Investigating 21,000 war crimes, Ukraine tells media

The Ukrainian city of Sloviansk has come under massive attack by the Russian military following the capture of Lysychansk and the mayor has urged all remaining citizens to evacuate immediately as shelling continued on Tuesday. Vadim Lyakh told Reuters that the Russian military bombed around 40 houses on Monday which resulted in the death of two people and seven others were injured.

“It’s important to evacuate as many people as possible,” Lyakh said.

According to official data, around 144 people left the city on Tuesday after three continuous days of shelling. Earlier, six people were killed and 20 were injured on Sunday due to the bombing.

The Russian forces are currently in the Luhansk region as they captured the cities of Lysychansk and Sievierodonetsk between May and July. They are now turning their attention to Lysychansk with the cities of Sloviansk and Kramatorsk being their main targets as the Ukrainian forces get ready.

Sloviansk had a population of 107,000 and Kramatorsk 210,000 before the war, according to Reuters. However, a majority of people have fled the cities and more continue to follow them.

Earlier, Russian President Vladimir Putin asked the Russian forces who were posted near Luhansk to “take some rest and beef up their combat capability” before beginning their new mission. However, the shelling proved that there will be no respite for the Ukrainian resistance forces in the region.

Oleksiy Arestovych, an adviser to the president, Volodymyr Zelenskiy, said in a video posted online that the fight back is on from their end and they expect to win the battle in these territories.

Snake Island, a strategic outpost in the Black Sea, has been dominating headlines for the past few days as Russian forces deserted their position after months of heavy shelling. A major moment on Monday saw Ukrainian forces raising their country’s flag on the island after a long time.

“The military operation has been concluded, and … the territory, Snake Island, has been returned to the jurisdiction of Ukraine,” Natalia Humeniuk, a spokesperson for Ukraine’s southern military command, told reporters according to The Guardian.

While the Russian troops have completely deserted the island, the area near the Black Sea is still being considered as a “grey zone” by the Ukrainian authorities. A military official confirmed it to The Guardian that they will not be positioning a major number of forces in the area.

Ukrainian President Volodymyr Zelensky also said that the area’s safety is not guaranteed by the pull back of the Russian forces. However, he hailed it as a step forward in the ongoing crisis.

“Step by step, we will push [Russia] out of our sea, our land, our sky,” Zelensky said.

Ukraine has also accused Russia of using phosphorus bombs on the area. “Today at around 18:00... Russian air force SU-30 planes twice conducted strikes with phosphorus bombs on Zmiinyi island,” the Ukrainian forces said according to AFP.

Phosphorus bombs are incendiary weapons which leave a distinct white trail after it is used, and it is banned under an international convention (although with the exception of some military targets).

Ukrainian military raises national flag in Snake Island after Russian retreat

Russian President Vladimir Putin declared victory in Ukraine's eastern Luhansk province as Ukrainian troops retreated from their last stronghold in the city of Lysychansk.

Russia-Ukraine Crisis: President Vladimir Putin declares victory in Luhansk

Russian parliament on Tuesday (July 5) gave their initial approval to two bills authorising the government to ask businesses in Russia to supply the military with goods. These bills may also make their employees work overtime to support Russian invasion of Ukraine.

Russia invaded Ukraine on February 24 and has control over Luhansk region in Ukraine's east. Russia calls its invasion of Ukraine a "special military operation'. The invasion has resulted in Western countries imposing sanctions on Russia with an aim to cripple Russian economy.

One of the bills -- approved in a first reading by the State Duma, the lower house of parliament -- said the state could impose "special economic measures" during military operations, requiring firms to supply goods and services to the military at the demand of the Russian government.

"The need to promptly meet these requirements, especially in the context of sanctions against Russia and Russian legal entities, will require us to temporarily focus our efforts on certain sectors of the economy (...) and organise the supply of resources through state defence procurement," the note said.

Russian parliament gives initial approval to laws for a war economy

Russia has taken over the city of Lysychansk, the last territory which was under Ukraine's control in the eastern Luhansk region. The Ukrainian side has admitted that they were outnumbered in the eastern battlefront. Russia's defense minister has announced that they are in full control of Luhansk and President Putin has congratulated his troops for the liberation of Luhansk.

Are the sanctions against Russia useful? Yes, they are already hitting Vladimir Putin and his accomplices hard, and their effects on the Russian economy will increase over time. Since Russia deliberately violated international law by invading Ukraine, the EU has adopted six packages of sanctions against Moscow. Our measures now target nearly 1,200 individuals and 98 entities in Russia, as well as a significant number of sectors of the Russian economy. These sanctions were adopted in coordination with the G7 members. Their effectiveness is enhanced by the fact that over forty other countries (including traditionally neutral countries) have adopted them or taken similar measures.

By the end of 2022, we will have reduced our Russian oil imports by 90%, and we are rapidly reducing our gas imports as well. These decisions are gradually freeing us from a dependence that has long inhibited our political choices in the face of Vladimir Putin's aggressiveness. He probably believed that Europe would not dare to engage in sanctions because of its energy dependence. This is not the most insignificant of the Russian regime's many miscalculations during this conflict. Of course, weaning ourselves off Russian energy so rapidly also creates serious difficulties for many EU countries and for several economic sectors. But this is the price we have to pay for defending our democracies and international law, and we are taking the necessary steps to deal with these problems in full solidarity.

Some may ask, Do these sanctions really have an impact on the Russian economy? The simple answer is yes. Although Russia exports a lot of raw materials, it also has no choice but to import many high value-added products that it does not manufacture. For all advanced technologies, it is 45% dependent on Europe and 21% on the United States, compared with only 11% on China.

In the military field, which is crucial in the context of the war in Ukraine, the sanctions limit Russia's capacity to produce precision missiles such as the Iskander or the KH 101. Almost all foreign car manufacturers have also decided to withdraw from Russia, and the few cars produced by Russian manufacturers will be sold without airbags or automatic transmission.

The oil industry is suffering not only from the departure of foreign operators but also from the difficulty of accessing advanced technologies such as horizontal drilling. The ability of the Russian industry to bring new wells on stream is likely to be limited. Finally, in order to maintain air traffic, Russia will have to withdraw a majority of its aircraft from circulation in order to recover the spare parts needed to allow the others to fly. Added to this, there is also the loss of access to financial markets, being disconnected from major global research networks and a massive brain drain.

As for the alternative offered by China to the Russian economy, in reality, it remains limited, especially for high-tech products. To date, the Chinese government, which is very dependent on its exports to developed countries, has not assisted Russia in circumventing Western sanctions. Chinese exports to Russia have fallen in line with those of Western countries.

Will these significant and growing impacts lead Vladimir Putin to modify his strategic calculations? Probably not in the immediate future, since his actions are not guided primarily by economic logic. However, by forcing him to choose either butter or guns, the sanctions lock him in a vice that is gradually tightening.

Regarding the impact of these sanctions on third countries, particularly African countries, which depend on Russian and Ukrainian wheat and fertilisers, where responsibility lies in terms of the food crisis is clear. Our sanctions do not, in any shape or form, target Russian wheat or fertiliser exports while Ukraine is prevented from exporting its wheat by the Black Sea blockade and destruction caused by Russian aggression. If such issues linked to our sanctions were to arise, we are ready to put in place the appropriate mechanisms to address them. I have informed my African counterparts of this and asked them not to be fooled by the Russian authorities' untruths regarding our sanctions.

The real answer to the difficulties in the world energy and food markets is an end to the war. This cannot be achieved by accepting the Russian diktat, it can only be achieved by Russia's withdrawal from Ukraine. Respect for the territorial integrity of states and the non-use of force are not Western or European principles. They are the basis of all international law. Russia is blithely trampling on them. To accept such a violation would open the door to the law of the jungle on a global scale.

Contrary to what we thought rather naively just a few years ago, economic interdependence does not automatically imply a pacification of international relations. This is why the transition to a Europe as a power, which I have been calling for since the beginning of my mandate, is imperative. Faced with the invasion of Ukraine, we have begun to move from intention to action by showing that, when provoked, Europe can respond. Since we do not want to go to war with Russia, economic sanctions are now at the core of this response. They are already beginning to have an effect and will do so even more in the coming months.

Moscow will have to choose either butter or guns, EU foreign policy chief writes for WION

Ukraine's military has confirmed its withdrawal from the city of Luhansk, the development comes after Russia's defense minister said the Russian troops are in full control of Luhansk; Ukraine's defence officials say they were outnumbered in the eastern battlefront.

Russia claims full control of Luhansk region, Zelensky vows to regain lost ground

Russian cosmonauts aboard the International Space Station celebrated Russia capture of Ukraine's Luhansk region. Control over the region is a significant event for Russia as it invades Ukraine. Russian space agency Roscosmos described capture of Luhansk as "a liberation day to celebrate both on Earth and in space."

The agency posted pictures of cosmonauts Oleg Artemyev, Denis Matveev and Sergei Korsakov smiling as they held up flags of Russia's proxies in eastern Ukraine, the self-proclaimed Luhansk People's Republic and Donetsk People's Republic.

"This is a long-awaited day that the residents of the occupied areas of the Luhansk region had been waiting eight years for," Roscosmos wrote on the Telegram messaging app.

"We are convinced that July 3, 2022, will forever remain in the history of the (Luhansk People's) Republic."

Russia announced on Sunday (July 3) that it had gained full control over Luhansk region. Russia made the announcement after capturing Lysychansk, the last major city in the region previously in Ukrainian hands.

Soon after Russia's assertion, Ukrainian army said that it had ordered a retreat from the city. It said that this was done to ensure more lives are not lost. Ukraine has vowed to regain the lost territory. It has said that its troops would regroup and launch a counter-offensive with the help of Western long-range weapons.

After being repelled in its initial attempt to capture the capital Kyiv in February, Russia has focused on driving Ukrainian forces out of the eastern Luhansk and Donetsk regions where Moscow-backed separatists have been fighting Kyiv since Russia's first military intervention in Ukraine in 2014.

Russian cosmonauts aboard the International Space Station celebrated Russia capture of Ukraine's Luhansk region. Control over the region is a significant event for Russia as it invades Ukraine. Russian space agency Roscosmos described capture of Luhansk as "a liberation day to celebrate both on Earth and in space." The agency posted pictures of cosmonauts Oleg Artemyev, Denis Matveev and Sergei Korsakov smiling as they held up flags of Russia's proxies in eastern Ukraine, the self-proclaimed Luhansk People's Republic and Donetsk People's Republic. "This is a long-awaited day that the residents of the occupied areas of the Luhansk region had been waiting eight years for," Roscosmos wrote on the Telegram messaging app. "We are convinced that July 3, 2022, will forever remain in the history of the (Luhansk People's) Republic." Russia announced on Sunday (July 3) that it had gained full control over Luhansk region. Russia made the announcement after capturing Lysychansk, the last major city in the region previously in Ukrainian hands. "Sergei Shoigu has informed the commander in chief of the Russian armed forces, Vladimir Putin, of the liberation of the People's Republic of Lugansk," the defence ministry said in a statement quoted by Russian news agencies.

Russian forces and their separatist allies have taken "full control of Lysychansk and other nearby towns, notably Belogorovka, Novodruzhesk, Maloryazantseve and Bila Hora," the statement said.

News agency AFP said that it was unable to independently verify the claims which were made through Russian news outlets.

Meanwhile, Ukrainian President volodymyr Zelensky has denied Moscow's claim that Lysychansk had fallen.

"We cannot say today that Lysychansk is under (Russian) control. There is fighting on the outskirts," Zelensky told a press conference with Australian Prime Minister Anthony Albanese.

Zelensky warned, however, of "risks" that the Luhansk region, where Lysychansk was the last major city in Ukrainian hands, "will be completely occupied" by Moscow.

A few minutes prior to the announcement, a spokesman for the Russian defence ministry had said that fighting was ongoing in Lysychansk and that Ukrainian forces were "completely" surrounded.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) on Friday inscribed the culture of cooking borshch soup in Ukraine on its list of endangered cultural heritage, in a move urged by Kyiv but vehemently opposed by Moscow, as reported by AFP.

The culture of Ukrainian borshch cooking "was today inscribed on UNESCO's list of intangible cultural heritage in need of urgent safeguarding" by a UNESCO committee. The decision was approved after a fast-track process prompted by Russia's invasion of Ukraine and the "negative impact on this tradition" caused by the war, UNESCO said.

Ukraine considers borshch -- a thick nourishing soup usually made with beetroot -- as a national dish although it is also widely consumed in Russia, other ex-Soviet countries and Poland. Kyiv hailed the move, with Ukraine's Culture Minister Oleksandr Tkachenko saying on Telegram that "victory in the borshch war is ours... will win both in the war of borshch and in this war."

Adding the soup culture to the UNESCO list aims at mobilising attention to ensure it is preserved despite risks to its existence. The committee noted that the war had "threatened the viability" of the soup culture in Ukraine.

"The displacement of people (poses a threat)... as people are unable not only to cook or grow local vegetables for borshch but also to come together... which undermines the social and cultural well-being of communities," said UNESCO.

Russian foreign ministry spokeswoman Maria Zakharova had slammed the move as a bid to make it belong to "one people... one nationality... This is xenophobia," she said. But UNESCO noted that Ukrainian borshch was just a version of a dish popular elsewhere and was essential to daily life in in the country.

Russia accused Kyiv of firing three missiles at the city of Belgorod near the Ukraine border in strikes that killed at least four people on Sunday. "Russian anti-aircraft defences shot down three Tochka-U cluster missiles launched by Ukrainian nationalists against Belgorod," said Russia's defence ministry spokesman, Igor Konashenkov.

After the destruction of the Ukrainian missiles, the debris of one of them fell on a house. Konashenkov said that the Russian army had also shot down two Ukrainian TU-143 drones "loaded with explosives" that had been heading towards the city of Kursk, also close to the Ukrainian border.

Earlier, the governor of Belgorod, Vyacheslav Gladkov, had said that at least four people were killed and four injured in a series of "strong explosions" that rocked the city in the early hours of Sunday. Eleven residential buildings and 39 houses were damaged in the explosions which occurred in the early hours, he said on Telegram.
