Ukraine has started work towards restoring electricity and water supplies to cities affected by Russian missile strikes in the ongoing conflict. The targeted attack on Ukrainian infrastructure has left around 10 million Ukrainians without any proper source of electricity and even the World Health Organisation said that the lack of power can result in the winter turning “deadly” for a lot of them.

The city of Kharkiv was one of the first ones to restore electricity in most parts as regional governor Oleg Sinegubov confirmed that the remaining infrastructure should get repaired next week. This was good news for Ukraine after the country decided to impose emergency blackouts to conserve power.

On the other hand, Kyiv decided to stop Metro services to provide shelter to people at the underground stations. Kyiv mayor Vitali Klitschko said that services will resume shortly along with the water supply.

However, a third of Kyiv residents were still without power, Klitschko added.

Meanwhile, the Kremlin said that Russian President Vladimir Putin held a meeting with top military officials regarding the campaign in Ukraine and the future plans regarding the army.

"On Friday, the president spent the whole day with the army staff involved in the special military operation in Ukraine," a statement released by the Kremlin said a Reuters report.

Russian President Vladimir Putin toys with idea of ‘pre-emptive’ nuclear strike

Russian President Vladimir Putin said on Friday that his government is in favour of&nbsp;more&nbsp; prisoner swaps with the United States. The comments were made in the aftermath of a high-profile prisoner exchange between the two countries featuring American basketball star Brittney Griner and Russian arms dealer Viktor Bout. Putin also said that the contacts between the intelligence agencies of both countries will continue and if the terms are agreed, they can have more of such exchanges.

At a news conference in Bishkek, Kyrgyzstan, Putin was asked about future prisoner swaps and he replied, “Yes, anything is possible. Contacts continue. In fact, they have never stopped.”&nbsp; 
 
“A compromise was found, we do not reject continuing this work in the future,” he added.

Griner was detained by the Russian authorities at the Moscow airport for carrying vape cartridges and cannabis oil in her luggage. On Friday, she was taken to Abu Dhabi where the exchange happened and afterwards, the basketball star flew home and landed at San Antonio, Texas.

While Griner’s return was hailed by the US, Marine Corps veteran Paul Whelan continued to serve his sentence in prison after he was convicted of espionage by a Russian court back in 2020.

When asked about the ongoing conflict in Ukraine, Putin said that the war can only end after an agreement between the two sides but insisted that Russia is open to discussions.

"Trust, of course, is almost at zero... but ultimately, in the end, an agreement will have to be reached. I have said many times that we are ready for these agreements, and we are open" to them.”

India-Russia summit to not happen this year due to 'scheduling issues'

Russian President Vladimir Putin said Wednesday that the threat of a nuclear war was rising. However, he insisted that the country hasn't "gone mad" and they will not use the weapons first. He further said&nbsp;that the “military operation” in Ukraine will continue for a long time but added that additional soldiers will not be mobilised at this moment.

"Such a threat is growing, it would be wrong to hide it," Putin warned during&nbsp;a televised annual session of his Human Rights Council.

"We have not gone mad, we are aware of what nuclear weapons are," he said.&nbsp;"We aren't about to run around the world brandishing this weapon like a razor."

He also slammed the US's nuclear strategy, saying that the US had&nbsp;placed its nuclear weapons on foreign territories.&nbsp;

"We do not have nuclear weapons, including tactical ones, on the territory of other countries, but the Americans do - in Turkey, and in a number of other European countries," he said.

"As for the duration of the special military operation, well, of course, this can be a long process," Putin said.

At the meet, Putin accused the western countries of destroying Russia’s global image and representing it as "a second-class country that has no right to exist at all".

While referring to the second round of militarisation, Putin said that no further action is expected as of now after the call for 300,000 reservists in September and October. According to the Russian President, 150,000 were deployed in Ukraine and 77,000 out of them are in combat units.

"Terrorists attacked the peaceful city of Kurakhove. A market, a bus station, gas stations, and residential buildings came under fire. At least six civilians were killed, five were wounded," he said.

Nuclear risk 'rising', but we will never use the weapons first, says Putin

In the past few months, missile strikes have left Ukraine with severely damaged energy infrastructure&nbsp;and as a result, almost 10 million people in and around Kyiv will spend the winter without electricity. Even the World Health Organisation (WHO) expressed concerns about the current situation and said that can easily turn ‘deadly’.&nbsp;

German chancellor Scholz says 'Russia has stopped threatening to use nuclear weapons'

The United States on Wednesday (December 8) slammed Russia's "loose talk" on nuclear weapons after Russian President Vladimir Putin spoke of what he perceived as rising risk of nuclear war. Putin added that Moscow would not strike first.

Putin, who has previously hinted at use of small "tactical" weapons in his war in Ukraine, said at a Kremlin meeting that "such a threat is rising" but he was evasive on Russia's policy.

"Russia will under no circumstances use them first," Putin said.

"But if it does not use them first under any circumstances, then it will not be the second to use them either, because the possibilities of using them in the event of a nuclear strike against our territory are very limited," Putin said.

Ned Price, US State Department Spokesperson, was asked about Putin's remarks. Choosing to avoid giving a direct reply he said,"We think any loose talk of nuclear weapons is absolutely irresponsible."

Price said that nuclear powers around the world since the Cold War, including China, India, the United States and Russia itself, have been clear that "a nuclear war is something that must never be fought and can never be won."

"We think any other rhetoric -- whether it is nuclear saber-rattling or even raising the specter of the use of tactical nuclear weapons -- is something that is irresponsible," Price said.

In his remarks, Putin contrasted Russia with the US. He pointed to USA stationing nuclear weapons in NATO countries in Europe.

"We have not, and are not, transferring our nuclear weapons to anyone, but, of course, we will protect our allies with all the means at our disposal, if necessary," Putin said.

US officials have voiced fear that Russia could use nuclear weapons if it feels routed on the battlefield and could plant a fictitious story to justify its actions.

Putin, who has previously hinted at use of small "tactical" weapons in his war in Ukraine, said at a Kremlin meeting that "such a threat is rising" but he was evasive on Russia's policy. "Russia will under no circumstances use them first," Putin said. "But if it does not use them first under any circumstances, then it will not be the second to use them either, because the possibilities of using them in the event of a nuclear strike against our territory are very limited," Putin said. Referring to the call, Scholz as per Reuters said "I have spoken to him (Putin) repeatedly since then because I am firmly convinced that it is a grave mistake if, despite all the differences, and this is, after all, a small word for huge differences, we no longer talk to each other at all."

He added that "it is also important that the French president and I, as representatives of the G7 countries, as two NATO countries, keep seeking dialogue again. However, we do so without any illusions because they are always long conversations and because all the public statements we hear to justify this war are repeated there."

In a statement released after the one-hour call, Scholz's spokesperson Steffen Hebestreit said that the chancellor condemned Russian airstrikes on civilian infrastructure "and stressed Germany's determination to support Ukraine in ensuring the defence capability against Russian aggression".

However, as per AFP Putin accused the West of pursuing "destructive policies" and also warned that the attacks on Ukrainian infrastructure are "inevitable", adding that thanks to the "political and financial support" from its western allies, " Kyiv completely rejects the idea of any negotiations".

During an award ceremony for the Marion Doenhoff Prize, he expressed hope that the&nbsp;Russian war of aggression against Ukraine will be over soon. "We don't know when it will end, but it will end. And one thing is already absolutely clear: this war will not end with a victory for the great Russian expansionism. Putin's great Russian mission will fail. It has already failed dramatically."

This Marion Doenhoff Prize has been awarded to Irina Scherbakowa, a founding member of the Russian human rights organisation Memorial.

Kremlin spokesperson Dmitry Peskov as per a report by the Russian news agency TASS said that his country has made preparations for the price cap that goes into effect on Monday (December 5th).

AFP reports that this price cap agreed by the EU, G7 and Australia will go into effect on Monday alongside an EU embargo on maritime deliveries of Russian crude oil. Under the cap, Russia can only continue delivery of oil sold at $60 per barrel or less.

Reuters reports that as per US Treasury Secretary Janet Yellen the price cap will be particularly beneficial to low and medium-income countries and would "cut into" the Russian President's most important source of revenue.

"With Russia's economy already contracting and its budget increasingly stretched thin, the price cap will immediately cut into (President Vladimir) Putin’s most important source of revenue."

Russia's embassy in the United States criticised the cap and called the move "dangerous", adding that in spite of it Moscow is "confident" it will find buyers for its oil.

"Steps like these will inevitably result in increasing uncertainty and imposing higher costs for raw materials' consumers," it said."Regardless of the current flirtations with the dangerous and illegitimate instrument, we are confident that Russian oil will continue to be in demand."

A superyacht belonging to Ukrainian oligarch Viktor Medvedchuk will be sold in auction with the money going to victims of the ongoing conflict in Ukraine. The yacht, valued at somewhere around $200 million, is currently in Croatia after Medvedchuk was sanctioned due to his connections with Russian President Vladimir Putin. The Croatian court asked the authorities to complete the auction and transfer the money to the Ukrainian Asset Recovery and Management Agency (ARMA).

The judgement stated that this measure will “preserve the economic value by selling it at auction”.

While it has been suggested by the Ukrainian government and other pro-Ukraine groups in the past, this is the first auction of its kind where the money will go straight to the victims.

“ARMA searched for the specified asset within the framework of the criminal proceedings and subsequently after imposing the arrest received the elite property to preserve the economic value by selling it at auctions,” a spokesperson for the Ukrainian government told The Guardian.

According to AFP, the officials belonging to the organisation have already ““inspected the yacht belonging to the family members of a people’s deputy and one of the leaders of a political force banned in Ukraine”.

Medvedchuk, who was a pro-Russia Ukrainian politician, was arrested in April and later sent to Russia as part of a prisoner swap. He is also the godfather to Putin’s daughter Daria.

The yacht, known as Royal Romance, was confiscated by the Croatian police on behalf of the FBI.

White House's official John Kirby told reporters on Friday over the report, "This is still a criminal investigative matter."

World's toxic arms watchdog on Monday warned that the threat stemming from weapons of mass destruction, including chemical ammunition has increased, thanks to the Russian invasion of Ukraine.

Fernando Arias, chief of the Organisation for the Prohibition of Chemical Weapons (OPCW) said that his organisation has been closely monitoring the situation in Ukraine and that the ongoing conflict "exacerbated existing tensions" and that it has "increased the real threat posed by weapons of mass destruction, including chemical weapons".
