnings by US President Joe Biden and other senior officials for Israel to take stern action to prevent violence by Israeli settlers against Palestinians in the West Bank.&nbsp;

Recently, an upsurge in violence has been reported from the area as Jewish settlements have expanded.

The attacks there have surged after Hamas launched unprecedented attacks against Israel on October 7.

Blinken made clear to Israeli officials during a visit last week that "they need to do more to stop extremist violence against Palestinians and hold those responsible for it accountable," State Department spokesperson Matthew Miller told reporters in a press briefing after the announcement.

Palestinian leaders must also do more to curb Palestinian attacks against Israelis in the West Bank, he added.

"We expect ultimately for this action to impact dozens of individuals and potentially their family members," Miller said, adding that any Israeli with an existing US&nbsp;visa who was involved in such acts would be notified that their visa was revoked.

In a similar move, the US on Monday expanded its visa restriction policy for Ugandan officials involved in undermining democracy and repressing marginalized groups in Uganda.

Blinken released a statement saying that the US would refuse visas to current or former officials along with their family members in case they are found to be involved in "repressing members of marginalized or vulnerable populations" like the LGBT community.

"Today, I am announcing the expansion of the visa restriction policy to include current or former Ugandan officials or others who are believed to be responsible for, or complicit in, undermining the democratic process in Uganda or for policies or actions aimed at repressing members of marginalized or vulnerable populations," Blinken said on Monday.

"These groups include, but are not limited to, environmental activists, human rights defenders, journalists, LGBTQI+ persons, and civil society organizers," he said.

He then also introduced a new visa restriction policy for the ones responsible for undermining democracy in Zimbabwe.

"Anyone who undermines the democratic process in Zimbabwe - including in the lead-up to, during, and following Zimbabwe's August 2023 elections - may be found ineligible for US visas under this policy," Blinken said.

Senate Majority Leader Chuck Schumer, a New York Democrat, called Harris’ 32nd tiebreaking vote a “great milestone.”

“Today is historic. Vice President Harris has just cast her 32nd tie-breaking vote, the most tie-breakers ever. I join all of my colleagues on both sides of the aisle thanking the Vice President for her leadership, and for making the work of the Senate possible,” Schumer said, according to CNN reports.

“Without her tie-breaking votes, there would be no American Rescue Plan, no Inflation Reduction Act, and we would not have confirmed many of the excellent judges now presiding on the bench. Every time duty is called, Vice President Harris has answered, more than any other Vice President in our nation’s long history,” he further added.

The pace at which Harris cast the votes plunged in 2023 when Democrats extended their narrow majority by a single seat. However, she still managed to beat John Calhoun’s record in less than half the time that he took to set it.

As per Senate records, her vote on Tuesday&nbsp;put the United States at 300 tie breaks since 1789.
