Over the weekend, American and British scout groups withdrew citing concerns over the extreme weather as the organisers stated that the jamboree would continue appealing to participants to see it as a "platform for overcoming challenges". 
 
However, with the forecast of a typhoon ahead which is likely to hit most of South Korea, which includes the campsite, the Jamboree was forced to end early. 
 
"The World Organisation of the Scout Movement received confirmation this morning from the Government of the Republic of Korea that due to the expected impact of Typhoon Khanun, an early departure will be planned for all participants," said the scout body, in a statement.

Since Doksuri, a former super typhoon,&nbsp;hit mainland China last Friday, it has led to the most severe rains in the region since records began 140 years ago.

As of Saturday, torrential rains continue to batter northeast China and provinces bordering Russia and North Korea. Some cities were in the midst of an ongoing clean-up operation after the overwhelming rainfall which destroyed infrastructure and flooded entire districts.&nbsp;

On Friday, China’s Ministry of Emergency Management reported that natural disasters caused 147 deaths or disappearances due to heavy rains and floods. Additionally, 142 of the deaths or disappearances recorded in July were caused by flooding or geological disasters.

The remaining five deaths or disappearances were due to other natural disasters such as drought, it added. The report also noted the collapse and destruction of more than 2,300 houses has caused direct economic losses amounted to $2.2 billion (15.8 billion yuan).

<h2>‘Red alert’ remains in Beijing, millions evacuated</h2>

A “red alert” which was issued last week, remained in force in Beijing due to “geological risks” such as landslides linked to the bad weather. Meanwhile, around 1.54 million people had been evacuated, on Saturday morning, from at-risk areas in north China’s Hebei province, on Saturday morning, reported Xinhua.&nbsp;

According to state media reports, at least 15,000 residents were moved out of the city of Shulan, where one death and four people were reported missing. Images and videos from Shulan showed collapsed bridges and damaged roads across the city.&nbsp;

Officials, on Saturday, also warned about sinkholes and mudslides in the Fangshan and Mentougou outer districts of the capital. While an official also told the state media that floodwaters in Hebei could take up to a month to recede.&nbsp;

Around 100,000 people were evacuated from Zhuozhou to the southwest of Beijing which is a sixth of its population. In Baoding prefecture, which also includes Zhuozhou, officials have reported the collapse of more than 4,000 houses and damage to nearly 300 bridges with direct economic losses reaching nearly $2.4 billion (17 billion yuan) as of Saturday.

“China has suffered unprecedented extreme heatwaves since last year...This year, there are record-breaking high temperatures in Northern China,” Ma Jun, director of the Beijing-based NGO the Institute of Public and Environmental Affairs told AFP.&nbsp;

He added, “These heatwaves are linked to global warming, and this is what most climate scientists around the world tend to agree.”

Heavy rains due to Typhoon Khanun have lashed the mountainous parts of the country. The intense downpour has led to floods and landslides that have blocked roads and stranded hundreds of people. Reports suggest that two people were missing and more than 460 people were stuck due to the rains.

Doksuri, which is the most powerful typhoon to hit China this year and the second-strongest to hit the southeastern province of Fujian since 2016, has prompted the authorities to use a flood storage reservoir in Beijing for the first time since it was first built, over 25 years ago, after the rivers in the country swelled up to record levels.

On Friday (August 4), China released a statement saying that natural disasters had claimed the lives of at least 147 people, with several missing in the month of July after record rainfall hit the country's capital.

China's Ministry of Emergency Management said that 142 of the deaths or disappearances recorded in the month of July were caused by flooding or geological disasters. &nbsp;

The remaining five deaths or disappearances were due to other natural disasters such as drought.&nbsp;

<h2>Extreme rainfall&nbsp;</h2>

According to reports, since Saturday, the amount of rainfall that has been pouring has breached many local meteorological records.

A precipitation reading of 744.8mm (29.3 inches) was recorded by a reservoir in Beijing's Changping district between Saturday and Wednesday, which is the most to be logged in the city in over 140 years.

The previous record of 609mm was set in the year 1891.

In Hebei, 1,003mm of rain was recorded by a local weather station for a three-day period, i.e. from Saturday to Monday. Such an amount is usually witnessed over a year and a half.

<h2>What caused the extreme downpour?</h2>

As per Chinese meteorologists, besides the remnants of Doksuri, warm and humid air-flows and water vapour brought by Typhoon Khanun slowly moving in the Western Pacific also created the conditions for the heavy rains.

The meteorologists say that as the residual circulation of Doksuri's rain clouds headed north, a subtropical and continental high-pressure system in the atmosphere also barricaded their north and eastward passage, which further lead to the continuing conjunction of water vapour that acted like a dam storing the water.

Another factor that contributed to the extreme weather condition was the topographic features. As large amounts of vapour gathered in northern China, it was then lifted up by a low-altitude wind, shifting precipitation east of the Taihang mountain range, where the worst-hit areas, including Beijing's Fangshan and Mentougou districts, are located.

Meanwhile, a series of convective clouds gathered over the area, which lead to heavy rainfall for a lengthy period of time, further worsening the damage and problematising rescue operations.

<h2>The damage caused by rains</h2>

In the urban areas of the capital city of Beijing, several roads were flooded which forced the closure of parks and tourist spots.

The city's two major airports witnessed delays or cancellations of flights. Some subway lines and trains were also suspended.

The impact of rainfall was more evident in the city's western suburbs. In Mentougou and Fangshan districts, raging water rushed down roads, sweeping away cars. Villages in mountainous areas were completely cut off due to the extreme weather situation which further prompted the authorities to deploy helicopters to drop off food, water and emergency supplies.

Hebei's Zhuozhou, a city with more than 600,000 people to the southwest of Beijing, was half-immersed, with about 134,000 residents affected and one-sixth of the city's population evacuated.

<h2>Similar weather events in the past</h2>

The extreme weather conditions witnessed by Beijing currently are unusual for its surroundings. Previously, the Chinese capital has observed at least 12 incidences of significant rain brought by typhoons since authorities started keeping records, as per the state media.&nbsp;

Typhoon Haitang and Ampil both spilled over 100mm of rain on Beijing in the years 2017 and 2018 respectively. One of the most significant rain events was caused by Typhoon Wanda in the year 1956, which discharged more than 400mm of precipitation in the densely populated city.

On Wednesday, more than 400 flights were cancelled on Wednesday, which affected more than 65,000 passengers.

Hoping to make their way back home, tourists were seen queueing at Okinawa's main Naha airport.

"We haven't been able to secure a hotel and we don't know when the return flight can be booked," said a tourist, Minako Kawakami talking to local daily Okinawa Times.&nbsp;

According to Okinawa's power company, nearly 35 per cent of the total families in the region or 220,580 households were left with no electricity early on Wednesday.

<h2>Evacuation efforts</h2>

Across Okinawa and the southern part of the Kagoshima region, an evacuation warning was put in place. As per the Fire and Disaster Management Agency, they've urged more than 690,000 residents to move to safety.

Public broadcaster NHK reported that a 90-year-old man died after getting trapped under a collapsed bridge on Tuesday evening. As per the report, strong winds were probably the cause. Another fatality&nbsp;was also reported from Okinawa, however, the exact cause of death is yet to be disclosed.

Further, 41 people were reported injured in Okinawa and Kagoshima prefectures, reports The Guardian.

The Japan Meteorological Agency has also warned of flooding and landslides in some parts of the main island of Okinawa.

At around 2300 GMT, the typhoon was about 70 kilometres south of Okinawa's remote Kumejima island. It was moving west-northwest, reported the Japan Meteorological Agency, adding that it was expected to cross to eastern China later in the week.

Chinese forecasters also warned about the approach of another storm named ‘Khanun’, which is expected to rapidly gain strength and strike China’s densely populated coast next week. While Doksuri got downgraded from a typhoon, the Chinese weather agency upgraded Khanun to typhoon from tropical storm status on Sunday.

According to scientists, China is experiencing&nbsp;these extreme weather phenomena due to climate change. While summers are recording extremely high temperatures, the subsequent months experience heavy rainfall.&nbsp;

People standing on the shore watched in horror as rescuers in boats searched for victims in the murky water.&nbsp;

Video footage of the frantic rescue operation shared by the coast guard shows a man standing on the hull of the boat lying on its side, shouting, "There are so many people here", as small outrigger boats circled trying to help. Forty people survived.&nbsp;

China narrowly escaped from Typhoon Mawar, one of the strongest tropical cyclones on record for the month of May, which was headed for China but later swung north towards Japan before dissipating.

Nearly 1,000 km (620 miles) in diameter, Doksuri is expected to sweep past lightly populated islands off the northern tip of the Philippines by mid-week while fierce winds and heavy rain lash Taiwan to the north.

Philippine authorities have already raised storm warning levels in the capital region and dozens of northern provinces, and have begun evacuating some coastal communities in the path of the storm.

Currently packing top wind speeds of 138 miles per hour (223 kph), Doksuri will make landfall on the Chinese mainland somewhere between Fujian and Guangdong provinces on Friday, China's National Meteorological Center said on Tuesday.

While Doksuri is expected to lose some power and land as either a typhoon or severe typhoon, it will still hammer densely populated Chinese cities with torrential rain and strong winds.

Fujian has ordered all offshore fishing boats to find refuge at the nearest port by Wednesday noon and told farmers to harvest their rice and other crops that have matured.

Concerned about autumn grain crops, China's ministry of agriculture and rural affairs warned on Monday that Doksuri could go deep inland after landing, affecting high-stalk crops such as corn and even rice in rural areas.&nbsp;

After the storm has passed, plots without broken stalks should be straightened quickly and waterlogged fields should be drained in time, with fast-acting fertilisers applied to hasten the recovery of plants, the ministry said.&nbsp;

Taiwan cancelled some of its annual military drills on Tuesday for safety reasons as authorities stepped up preparations for what they say could be the most damaging typhoon to hit the island in nearly four years.&nbsp;

It was not immediately clear how the typhoon could further impact the five-day "Han Kuang" exercise, set to take place throughout the island this week with a focus on defending the island's main international airport and how to keep sea lanes open in the event of a Chinese blockade.&nbsp;

Beijing has never renounced using force to bring the democratically governed island under its control. Taiwan rejects Beijing's sovereignty claims and has vowed to defend its freedom and democracy.&nbsp;

Taiwan's weather bureau issued sea and land warnings for southern Pingtun county and urged communities to brace for heavy rains and strong winds.&nbsp;

In the southern port city of Kaohsiung, authorities were rushing to collect hundreds of containers drifting in the sea after container ship Angel sank off Taiwan's southwestern coast last week.&nbsp;

"Taiwan has not seen any typhoon making landfall in more than 1,400 days, and that's why I urge all government ministries that they must gear up and make preparations," Premier Chen Chien-jen said in a post on Facebook.&nbsp;

"I'd like to remind citizens not to underestimate typhoon threats."&nbsp;
