Ukrainian President Volodymyr Zelensky's close ally on Sunday said that the country's Defence Minister Oleksii Reznikov is set to be replaced with the military spy agency's chief in a wartime reshuffle.

Chief of Servant of the People parliamentary bloc and senior lawmaker David Arakhamia said that Reznikov would be given another ministerial position and his position will be filled by the GUR military intelligence agency's head Kyrylo Budanov.

"War dictates changes in personnel policy," said Arakhamia, using the Telegram messaging app.

Arakhamia said that politicians should not head the “force” agencies of Ukraine, like the defence ministry, in wartime, instead, they should be led by people who have a background in security or defence.

He added that the position of minister of strategic industries will be offered to Reznikov.

Reznikov, who had earlier stated that it was up to Zelenskyto decide on the reshuffle, later while speaking to the Ukrainian Fakty ICTV online media said that his reshuffle to the new ministry was news to him.

"If I suddenly received such an offer from the president of Ukraine or the prime minister, I would refuse it, because I do not have the expertise," said Reznikov.

Podolyak stated that the "wonderful" personal relations of Reznikov with allies have helped the country receive military supplies.

"Negotiations are not just mathematical formulae but also personal relationships. And trust. Unfortunately, today we are losing a measure of trust in us," Podolyak added.

In his New Year's address, Russian President Vladimir Putin on Saturday said that "moral, historical rightness" is on the side of Russia amid international condemnation pouring against his government for escalating the Ukraine war.&nbsp;"Today we are fighting for this, protecting our people in our own historical territories, in the new constituent entities of the Russian Federation," Putin said in his address telecast&nbsp;on Russian state TV while speaking about the regions of Ukraine that Russia claims to have captured.&nbsp;

He added that his country would never capitulate to the attempts made by the West of using Ukraine as a medium for destroying Russia. He called the war with Ukraine a fight for protecting its "motherland" and winning its people's "true independence".

"In fact, in every possible way they were encouraging neo-Nazis who conducted open terrorism against civilians in the Donbas," said Putin.

"The West lied about peace. It was preparing for aggression ... and now they are cynically using Ukraine and its people to weaken and split Russia,” he added.

A government spending bill, amounting to $1.7 trillion, was passed by the US Senate on Thursday to avert the government’s partial shutdown. The bill has now been sent to US President Joe Biden for his official signature and to the House for its approval.&nbsp;The legislation will provide funding for various US military and non-military programmes till September 30, 2023. Meanwhile, the legislation includes wartime aid worth $44.9 billion which will be provided to Ukraine and banning the usage of social media applications like TikTok, which are run owned by the Chinese, on devices of the federal government.

The passing of the bill was slowed down after an amendment was introduced by conservative Republican Mike Lee for slowing immigration. This gave the Democrats an opportunity to introduce an amendment for boosting law enforcement agencies’ funds, which are located on the border.

Few also wanted to finalise the funding before it is made harder by the new Republican-controlled House to find a compromise.&nbsp; &nbsp;

Volodymyr Zelensky: From ex-comedian to ‘war president’

Ukraine President Volodymyr Zelensky on Thursday called on its people to “fight for country” as Russia launched wide-ranging attacks targeting multiple cities.

In a televised address to the nation, Zelenskyy termed the attack an “invasion” and asked people to support the military in repelling attacks against the Russian forces.

“Today, Russia started an invasion of Ukraine. Putin started a war against Ukraine, against the whole democratic world. He wants to destroy my country. He wants to destroy our country, everything we have been building, what we live for. I address all Ukrainians and primarily Ukrainian servicemen who have already taken the first enemy’s strike and are repelling it with dignity,” he said.

Zelensky, 44, appealed to the people with military experience to make themselves available.

“We are aware of Ukrainian armed forces' strength. You are courageous, you are unbroken, you are Ukrainians. I address every Ukrainian who is now staying on Ukrainian land. Let’s not panic. Let’s do everything that is needed to support armed forces of Ukraine. I address all Ukrainians who are currently abroad. We need your support too. You are a powerful force. You are a united force and you proved it many times before. We need you now very much,” the president said.

The president said that he has talked to the world leaders and is international rallying support for Ukraine.

“I talked to (Joe) Biden, (Boris) Johnson, Charles Michel, (Andrzej) Duda, (Gitanas) Nauseda. We start to create anti-Putin coalition. I have already called on world leaders to impose all possible sanctions against Putin, start full-scale defence support, close air space over Ukraine for aggressor. Together, we must save Ukraine, save democratic world. We will do it. Glory to Ukraine,” he said.

Zelensky also announced that Ukraine has cut its diplomatic ties with Russia, adding that “it won’t give up its freedom no matter what Moscow thinks.”

Meanwhile, Ukraine has declared martial law in the view of Russia targeting its military infrastructure.

US President Joe Biden pledged new sanctions to punish Russia for the aggression that the international community had expected for weeks but could not prevent through diplomacy.

Putin started a war against Ukraine, against the whole democratic world. He wants to destroy my country. He wants to destroy our country, everything we have been building, what we live for. I address all Ukrainians and primarily Ukrainian servicemen who have already taken the first enemy’s strike and are repelling it with dignity,” he said. Zelensky, 44, appealed to the people with military experience to make themselves available. “We are aware of Ukrainian armed forces' strength. You are courageous, you are unbroken, you are Ukrainians. I address every Ukrainian who is now staying on Ukrainian land. Let’s not panic. Let’s do everything that is needed to support armed forces of Ukraine. I address all Ukrainians who are currently abroad. We need your support too. You are a powerful force. You are a united force and you proved it many times before. We need you now very much,” the president said. I have already called on world leaders to impose all possible sanctions against Putin, start full-scale defence support, close air space over Ukraine for aggressor. Together, we must save Ukraine, save democratic world. We will do it. Glory to Ukraine,” he said.
