Russia-Ukraine war: Shelling kills 15 in Kherson; Zelensky says 6mn households hit by power cuts

Ukrainian forces launched an American-made missile in eastern parts of the country on September 26 that went astray and injured three civilians. Residents of the eastern Ukrainian city of Kramatorsk reported a hit from an AGM-88B High-Speed Anti-Radiation Missile, which is fired from a fighter jet against ground targets such as radar and air-defence equipment.

The missile was a US-made AGM-88B High-Speed Anti-Radiation Missile, or HARM, as shown by manufacturing numbers and stickers seen in photographs of debris and shrapnel posted to a local Ukrainian Telegram channel shortly after the explosion.

Since Russia's invasion of Ukraine in February, the industrial city in the Donbas region has been the target of ongoing missile and artillery assaults.

Russia has maintained a punishingly intense missile and drone onslaught that has devastated vital civilian infrastructure and killed or injured numerous Ukrainian civilians as its ground war in Ukraine has dragged on.

As a result, Ukraine has been forced to largely rely on air defence equipment, some of which have just been delivered by Western allies.

The thousands of bullets, artillery shells, and missiles that have been launched on the front lines of the conflict in Ukraine have come to be characterised by an almost constant onslaught of ammunition, and it is frequently impossible to determine the origin of these weapons.

Also Read: Meta claims to have uncovered US military-linked online propaganda Russia has maintained a punishingly intense missile and drone onslaught that has devastated vital civilian infrastructure and killed or injured numerous Ukrainian civilians as its ground war in Ukraine has dragged on.
Ukraine has accused Russia of looting historical artifacts from Kherson before its troops retreated from the Ukrainian city. Ukraine's culture minister made the allegation on Saturday (November 19) and said that nearly 15,000 artefacts were looted from Kherson Art Museum.

"They (Russian forces) simply robbed two museums and stole the most significant artifacts. In Art museum, it probably was almost 80 percent of collection. And big part in another museum, mainly the most expensive pictures (paintings), coins, " Oleksandr Thachenko, Ukraine's Minister of Culture said.

The museum said on Facebook that a few dozen of Russian soldiers came into the museum on October 31. They were then reportedly seen carrying out paintings and other artworks for next three days. The artworks were then loaded onto trucks. The museum said that the loote artefacts were taken to Simferopol in Crimea.

The collection of the Kherson Art Museum, also known as the Shovkunenko Kherson Regional Art Museum contained religious paintings dating back to the 17th century, Ukrainian art of the 19th century as well as collections of modernist and contemporary Ukrainian art.

Exposition of the Kherson Regional Museum contained some 10,000 archeological artifacts including items found during excavations of the ancient Greek colony of Olbia. The vast collection of over 173,000 artifacts stored in the museum coves the region’s natural history, pre and post revolutionary history.

Russian authorities in occupied Kherson tried to convert city's regional theatre into Russian cultural centre. But the efforts were not very successful.

"All they (Russians) managed to organise was a few concerts, that's all. A few small concerts, that's all. They never managed to stage a play," Oleksandr Knyha, the theatre's creative director said on his first visit back to the theatre after the Russian retreat.

Kherson theatre, named after Ukrainian playwright Mykola Kulish, was one of the region's most renowned cultural institutions and a host of annual International Theatre Festival 'Melpomene of Tavria'.

"As soon as we can, as soon as there is electricity, we will stage the first performances, " Knyha said adding that tickets for the February 24 performance will be honoured as soon as the theatre reopens.

Kremlin: Kyiv shifting goalposts, demand for ‘public’ negotiations shows it’s not inclined for talks

The Western leaders have admitted that the deadly missile that landed in Poland came from Ukraine, not Russia. Their statements have eased the tensions, which could have ended up as a major escalation, involving NATO nations and Russia.

Russia claimed that it was a Ukrainian S-300 missile that landed in Poland, killing two people. Moscow also said that its nearest strike on Ukraine was 35 kilometres from the Polish border.

Even Poland’s President Andrzej Duda noted that there is no evidence a missile was an "intentional attack", and it was most likely an accident.

Fears of a full-scale war have been averted but Ukraine has denied the reports and blamed Russia for the incident. Kyiv further demanded "immediate access" to the blast site for investigation.

Ukrainian President Volodymyr Zelensky also said that the missile was Russian. "I have no doubt that this is not our missile. I believe that this was a Russian missile, based on our military reports," Zelensky said in televised remarks on Wednesday evening.

On one hand, Russia has clarified that it has nothing to do with the missile incident in Poland, but the United States said that Russia "bears ultimate responsibility".

US Defense Secretary Lloyd Austin suggested on Wednesday that Russia is ultimately responsible for the blast as Moscow's forces target Ukrainian civilians and infrastructure.

Russia on Wednesday (November 16) claimed that the images that were published from the site of the blast in Poland showed some fragments of a Ukrainian S-300 missile, clarifying that Moscow had nothing to do with the blast and it was probably caused by Ukrainian air defence units firing at incoming Russian missiles.

Moscow also said that its nearest strike on Ukraine was 35 kilometres from the Polish border. The explosion in a Polish village near the Ukraine border killed at least two people.

Ukrainian President Volodymyr Zelensky referred on Tuesday (November 15) to the G20 as the G19, and told the leaders that "now is the time" to end the ongoing Russia-Ukraine war and "save thousands of lives". In a video address, Zelensky addressed the leaders of the G20 summit, which is currently underway in Indonesia. But in an attempt to exclude Russia, he referred to it as G19. As per his speech translated by news agencies, Zelensky said: "I am convinced now is the time when the Russian destructive war must and can be stopped. It will save thousands of lives." Leaders including China's Xi Jinping and US President Joe Biden were present in the room, but Russian President Vladimir Putin was not there as he opted to not attend the summit in person. Instead, he sent his Foreign Minister Sergei Lavrov to Bali. Ukraine railways offer symbolic tickets celebrating victory in Kherson

Responding to speculative reports about the possibility of India mediating between Russia and Ukraine to help stop the ongoing war, India’s external affairs minister S Jaishankar on Thursday said it was ‘premature’ to think of India acting as a facilitator to broker peace between Russia and Ukraine, and countries impacted by the conflict can only hope to nudge the main players in a positive direction, said a Hindustan Times report.

“In a way, we are not looking, we cannot approach today’s problems with models or experiences — this is a very, very different situation,” he said at an HT event in New Delhi.

Prime Minister Narendra Modi pointed out to Russian President Vladimir Putin during a bilateral meeting in Uzbekistan in September this is ‘not an era of war’ and issues cannot be settled on the battlefield and there is a need for players to get back to the negotiating table. Countries that believe similarly can articulate their concerns and try to shape the thinking of those more directly involved in a positive direction, Jaishankar added.

“I think beyond that, to suggest anything else, I don’t think is justified at this point of time,” he said.

The speculation had increased ahead of Jaishankar’s November 7-8 visit to Russia where he met his counterpart Sergey Lavrov and Russian leadership for expanding economic ties and discussing energy supplies.

Jaishankar also cautioned that India will have to get its act together to cope with an uncertain, unpredictable, volatile, turbulent world and a decade with a far more fluid situation, including frictions and possibly worse situations.

Jaishankar said the global order and globalisation model were challenged after the international financial crisis of 2008, and the Covid-19 pandemic ‘brought a lot of the problems which had been kept under the carpet out into the open’. The supply chains were fragile, production was overly concentrated and dependent on limited geographies, he added.
Ukraine says West is on way to joint victory in war with Russia, thanks for military aid

European Council President Charles Michel said that the European Union expected China to push Moscow to respect international law. He said that China should use "all means at its disposal" for this. Michel's statement came just days before G20 summit takes place. It is expected that the issue of Ukraine war will dominate the summit.

Michel was speaking on the sidelines of Association of Southeast Asian Nations (ASEAN) summit taking place in Cambodia. Ukrainian Foreign Minister Dmytro Kuleba has urged Southeast Asian nations to support Kyiv.

While China remains a major trading partner of the European Union, officials have repeatedly called on Beijing to publicly condemn Russia's actions -- without success so far.

China has avoided criticising Moscow for invading Ukraine, instead blaming the United States and NATO for the war.

"We encourage the Chinese authorities to use all the means at their disposal to convince Russia to respect internationally recognised borders, to respect the sovereignty of Ukraine," Michel told AFP.
