A $95.34 billion bill that includes aid for Ukraine, Israel and Taiwan advanced in the US&nbsp;Senate on Thursday after Republicans blocked compromise legislation that included a long-sought overhaul of immigration policy.

Senators backed a procedural motion by 67-32, exceeding the 60-vote threshold to advance the bill. Seventeen Republicans voted in favour, in a surprising shift after they blocked the broader bill on Wednesday.

"This is a good first step. This bill is essential for our national security, for the security of our friends in Ukraine, in Israel, for humanitarian aid for innocent civilians in Gaza, and for Taiwan," Schumer said in the Senate after the vote.

There was no immediate word on when the 100-member chamber would consider final passage, as some senators said they expected to remain in session during the weekend if necessary.

"We are going to keep working on this bill until the job is done," Schumer said.

The Democratic-led Senate took up the security aid bill after Republicans on Wednesday blocked a broader measure that also included reforms of border security and immigration policy that a bipartisan group of senators had negotiated for months.

The security aid bill includes $61 billion for Ukraine as it battles a Russian invasion, $14 billion for Israel in its war against Hamas and $4.83 billion to support partners in the Indo-Pacific, including Taiwan, and deter aggression by China.

It also would provide $9.15 billion in humanitarian assistance to civilians in Gaza and the West Bank, Ukraine and other populations in conflict zones around the globe.

The Senate is expected to take days to agree on a final version of the security aid package, with some Republicans continuing to push for amendments. Supporters of Ukraine have been struggling for much of the past year to find a way to send more money to help Ukrainian President Volodymyr Zelenskiy's government.

Even if the aid bill eventually passes the Senate, it faces uncertainty in the House of Representatives. Dozens of Republican House members, particularly those most closely allied with former President Donald Trump, have voted against Ukraine aid, including Speaker Mike Johnson.

While lawmakers have approved more than $110 billion for Ukraine since Russia invaded in February 2022, Congress has not passed any major aid for Kyiv since Republicans took control of the House in January 2023.

<h2>GLOBAL MESSAGE</h2>

Supporters of Ukraine aid say Washington and its partners must send a unified message to Russia as well as globally.

U.S. allies agree. Polish Prime Minister Donald Tusk said on social media that Republican senators should be ashamed for blocking the Ukraine aid package, saying former President Ronald Reagan would be "turning in his grave."

The Kremlin said Putin and Chinese President Xi Jinping spoke by phone on Thursday and both rejected what they called U.S. interference in the affairs of other countries.

Democratic Senator Chris Murphy, one of the three negotiators on the border deal, told Reuters the biggest potential risk to the Ukraine bill would be opposition by Trump.

In a significant economic shift, Mexico has emerged as the leading source of goods imported to the United States, overtaking China for the first time in more than two decades. <o:p></o:p>

According to a report by the Associated Press (AP), figures released by the US Commerce Department on Wednesday reveal that the value of goods imported from Mexico to the US rose nearly 5 per cent in 2023, reaching over $475 billion, while Chinese imports saw a significant decline of 20 per cent, totalling $427 billion.<o:p></o:p>

This historic change in import dynamics underscores the growing tensions between Washington and Beijing, with the US making deliberate efforts to diversify sources and foster relationships with countries closer to home. <o:p></o:p>

The Trump administration initiated tariffs on Chinese imports in 2018, a trend continued by President Biden, reflecting a bipartisan consensus on addressing trade imbalances and concerns about Beijing's trade practices.<o:p></o:p>

Amidst the strained US-China economic relations, the Biden administration has been encouraging companies to explore alternative sourcing strategies such as "friend-shoring" in allied countries or "reshoring" by bringing manufacturing back to the US.<o:p></o:p>

This shift is in response to the challenges posed by offshoring to China and the disruptions in global supply chains due to the COVID-19 pandemic, leading companies to seek suppliers closer to the United States, a strategy referred to as "near-shoring".<o:p></o:p>

The growing trend of importing goods from Mexico is not a straightforward narrative. <o:p></o:p>

While Mexico has benefited from the shift away from Chinese factories, some Chinese manufacturers have established operations in Mexico, leveraging the advantages of the US-Mexico-Canada Trade Agreement. <o:p></o:p>

The United States is unlikely to get any relief from the growing deficit. Latest figures from the congressional budget office or CBO shows that the deficit is expected to rise in the next 10 years, with higher interest payments set to account for a historic share of government spending. The new projections from the nonpartisan agency show deficits jumping from 1.6 trillion dollars this year to 2.6 trillion dollars in 2034.

Gravitas | Is China trying to snoop on US allies?

In a twist for the fixed-income market, uncertainty is making a comeback after the Federal Reserve's recent statements and robust economic data threw a curveball into expectations.<o:p></o:p>

According to a Reuters report, investors who rode the explosive rally that elevated bond prices at the close of 2023 are now facing heightened risks as they reassess their bets on when the Federal Reserve might cut interest rates this year.<o:p></o:p>

Late last year, a surge in Treasury investments was fuelled by the anticipation of a first-quarter rate cut by the Fed. <o:p></o:p>

However, the landscape is shifting following a blowout US jobs report and a cautious Federal Reserve message, warning that premature rate cuts could trigger an inflationary rebound.<o:p></o:p>

Yields on the 10-year Treasury, inversely related to prices, have surged by 20 basis points from December's lows, prompting investors to reconsider their strategies.<o:p></o:p>

Reuters quoted Robert Tipp, the chief investment strategist at PGIM Fixed Income, managing $794 billion in assets, who said, "The combination of the jobs numbers and the Fed press conference has really caused a splintering in the potential outcomes."<o:p></o:p>

In a twist for the fixed-income market, uncertainty is making a comeback after the Federal Reserve's recent statements and robust economic data threw a curveball into expectations. According to a Reuters report, investors who rode the explosive rally that elevated bond prices at the close of 2023 are now facing heightened risks as they reassess their bets on when the Federal Reserve might cut interest rates this year. Late last year, a surge in Treasury investments was fuelled by the anticipation of a first-quarter rate cut by the Fed. However, the landscape is shifting following a blowout US jobs report and a cautious Federal Reserve message, warning that premature rate cuts could trigger an inflationary rebound. Yields on the 10-year Treasury, inversely related to prices, have surged by 20 basis points from December's lows, prompting investors to reconsider their strategies. Reuters quoted Robert Tipp, the chief investment strategist at PGIM Fixed Income, managing $794 billion in assets, who said, "The combination of the jobs numbers and the Fed press conference has really caused a splintering in the potential outcomes." Tipp suggests that 10-year yields could approach last year's high of approximately 5 per cent this year, up from the current level of around 4.1 per cent. The United States is gearing up for its next lunar mission set to launch on February 14, on Valentine's Day.&nbsp;This comes just weeks after a private American moon lander, Peregrine, burned up in the Earth's atmosphere upon its return. The objective of the next lunar mission is to achieve the first landing of a US-built lunar lander on the Moon since Apollo 17 in 1972.

This upcoming endeavour will involve a collaboration between Houston-based Intuitive Machines and SpaceX. The Intuitive Machines' lander, named Nova-C, will be mounted atop a SpaceX rocket. In contrast, Peregrine Mission One had a lander built by Astrobotic Technology and was on the Vulcan Centaur rocket, by United Launch Alliance (ULA).

If successful, it will also mark the first such feat by a private company. The mission is scheduled for a 12:57 am blast off from Kennedy Space Center in Florida by SpaceX. Nova-C lander moon touchdown is anticipated to be on February 22.

Nova-C is expected to land on an impact crater close to the lunar south pole.

Republicans in the US Senate, on Wednesday (Feb 7) rejected the $118 billion bipartisan bill which combined an overhaul of the country’s immigration policy and security measures at its border with Mexico with a foreign aid package for Ukraine and Israel.&nbsp;

<h2>What happened?</h2>

The bill failed to garner the minimum 60 votes needed for it to move forward in the US Senate and was defeated by a vote of 49-50, largely along party lines.&nbsp;

This comes as the Senate Republicans were expected to block the bill amid opposition and pressure from former US President Donald Trump and members of their own party in the House of Representatives.

The vote took place on the $118 billion bill, which includes aid for both Israel and Ukraine but is also tied to strict US immigration curbs demanded by the Republicans.&nbsp;

However, many Republicans promptly rejected the package when it was released on Sunday (Feb 4) even though it included some of their demands.&nbsp;

The rejection reportedly came after Trump ramped up pressure on Republican lawmakers to reject any compromise on the package as he campaigns to defeat Joe Biden in the upcoming presidential election.&nbsp;

“Some have been very clear with me they have political differences with the bill,” said Republican Senator James Lankford, one of the negotiators of the bill. He added, “They say it’s the wrong time to solve the problem, let the presidential election solve the problem.”

Meanwhile, an independent senator from the US state of Arizona, Kyrsten Sinema, one of the authors of the deal, said she was baffled by the sudden shift. She told the chamber that the Republican abandonment of efforts to pass immigration reform was “shameful”.&nbsp;

<h2>What now?</h2>

The Senate is now looking to vote on a $96 billion package that excludes the immigration provisions but keeps foreign aid intact.&nbsp;

This comes after the Senate Majority Leader and Democrat Chuck Schumer said that they would hold another procedural vote later on Wednesday on the watered-down version of the foreign aid package, which includes funds for Ukraine and Israel but not for border security.

The $95.34 billion spending bill includes security assistance for Ukraine ($60.06 billion) and Israel ($14.1 billion), international humanitarian aid ($9.15 billion) and resources to help allies in the Indo-Pacific ($4.83 billion), including Taiwan.&nbsp;

The bill would also allocate $2.44 billion to the Pentagon for operations around the Red Sea, where the US forces have sought to stop attacks on shipping by the Iran-backed Yemen-based Houthi rebels.&nbsp;
