San Francisco has become a business hub for drug dealers from Honduras. The reason is the American city's sanctuary laws for illegal immigration. According to an investigative report by the San Francisco Chronicle on Monday (July 10), Honduran drug dealers say that San Francisco's accommodative approach to illegal immigration makes it appealing to sell drugs there. Citing multiple drug dealers and court records, the report said that the majority of Honduran drug dealers in San Francisco are from the Siria Valley with many coming from the same families or having grown up together in the same small villages. A dealer from the Siria Valley told the San Francisco Chronicle that he would watch as others returned to Honduras after selling drugs in the Bay Area. The dealer, who first arrived in San Francisco in 2004, said "They (the dealers) were popular because of the cars and money. So everybody wanted the same." The money, the struggle to make a living Some current and former drug dealers told the publication that they struggled to make a living. However, other dealers who have had successful business models, said they can make as much as $350,000 a year selling drugs or even more if they help run a local operation. And at least some of this money is sent to the valley's villages, fuelling a real estate boom. Eighty-eight-year-old Ofelia Raudales Varela, a resident of the Siria Valley, said that while many of the migrants from the villages send remittances from legal construction work in San Francisco and Atlanta, they were not the ones building the mansions. “There’s no other option for them to make a house in that way if it wasn’t for selling drugs in the United States,” Varela added. The Mexico connection While the migrants from Honduras are street dealers in San Francisco, the drugs they sell are Mexico- produced and controlled by the notorious Jalisco New Generation Cartel (CJNG) and the Sinaloa Cartel. The report said these drugs include fentanyl which has wreaked havoc not just in San Francisco but the entire US. The report said that the cartels make fentanyl from chemicals purchased from China, transport it to stash houses in Oakland, and distribute it to Honduran dealers, some of whom ride BART into San Francisco, alongside commuters from Oakland to Civic Center Station, to sell it. One Honduran migrant, who had been arrested multiple times, told the publication he understood the pain that drugs have caused San Francisco. A week back, his brother fatally overdosed in the American city. The migrant, who is currently in a local jail, said, "I watch the news and I read the newspaper and everything, and I realize that it really is something very difficult. I went through it." The migrant said those selling drugs are merely pawns, adding, "We are, so to speak … some nobodies." The problems in the crackdown San Francisco, like many other American cities, shifted years ago to treating drug use more like a disease than a crime. Citing studies, the report said that the heavy policing approach of the War on Drugs era failed to slow dealers or decrease the demand for drugs while overcrowding prisons and disproportionately punishing people of colour. On June 16, former US House Speaker Nancy Pelosi said she would add San Francisco to Operation Overdrive- a federal drug enforcement programme targeting cartels in communities that have the highest levels of drug-related violence and overdoses. And in the later days of the month, the San Francisco sheriff deployed an emergency team of 130 deputies in the Tenderloin, an open-air drug market for years. However, research showed that low-level dealers are quickly replaced when policing escalates, and there is little effect on drug markets where strong demand still exists. The US Marine Corps is without a confirmed leader for the first time in 100 years after General David Berger stepped down as commandant on Monday (July 10) and a Republican senator blocked the approval of his successor.

The US Marine Corps is without a confirmed leader for the first time in 100 years after General David Berger stepped down as commandant on Monday (July 10) and a Republican senator blocked the approval of his successor. General Berger took over as the commandant in July 2019 and is required to step down from the post after four years. According to a report by the news agency Associated Press early Tuesday, General Eric Smith, who is currently the assistant commandant, has been nominated to be the leader of the Marine Corps. However, General Smith will be serving in an acting capacity because he hasn’t been confirmed by the Senate. His promotion delay is the first of what could be many top-level military officers held up by Republican Senator Tommy Tuberville (Alabama), the report said. Why have the military nominations been stalled? Senator Tuberville has stalled all the nominations for senior military jobs because he disagrees with Defense Secretary Lloyd Austin’s decision to have the Defense Department pay for travel when a service member has to go out of state to get an abortion or other reproductive care. Pentagon spokesperson Sabrina Singh said on Monday that as of last Friday, there were 265 senior officers whose promotions have been held up by Tuberville, adding the number could increase to 650 by the end of the year if the issue is not resolved. Singh pointed out that in over 100 cases, officers like General Smith would be forced to do two jobs at the same time because no one can move up. The Pentagon is asking officers to delay planned retirements and stay on, the spokesperson said, adding, in other cases, officers are doing more senior ranking jobs without getting the pay for that new rank. We need the Senate to do their job: Berger Addressing a ceremony at the Marine Barracks Washington on Monday, General Berger said, "We need the Senate to do their job so that we can have a sitting commandant that’s appointed and confirmed. We need that house to be occupied." General Smith, who also addressed the ceremony said, “If you’re saying, ‘what am I supposed to call you?’ ACMC. That is my title and one that I’m proud of.” “To make sure that there is no confusion — all orders, directives and guidance, which were in effect this morning remain in effect unless I direct otherwise. Further guidance to the force will follow,” the acting commandant of the Marine Corps added. Later in the day, Senate Committee Chairman Jack Reed spoke on the Senate floor asking that Smith be confirmed and criticised Senator Tuberville's action. “In General Smith, we have a Purple Heart recipient — this man has literally shed his blood for his country,” Reed said. "He stands ready to continue his service to our nation and the Marines he will lead for four more years. He simply awaits our action,” he added. However, the Republican senator blocked the vote and said the delay would have “minimal effect” on Smith’s ability to lead. “There may be a delay in his planning guidance, and yet he cannot move into the commandant’s residence, but there is little doubt about General Smith’s ability to lead effectively,” Tuberville said. Thailand's leading prime ministerial hopeful Pita Limjaroenrat held a rally in the capital city of Bangkok on Sunday (July 9) ahead of the parliamentary vote for a new prime minister next week.

Thailand's leading prime ministerial hopeful Pita Limjaroenrat held a rally in the capital city of Bangkok on Sunday (July 9) ahead of the parliamentary vote for a new prime minister next week. The rally was attended by hundreds of supporters, a report by the news agency Reuters said. Addressing the rally, Limjaroenrat said, "I really believe that with the remaining four days we have, we will definitely get to the finish line. That finish line belongs to no other than all of you people." "I want to send this message to the people: if you're not backing down, I will not back down as well. We have proven that there is nothing that is impossible if we unite together," Limjaroenrat said. The prime ministerial hopeful said that his Move Forward Party was just to return common sense to Thai politics because it had been irregular for quite a decade now after the constitution was drawn. "So, we’re not asking for more, we’re not asking for them to vote for me, we’re not asking them to vote for my party, we’re asking them to vote for democracy, for the majority, and return common sense to Thai politics so that we can finally move forward,“ Limjaroenrat also said. An uncertain path for Limjaroenrat Despite a stunning victory in May's election, Limjaroenrat faces an uncertain path to becoming the next prime minister. He currently needs to secure support from an unelected Senate to become the premier to replace incumbent Prayuth Chan-ocha in the vote set for July 13. His eight-party alliance together has 312 seats in parliament. However, he needs at least 376 votes in a joint sitting of the bicameral legislature, which includes the 250-member upper house appointed during military rule. Parliament to vote for PM on July 13 Thailand's parliament would vote for a new prime minister on Thursday. A few days back, Wan Muhamad Noor Matha, the former president of Thailand's bicameral National Assembly, was elected as the new Speaker of the House of Representatives. Limjaroenrat nominated Wan Noor, who is a leader of the Prachachat Party, in a parliamentary session where the newly-elected lower house convened to elect its new speaker, first deputy speaker and second deputy speaker. Addressing parliament, Wan Noor said he would be politically motivated. (With inputs from agencies) WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. The United Nations (UN) warned on Sunday (July 9) that Sudan was on the brink of a "full-scale civil war" which could potentially destabilise the entire region. In a statement, UN Secretary-General Antonio Guterres' spokesperson Farhan Haq said Guterres remained deeply concerned that the ongoing war (in Sudan) between the warring factions pushed Sudan to the brink of a full-scale war. The conflict in Sudan between the army and the paramilitary Rapid Support Forces has been going on since April 15. An air strike in western Omdurman last Saturday (July 8) became the latest incident to provoke an outrage between the warring factions. At least 22 people died in the air strike and dozen others were wounded. Condemning the air strike, Guterres expressed concerns over reports of renewed fighting in North Kordofan, South Kordofan and Blue Nile States, his spokesperson said on Sunday. According to a report by the news agency AFP, witnesses also reported more air strikes on Sunday near the presidential palace in Khartoum. Around 3,000 people killed in conflict so far Around 3,000 people have been killed in the conflict so far and almost 700,000 people have fled to neighbouring countries. The AFP report said that survivors have reported a wave of sexual violence and witnesses have spoken about ethnically targeted killings. The UN had earlier warned of possible crimes against humanity in the western region of Darfur. Also, the UN and African blocs warned of an "ethnic dimension" to the conflict in Darfur. US diplomat to travel to Addis Ababa to discuss Sudan conflict Molly Phee, the US assistant secretary of state for African affairs, would travel to Ethiopia's capital city Addis Ababa on Monday and Tuesday to meet with African leaders and Sudanese civilians to end the conflict, a report by the news agency Reuters said. In a statement, the US State Department called on the Sudanese Army and the RSF "to immediately end the fighting and return to the barracks; adhere to their obligations under international humanitarian law and international human rights law; and allow unhindered humanitarian access to meet the emergency needs of civilians." And on Thursday, Egypt is set to host a summit of Sudan's neighbours to discuss ways to end the conflict. In a statement, Egypt's presidency said that the summit in Cairo aims to "develop effective mechanisms" with neighbouring states to settle the conflict peacefully, in coordination with other regional or international efforts. Sudan on brink of 'full-scale civil war': UN warns after air strike kills 22

Over 50 Members of Parliament (MPs) in the United Kingdom (UK) have owned stakes in publicly listed companies that have raised questions about the possible conflicts of interest and that until now have been in secret.

Over 50 Members of Parliament (MPs) in the United Kingdom (UK) have owned stakes in publicly listed companies that have raised questions about the possible conflicts of interest and that until now have been in secret. According to a report by The Guardian on Sunday (July 9), dozens of MPs have shares in banks, supermarkets, housebuilders, defence companies and energy suppliers. The companies include the likes of HSBC, Barclays and BP, the report said. The parliamentary rules, which have been unchanged since 2015, require MPs to register holdings they have in a single company when they own over 15% of its shares or when their shares in it are worth more than $89,691 (£70,000). The rules mean that MP's shareholdings, including the ones held by former UK prime minister Theresa May, did not need to be disclosed in parliamentary registers. However, citizens have been left in the dark about some of the financial interests of the political leaders. The MPs with shareholdings The Guardian report on Sunday said that the list of MPs with shareholdings included the chair of the environment select committee, Robert Goodwill and SNP chief whip Brendan among others. All these holdings were below the threshold, the report pointed out. The report also said that current UK Prime Minister Rishi Sunak had a financial stake in National Grid until two days before he was selected as the Conservative candidate for his constituency. Former PM Theresa May, meanwhile, owned shares in BP when she was the home secretary and during the same period, her husband held shares in BP, Barclays, BT and Centrica. Four months after May was elected as PM, these shares also seemed to have been moved to a blind trust. The report said that shareholdings such as that owned by May and her husband that are under the threshold could still fall under the House of Commons rules that require lawmakers to publicly disclose any interests, including those held by their close family, that might reasonably be thought to influence their actions in parliament. The report also identified ministers who met lobbyists for companies while not declaring the shares held by themselves or their family members. A call for review of parliamentary rules Following the findings, transparency campaigners have called for a review of parliamentary rules. Speaking to The Guardian, Steve Goodrich from Transparency International UK said that if MPs had shares in a company affected by legislation going through parliament, there was invariably a tension between them protecting their financial affairs and advancing the public good. "Having these details out in the open is a key safeguard against abuse of public office," Goodrich said, adding the public had the right to know what role money played in politics. Uzbekistan's President Shavkat Mirziyoyev was re-elected for a seven-year term as he won Sunday's (July 9) snap election with 87 per cent of the vote, the Central Election Commission said on Monday, citing preliminary results.

Uzbekistan's President Shavkat Mirziyoyev was re-elected for a seven-year term as he won Sunday's (July 9) snap election with 87 per cent of the vote, the Central Election Commission said on Monday, citing preliminary results. With this victory, President Mirziyoyev will remain in office until 2030. Russian President Vladimir Putin and Chinese President Xi Jinping congratulated Mirziyoyev on his re-election. Mirziyoyev, who has been in power since 2016, called for the snap election after changing the constitution through a referendum which reset his term count and extended the presidential term to seven years from five. Sunday's presidential election in Uzbekistan was the seventh such poll held since gaining independence in 1991. More than 10,000 polling stations were set up across the country for Sunday's vote. Before the election, citizens told AFP that they would be voting for Mirziyoyev, who competed against three largely unknown candidates. "These are my first elections. I will be voting for Shavkat Mirziyoyev because I want there to be more opportunities for young people and places to study," 18-year-old Milana Yuldasheva said. The poll campaign President Mirziyoyev focused his election campaign on the economy and education. The 65-year-old has opened up Uzbekistan to foreign trade and investment while also easing restrictions on religious and political freedoms. Mirziyoyev also said that he aimed to double the Gross Domestic Product (GDP) to $160 billion soon. Mirziyoyev had previously served as the prime minister under Islam Karimov before winning his first term in 2016 and getting re-elected in 2021. An artificial opposition Despite the socio-economic reforms, Uzbekistan remains a tightly controlled state. According to a report by the news agency AFP, non-government organisations (NGOs) have said that human rights records are better than under Karimov but there is still much to improve, and the authorities have shown no sign of allowing a real opposition to emerge. Speaking to AFP ahead of the snap election, Uzbek political expert Farkhod Talipov said, "The victory of the incumbent president is obvious. All the other candidates are completely unknown and unpopular. Their candidacies are just an artificial way of showing a political struggle that does not exist." On the other hand, the Organization for Security and Co-operation in Europe (OSCE) said the campaign had been "low-key, mirroring lack of opposition to the incumbent." Nearly 900 workers at an Amazon Warehouse in Coventry will stage a strike for three days due to a pay dispute, labour union GMB told the news agency Reuters on Saturday (July 8).

Nearly 900 workers at an Amazon Warehouse in Coventry will stage a strike for three days due to a pay dispute, labour union GMB told the news agency Reuters on Saturday (July 8). GMB said that the strike would take place from July 11-13 at the warehouse for two hours during the morning and two hours in the evening on the three days. The strike coincides with a "Prime Day" sales event the company has announced for July 11-12. GMB Senior Organiser Rachel Fagan said that the labour union's members in Coventry time and time again showed that this fight would only end with $19.25 (15 pounds) an hour and union rights. Amazon has, meanwhile, said that the minimum starting pay for its employees is between 11-12 pounds per hour, depending on the location. There will be no disruption to customers: Amazon Speaking to Reuters, Amazon said that the Coventry warehouse did not directly serve customer orders and there will be no disruption to customers. As per JP Morgan, the e-commerce giant is expected to record about $7 billion in revenue from its Prime Day sales, an increase of 12% from what was disclosed for Prime Day during the third quarter of last year. Also read | Amazon tricked millions of customers into Prime subscription: US watchdog Last month, the workers at the warehouse in Coventry voted for six more months of strikes and staged a walkout from June 12-14. The vote for strikes came after the GMB reluctantly withdrew an application for trade union recognition at BHX4 earlier in June. In April too, workers at the warehouse staged multiple strikes in a dispute about pay during the cost of living crisis in the UK. The strikes had first started in January. For months, strikes have been called in several industries across the UK, including by nurses, teachers and transportation workers in response to inflationary pressures. On Thursday, trade union RMT said the staff of the London Underground will strike from July 23-28 in a long-running dispute over pensions, job cuts and working conditions. Morning brief: Zelensky brings back Mariupol commanders, and more

The International Atomic Energy Agency (IAEA) Director-General Rafael Mariano Grossi on Sunday (July 9) met opposition leaders in South Korea who had expressed strong concerns over Japan's plan to release treated radioactive water from its Fukushima nuclear plant.

The International Atomic Energy Agency (IAEA) Director-General Rafael Mariano Grossi on Sunday (July 9) met opposition leaders in South Korea who had expressed strong concerns over Japan's plan to release treated radioactive water from its Fukushima nuclear plant. The meeting comes a day after political parties and a large number of citizens gathered in Seoul to protest against Japan's plan. According to a report by the news agency Reuters, IAEA Director Grossi said on Sunday it was logical that Japan's plan to release radioactive water from Fukushima nuclear plant was attracting great interest in the region. Grossi said he understood that concerns remained over the plan but added that a review by the IAEA released last week found it was "in conformity with international safety standards" if executed as per plan. "The issue at hand today has attracted a lot of interest, and this is absolutely logical because the actions and the way in which Japan will be addressing this ... have important implications," Grossi said during the meeting with Democratic Party leaders in Seoul. IAEA's findings have shortcomings: Democratic Party A member of the Democratic Party, who chaired a special committee on the matter, said that the IAEA's findings had shortcomings and the widespread public concerns over safety in the country were "legitimate and reasonable". Wi Seong-gon, the committee chairman, told Grossi, "We deeply regret that the IAEA concluded Japan's plan to discharge contaminated water from the Fukushima nuclear power plant meets international standards." Recently, the IAEA issued a report saying that Japan's water discharge plan is "consistent" with international safety standards and would have "a negligible radiological impact on people and the environment". On Saturday, the Justice Party, the Progressive Party, the Korean Confederation of Trade Unions, environmental groups, and social organisations in South Korea rallied in Seoul to oppose the plan. "More than 80 per cent of the South Koreans oppose discharging the nuclear-contaminated water from Fukushima into the sea. The one-sided attitude of the South Korean government and the ruling party in favour of Japan is really hard to understand. That's why I'm here to protest. If I don't do anything, nothing will be achieved. I would join this rally, even if I can only contribute a little bit of strength," a demonstrator at the rally, who did not wish to be identified, told China Central Television (CCTV). On Friday, the ruling government in South Korea said it respected the IAEA's report and that its analysis had found the release will not have "any meaningful impact" on its waters. North Korea slams IAEA's backing of Japan's plan North Korea criticised IAEA's backing of Japan's plan by calling the agency's action "unjust" and a demonstration of double standards, citing the UN nuclear watchdog's work to curb Pyongyang's nuclear programme. China too criticised the move towards discharging the water and threatened action if the plan moved ahead. The indigenously built Missile Corvette INS Kirpan entered the Cam Ranh International Port, Vietnam on Saturday (July 8) and was ceremoniously received by the Vietnam People's Navy. The warship, flying under the Indian Tricolour, undertook its final passage from India to Vietnam, proudly displaying the Indian Naval Ensign at sea for the final time. INS Kirpan would be handed over to the Vietnam People's Navy towards the end of July on the completion of training of its personnel. Last month, Vietnamese Defence Minister Gen Phan Van Giang paid a visit to India and New Delhi announced the gifting of INS Kirpan to Hanoi. In a statement on June 28, the Indian defence ministry said, "The transfer of an indigenously built in-service missile corvette, INS Kirpan, from Indian Navy to Vietnam People’s Navy reflects India’s commitment to assist its like-minded partners in enhancing their capacity and capability." What is INS Kirpan? As per the Indian defence ministry, INS Kirpan is the third indigenously built Khukri class missile corvette, currently in active service in the Indian Navy. The ship has an array of weapons and sensors and has participated in various operational and humanitarian assistance operations. On June 28, INS Kirpan cast off from Visakhapatnam on its final journey from India to Vietnam. "The transfer of INS Kirpan to Vietnam resonates India’s vision of ‘Vasudhaiva Kutumbakam’ and ‘Security and Growth for all in the Region (SAGAR)’. This is the maiden occasion of gifting a fully operational corvette by India to any Friendly Foreign Country," the defence ministry statement said. The statement further highlighted that the navies of India and Vietnam engage extensively through frequent operational interactions, structured periodic dialogues and information-sharing mechanisms. "This Navy to Navy cooperation also encompasses a wide array of initiatives aimed at capacity building and capability enhancement, including supply of spares, repair of ships, deputation of instructors, and regular goodwill visits by Naval Ships and delegations," it added.
