US President Joe Biden's plan to lift the border expulsion policy has taken a major hit as federal judge Robert R. Summerhays has ordered that the rule must stay in place. The health rule was imposed at the start of the Covid-19 pandemic and blocked the entry of most asylum seekers at America's border with Mexico.
