Scientists, dubbing this a "warning to humanity", said that the current situation was a trailer of the Paris climate deal's critical 1.5C warming threshold. However, they said that this does not indicate a permanent breach of the limit, which is measured over decades.

"We are touching 1.5C and we see the cost, the social costs and economic costs," said Johan Rockstrom, of the Potsdam Institute for Climate Impact Research.&nbsp;

"1.5 is a very big number and it hurts us really badly in terms of heat waves, droughts, floods, reinforced storms, water scarcity across the entire world. That is what 2023 has taught us."&nbsp;

He then tried to sell the information to individuals linked to money laundering schemes for Canada-listed terrorist groups.

"He stands by his innocence," Doody told reporters.

Interior Minister Ali Yerlikaya said the assailants were members of the Revolutionary People's Liberation Party-Front (DHKP-C) -- a fringe leftist group that has staged periodic attacks in Turkey since the 1980s.&nbsp;

The DHKP-C issued no initial claim of responsibility.&nbsp;

The group, which is considered a terrorist organisation by the United States, has been fighting US influence in the Middle East and across the world.

In 2014, Washington offered a $3 million reward for the capture of the group's leaders.

"I congratulate our security forces, who eliminated the treacherous attack with timely intervention," President Recep Tayyip Erdogan said in televised remarks.

"Two terrorists, one a woman and the other a man, were neutralised."

Erdogan said the attack injured three police and three civilians, one of whom died later.

A witness told AFP the assailants opened fire on police after a brief altercation at a checkpoint leading to a main entrance to the sprawling building, which has been used for some of Turkey's biggest trials.

"A conflict broke out at the exit gate. I saw two people, a man and a woman, shooting at the police. The male was shot first. Then the woman fired a few more shots. They shot her," said 25-year-old Mahir Yildiz.

"I heard 20-25 gunshots. There was great panic and fear at that moment. We didn't know which way to go. The police blocked the entrance and exit and gathered everyone inside".

Police sealed off the courthouse entrances as a security precaution.

'Heroic police'

Justice Minister Yilmaz Tunc said "heroic police officers prevented a treacherous attack", adding that prosecutors had launched a "multi-faceted investigation".&nbsp;

One driver was trapped in a car for three days, media outlet Yicai reported, and passengers heading for Wuhan, to the east of Jingzhou, were stuck on a train for hours after power was lost amid freezing temperatures, social media videos showed.

"This weather in Wuhan can drive you crazy, you have to walk 20,000 steps every day to get to work, and then you get home and the power goes out because the wires are down," one user complained on social media platform Weibo.

Hundreds of trains were delayed or suspended, and throngs of passengers stranded at railway stations in Wuhan, local media said. Runways at the Tianhe Airport in Wuhan were temporarily closed Tuesday, state media CCTV reported.

Photos from the China Meteorological Administration showed broken trees scattered across roads in Hunan, felled by freezing rain. In 10 provinces, about 129 sections of highways were closed, according to Beijing News.

At least two people have died in snow-related accidents. One person in Hubei and another from Hunan were killed as awnings in farmers markets collapsed under heavy snow, according to state media reports.

President Joe Biden's administration on Wednesday announced tough new air quality standards it said were sorely needed to protect the health of vulnerable communities, though industry groups have said the move would devastate domestic manufacturing.

It comes as the Democratic incumbent faces a tough election rematch against the likely Republican candidate Donald Trump, who rolled back dozens of air pollution regulations when he was in office.

The Environmental Protection Agency (EPA)'s new rule concerns fine particulate matter, commonly known as soot, a widespread, deadly pollutant linked to asthma and heart disease, and more.

Under the new standard, levels of PM2.5 (particles that are 2.5 micrometres in diameter and smaller) would not be permitted to exceed an average annual level of nine&nbsp;micrograms per cubic metre, down from the current 12 micrograms per cubic metre&nbsp;and more stringent than current as well as proposed European Union regulations.

"Today's action is a critical step forward to better protect workers, families and communities from the dangerous and costly impacts of fine particle pollution," EPA chief Michael Regan told reporters on a press call.&nbsp;

Vehicles, smokestacks and fires are common sources of fine particles, which also form when gases emitted by car engines, power plants and industrial processes react in the atmosphere. 
 
The agency estimated the action would prevent up to 4,500 premature deaths and 290,000 lost workdays, and generate up to $46 billion in net health benefits in 2032, the first year that states would be required to meet the new standard.

Wednesday's announcement was hailed by environmental and health groups.

"The body of science around this pollution is so robust -- we know it takes people before their time, premature deaths from heart attacks, we know that it gives children and adults asthma and many other sicknesses," said Abbie Dillen, president of the environmental law nonprofit Earthjustice.

"We could not be more grateful on behalf of all of the clients that we've represented over the years," she added.

Industry groups have said the rule would threaten US manufacturing operations, and the issue threatens to become yet another battleground in key swing states in the 2024 presidential election.

"The standards will hinder onshoring, resulting in continued manufacturing abroad -- which is less clean than manufacturing in the US," the National Association of Manufacturers said in a statement when the rule was first mooted a year ago.&nbsp;
