Free and fair elections are core to any democracy. The onus is on the voters to choose whoever they want. But apart from the choices - democracy also gives another option. To choose no one. In India, its called nota, none of the above. Similarly, in the United States - it is called - none of the candidates. And that's the category that has won the Nevada primary.

President Joe Biden's administration on Wednesday announced tough new air quality standards it said were sorely needed to protect the health of vulnerable communities, though industry groups have said the move would devastate domestic manufacturing.

It comes as the Democratic incumbent faces a tough election rematch against the likely Republican candidate Donald Trump, who rolled back dozens of air pollution regulations when he was in office.

The Environmental Protection Agency (EPA)'s new rule concerns fine particulate matter, commonly known as soot, a widespread, deadly pollutant linked to asthma and heart disease, and more.

Under the new standard, levels of PM2.5 (particles that are 2.5 micrometres in diameter and smaller) would not be permitted to exceed an average annual level of nine micrograms per cubic metre, down from the current 12 micrograms per cubic metre and more stringent than current as well as proposed European Union regulations.

"Today's action is a critical step forward to better protect workers, families and communities from the dangerous and costly impacts of fine particle pollution," EPA chief Michael Regan told reporters on a press call.

Vehicles, smokestacks and fires are common sources of fine particles, which also form when gases emitted by car engines, power plants and industrial processes react in the atmosphere.

The agency estimated the action would prevent up to 4,500 premature deaths and 290,000 lost workdays, and generate up to $46 billion in net health benefits in 2032, the first year that states would be required to meet the new standard.

- Industry critical -

Wednesday's announcement was hailed by environmental and health groups.

"The body of science around this pollution is so robust -- we know it takes people before their time, premature deaths from heart attacks, we know that it gives children and adults asthma and many other sicknesses," said Abbie Dillen, president of the environmental law nonprofit Earthjustice.

"We could not be more grateful on behalf of all of the clients that we've represented over the years," she added.

Industry groups have said the rule would threaten US manufacturing operations, and the issue threatens to become yet another battleground in key swing states in the 2024 presidential election.

"The standards will hinder onshoring, resulting in continued manufacturing abroad -- which is less clean than manufacturing in the US," the National Association of Manufacturers said in a statement when the rule was first mooted a year ago.

The move has also been opposed by the American Forest & Paper Association, with the pulp and paper mills large emitters of air pollution.

But the EPA has disputed the characterizations, calculating that 99 per cent of the country's more than 3,100 counties will be in compliance by 2032 because of an overall downward trend in air pollution from other initiatives.

It added states could exclude exceptional circumstances arising from wildfires from the particulate matter they report -- a factor that could be important as climate change makes smoke exposure from forest blazes more common.

The failed attempt to impeach Homeland Security Alejandro Mayorkas on Tuesday night (Feb 7) marked a significant setback for House Speaker Mike Johnson, shedding light on the disarray within the chamber.

Despite a historic attempt – the first to impeach a Cabinet member since 1876 – the vote fell short by a mere two votes, concluding with a tally of 214 to 216.

Notably, the defection of four Republicans, including Reps. Mike Gallagher, Ken Buck, Tom McClintock, and Blake Moore, who sided with the unanimous Democrats, played a pivotal role in the outcome.

Moore's last-minute change

Blake Moore's last-second change of vote to "no" allowed for the possibility of revisiting the issue later, while House Majority Leader Steve Scalise's absence due to health reasons further complicated the situation, leaving uncertainties about a potential future attempt by the GOP to impeach Mayorkas.

The failed impeachment also sheds light on the diminished power of the GOP in the House, following the slim majority they held after the 2022 midterms, which they lost after the resignation of former Speaker Kevin McCarthy.

Rep. Gallagher's unexpected vote against impeachment, despite his prominent role as the chair of the House's select committee on China and his potential for a US Senate run, drew attention and speculation.

Republicans Buck and McClintock, who also voted "no", expressed doubts about the impeachment case, questioning its constitutional threshold and warning about dangerous precedents that could be set.

While Mayorkas' impeachment was unlikely to succeed in the Senate due to the Democrats' narrow majority, senators from both parties voiced displeasure with the impeachment effort, citing concerns about the constitutional standards and the potential repercussions of such actions.

Before the vote, McClintock slammed his fellow Republicans' impeachment push in a 10-page harshly worded letter, highlighting its negative implications both politically and constitutionally.

“[T]aking the course outlined by the [Homeland Security Committee] is bad politics and bad policy. It is bad politics because it taints with partisanship what would otherwise be overwhelming national opposition to Democrats’ open borders policy. It is bad policy because it strengthens a dangerous constitutional precedent the Democrats will surely use against conservatives on the Supreme Court and a future Republican administration the moment they have that opportunity,” McClintock wrote in his letter.

Hamas has now proposed a 135-day truce and hostage deal. This is in response to a US backed- Israel plan that reportedly included a six-week truce. The militant group has proposed a three-stage plan with each stage spanning over 45 days. Under the plan, the remaining hostages will be exchanged for around 1500 Palestinian prisoners. The deal also envisages flow of aid to Gaza, withdrawal of Israeli forces along with reconstruction of the besieged strip.

In less than 30 minutes, the United States struck 85 targets spread across 7 cities in Iraq and Syria. These American airstrikes were carried out as a reprisal against a drone attack on an American base in Jordan, in which 3 American soldiers were killed and 40 others were injured. And according to the United States, this is just the beginning of a multi-tiered response. Even though both the Americans and the Iranians have repeatedly insisted that neither side wants a full-blown conflict. What is abundantly clear is that the Israel-Gaza war that began on the 7th of October has spread way beyond the frontiers of Gaza. By backing the Israeli offensive in the Gaza Strip to the hilt, the United States is getting more and more involved in this new West Asia conflict. And even if the political leaders at this moment are not willing to say it out loud, what is playing out is a subtle but steady proxy war between the United States and Iran. Bolts appeared to have been missing from a door plug that blew out midair from a Boeing 737 Max 9 operated by Alaska Airlines last month, according to an initial report by the United States safety regulator, National Transportation Safety Board (NTSB).

‘Four key bolts’

The NTSB in its report released on Tuesday (Feb 6), alongside photographic evidence providing the first official look into how the mishap might have happened, said four key bolts meant to hold the door plug in place were missing.

The initial report comes over a month after the dramatic emergency landing of an Alaska Airlines flight due to a near-catastrophic incident where a panel known as a “door plug” blew out of the plane over the US state of Oregon.

According to the NTSB preliminary report, four bolts were removed while workers repaired damaged rivets last year at Boeing’s factory in the US state of Washington.

The report citing photographic evidence suggests that when the plug was reinstalled, at least three of the four locking bolts had not been replaced, while the location of the fourth was obscured.

According to the report, US regulators also noted that there was damage to the door plug and its hinges, but not to the areas where the bolts should have been, suggesting that the bolts were missing before the door moved out of its normal position.

“The investigation continues to determine what manufacturing documents were used to authorize the opening and closing” of the plug “during the rivet rework,” said the report.

Donald Trump's bid for immunity from prosecution in the wake of allegations regarding his actions to overturn the 2020 election outcome suffered a significant setback as a federal appeals court dismissed the claim by the former US President on Tuesday (Feb 6). Special counsel Jack Smith's case against the former president, accusing him of election subversion, faced a blow as the court rejected Trump's argument that his actions were protected under presidential immunity.

The court's ruling stated, “For the purpose of this criminal case, former President Trump has become citizen Trump, with all of the defenses of any other criminal defendant. But any executive immunity that may have protected him while he served as President no longer protects him against this prosecution."

The ruling by the federals appeals court comes days after a federal judge in Washington officially postponed Trump's trial in the case which was scheduled for March this year. The three-judge panel was unanimous in its decision in the latest ruling which refuted Trump's presidential immunity claims in the 2020 election case. The two judges included those appointed by US President Joe Biden, J. Michelle Childs, and Florence Pan, and one was Karen LeCraft Henderson appointed by former US President George HW Bush.

In a move to curb the global proliferation of commercial spyware, the United States has announced a comprehensive plan to restrict visas for abusers and manufacturers involved in the sale of encryption-busting malware, as reported by the Financial Times (FT).

The measure aims to address the pervasive issue of spyware, a multibillion-dollar industry linked to the repression of dissidents worldwide.

The US State Department revealed on Monday that the visa ban specifically targets manufacturers who derive "financial benefit" from selling military-grade spyware to countries engaged in its abuse.

Crucial Accountability Measure: Visa ban to target manufacturers

According to the FT report, the newly announced visa ban builds upon a March 2022 executive order that prohibited US government agencies from purchasing spyware from manufacturers accused of selling to countries that misuse it.

The US State Department emphasises that the measure is designed to hold spyware manufacturers accountable, particularly those accused of financially benefiting from the sale of such technology to countries engaged in abuse.

Spyware industry's global reach and national security threat

The US government has identified the spyware industry, capable of bypassing smartphone encryption to remotely mirror content, as a threat to national security.

By March 2023, at least 50 government employees working abroad were discovered to have been surreptitiously surveilled by spyware, raising counter-intelligence concerns.

FT cited a senior US official who highlighted the significance of travel to the United States for those in the spyware sector, emphasising the need for accountability among individuals involved in misuse or enabling misuse.

Growing Tough Stance: US prioritises action against spyware manufacturers

The Biden administration has adopted an increasingly robust stance against spyware manufacturers, with a focus on preventing their products from falling into the wrong hands.

Most manufacturers, including Israel's NSO Group, have faced scrutiny.

Israel, considering spyware as a weapon, regulates its sale to allies.

In a move to curb the global proliferation of commercial spyware, the United States has announced a comprehensive plan to restrict visas for abusers and manufacturers involved in the sale of encryption-busting malware, as reported by the Financial Times (FT).

Crucial Accountability Measure: Visa ban to target manufacturers According to the FT report, the newly announced visa ban builds upon a March 2022 executive order that prohibited US government agencies from purchasing spyware from manufacturers accused of selling to countries that misuse it. The US State Department emphasises that the measure is designed to hold spyware manufacturers accountable, particularly those accused of financially benefiting from the sale of such technology to countries engaged in abuse. Spyware industry's global reach and national security threat The US government has identified the spyware industry, capable of bypassing smartphone encryption to remotely mirror content, as a threat to national security. Growing Tough Stance: US prioritises action against spyware manufacturers The Biden administration has adopted an increasingly robust stance against spyware manufacturers, with a focus on preventing their products from falling into the wrong hands. Most manufacturers, including Israel's NSO Group, have faced scrutiny. Israel, considering spyware as a weapon, regulates its sale to allies. Despite the impact of the US government's blacklisting and executive orders, the effectiveness of preventing spyware deployment on dissidents and human rights advocates remains uncertain. Last week, reports surfaced of at least 35 people in Jordan targeted with the NSO Group's Pegasus spyware, raising questions about the broader impact of these policies. US imposes visa restrictions on spyware abusers and manufacturers: Report

With United States presidential elections just months away, Meta’s Oversight Board, on Monday (Feb 5) has determined a Facebook video wrongfully suggesting that United States President Joe Biden is a paedophile does not violate the company’s current rules, while also deeming the said rules as “incoherent”.

About the case

The oversight board, which is funded by Meta but runs independently, made a decision about the edited video of the US president which shows him with his adult granddaughter, manipulated to falsely appear that he inappropriately touched her chest.

The clip went viral last year prompting Facebook parent company Meta’s independent Supreme Court-style body of journalists, academics and politicians to open an investigation.

The investigation is said to be the first of its kind into Meta’s “manipulated media” policies when the distorted version of a video during the 2022 midterm elections showing Biden placing an “I Voted” sticker on his adult granddaughter’s chest and kissing her on the cheek went viral.

The clip was reported to the social media giant and its oversight board as hate speech. Meta’s current “manipulated media” bars certain types of doctored videos but only if they were produced by AI or make people appear to say words they never actually said.

The hearing comes amid concerns about using AI to influence the outcome of the elections as 2024 is a historic year with more than two billion people across the world set to go to the polls in 50 countries, including the US and India.

What did the board find?

The board found that the platform was technically correct to leave the video online as in the US president’s case “the video was not manipulated using artificial intelligence nor did it depict Biden saying something he did not.”

However, also the board said that the policy which allowed the clip to stay on the platform “is lacking in persuasive justification, is incoherent and confusing to users, and fails to clearly specify the harms it is seeking to prevent.”

It suggested that Meta update the rule to cover both audio and video content, regardless of whether AI was used. Additionally, it also urged the company to apply labels identifying the content as manipulated but stopped short of calling for the policy to apply to photographs.

The board insisted that “non-AI-altered content is prevalent and not necessarily any less misleading” than content generated by AI tools. It also urged the company to reconsider the policy “quickly, given the number of elections in 2024.”

In a statement, Meta said it was reviewing the ruling and would respond publicly within 60 days.

Following a mid-air emergency last month that led to the grounding of Boeing 737 MAX 9 planes, the US Federal Aviation Administration (FAA) announced on Monday that nearly 94 per cent of these planes have been inspected and returned to service.

This is based on a Reuters report.

The FAA's move came after the suspension was imposed following a cabin panel blowout on an Alaska Airlines jet on January 5.

The inspection process has involved a meticulous review of bolts, guide tracks, fittings, and visual examinations of various components, with a specific focus on the incident's root cause.

And as we get findings out of that inspection, we anticipate that will drive our reimagined oversight," Reuters quoted the FAA's Deputy Associate Administrator for Aviation Safety, Jodi Baker as saying.

This renewed oversight includes the possibility of increased staffing and ongoing audits to ensure the safety and reliability of Boeing's 737 MAX 9 fleet.

Baker emphasised the necessity of adopting a proactive approach to surveillance.

United States President Joe Biden, on Monday (Feb 5) confused his French counterpart Emmanuel Macron with France’s former leader Francois Mitterrand who died nearly three decades ago, during a recent speech, the latest in his string of gaffes.

What did Biden say?

The US president and White House hopeful cannot seemingly catch a break, with American voters worried about the 81-year-old being fit to serve a second term, and his approval being less than all recent presidential incumbents, his latest gaffe the video of which has now gone viral, will not help his case.

Biden was addressing a crowd in Las Vegas ahead of the US state of Nevada’s primary on Tuesday (Feb 6) where he intended to say something that Macron had told him at a G7 meeting in 2020. However, the US president not only mixed up his French counterpart’s name but also misstated the name of the country he leads.

“It was in the south of England. And I sat down and I said, ‘America is back,’ and Mitterrand from Germany, I mean from France, looked at me and said – said, ‘you know what – why – how long you back for?’” said Biden according to a White House transcript.

He added, “And I looked at him, and the — and the Chancellor of Germany said, ‘What would you say, Mr. President, if you picked up the paper tomorrow in the London Times, and London Times said, ‘A thousand people break through the House of Commons, break down the doors, two Bobbies are killed in order to stop the election of the Prime Minister.’ What would you say?”

“I never thought about it from that perspective,” Biden said. “What would we say if that happened in another democracy around the world?”

The discussion between the two leaders was said to be about the January 6 attack on the US Capitol when thousands of supporters of the former president and Republican frontrunner Donald Trump reportedly tried to stop lawmakers from certifying Biden’s win in the 2020 presidential elections.
