Foreign Secretary Harsh Vardhan Shringla on Saturday said that a permanent seat, as well as reform of the UN Security Council, remains India's "top priority" as he addressed the press after Prime Minister Narendra Modi's speech during the 76th session of the UN General Assembly.

Shringla reiterated India's bid for a permanent seat at the UN Security Council, saying that under the General Assembly President Abdulla Shahid, there would be a "thrust to the inter-governmental process", moving forward towards text-based negotiations which are underway with an aim of "concrete outcomes in a fixed timeframe".

He also said that India will continue to work towards the reformed United Nations during its stint as a non-permanent member of the UN Security Council.

After Narendra Modi's impactful address at the 76th session of the United Nations General Assembly on Saturday (September 25), India's Foreign Secretary Harsh Vardhan Shringla interacted with the press to brief Prime Minister's speech. In response to a question on rules-based order, which according to him was a recurring theme in Modi's diplomatic engagements in the US, Shringla said that Quad stands for the rules-based international order and a free, open, transparent, inclusive prosperous Indo-Pacific region, adding that it is "not directed" at any country in particular. ALSO READ | Pakistan as a country has supported and nurtured cross-border terrorism: Indian foreign secretary Harsh Shringla "And in that context, the right to freedom of navigation, use of global commons, international order is definitely there. This is a general sentiment, a general principle and not directed to any country in particular," Shringla said. "We believe in principles, we believe in values, and we believe that the Quad as a group must work with its Indo-Pacific partners, with ASEAN at its centrality, to achieve those objectives," he added. Ahead of the Quad summit, Shringla had said AUKUS had no links with the Quadrilateral Security Dialogue and won't impact the functioning of the grouping. × Previously, the foreign secretary had said that Australian Prime Minister Scott Morrison did mention AUKUS during his bilateral talks with PM Modi in Washington on Thursday. Morrison talked about the Australian side in seeking to initiate the AUKUS alliance. "He felt that the technology received was appropriate and there was a brief discussion in that regard," said Shringla. New security alliance between Australia, the UK and the US has no link with the Quadrilateral Security Dialogue and will have no impact on the functioning of the grouping, foreign secretary Harsh Shringla said on Tuesday ahead of the first in-person Quad Summit. What is AUKUS? AUKUS is a trilateral security pact between Australia, UK and US, which was announced on September 15. As per the pact, the US and UK will help Australia develop nuclear-powered submarines, a development that has angered France over the cancellation of the submarine deal. What is Quad? Quad (Quadrilateral Security Dialogue) is an informal strategic forum comprised of four nations — the United States of America, India, Australia and Japan. Shringla had told a media briefing before of PM Modi's visit to the US: "Let me make it clear that the Quad and the AUKUS are not groupings of a similar nature." "The Quad is a plurilateral grouping of countries with a shared vision of their attributes and values and the four members have a shared vision of the Indo-Pacific as a free, open, transparent and inclusive region," he had said.

India’s Prime Minister Narendra Modi on Saturday delivered his speech at the 76th session of the United Nations General Assembly and spoke on a range of issues like tackling climate change, the menace of terrorism, calling out UN to improve its credibility and the Afghanistan humanitarian issue, while taking a swipe at Pakistan and China.

In comparison, Pakistan Prime Minister Imran Khan dedicated a major part of his pre-recorded speech to Islamophobia, Muslims, and Kashmir, while painting a positive picture of the Taliban.

Both the speeches reflected the different political thinking and the different values of India and Pakistan’s foreign policies.

Narendra Modi vs Imran Khan: Looking at how UNGA speeches of Indian and Pak prime ministers differ

India strongly slammed Pakistan in its Right of Reply at United Nations General Assembly after Pakistan Prime Minister Imran Khan raked up Kashmir issue during his virtual address to the assembly. India said that Pakistan had established history of supporting terrorists. Sneha Dubey, First Secretary at UNGA said that terrorists enjoyed "free pass" in Pakistan.

"Regrettably, this is not the first time the leader of Pakistan has misused platforms provided by the UN to propagate false and malicious propaganda against my country, and seeking in vain to divert the world's attention from the sad state of his country where terrorists enjoy free pass while the lives of ordinary people, especially those belonging to the minority communities, are turned upside down," said Dubey.

"Member States are aware that Pakistan has an established history and policy of harbouring, aiding and actively supporting terrorists. This is a country that has been globally recognized as one openly supporting, training, financing and arming terrorists as a matter of State policy. It holds the ignoble record of hosting the largest number of terrorists proscribed by the UN Security Council," she added.

She said that Imran Khan statements were an attempt to "spew falsehoods". She also slammed him for commenting on internal matters of India.

The Prime Minister then highlighted India’s foundational values which are keeping the country’s democracy vibrant and intact.

“I represent a country which is proud to be known as the mother of democracy, that goes by thousand of years. On August 15, India entered its 75th year. Our diversity is the identity of a strong democracy,” he said.

“The strength of our democracy is demonstrated by the fact that a boy who used to assist his father at a tea-stall at a railway station is addressing the UN today for the fourth time as the Prime Minister,” he added.

“Yes, democracy can deliver. Yes, democracy has delivered. Today is the birth anniversary of Pandit Deen Dayal Upadhyaya, the proponent of 'Ekatma Manav Darshan', meaning integral humanism or the development journey taken together, the expansion from self to universe,” he said.

Stressing that the development should be inclusive, PM Modi said India is moving on the path of equitable development that seeks to nurture every citizen, irrespective of his social and economic standing.

“It is with the principle of ‘antyodaya’ — where no one is left behind — in mind that India today is moving forward on the path of integrated equitable development. Our priority is that development should be all-inclusive, all-pervasive, universal and one that nurtures all. Today, over 360 million people who earlier could not even imagine this could be possible now have insurance coverage as security, by giving over 500 million free health treatment in hospitals, India has given them access to quality health services,” he said.

“When India grows, the world grows. When India reforms, the world transforms,” he asserted.

He also pointed out that how innovation in science and technology is helping India to provide greater services to its people.

“Today, we are using drones to map over 600,000 villages, we are giving people their digital records of their home and land. These digital records will not only reduce property disputes but also will increase access to credit and bank loans,” Modi added.

“The science and tech-based innovations taking place in India can make a big contribution to the world. the scalability of our tech and their cost-effectiveness are unparalleled,” he said.

Modi also spoke of India’s commitment to tackle climate change.

“Today India is moving forward with great speed towards its target of 450 Gigawatts of renewable energy. You will be happy to see the advances made by India to tackle climate change,” he said, adding, “we are in the process of building the world’s largest green hydrogen hub.”

I pay tribute to all those who have lost their lives in this deadly pandemic and I express my condolences to their families,” Modi said. Corona pandemic has taught the world that the global economy should be more diversified now. pic.twitter.com/TbjTi3GJ2o — PMO India (@PMOIndia) September 25, 2021 × The Prime Minister then highlighted India’s foundational values which are keeping the country’s democracy vibrant and intact.

Addressing the world leaders at the 76th session of the United Nations General Assembly in New York on Saturday, Prime Minister Narendra Modi announced that India is moving towards 450GW renewable energy. "India to become the world's biggest Green Hydrogen hub. We are answerable to future generations with our decision making," said PM Modi. It is the hydrogen fuel that is created using renewable energy instead of fossil fuels. Hydrogen can also be produced by the electrolysis of water, which is using an electric current to break water. #LIVE | India moving towards 450GW renewable energy. We are answerable to future generations with our decision making: @narendramodi at #UNGA #WIONatUNGA pic.twitter.com/TTH5obvJoZ — WION (@WIONews) September 25, 2021 × If this electric current is produced by a renewable source, for instance, solar PV or a wind turbine, the clean hydrogen produced is known as green hydrogen. Also, if renewable energy is used to generate electricity for the electrolysis of water then the green hydrogen can be generated without any harmful emissions. What makes green hydrogen 'green'? Hydrogen, on Earth, does not appear pure in nature and requires energy to separate. The most common technique is to extract hydrogen from water. This is done by using heat and chemical reactions to release hydrogen from organic materials such as fossil fuels. Also read | PM Modi at UNGA: Covid taught world that global economy should be more diversified However, this can be enormously polluting. Worldwide hydrogen production is responsible for CO2 emissions, which are equivalent to that of the United Kingdom and Indonesia combined. There is a cleaner way of getting hydrogen, which is, through electrolysis. Hydrogen atoms form hydrogen molecules and oxygen molecules pair up too. Each can then be bottled up. If the electricity is generated from renewable sources such as solar or wind, the production of hydrogen in this way emits no greenhouse gasses. Also, this is how different shades of hydrogen are created. These include brown hydrogen, grey hydrogen, blue hydrogen, and green hydrogen. Can be expensive While conventional hydrogen and blue hydrogen cost about $2 per kilogram, green hydrogen is around twice as much. That price, however, is falling steeply with renewable energy prices and cheaper costs to make equipment used for electrolysis, called electrolysers. An Australian National University report last year estimated Australia could currently produce green hydrogen at about $3.18-3.80 per kg and at $2 per kg by the end of the decade. At that price, it would be cost-competitive with fossil fuels, experts say.
