<p>A Russian man pleaded guilty on Thursday (Nov 30) to involvement in developing the Trickbot malware which was used to extort American businesses including hospitals during the COVID-19 pandemic, the US justice department said.&nbsp;</p>

<p>The man, identified as 40-year-old Vladimir Dunaev is from Russia’s Far East Amur Oblast and was extradited from South Korea to the US two years ago,&nbsp; according to court documents.&nbsp;&nbsp;</p>

<h2><strong>Charges against the Russian national</strong></h2>

<p>Dunaev was charged with conspiracy to commit computer fraud and identity theft and conspiracy to commit wire fraud and bank fraud. He has pleaded guilty to both charges in a court in the US state of Ohio, said the Department of Justice (DOJ).&nbsp;</p>

<p>According to the US officials, Dunaev provided “specialised services and technical abilities in furtherance of the Trickbot scheme.”</p>

<p>He will be charged on March 20, 2024, and faces a maximum penalty of 35 years in prison on both counts.&nbsp;</p>

<p>According to the DOJ, Dunaev’s participation in the scheme was linked to 10 victims in the Northern District of Ohio, including Avon schools and a North Canton real-estate company, who were “defrauded of more than $3.4 million via ransomware deployed by Trickbot.”</p>

<p>“Dunaev and his codefendants hid behind their keyboards, first to create Trickbot, then using it to infect millions of computers worldwide – including those used by hospitals, schools, and businesses – invading privacy and causing untold disruption and financial damage,” said US Attorney Rebecca Lutzko, in a statement.&nbsp;</p>

<h2><strong>What is Trickbot and how did it affect the US?</strong></h2>

<p>Trickbot is a malicious software which was used to launch cyber-attacks which affected millions of Americans as well as hospitals, schools, and businesses and caused tens of millions of dollars in losses.&nbsp;</p>

<p>The group that Dunaev was said to be a part of particularly targeted hospitals and healthcare services during the Covid pandemic in 2020-21, with the malware and an associated ransomware programme called Conti, said the US officials.&nbsp;</p>

<p>Meanwhile, British officials said the Trickbot gang had extorted at least $180 million from people across the world.</p>

<p>Earlier this year, one of Dunaev’s co-conspirators and a Latvian national Alla Witte, who was also a Trickbot malware developer, pleaded guilty to conspiracy to commit computer fraud and was sentenced to two years and eight months in prison.</p>

<p>According to UNAIDS data, nearly 30 million of them are getting treatment, but there were still 630,000 deaths due to AIDS-related illnesses, in 2022.&nbsp;</p>

<h2><strong>Let&nbsp;communities lead</strong></h2>

<p>The UN programme on HIV/AIDS aims to end the AIDS epidemic by 2030 and, as per a report published in July, has sought to achieve this by “95-95-95” targets, which include: 95 per cent people living with HIV knowing their HIV status, 95 per cent people who know they are living with HIV being on lifesaving antiretroviral treatment, and 95 per cent people who are on treatment being virally suppressed.&nbsp;</p>

<p>But testing remains crucial. According to UNAIDS, an estimated 5.5 million were living with HIV but were unaware of their status in 2022.&nbsp;</p>

<p>This delay or not receiving timely HIV treatment has been attributed to lack of access to healthcare; anticipated or encountered stigma and discrimination; logistical challenges of accessing care or collecting medication; and the possibility of inciting anger and mistrust in partners or family members, wrote a group of researchers in the journal Nature.</p>

<p>A report published by UNAIDS titled ‘Let Communities Lead,’ says “The world can end AIDS, with communities leading the way.”&nbsp;</p>

<p>While the report in July highlighted “strong political leadership”, the new report calls for the upliftment of community organisations by recognising and funding them to help fight stigma and the wider backlash.&nbsp;</p>

<p>Communities connect people and are more person-centred public health services, build trust, monitor the implementation of policies and services, and hold providers accountable, according to the UNAIDS report.&nbsp;</p>

<p>However, they are often held back due to their leadership, it noted. This includes funding shortages, policy and regulatory hurdles, and crackdowns on civil society and the rights of marginalised communities, which are obstructing the progress of HIV prevention and treatment services.</p>

<p>“The end of AIDS is possible, it is within our grasp,” said Byanyima, in a statement. “To follow the path that ends AIDS, the world needs to let communities lead.”</p>

<p>The order was temporarily paused by an appeals court judge on November 16.</p>

<p>US Secretary of State Antony Blinken on Thursday (Nov 30) told Israeli soldiers that the temporary truce between Israel and Hamas was 'producing results' and that the truce should continue.</p>

<p>It was Blinken's third visit to the region since the outbreak of the war eight weeks ago. He said that it was "imperative"&nbsp;that civilians in Gaza are protected if the fighting starts again.</p>

<p>Blinken made these remarks during his meetings with Israeli President Isaac Herzog and PM Benjamin Netanyahu in Tel Aviv and Jerusalem, respectively. He was then due to travel to Ramallah in the occupied West Bank to meet Palestinian Authority president Mahmud Abbas.&nbsp;</p>

Gaza truce should continue as it's 'producing results,' says Blinken

<p>The COP28 climate conference in Dubai kicked off on a positive note after the member countries agreed to set up a climate disaster fund that would help countries to deal with the global warming crisis.</p>

<p>The operationalisation of the fund on Thursday (Nov 30) drew a standing ovation from delegates in the audience.</p>

<p>So far, $475 million has&nbsp;been pledged to the “loss and damage” fund, with the European Union committing around $245.39 million, which includes Germany’s $100 million, while the host, UAE, pledging an additional $100 million.</p>

<p>The US will contribute $17.5 million and Japan $10 million. The UK has also pledged $51 million to the fund.</p>

<p>Speaking at the opening ceremony on Thursday (Nov 30), COP28 President Sultan al-Jaber said that the agreement marks a “positive signal of momentum” at the start of the 2023 conference.</p>

<p>This is the “first time a decision has been adopted on Day One of any COP, and the speed in which we have done so is also unique, phenomenal and historic. This is evidence that we can deliver. COP28 can and will deliver,” he said.</p>

<h2><strong>Some key areas need to be resolved&nbsp;</strong></h2>

<p>However, many key arrangements are yet to be resolved, such as who should pay into the fund, what would be the corpus amount and who would administer the money.</p>

<p>The payment options into the funds have been made voluntary, and all developing countries are eligible to directly access the resources.</p>

<p>The World Bank will be the interim host to the fund for a period of four years — an issue that previously fuelled tensions between high-income and low-income countries.</p>

<h2><strong>COP28 chief urges countries and fossil fuel companies to work together</strong>&nbsp;</h2>

<p>Notably, last year no country had promised any money to the fund.</p>

<p>Earlier in the day, Jaber at the summit urged countries and fossil fuel companies to work together to meet global climate goals.</p>

<p>"This relates to concerns I have that there may be public interest considerations... that are relevant to the anticipated acquisition of TMG by RedBird IMI and that these concerns warrant further investigation," Frazer wrote.&nbsp;</p>

<p>The in-depth inquiry will be conducted by Ofcom - a media regulator, to ascertain if the complex deal could impede the accurate presentation of news, free expression of opinion and sufficient plurality of views.&nbsp;&nbsp;</p>

<p>Meanwhile, the Competition and Markets Authority (CMA) will look into any competition issues and if the new entity could pose a problem to the established journalistic setup in the country.&nbsp;</p>

<p>Both Ofcom and CMA have been given time until January 26, 2024, to prepare a report and present it to the government.&nbsp;</p>

<p>Since the announcement of the deal, there has been a major furore within the journalism and political circles. The Tories have expressed apprehensions over the deal saying<strong>&nbsp;</strong>“influence over a quality national newspaper being passed to a foreign ruler at any time should raise concerns [and] must be investigated”.</p>
