Opposition parties Wednesday (Dec 4) submitted a motion to impeach President Yoon Suk Yeol following his martial law announcement debacle.

“We’ve submitted an impeachment motion prepared urgently,” representatives for six opposition parties including the main Democratic party said on Wednesday, The Guardian said in a report.

The opposition will disuss the date and time for voting on the impeachment motion, that could happen on or before Friday.

Yoon's short-lived imposition of martial law saw troops encircle and storm the country’s parliament early Wednesday, only to withdraw later as lawmakers voted to lift it.

Yoon’s martial law fiasco

The embattled president on Tuesday night invoked emergency martial law and vowed to eliminate “anti-state” forces in an opposition-dominated parliament.

However, within six hours, the National Assembly convened and overruled the president, with all the 190 lawmakers present voting against the martial law.

The emergency was formally lifted at 4:30 am local time following a cabinet meeting.

Senior aides offer to resign

Amidst silence from Yoon, his office said on Wednesday that senior advisors and secretaries for the president had offered to step down en masse.

The opposition earlier said the imposition of the martial law was “a clear violation of the constitution.”

“President Yoon Suk Yeol’s martial law declaration was a clear violation of the constitution. It didn’t abide by any requirements to declare it,” the Democratic Party said in a statement. “His martial law declaration was originally invalid and a grave violation of the constitution. It was a grave act of rebellion and provides perfect grounds for his impeachment.”

Meanwhile, protesters were seen marching towards the presidential office in Seoul on Wednesday (December 4) and asking President Yoon Suk Yeol to step down.

Will Yoon Suk Yeol be impeached?

A two-thirds majority is required in South Korea’s 300-member parliament to impeach the president.

Opposition parties, including the main Democratic Party, occupy 192 seats. But it’s highly likely that some members from Yeol’s own party may also throw their weight behind any potential impeachment process if initiated by the opposition.

National Assembly officials said Wednesday that at least 10 members from Yeol’s People Power Party voted in favour of rejecting the martial law, indicating that they might very well vote to remove the president from the top position.

If impeached, Yeol will immediately lose his constitutional powers and would have to rely on a court for his fate. Meanwhile, PM Han Duck-soo would be taking the charge of the government.

Under South Korean laws, the president can only declare martial law during “wartime, war-like situations or other comparable national emergency states.”

South Korea’s ruthless politics: List of presidents who faced coups, assassinations and detentions

South Korean President Yoon Suk Yeol on Tuesday (December 3) declared martial law in an unannounced late night address broadcast live on YTN television, claiming he would eradicate "shameless pro-North Korean anti-state forces." He did not cite any specific threat from the nuclear-armed North, however, instead focusing on his domestic political opponents. Yoon said he had no choice but to resort to such a measure in order to safeguard free and constitutional order, saying opposition parties have taken hostage of the parliamentary process to throw the country into a crisis. The surprise move sent shockwaves through the country, which had a series of authoritarian leaders early in its history but has been considered democratic since the 1980s. The Korean won was down sharply against the U.S. dollar.

South Korea Turmoil: South Korean President Abandons Martial Law Attempt

The United States (US) government has expressed "grave concern" after South Korean President Yoon Suk Yeol declared martial law on Tuesday (Dec. 3). He further announced that he wants a resolution that follows the "rule of law," the Deputy Secretary of State Kurt Campbell, AFP reported.

Referring to the country by its official name, the Republic of Korea, Campbell said, "We are watching the recent developments in the ROK with grave concern," AFP reported.

He further added, "We have every hope and expectation that any political disputes will be resolved peacefully and by the rule of law. I do want to underscore that our alliance with the ROK is ironclad, and we stand by Korea in their time of uncertainty," AFP quoted him saying.

Yoon has been a close ally of the US and also has strong ties with US President Joe Biden. Last year, he welcomed Biden on a state visit, and South Korea even hosted a global democracy summit, a signature idea of the outgoing US administration.

Furthermore, the government of the United Kingdom (UK) has also said it is "closely monitoring" the situation in South Korea.

"That is a very fast-moving situation, and, as you would expect, we are closely monitoring developments in South Korea," Prime Minister Keir Starmer's deputy spokesperson told reporters, AFP reported.

He further added, "We would advise all British nationals to monitor the UK's travel advice for updates and follow the advice of local authorities."

South Korea has handed a prison term to a man accused of deliberately putting on weight to avoid a tougher role in the military. The man was handed a suspended prison term after he put on more than 20 kilograms of weight so he was not drafted into the role.

He has been accused of violating the country’s military service act under which all able-bodied men must serve in the military for 18-21 months. The Seoul Eastern District Court said it sentenced the man to one year in prison, suspended for two years for trying to evade conscription. Another person who helped him received a suspended one-year prison term, the court said. As per local media reports, both the men are 26 years of age and friends.

Five feet six inches tall and weighing 83 kilograms, the man was found suitable to become an active-duty soldier following an exam in 2017. He did not want to take up the role, and so his acquaintance advised him that if he were overweight, he could get a social service grade.

Upon learning this, he doubled his daily food intake. He started gorging on high-fat and high-calorie food, and also quit his part-time job as a delivery man, as per the court’s public affairs office.

He drank water right before tests to show more weight

When he sat for three physical exams from 2022-2023, he weighed 102-105 kilograms. The report states that he gulped down a large amount of water before those tests. This weight meant he could take up a role in social service.

In South Korea, the military conscription system is largely maintained to be ready in the face of a threat from North Korea. However, those with health issues are allowed to instead serve non-military facilities such as welfare centres and community service centres. Others with more serious health issues are fully exempted.

But, every year, around 50-60 such cases are reported where a person tries to dodge military duties, according to the Military Manpower Administration. Gaining or losing weight is a common way to escape conscription, besides avoiding necessary medical treatments before physical tests in case of health issues.

South Korean police confirmed Thursday (Nov 21) that a cybercriminal group from the North was behind a multimillion-dollar cryptocurrency heist in 2019. In November of that year, cybercriminals targeted South Korean crypto exchange Upbit and stole Ethereum tokens worth some US$50 million.

It is the first time that North Korea's role has been confirmed. In total, 342,000 tokens were stolen and now their worth is estimated to be over a billion dollars.

Following the attack, South Korea's cyber terror division launched an investigation that ran for years and has now revealed that Lazarus Group and Andariel threat groups related to the North carried out the theft. South Korean police tracked the perpetrators by identifying the cybercriminals' IP addresses and the movement of the virtual assets in collaboration with the FBI, according to authorities.

Earlier in October, law enforcement agencies in South Korea were able to recover tokens worth $470,000 from the cybercriminals by working in tandem with the Swiss authorities, as the stolen currency was stored in the banks of the European country.

Concerns are mounting regarding North Korean cryptocurrency theft as more cases have been unearthed by investigators over the recent years. In 2022, the country’s groups were blamed for the theft of some $620 million worth of ethereum.

According to a report by the United Nations released in March, cryptocurrency theft accounted for half of North Korea’s total revenue. Most of the stolen funds go into funding the Pyongyang’s missile and nuclear programme, as per reports.

North Korea-linked groups were behind $50mn cryptocurrency heist in 2019, claims Seoul

Three workers died at a Hyundai car plant on Tuesday, the South Korean automaker told AFP, with local reports suggesting it was an accident during a vehicle performance test.

Along with its affiliate Kia, Hyundai is the world's third-largest automaker, recording more than 4.2 million units in global sales in 2023.

"Three research workers have died at an Ulsan assembly line," a Hyundai representative told AFP.

"We are trying to determine the cause of the incident," the representative said, without giving any further details.

Hyundai's Ulsan plant is 370 kilometres (229 miles) southeast of Seoul, and the assembly line there has been described by the company as the "world's largest single automobile plant" with an export shipping dock.

According to South Korea's Yonhap news agency, the incident occurred during a vehicle performance test inside a chamber.

Also read: Hyundai names first foreign co-CEO amid Trump policy concerns

South Korean President Yoon Suk Yeol is prepping himself for ‘golf diplomacy’ with the next president of the US, Donald Trump. According to Yoon’s office, the South Korean leader visited a golf course on Saturday (Nov. 9), a sport that he last played in 2016. Yoon believes his golf diplomacy may help him in his future meetings with Donald Trump.

Earlier on Thursday, Yoon told a press conference he shared a ‘very good chemistry’ with Trump. “A lot of people close to President Trump … [told me] President Yoon and Trump will have good chemistry,” Yoon was quoted as saying after he congratulated the president-elect over a phone call.

Why South Korea is tensed over Trump's presidency?

During Trump’s first term, Trump and Seoul clashed over the cost-sharing of over 28,000 US troops stationed in South Korea. The troops are deployed there as a legacy of the 1950-53 Korean War.

On the other hand, Seoul’s trade partnership with the US is also one of the most cherished, with the North American economy contributing the most to South Korean exports. South Korean companies exported goods worth $116 billion to the US in 2023.

South Korean President Yoon Suk Yeol discussed the presence of North Korean troops in Russia with US President-elect Donald Trump in a phone conversation Yoon discussed his growing concern about Kim Jong Un's deepening military cooperation with Moscow. According to the media reports, Yoon said on Thursday (Nov 7) in a press conference that Trump raised the topic in the first 12 minutes of the call during which the two discussed various issues, such as intercontinental ballistic missiles being developed by Pyongyang. It was not clear what Trump said about the issue during the call. Claiming that he can build a strong relationship with the Republican, Yoon said, “We will strongly protect our freedom and peace by establishing a perfect South Korea-US security posture with the new administration in Washington," Bloomberg reported. At the same time, the South Korean president added that he would work to minimise any potential impact of the Trump administration on South Korea's economy. South Korea’s Yoon discusses North Korean troops in Russia with Trump

Major arms exporter South Korea is not ruling out providing weapons directly to Ukraine, President Yoon Suk Yeol said Thursday, signalling a possible shift in Seoul's stance on the issue.

Yoon also revealed he had discussed North Korea with US president-elect Donald Trump in a phone conversation that laid the groundwork for a meeting in the "near future".

South Korea has a long-standing policy of not providing weapons to countries in conflict but indicated that could change in light of Pyongyang's deployment of troops to Russia to aid its war efforts in Ukraine.

"Now, depending on the level of North Korean involvement, we will gradually adjust our support strategy in phases," Yoon said at a press conference in Seoul.

"This means we are not ruling out the possibility of providing weapons."

North Korea has become one of the most vocal and important backers of Russia's full-scale offensive in Ukraine.

Seoul and the West have long accused Pyongyang of supplying artillery shells and missiles to Moscow for use in Ukraine.

The latest accusations, based on intelligence reports, indicate the North has deployed around 10,000 troops to Russia, suggesting even deeper involvement in the conflict and triggering an outcry and warnings in Seoul, Kyiv, and Western capitals.

Yoon said his office would monitor unfolding developments related to the operations of North Korean soldiers, and if he decided to provide weapons to Kyiv, the initial batch would be defensive.

"If we proceed with weapons support, we would prioritise defensive weapons as a first consideration," he said without elaborating further.

Trump meeting

In a call with Trump that took place before the press briefing, Yoon said the two men had discussed a number of issues surrounding North Korea while agreeing to a face-to-face meeting.

"We agreed to meet in the near future... I believe there will be an opportunity to meet within this year," Yoon said.

Among the topics discussed were recent moves by the North, including its sending of trash-carrying balloons southward, he said.

"Regarding North Korea, we addressed issues such as the launching of over 7,000 trash balloons, GPS jamming, and their indiscriminate firing of ICBMs, IRBMs and SRBMs," Yoon said, referring to a recent flurry of missile tests.

Compared with his dovish predecessor Moon Jae-in, Yoon has taken a tough stance with the nuclear-armed North while improving ties with security ally Washington.

Since North Korean leader Kim Jong Un's second summit with then-president Trump collapsed in Hanoi in 2019, Pyongyang has abandoned diplomacy, doubling down on weapons development and rejecting Washington's offers of talks.

While in office, Trump met with Kim three times, beginning with a landmark summit in Singapore in June 2018, though the pair failed to make much progress on efforts to denuclearise the North.

During the campaign, Trump said: "I think he misses me," and that it was "nice to get along with somebody that has a lot of nuclear weapons".

In a commentary released in July, North Korea said that while it was true Trump tried to reflect the "special personal relations" between the heads of states, he "did not bring about any substantial positive change."

'There is evidence,' US claims North Korean troops deployed in Russia to fight against Ukraine

South Korea on Tuesday (Oct 22) threatened to consider sending offensive weapons to Ukraine amid reports that troops from the North have been rushed to aid Russia’s war efforts. Seoul is worried that the deepening military partnership between Moscow and Pyongyang may end up boosting North Korea’s weapons technologies, including nuclear and missile programmes.

South Korea’s top officials earlier condemned the North’s alleged move to send soldiers to Russia in the National Security Council meeting. Terming it “a grave security threat”, Seoul alleged Pyongyang was forcing its youth to serve as Russian mercenaries for an unjustifiable war in Ukraine.

The officials in a statement said Seoul would take phased countermeasures, based on the level of cooperation North Korean and Russian militaries exhibit in coming days.

A senior South Korean presidential official was quoted as saying by news agencies that Seoul was considering sending both defensive and offensive weapons to Ukraine, apart from taking diplomatic and economic actions.

Why is S Korea worried?

Seoul is concerned that Moscow may offer high-tech technologies to Pyongyang to help it perfect its nuclear missiles, in exchange for support in Ukraine.

Of all, the biggest concern is Pyongyang’s potential acquisition of a space-based surveillance system that would pose a serious security threat to South Korea.

“I would rule out the possibility that these units will immediately appear on the front line.”
