While India struggles to shake off the virus, the developed world is taking off the masks. Locals of the US can, now, ditch the mask at most places if they have taken both the shots of a vaccine and the United Kingdom has brought in new rules for hugging.

Americans can take off their masks while walking on the streets, inside restaurants, offices and most public places. They don't need a mask if they are fully vaccinated.

Joe Biden was quick to follow the new advice from experts. Soon after they made the announcement, the US President appeared for a press conference at the White House with Vice President Kamala Harris without a mask. Some reporters were spotted without a mask too, but the rest of America is still cautious and everyone is not taking off the mask yet.

America's Centre for Disease Control (CDC) says people can stop wearing a mask in most public places but they still need to have one on if they are on a plane, in airports, trains, transit hubs and places like hospitals and doctor's offices.

The US is not the only country that's ditching the mask. Several countries in the developed world are easing their rules.

In Australia, citizens can leave the mask behind for most public places where physical distancing is possible. In neighbouring New Zealand, people need to wear the mask at just two locations: public transport and flights. Israel, too, offers the option of roaming around without a mask.

The UK has asked its citizens to keep the mask on at crowded locations, but human contact is allowed. In fact, Britain has new hugging rules that state you can hug a loved one, but conditions apply and the government calls it "a cautious hug". Hugs must be done outdoors, without face-to-face contact and it shouldn't last very long. In addition to this, if you are hugging someone who is not vaccinated, then you need to keep your mask on while doing it.

British Prime Minister Boris Johnson, who famously shook hands at the beginning of the pandemic, got infected and landed in an ICU but he now has advice on hugging.

"If you're fully vaccinated and can take your mask off, you've earned the right to do something that Americans are known for all around the world, greeting others with a smile,” Joe Biden said.

“This doesn't mean we can suddenly throw caution to the winds. In fact, more than a year into this pandemic, we all know that close contact such as hugging, is a direct way of transmitting this disease. So I urge you to think about the vulnerability of your loved ones, whether they've had a vaccine, one or two doses, and whether there has been time for that vaccine to take effect. "

Whether it is the US or the UK, rules to ditch the mask remain the same. Virus containment and vaccination with their massive vaccine stockpiles and aggressive inoculation efforts, countries in the West have found the exit from this pandemic.

The European Union said Saturday it was weighing its "next steps" after Britain formally responded to Brussels over the launch of legal proceedings alleging London broke the Brexit protocol covering Northern Ireland. &nbsp;&nbsp;

"We can confirm that the United Kingdom replied on 14 May to the European Commission's letter of formal notice, sent on 15 March," a European Commission spokesperson said.&nbsp;

"The Commission will now assess the contents of the letter before deciding on next steps."

The EU began an "infringement procedure" in March after London unilaterally delayed until October the introduction of custom controls on goods arriving in Northern Ireland from mainland Britain.

Britain's Serious Fraud Office is conducting a probe against tycoon Sanjeev Gupta's commodities empire. The probe encompasses the group's links to collapsed lender Greensill Capital.

In a statement, the anti-graft agency said it was "investigating suspected fraud, fraudulent trading and money laundering in relation to the financing and conduct of the business of companies within the Gupta Family Group Alliance (GFG), including its financing arrangements with Greensill Capital UK Ltd."

GFG said it would co-operate fully and would not comment further on the investigation. The SFO said it had no further comment.

Greensill Capital lent money to firms by buying their invoices at a discount, but it collapsed in March after one of its main insurers declined to renew its cover.

Its sudden failure has created waves around the world, drawing in Swiss investment bank Credit Suisse, German depositors and former British Prime Minister British Cameron, who was grilled in parliament this week over his lobbying efforts on behalf of Greensill.

Authorities are starting to home in on both Gupta and Greensill with Britain's Financial Conduct Authority on Tuesday saying it was formally investigating Greensill's UK operations as part of global probes.

Germany's financial regulator shuttered Greensill's Bremen-based bank and filed a criminal complaint against it earlier this year saying the lender could not provide evidence of receivables on its balance sheet.

GFG was Greensill's largest client. It said in February it would "collapse into insolvency" if the supply chain finance firm stopped providing it with working capital, Greensill said in its insolvency filing in March.

Greensill cited a $5 billion exposure to GFG Alliance when it filed for bankruptcy protection in Australia and Britain in March, a source familiar with the matter said on condition of anonymity.

UK's Serious Fraud Office launches probe into Sanjeev Gupta’s Greensill Capital

Prime Minister Boris Johnson said on Friday Britain would accelerate its COVID-19 vaccination programme, to try to contain a fast-spreading variant first identified in India that could knock a re-opening of the economy off track.&nbsp;

The United Kingdom has delivered one of the world's fastest inoculation campaigns, giving a first shot to almost 70% of the adult population and a second to 36%, helping to reduce infection rates and deaths.&nbsp;

But the emergence of the B.1.617.2 variant in parts of northern England and London has prompted some scientists to call for the reopening to be delayed, and a rethink on the speed of the vaccine rollout. &nbsp;

"I believe we should trust in our vaccines to protect the public whilst monitoring the situation very closely because the race between our vaccination programme and the virus may be about to become a great deal tighter," Johnson told a news conference.&nbsp;

He said the government would accelerate remaining second doses to the over 50s and those clinically vulnerable to just eight weeks after the first dose, and would prioritise first doses for those eligible who had not yet come forward.&nbsp;

Even so, the spread of the variant could disrupt Britain's progress out of lockdown, making it more difficult to move to the final stage of a staggered reopening of the economy in June, he said.&nbsp;

Johnson had aimed to lift all restrictions on June 21, after allowing people in England from Monday to hug again, meet in small groups indoors and travel abroad.&nbsp;

Chris Whitty, England chief medical officer, said there was now confidence that B.1.617.2 was more transmissible than the 'Kent' variant that fuelled England's second wave of infections. He said B.1.617.2 could come to dominate in Britain.&nbsp;

Public Health England said on Thursday there had been 1,313 cases in England of B.1.617.2 in a week, more than double the previous week's figure, with four confirmed deaths.&nbsp;

Whitty said so far there had not been a significant increase in hospitalisations from the variant, which may be because more people had been vaccinated.&nbsp;

But both Johnson and Whitty said it was still early days, and scientists would need to scrutinise data over the next two or three weeks to truly see the impact of the variant.&nbsp;

Pub and restaurant owners across England will breathe a sigh of relief&nbsp;on&nbsp;Monday, as months of coronavirus restrictions are lifted, allowing them to serve groups of six or two households inside.

For the last month, they have only been allowed to serve food and drinks outside, making indoors an attractive option for punters who have shivered during an exceptionally cold spring.

"I can't wait," said James Berridge, a television director. "When restaurants and&nbsp;pubs&nbsp;and clubs will really open, we're going to be there, indoors.

"On&nbsp;a beautiful day... it's fine outdoors. We're in the&nbsp;UK. As soon as it rains, we need to be inside, by the fire, having a pint."

The situation at The Guildford Arms, in upmarket Greenwich, is being played out across the sector, according to the British Beer and Pub Association, an industry body.

Chief executive Emma McClarkin, whose organisation represents 20,000&nbsp;pubs, said it was a "challenge" to make sure staff have "the right skill sets that we need to reopen fully".

The pool of available staff has been reduced by ongoing coronavirus furlough schemes and by hospitality workers who have left the sector for jobs considered more stable.

Pubs, restaurants and cafes have also been hit by the departure of EU nationals from Britain, a phenomenon that started during Brexit and accelerated during the pandemic.

European nationals accounted for 12.3 per cent to 23.7 per cent of the workforce in 2017, before the&nbsp;UK's departure from the bloc, according to consultancy firm KPMG.

Chefs have been among those in the highest demand, pushing up salaries.&nbsp;

Carol Cairnes, head of human resources at D&amp;D London which owns some 40 high-end restaurants in the&nbsp;UK, said there had been "a lot of competition out there to get the best candidates".

As she looks for between 250 to 300 additional staff in addition to the 1,400 positions across the business, Cairnes said she had seen an increase in British candidates and applicants with less experience looking for positions after Brexit.

"We've a lot of enquiries from overseas from people," Cairnes said. "We're not able to bring them over," she added, citing post-Brexit immigration rules.

The problem for hospitality has become all the more pressing as the sector looks to meet demand from customers who are keen to return to&nbsp;indoor&nbsp;dining.

By July, the McMullen pub chain plans to open new locations and hire 400 people in addition to the roughly 1,600 staff it currently employs.

The chain's joint managing director, Heydon Mizon, said while staffing would not be an obstacle to&nbsp;reopening&nbsp;next week, it could be a problem as the restaurants get busier.

"We expect it to be quite busy in June and July," he said, explaining at current staffing levels his teams would "have to work more hours and we don't want that".

The British government is going to formally recognise animals as sentient beings as part of a post-Brexit welfare plan.

The government will introduce legislation to declare that animals are capable of feeling sensations and emotions. The new ‘Animal Sentience Bill’ will be put before parliament soon.

The new laws would also ban the live export of animals for slaughter and fattening, and explore prohibiting the sale of foie gras.

UK environment secretary George Eustice said in a statement: "We are a nation of animal lovers and were the first country in the world to pass animal welfare laws.

"Our action plan for animal welfare will deliver on our manifesto commitment to ban the export of live animal exports for slaughter and fattening, prohibit keeping primates as pets, and bring in new laws to tackle puppy smuggling.

"As an independent nation, we are now able to go further than ever to build on our excellent track record."&nbsp;

Additional proposals include looking into a ban on the importing of hunting trophies from endangered animals, ending the import and export of detached shark fins and boosting the welfare of farm animals as they are transported.

Britain will move to ban conversion therapy and provide more support to those in the LGBTQ community who have undergone the treatment, as part of its post-pandemic government agenda.

The discredited procedure, sometimes referred to as ex-gay therapy, aims to change or suppress a person’s sexual orientation or gender identity.

Prime Minister Boris Johnson's government said measures would be brought forward to prevent these "abhorrent practices which can cause mental and physical harm," starting with a consultation on how best to protect people and how to eliminate coercive practices.

Johnson's party has come under increasing pressure on the issue after former leader Theresa May vowed in 2018 to eradicate a procedure that aims to change or suppress someone's sexual orientation or gender identity.

However, some faith leaders had argued that a wide ban could implicate those who offer pastoral support including prayer.

Setting out the new parliamentary agenda in a briefing document alongside the Queen's Speech, the government said: "We will ensure medical professionals, religious leaders, teachers and parents can continue to be able to have open and honest conversations with people."

A 2017 National LGBTQ survey found that 5 per cent of those who responded reported being ordered, and 2 per cent reported having undergone, conversion therapy. In more than half of the cases, the therapy was offered or conducted by faith organisations.

Setting out the new parliamentary agenda in a briefing document alongside the Queen's Speech, the government said: "We will ensure medical professionals, religious leaders, teachers and parents can continue to be able to have open and honest conversations with people." A 2017 National LGBTQ survey found that 5 per cent of those who responded reported being ordered, and 2 per cent reported having undergone, conversion therapy. In more than half of the cases, the therapy was offered or conducted by faith organisations.

Britain said on Wednesday a planned new law would see social media companies fined up to 10% of turnover or 18 million pounds ($25 million) if they failed to stamp out online abuses, such as racist hate crimes, while senior managers could also face criminal action.&nbsp;

The Online Safety Bill also seeks to strengthen the right to freedom of expression, and ensure democratic political debate and journalistic content is protected, the government said.&nbsp;

"It's time for tech companies to be held to account and to protect the British people from harm. If they fail to do so, they will face penalties," interior minister Priti Patel said.&nbsp;

Tech firms have been accused of doing far too little to address online abuse, with soccer clubs and other sporting authorities boycotting the world's biggest social media platforms last month to highlight the growing problem.&nbsp;

The bill will place a duty of care on social media firms and websites to ensure they take swift action to remove illegal content, such as hate crimes, harassment and threats directed at individuals, including abuse which falls below the criminal threshold.&nbsp;

There will also be a requirement to remove and limit the spread of terrorist material, suicide content and child sexual abuse, which they would need to report to the authorities.&nbsp;

Those companies, which fail to do so, face hefty fines from regulator Ofcom, which can also block access to their sites.&nbsp;

"The draft Bill contains reserved powers for Ofcom to pursue criminal action against named senior managers whose companies do not comply with Ofcom's requests for information," the government said. "These will be introduced if tech companies fail to live up to their new responsibilities."&nbsp;

The proposed law will also require companies to safeguard freedom of expression, and reinstate material unfairly removed.&nbsp;

It will also forbid tech firms from discriminating against particular political viewpoints, and Ofcom will hold them to account for the arbitrary removal of journalistic content, the government added. &nbsp;

Prime Minister Boris Johnson said on Tuesday his government had an "historic opportunity" to change Britain in a written introduction to the Queen`s Speech which sets out his agenda to tackle inequality and "level up" the country.

"The crisis has in no way diminished the government`s ambition or appetite for change," he said in the written introduction to his legislative agenda for the next year.

"We have been given an historic opportunity to change things for the better, level up opportunities across the whole of the United Kingdom and address the problems that have constrained us far too often before."

Britain's Queen Elizabeth will present Prime Minister Boris Johnson`s post-pandemic agenda on Tuesday in a speech, in her first public appearance since the funeral of her husband Prince Philip.

The speech, written by the government, will set out the new laws that ministers intend to pass in the coming year.&nbsp;

The grand 'State Opening of Parliament', a heavily choreographed and costumed ceremony led by the 95-year-old monarch, will this year involve face masks, social distancing, and fewer guests.&nbsp;

The speech will set out Johnson's policymaking priorities as he plans Britain's recovery from the COVID-19 pandemic and seeks to fulfil the promises he made to voters in 2019 on creating new opportunities for left-behind regions and communities.&nbsp;

Since his election, Johnson's government has been overwhelmed by efforts to manage a coronavirus pandemic that has shuttered swathes of the economy and put voters in months of restrictive lockdowns.&nbsp;

Now, with Britain's vaccination programme far ahead of most international peers and the spread of the virus contained at very low levels, Johnson is hoping to revive his so-called 'levelling up' narrative.&nbsp;

The speech will contain reforms to the education system, including some to help adults access life-long learning. This is seen by ministers as key to reshaping the British labour force and making it better placed to adapting to new technologies in areas like climate change.&nbsp;

"These new laws are the rocket fuel that we need to level up this country and ensure equal opportunities for all," Johnson said in a statement before the speech. "We know that having the right skills and training is the route to better, well-paid jobs."&nbsp;

The Queen's Speech usually lasts around 10 minutes and is fleshed out by a raft of documents containing details of legislative proposals, consultation plans and other policy papers.&nbsp;

It is expected to detail plans for new asylum rules, reforms of the social care system and to make good a manifesto promise to scrap legislation which limits government's powers to call new elections.&nbsp;

The US State Department said on Monday it has eased travel advisory ratings for the United Kingdom and Israel after raising both countries to its highest warning level last month amid COVID-19 concerns.&nbsp;

The State Department lowered the UK to a 'Level 3: Reconsider Travel' rating and lowered Israel to 'Level 2 – Exercise Increased Caution’. It was the second reduction in Israel's rating in recent weeks. &nbsp;

Last month, the State Department boosted the ratings of about 120 countries to 'Level 4: Do Not Travel' to align with the Centers for Disease Control and Prevention (CDC) ratings. About 150 of 209 destinations rated by the State Department are listed at Level 4.&nbsp;

A coalition of US and European travel, airline, union, business and airport groups called in a letter last week for a full reopening of the US-UK air travel market 'as soon as safely possible’.&nbsp;

The United States since March 2020 has barred nearly all non-US citizens, who have recently been in the UK from the United States.&nbsp;

"The return of transatlantic flying would not only have a significantly positive impact on our respective economies but will also reunite those who have been separated from their loved ones for over a year," said the letter, signed by the US Chamber of Commerce, Airlines for America, Virgin Atlantic, Association of UK Airlines, Aerospace Industries Association and others.&nbsp;

Nearly all of Europe still bans most US travelers from visiting, while Britain allows American visits but requires a 10-day quarantine upon arrival and two COVID-19 tests.&nbsp;

On Friday, Britain said it would allow international travel to resume from May 17 after months of banning most trips abroad, but nearly all major destinations were left off its list of countries open for quarantine-free holidays, including the United States.&nbsp;

US State Department eases travel advisories for UK, Israel

The leader of Britain's opposition Labour Party, Keir Starmer, has reshuffled his team after disappointing results in local elections that further strengthened Conservative Prime Minister Boris Johnson’s grip on power.&nbsp;

Labour lost control of a number of local authorities and of the parliamentary seat of Hartlepool, a Labour bastion for many decades. It held on to city halls in London, Manchester and elsewhere, but those successes could not mask its retreat in areas that used to be party strongholds.&nbsp;

Starmer, elected leader last year, has struggled to bridge divides and unite Labour around a clear agenda to challenge the governing Conservatives, who are enjoying a boost from a successful COVID-19 vaccination programme and from ploughing money into areas where many voters have felt neglected.&nbsp;

After many voters in the local elections suggested they did not know what Starmer stood for, Shabana Mahmood, appointed Labour's campaign coordinator in the reshuffle, said the party would launch a policy review to settle on a programme.&nbsp;

"There has to be a policy review process which we are now going to embark on together as a movement to try and work out what is the programme that we need to be offering the country," she told BBC radio.&nbsp;

"It has to be a platform that speaks to the public."&nbsp;

The main changes in the reshuffle included the appointment of Rachel Reeves as head of economic policy, replacing Anneliese Dodds, who became party chair and head of the policy review.&nbsp;

Angela Rayner, who was sacked on Saturday as party chair and campaign coordinator in a move that went down badly in Labour ranks, was appointed policy chief on 'the future of work'.&nbsp;

She was also given the title of 'shadow first secretary of state', the equivalent of deputy prime minister in Starmer's 'shadow cabinet', or opposition leadership team.&nbsp;

"The Labour Party must be the party that embraces the demand for change across our country," Starmer said in a statement.&nbsp;

"I look forward to working with our refreshed and renewed team to take on that challenge, deliver that change and build the ambitious programme that will deliver the next Labour government."&nbsp;

The reshuffle got off to a bad start after several party figures openly criticised the removal of Rayner as party chair. She comes from a working-class background in northern England - precisely the demographic Labour has lost and needs to win back.&nbsp;

Starmer is likely seeking to placate critics by giving Rayner a prominent role in the shadow Cabinet.&nbsp;

Starmer and Rayner were elected as party leader and deputy leader last year, following Labour's crushing defeat in a general election in December 2019, when it was led by hard-left veteran Jeremy Corbyn.&nbsp;

While opinion polls suggest Starmer has more credibility in the eyes of many voters than Corbyn did, the local election results showed the party was still very far from being in a position to regain power at an election due in 2024.&nbsp;

London firefighters were tackling flames at 19-storey block of flats in the eastern part of the city on Friday. Smoke emerged from 8th, 9th and 10th floors. Ambulances were treating people in the areas.&nbsp;

Around 100 firefighters had been working on the building while paramedics and police attended the scence.

The London Ambulance Service said it had dispatched ambulance crews, clinical team managers and support vehicles to the area.

"They've treated a number of people, and remain at the scene, working with other emergency services," they said.

As per witness report, the fire was out by 1000 GMT

The fire in the east of the city near the Canary Wharf financial district comes almost four years after 72 people died when their Grenfell Tower home in West London turned into an inferno, aided by dangerous combustible cladding.

The cladding used on the block was identified as central to the rapid spread of the fire, and has since been found on buildings across the country, necessitating expensive removal or round-the-clock fire watches.

Just this year the government set out how it would help fund the removal of the cladding from high-rise residential buildings.

Polling stations across Britain opened Thursday in the first local and regional elections since Brexit and the coronavirus crisis, with Scotland the main focus after calls for a new independence referendum that could reshape the country.

The votes will also test backing for Prime Minister Boris Johnson's Conservative Party after he led Britain out of the EU and through the pandemic, suffering Europe's highest death toll but also its fastest vaccine rollout.

Johnson has recently shrugged off a scandal over costly renovations to his Downing Street flat.

Voting on what has been dubbed "Super Thursday" is being held for local councils in England, regional mayors, including in London, and for the devolved parliaments in Wales and Scotland.

Most attention is being paid to the vote for the Scottish Parliament, as the ruling Scottish National Party (SNP) wants a new independence referendum when the pandemic subsides.

SNP leader and Scotland's First Minister Nicola Sturgeon is seeking a parliamentary majority after boosting her popularity with strong public engagement during the pandemic.&nbsp;

"Getting through this crisis is my priority," she said in a televised debate on Tuesday.

The SNP has capitalised on widespread disillusion with the UK parliament in London to become the dominant political force in Scotland but currently forms a minority government.

In Glasgow, Lorna McClure, a 60-year-old cleaner, said she was "all for Nicola Sturgeon".&nbsp;

"I think she is really good for Scotland and I want independence," she told AFP.

But Raghav Jay, a 35-year-old MBA student said: "I think I would rather Scotland stayed within the UK. So I'd prefer a party which is going to support that."&nbsp;

Latest opinion polls suggest the SNP will gain a slim majority for the first time since 2011, keeping it in power, although other surveys have indicated a coalition was likely.

Securing the powers from London to hold a new referendum on independence and a "yes" vote is less certain, however, while recent surveys point to a fall-off in support for going it alone.

<h2>'Reckless, irresponsible'&nbsp;</h2>

Most Scots rejected Brexit, which has boosted independence sentiment, although fears of fresh economic upheaval after the pandemic are bolstering support for staying in the UK.

The SNP pledges that an independent Scotland would seek to rejoin the European Union but the practicalities of that are sparking concern.

"We need strength in unity and to start having new borders... would be madness," said Alec Telfer, 64, president of the Blackface Sheep Breeders Association.

Scots cast two votes: one for a constituency MSP (member of the Scottish parliament) and one electing regional MSPs in a proportional representation system.&nbsp;

Johnson has said the 2014 referendum where 55 percent of Scots voted "no" closed the debate for a generation.

"This is not the time to have a reckless and I think, irresponsible, referendum," he said Wednesday.

The SNP insists it will only hold a referendum that is legally valid, although Sturgeon's predecessor Alex Salmond and his newly formed Alba party want an immediate vote.

<h2>'Red Wall'&nbsp;</h2>

Polling stations close at 10:00 pm, with most results expected from Friday and into early next week as social distancing rules for those counting slows the process.

The outcome will be watched closely to see whether Johnson's party manages to hold on to gains in the 2019 general election and previous local votes after the 2016 Brexit referendum.

The main opposition Labour party, led by Keir Starmer since last year, is hoping for gains in its so-called "Red Wall" seats in northern England that it lost to the Conservatives in 2019.

It also wants to hang on to the northeastern port town of Hartlepool, which has had Labour MPs since the 1970s, in a UK parliamentary by-election being held at the same time.

Victory there would boost Johnson, and heap pressure on Starmer, as he tries to reposition Labour after the hard-left leadership of his predecessor Jeremy Corbyn.

In London, Labour incumbent Sadiq Khan -- Britain's most prominent Muslim politician -- is predicted to win a second four-year term in the high-profile mayoral race.

No candidate has the profile of Jihyun Park, who is standing as a councillor for the Conservatives in Bury, near Manchester in northwest England.

She arrived in Britain 13 years ago after fleeing a North Korean prison camp.

"The UK people welcomed me to this land and I finally found my freedom. I want to pay back," she told AFP in February.

Securing the powers from London to hold a new referendum on independence and a "yes" vote is less certain, however, while recent surveys point to a fall-off in support for going it alone. 'Reckless, irresponsible' Most Scots rejected Brexit, which has boosted independence sentiment, although fears of fresh economic upheaval after the pandemic are bolstering support for staying in the UK. The SNP pledges that an independent Scotland would seek to rejoin the European Union but the practicalities of that are sparking concern. "We need strength in unity and to start having new borders... would be madness," said Alec Telfer, 64, president of the Blackface Sheep Breeders Association. Scots cast two votes: one for a constituency MSP (member of the Scottish parliament) and one electing regional MSPs in a proportional representation system. 'Red Wall' Polling stations close at 10:00 pm, with most results expected from Friday and into early next week as social distancing rules for those counting slows the process.

Britain has granted full diplomatic status to the European Union's ambassador in London, ending a dispute that has strained relations between the two sides after Brexit.

Britain initially refused to grant the same diplomatic status and privileges to EU Ambassador Joao Vale de Almeida as it gives to envoys of other countries, on the basis that the EU is not a nation state.

The European Union responded by shutting the British ambassador in Brussels out of meetings. The disagreement was resolved after a meeting between Britain's foreign minister Dominic Raab and Josep Borrell, the bloc’s top diplomat, on the sidelines of a G7 foreign ministers meeting in London.

"We are pleased to have reached an agreement together, based on goodwill and pragmatism," Raab said in a statement on Wednesday.&nbsp;

"The EU Ambassador will have a status consistent with heads of missions of states, including agrément and presentation of the credentials to the Head of State."

Under the Vienna Convention governing diplomatic relations, envoys representing countries have certain privileges such as immunity from detention and, in some cases prosecution, as well as tax exemptions.

Representatives of international organisations whose status is not covered by the convention tend to have limited and less clearly defined privileges.

The European Commission, the 27-member bloc’s executive body, said the EU’s 143 delegations around the world had all been granted a status equivalent to that of diplomatic missions of states.

British Prime Minister Boris Johnson sent two Navy patrol vessels to Jersey over concerns that French fishermen could blockade its main port in an escalating post-Brexit row. France has threatened to cut off electricity to the island, which began issuing licences to French boats under a new system last week.

For an ordinary politician, heading into midterm elections on an unsavory plume of scandal over cellphone contacts with billionaires and a suspiciously funded apartment makeover might seem like the recipe for a thumping. But Prime Minister Boris Johnson of Britain is not an ordinary politician.

As voters in the country go to the polls Thursday for regional and local elections that have been swollen by races postponed from last year because of the pandemic, Johnson’s Conservative Party stands to make gains against a Labour Party that has struggled to make the ethical accusations against him stick.

Far from humbling a wayward prime minister, the elections could extend a realignment in British politics that began in 2019 when the Conservative Party won a landslide general election victory. That would put the Labour leader, Keir Starmer, on the back foot and ratify Johnson’s status as a kind of political unicorn.

“No politician in the democratic West can escape the consequences of political gravity forever, but Boris Johnson has shown a greater capacity to do it than most,” said Tony Travers, a professor of politics at the London School of Economics. “People see his behavior as evidence of his authenticity.”

Yet there is peril as well as promise for Johnson in the elections, which will decide thousands of seats, including that of London’s mayor, and which the British press has perhaps inevitably nicknamed “Super Thursday.”

In Scotland, the Scottish National Party could win a clear majority in Scotland’s Parliament that the nationalists would brandish as a powerful mandate to demand another referendum on independence from the United Kingdom after an earlier one was defeated in 2014.

In the English elections, the big prize is Hartlepool, a struggling northern port city and Labour bastion where a new poll suggests that the Conservatives could win a bellwether seat in a parliamentary by-election. The Tories could make further inroads in other Labour cities and towns in the industrial Midlands and North, where they picked off dozens of seats in 2019, running on Johnson’s promise to “Get Brexit Done.”

The prime minister did get Brexit done, as of January. Yet while the split with the European Union brought predicted chaos in shipments of British seafood and higher customs fees on European goods, its effects have been eclipsed by the pandemic — a twist that ended up working to the government’s benefit.

Although the pandemic began as a negative story for Johnson, with a dilatory response to the first wave of infections that left Britain with the highest death toll in Europe, it turned around with the nation’s rapid rollout of vaccines.

As new cases, hospitalisations and deaths have plunged, voters have rediscovered their affection for Johnson. His poll numbers rebounded from their lows last fall and show little damage from the charges and countercharges about his conduct, even though those have riveted London’s political circles.

More important, Johnson’s message of “leveling up” the economically blighted Midlands and North with the more prosperous south still seems to resonate with people, including many who traditionally voted for Labour. And the government’s free-spending response to the pandemic has pulled the Conservative Party even further from its roots as the party of fiscal austerity.

“The party of Margaret Thatcher is becoming the party of a big state and higher taxes, which can quite easily become the party of economic nationalism and ‘Buy British,’” said Travers, the London School of Economics professor.

For Starmer, the Labour leader, this shape shifting has been confounding. A disciplined former prosecutor who lacks Johnson’s raffish manner, he has found it difficult to attack the government on its pandemic response, particularly the vaccine rollout, which is the largest peacetime mobilisation in British history.

Instead, Starmer has grilled Johnson in Parliament weekly about who picked up the initial bill for the upgrade of his apartment and why he was texting the billionaire James Dyson about the tax status of his employees, when the two were discussing a plan for Dyson’s company to manufacture ventilators.

But there is little evidence that voters are particularly surprised or concerned that Johnson does not play by the rules. As political commentators have taken to saying this week, the prime minister’s behaviour is “priced in.”

The same is not true of Scottish independence. Analysts say Johnson’s government is not prepared for the wall of pressure it will face if the Scottish National Party wins a majority. The last time the party achieved that, in 2011, Britain’s then-prime minister, David Cameron, yielded to demands for a referendum. In 2014, Scots voted against leaving Britain by 55% to 44%.

Polls now put the split at roughly 50-50, after a stretch in which the pro-independence vote was solidly above 50%. Analysts attribute the slight softening of support to both the vaccine rollout, which showed the merits of staying in the union, as well as an ugly political dispute within Scottish nationalist ranks.

Johnson holds a trump card of sorts. To be legally binding, an independence referendum would almost certainly have to gain the assent of the British government, so the prime minister can simply say no and hope the problem goes away. But that strategy can work for only so long before becoming untenable.

“I don’t see any way in the world that Boris Johnson turns around the day after the election and says, ‘OK, you can have a referendum,’” said Nicola McEwen, a professor of politics at the University of Edinburgh.

And yet the calls could only grow. “If they manage to peel off a single-party majority,” she said, “it does put pressure on the UK&nbsp;to answer the question, ‘If a democratic vote isn’t a mandate for independence, then what is?’”
