"It's all set. But there is a phase of detailed analysis by our technical team of the document we just received, which is part of the protocol in Brazil," said Silveira, in Portuguese amid a virtual meeting, where his comments received a standing ovation from OPEC+ ministers.

The confirmation from Brazil came after the oil cartel announced that Brazil, which is a major producer, will soon become a part of the OPEC+.

Singapore tops the list of the world’s most expensive cities for the ninth time in the last eleven years. In the Economic Intelligent Unit or EIU’s latest survey on the Worldwide Cost of Living, Singapore shared the top spot with Zurich (Switzerland). The survey was released on Thursday, which also showed that the price growth has slowed down globally from the 8.1 per cent reported last year.

Three US cities were among the top ten- New York, Los Angeles and San Francisco. However, on average, North American cities have slipped down on the cost-of-living ranking, the survey suggests. The survey covers 173 major cities, excluding Kyiv and Caracas.&nbsp;

Zurich, interestingly, moved up from sixth place all the way to the top to join Singapore as the most expensive city. New York, on the other hand, which tied with Singapore for first place last year, slipped to third place.&nbsp;

As per the survey, Zurich is back in the top three spot due to the strength of the Swiss franc as well as high prices of groceries, household goods and recreational activities.&nbsp;

When it comes to Russia, Moscow and St Petersburg experienced the biggest drop in the ranking as sanctions weakened the currency rouble. &nbsp;

European cities, in general, have moved up the ranks amid sticky inflation as well as appreciation in the euro and other local currencies in the region. Asia continues to see relatively low price increases on average. Four Chinese cities (Nanjing, Wuxi, Dalian and Beijing) and two Japanese ones (Osaka and Tokyo) were among the biggest movers down the ranking this year.

Yang Guang and Tian Tian were the first pandas to arrive in the UK after 17 years, in 2011 in a plane dubbed the “FedEx Panda Express”.&nbsp;

As per BBC, within a year the “panda effect” took over which boosted ticket sales about 50 per cent.&nbsp;

The pair is set to embark on the long journey home in “early December” but zookeepers will restrict access to their enclosures for visitors from Thursday.&nbsp;

The exact date of their departure has not been disclosed by the Royal Zoological Society of Scotland (RZSS) which runs the Edinburgh Zoo citing security concerns.&nbsp;

The RZSS paid an annual fee of one million dollars to China for the pandas.&nbsp;

Yang Guang and Tian Tian arrived in Edinburgh in December 2011 as a part of the 10-year arrangement with the China Wildlife Conservation Association which they were able to extend for two years.&nbsp;

“Yang Guang is more of a people panda - he likes interaction with the keepers,” zookeeper Michael Livingstone who has been looking after the pandas since day one told BBC.

Livingstone during his time taking care of the pair has been able to understand their personalities over time. Tian Tian, as per the zookeeper in Edinburgh Zoo, is “completely different” and said that she only likes to interact when she wants to.&nbsp;

He also spoke about how the staff is both anxious and sad about Yang Guang and Tian Tian’s departure as some of them have been with the bears the entire time.&nbsp;

“Yang Guang and Tian Tian have had an incredible impact by inspiring millions of people to care about nature,” said RZSS Chief Executive David Field, in a statement.&nbsp;

<h2>End of panda diplomacy in the West?</h2>

In November, Washington’s National Zoo sent its three pandas back to China, while the bears at the San Diego Zoo were sent home in 2019 and the only ones remaining at the Memphis Zoo were also returned earlier this year.

A report by the Associated Press citing analysts said it is being speculated that Beijing is gradually pulling its pandas out of American and European zoos due to a rise in tensions with the government in the West over a number of issues.&nbsp;

However, during his recent visit to the US, President Xi Jinping said his government was “ready to continue” lending bears to American zoos.&nbsp;

China has a long history of offering pandas as diplomatic gifts. The United States received its first pandas in 1972. However, after 12 years or so, panda diplomacy changed and the bears were no longer presented as gifts but rather loaned for 10 years, a period which could be extended.

Citing documents, emails, and interviews, the report said Israeli military and intelligence officials dismissed the Hamas plan as aspirational, considering it too difficult for the Palestinian militant group to execute it.

The report said that an approximately 40-page document called "Jericho Wall" gave details about Hamas' proposed attack.

As per the document, there was no&nbsp;fixed date for the attack. But it described a methodical assault designed to overwhelm fortifications around the Gaza Strip, take over cities in Israel, and storm key military bases.

A Russian court on Friday (Dec 1) extended the pre-trial detention of American-Russian journalist Alsu Kurmasheva for two more months after she failed to register as a “foreign agent”. The extension comes after Russia formally charged Kurmasheva in October.&nbsp;

The Prague-based editor for Radio Free Europe/Radio Liberty (RFE/RL), is the second American to be detained by Russia after Wall Street Journal reporter Evan Gershkovich.

The court in the Russian city of Kazan has extended detention of Kurmasheva, who holds both US and Russian citizenship, until February 5, 2024, said her employer RFE/RL.&nbsp;

A Russian court in Moscow on Tuesday (Nov 28) also extended Gershkovich, who is awaiting trial on espionage charges, until January 30, 2024.&nbsp;

The 32-year-old American citizen was detained in March by Russia’s Federal Security Service (FSB) in the Urals city of Yekaterinburg on charges of espionage for which he could face up to 20 years in prison.&nbsp;

Both Kurmasheva and Gershkovich deny the charges against them.

The incident has raised concerns whether she has been arrested by Chinese authorities. According to media reports, Chan has been working with Alibaba-owned South China Morning Post (SCMP) since 2005.

Her last story appeared on the website on November 1, which shed light on the mediating role that China has been playing in the Israel-Hamas war.

SCMP has not commented on the matter so far; however, Kyodo News reported that the Post said she was on “personal leave” without giving more details citing privacy concerns.

<h2>Journalist association ‘deeply concerned’</h2>

The Hong Kong Journalists Association said in a statement on Friday that it “is deeply concerned for Minnie’s safety” and it is requesting more information from the Post.

One of Chan’s Facebook friends was quoted by Aljazeera as saying that her WhatsApp account showed her as last online on November 2 and added that her activities on the social media apps were “very strange” of late.

Additionally, another one of Chan’s Facebook friends, Andrei “Pinkov” Chang, said in a public post that Chan was always “very polite” and would respond to his messages but had stopped doing so in November.

In the previous year, China was ranked as the second-highest jailer of journalists globally, following Iran, as reported by the Committee to Protect Journalists. In December 2022, at least 43 journalists were in custody.

Russian President Vladimir Putin has appealed to the country's women to give birth to as many as eight children and make it a “norm” to create large families. 
 
He made the statement while speaking at the World Russian People's Council in Moscow on Tuesday (Nov 28).

The birth rate in Russia has been declining since the 1990s and the country has recorded more than 300,000 casualties in the Ukraine war, as per a report published by The Independent. 
 
In the speech, Putin said boosting the country's population will be "our goal for the coming decades". 
 
"Many of our ethnic groups have preserved the tradition of having strong multigenerational families with four, five, or even more children. Let us remember that Russian families, many of our grandmothers and great-grandmothers had seven, eight, or even more children," said Putin, while addressing the council through a video link.
