Sudan expels 15 UAE diplomats amid tensions over alleged support to army rivals

The United States on Wednesday formally determined that warring parties in Sudan committed war crimes, Secretary of State Antony Blinken said, as Washington increases pressure on the army and paramilitary Rapid Support Forces (RSF) to end fighting that has caused a humanitarian crisis.

Washington also determined that the RSF and allied militias committed crimes against humanity and ethnic cleansing, Blinken said in a statement.

The fighting, which broke out in mid-April, has displaced more than 6.5 million inside and outside Sudan, killed more than 10,000 and decimated the economy.

"The expansion of the needless conflict between RSF and the SAF has caused grievous human suffering," Blinken said, referring to the Sudanese Armed Forces (SAF).

He called on the parties to "stop this conflict now, comply with their obligations under international humanitarian and human rights law, and hold accountable those responsible for atrocities."

The RSF has been accused of leading an ethnic massacre in West Darfur, and in the capital Khartoum residents have accused the paramilitary force of looting, rape and imprisoning civilians.

"Masalit civilians have been hunted down and left for dead in the streets, their homes set on fire, and told that there is no place in Sudan for them," Blinken said. The Masalit are a non-Arab tribe.

Meanwhile, the army has carried out an intense campaign of air and artillery strikes on residential neighbourhoods, where the RSF has occupied, which experts say could be violations of international law.

"Detainees have been abused and some killed at SAF and RSF detention sites," Blinken added.

The official determination follows a detailed legal process and analysis led by the US State Department but does not automatically come with punitive actions and therefore has no immediate consequences for the parties.

The decision comes after Saudi and U.S.-brokered talks aimed at halting fighting between Sudan's warring parties faltered again, and the country's army and the RSF have pressed on with military campaigns.

Reuters has chronicled the ethnically targeted violence committed this year by the RSF and its allied Arab militias in West Darfur, in particular in the city of El Geneina.

A September special report revealed how the RSF and its allies carried out a weeks-long killing campaign against the Masalit tribe, including the shooting of children, the burning of people in their homes, and the rape of women and girls.

In early November, the RSF and Arab militias carried out another round of ethnic killings in El Geneina, in which survivors told Reuters that Masalit men were rounded up and shot, while some were hacked to death with axes and machetes.

US PRESSURE ON WARRING PARTIES

The United States has imposed several rounds of sanctions after war between the army and the RSF broke out in April over plans for a political transition and the integration of the RSF into the army, four years after long-time ruler Omar al-Bashir was overthrown in a popular uprising.

Among those targeted have been the deputy leader of the RSF, former Sudanese officials and companies Washington has accused of fueling the conflict.

But Washington has so far not targeted the army and RSF directly with sanctions, despite calls from human rights activists for it to designate the parties and determine genocide has been committed in Darfur.

But Blinken warned that Wednesday's determination does not rule out the possibility of other determinations in future as more information becomes available.

"The United States is committed to building on this determination and using available tools to end this conflict and cease committing the atrocities and other abuses that are depriving the Sudanese people of freedom, peace, and justice," Blinken said.

Sudan shelling claims 15 lives in Khartoum as RSF makes advances in Darfur

Sudan's army and paramilitary Rapid Support Forces (RSF) said they will return to the US- and Saudi-convened negotiations in Jeddah on Thursday, as a six-month war has taken its toll on the country and on both forces.

The Sudanese army on Wednesday accepted the invitation as "negotiations are one of the means that may end the conflict," but said that it would not stop fighting.

The RSF also said it accepted the invitation, but on Wednesday published video of its second-in-command leading soldiers in Nyala, a major war zone.

Fighting broke out in mid-April over plans to integrate troops four years after the two forces ousted President Omar al-Bashir and 18 months after they led a coup to oust civilian partners.

Since then, fighting has caused what U.N. aid chief Martin Griffiths has called "one of the worst humanitarian nightmares in recent history", decimating the capital and other major cities, displacing almost 6 million people and killing thousands. The RSF has been accused of an ethnic massacre in West Darfur.

The United States and Saudi Arabia suspended talks in June after numerous ceasefire violations.

"Both sides privately indicated that they are ready to resume talks," said one of the US officials, adding that months of fighting and a humanitarian crisis had weighed on both sides.

Eyewitnesses say that the pace of fighting has slowed in the past week, with both sides resorting to long-range artillery that have rained projectiles on residential neighbourhoods.

Military sources say the army has struggled to make repairs to ageing warplanes while the RSF has struggled to treat wounded soldiers. Both have had difficulty paying their exhausted forces, the sources said.

The African Union and regional body IGAD would be joining the Jeddah talks, which would initially focus on humanitarian issues, ceasefires and confidence-building measures in order to lay the groundwork for a negotiated solution to the conflict.

Civilian leaders, who have been holding organising meetings in Addis Ababa this week, would not be participating in initial rounds but could be brought in later, as one of the officials said both sides' failure to protect civilians made clear they were no longer fit to rule the country going forward.

The army's second in command, General Shams el-Din Kabbashi, emerged from the capital earlier this week for the first time since fighting started. In a video, he said the army was ready for negotiations, but "we will not let bygones be bygones."

Sudan's six-month war still spreading as death toll rises to over 9,000

It is 5 months since the civil war broke out in Sudan. But the brutality and mayhem that began on the 15th of April continues unabated. This week a video of two RSF soldiers standing in front of one of Khartoum's most iconic skyscrapers has gone viral. The skyscraper that towers over the Nile River has been reduced to a smouldering shell. The fact that cultural heritage sites of Sudan were being reduced to rubble in the Sudanese civil war is no secret. But what is new is the scale of the devastation that has come to light. At the same time, the street fighting in Sudan is also fast becoming a theatre for a proxy war. Between the Wagner mercenaries and the agents of the Ukrainian intelligence agencies. Now you may wonder what role do Russia and Ukraine have to play in the civil war in Sudan. Mohammed Saleh will get you more details.

Outbreaks of dengue fever and acute watery diarrhoea have killed hundreds in the war-torn Sudan. Apart from that, according to the UN refugee agency and the world health organization, at least 1,200 children living in nine refugee camps in Sudan’s White Nile state have died in the space of four months from a combination of measles and malnutrition.

As Sudan’s deadly conflict nears six months, the country’s de facto leader, General Abdel Fattah Al-Burhan, has admitted the fighting could lead to a wider humanitarian disaster in the region. The two generals, Al-Burhan and RSF’s Hamdan Daglo, gave competing addresses at the UNGA, giving a sense of how the war is likely to pan out. Erik Njoka with the latest from war-scarred nation.

Sudan rivalry persists without compromise

Hundreds of people have died from dengue fever and acute watery diarrhoea in war-torn Sudan as the conflict rages on. On Monday (September 25), the Sudanese doctors' union warned that the health situation in the state of Gedaref was deteriorating at a horrific rate, with thousands infected with dengue fever.

Speaking to the news agency AFP, a medical source from Gedaref who chose to remain anonymous said, "The hospital's beds are all full but the cases keep coming in, particularly children." "But the number of those receiving treatment at home are much more than those at the hospital," the source added. Gedaref resident Amal Hussein, meanwhile, told the news agency that in each home, there were at least three people sick with dengue. Gedaref has been spared the direct effects of the ongoing war between the Sudanese army and the paramilitary Rapid Support Forces (RSF). However, the state has been impacted by mass displacement and other humanitarian crises. Three dead of acute watery diarrhoea in Khartoum AFP reported on Monday that in Khartoum, three people died of acute watery diarrhoea in the Hajj Youssef district in the east of the capital. The local resistance committee urged people to take precautions to avoid infection. Recently, the United Nations (UN) said that 80 per cent of the hospitals in Sudan have been out of service more than five months into the war. However, even before the conflict started in mid-April, Sudan's healthcare system struggled to contain the annual disease outbreaks that accompany the rainy season (starting in June) including malaria and dengue fever. Meanwhile, over 1,200 children have died in refugee camps since May, due in part to a measles outbreak. The ongoing health crises have compounded the dire humanitarian situation in the country. On Monday, Clementine Nkweta-Salami, the UN's humanitarian representative in Sudan, warned that "disaster is knocking on the door in Sudan." She urged "donors to immediately disburse pledged funds to sustain life-saving humanitarian aid." Sudan conflict: Hundreds dead from dengue fever, acute watery diarrhoea

Ethiopia on Saturday (September 23) said that it has started a second round of negotiations with Sudan and Egypt over the controversial mega-dam which has been built on the River Nile by Addis Ababa, which has been the reason for long-running tensions between the three countries.

This month, Ethiopia announced that the Grand Renaissance Dam's fourth and final filling was completed, which was immediately condemned by Cairo, as it denounced the step as illegal.

Sudan and Egypt fear that the massive $4.2-billion dam will harshly decrease the share of Nile water they have been receiving and have appealed to Addis Ababa repeatedly to stop filling it till the countries reach an agreement.

After being at loggerheads for years over the issue, Egyptian President Abdel Fattah al-Sisi and Ethiopian Prime Minister Abiy Ahmed in July agreed to finalise a deal within four months, as they resumed the talks in August.

"Ethiopia is committed to reaching a negotiated and amicable solution through the ongoing trilateral process,” he added.

So far, the protracted negotiations over the construction of the dam, which have continued till 2011, have failed to finalise an agreement between Ethiopia and its downstream neighbours.

Egypt's existential threat?

The dam has been long viewed by Egypt as an existential threat as the country relies on the River Nile for 97 per cent of its water requirement.

The dam has been central to the development plans of Ethiopia and in February 2022, Addis Ababa said that it started generating electricity for the first time.

The huge hydroelectric dam at its full capacity can generate more than 5,000 megawatts of electricity. The hydroelectric dam is 1.8 kilometres long and 145 metres high.

This will double the production of electricity in Ethiopia to which only half of the 120 million people of the country currently have access.

Egypt, Ethiopia, Sudan resume talks over controversial Nile dam

Sudanese army chief General Abdel Fattah al-Burhan on Thursday (September 21) appealed to the international community to counter "sponsors" of the army's rival Rapid Support Forces (RSF) as the conflict in Sudan rages on.

Sudanese army chief General Abdel Fattah al-Burhan on Thursday (September 21) appealed to the international community to counter "sponsors" of the army's rival Rapid Support Forces (RSF) as the conflict in Sudan rages on. Addressing the United Nations, General al-Burhan said, "We call upon the international community to designate these groups and their allies as terrorist groups that must be countered by all. They must be fought to protect the Sudanese people, the region and the entire world. They are responsible for the killing of thousands and the displacement of millions." 'Knocked on all doors to stop the war' "Despite what has been committed by these groups, and since their attack against the state, we've knocked on all doors to stop this war. We responded to each and every initiative by our friends and brothers," he added. The army chief reiterated his demand that the RSF and their allied militias should be designated as terrorist groups, as they committed all sorts of crimes that give grounds for such designation. Since the beginning of the conflict in Sudan in mid-April, thousands of civilians have been killed and millions of others have been displaced. Both the army and the RSF have blamed each other for starting the war. Fully prepared for ceasefire, political talks: RSF RSF leader Mohamed Hamdan Dagalo, known as Hemedti, also addressed the UNGA on Thursday and said that his forces were fully prepared for a ceasefire and comprehensive political talks to end the conflict. In a video message, Hemedti said that the RSF renewed its commitment to the peaceful process to put a halt to this war. "The RSF are fully prepared for a ceasefire throughout Sudan to allow the passage of humanitarian aid ... and to start serious and comprehensive political talks," he added. Thousands of children are feared to be dying in Sudan as violence, disease and severe malnutrition rip through the conflict-torn country, the United Nations said Tuesday.

The UN refugee agency said more than 1,200 children in refugee camps had died since May due in part to a measles outbreak.

Thousands more were dying due to malnutrition and lack of health care, the UN's children's agency UNICEF said.

"UNICEF fears Sudan's youngest citizens are entering a period of unprecedented mortality," spokesman James Elder told reporters in Geneva. "We are really on the precipice."

Sudan is being ripped apart by a violent conflict that erupted on April 15 between army chief Abdel Fattah al-Burhan and his former deputy Mohamed Hamdan Daglo, who commands the paramilitary Rapid Support Forces (RSF).

The violence has killed at least 7,500 people across the country, according to a conservative estimate from the Armed Conflict Location & Event Data Project.

The war has also decimated already fragile infrastructure, shuttered 80 per cent of the country's hospitals, displaced millions and plunged millions into acute hunger.

- Newborns risk dying -

The crisis is taking a particularly harsh toll on Sudan's youngest residents.

The fighting has killed 435 children, according to official casualty numbers, but Elder said the true number of deaths was likely far higher.

UNICEF fears that "many thousands of children...will die in the next few months," he said.

"We fear many thousands died in the last few months. And as long as this crisis continues, many, many thousands of children will continue to die".

"It's hard to quite understand what the world is waiting for," he said.

Among other things, he said the "cruel disregard for civilians and the relentless attacks on health and nutrition services" meant that many thousands of newborns risked dying by the end of the year.

The World Health Organization has verified 56 attacks on health care facilities and personnel since the start of the conflict, resulting in at least 11 deaths and 38 injuries.

Elder pointed out that 333,000 children were due to be born in the country between October and December, at a time when nutrition services had been "devastated".

"Every month, 55,000 children require treatment for the most lethal form of malnutrition and yet in Khartoum less than one in 50 nutrition centres is functional. In West Darfur it's one in 10," he said.

The UN refugee agency said its teams in Sudan's White Nile state had determined that between May 15 and September 14, more than 1,200 children under the age of five had died across nine refugee camps.

Those camps were hosting mainly refugees from South Sudan and Ethiopia, Allen Maina, UNHCR chief of public health told reporters.

Another 3,100 suspected cases of measles were also reported in the same period, as well as more than 500 suspected cases of cholera in other parts of the country, along with outbreaks of dengue and malaria, the agency said.

"The world has the means and the money to prevent every one of these deaths from measles or malnutrition," UNHCR chief Filippo Grandi said in a statement.

"We can prevent more deaths, but need money for the response, access to those in need, and above all, an end to the fighting," he said.

UNICEF also said it sorely lacked funds, noting that it had received just a quarter of the $838 million it had requested to help 10 million children in Sudan.

"Such a funding gap will mean lives lost," Elder said.

Thousands of children are feared to be dying in Sudan as violence, disease and severe malnutrition rip through the conflict-torn country, the United Nations said Tuesday.

"We are really on the precipice." Sudan is being ripped apart by a violent conflict that erupted on April 15 between army chief Abdel Fattah al-Burhan and his former deputy Mohamed Hamdan Daglo, who commands the paramilitary Rapid Support Forces (RSF). - Newborns risk dying - The crisis is taking a particularly harsh toll on Sudan's youngest residents. The fighting has killed 435 children, according to official casualty numbers, but Elder said the true number of deaths was likely far higher. UNICEF fears that "many thousands of children...will die in the next few months," he said. "We fear many thousands died in the last few months. Thousands of children feared to be dying in Sudan: UN

Air strikes killed at least 46 people and injured dozens on Sunday at a Khartoum market, local activists said, one of the deadliest single attacks in Sudan's nearly five months of war.

The bombing in the south of Sudan's capital came about a week after another air strike, also in southern Khartoum, killed 20 civilians on September 2, according to activists.

The number of victims in Sunday's "Qouro market massacre" had risen to 46 by evening, said the local resistance committee, one of many groups that used to organise pro-democracy protests and now provide assistance during the war.

In its statement, the committee revised an earlier toll of 30 killed. It added there were "dozens wounded" and said casualties continued to pour into the nearby Bashair hospital.

"At about 7:15 am (0515 GMT), military aircraft bombarded the Qouro market area," the committee said.

The hospital had issued an "urgent appeal" for all medical professionals in the area to come and help treat the "increasing number of injured people arriving".

A conservative estimate from the Armed Conflict Location & Event Data Project says nearly 7,500 people have been killed in the war that began on April 15 between army chief Abdel Fattah al-Burhan and his former deputy, Mohamed Hamdan Daglo, who commands the paramilitary Rapid Support Forces (RSF).

In early July an air strike on a residential area of Omdurman, Khartoum's sister city, killed around two dozen people and drew condemnation from the United Nations.

Millions uprooted

The armed forces control the skies over Khartoum, while RSF fighters continue to dominate the city's streets.

The army has been accused of repeated indiscriminate shelling of the residential areas where the paramilitaries have embedded themselves, including by evicting families and taking over homes.

Positioning themselves in civilian occupied neighbourhoods and buildings is "a potential violation of the Geneva Conventions," the US-supported Sudan Conflict Observatory has said.

It added that the Sudanese Armed Forces "would still be required to ensure that civilian harm is minimised regardless of whether a target has been made a legitimate military target."

On Sunday RSF accused the military of the "air strikes against civilians in the south of Khartoum."

The armed forces denied attacking the market, saying it "directs its strikes against rebel gatherings, crowds and bases as legitimate military targets, and fully adheres to international humanitarian law."

In addition to the capital, fighting has been mainly been concentrated in the western region of Darfur.

Western countries have accused the RSF and allied militias of killings based on ethnicity in Darfur, and the International Criminal Court has opened a new probe into alleged war crimes.

After months of combat, neither side has been able to seize a decisive advantage.

UN data show that around 2.8 million people have fled the Sudanese capital, whose pre-war population was around five million.

Those who cannot or refuse to leave Khartoum remain trapped by air strikes, artillery fire and street battles, forced to ration precious water and electricity.

A total of more than five million people have been forced to flee their homes in Sudan, according to the UN, one million of them across borders.

In the early months of the war, truces brokered by the United States and Saudi Arabia were systematically violated before the two mediators adjourned talks in June.

Recent moves by Burhan, including trips to Egypt, South Sudan and Qatar, signalled a potential return to diplomacy, though both he and Daglo continue to trade hostile statements.
