Top 10 world news: Israel to close embassy in Dublin; South Korea President defies summons, and more

Seoul, South Korea
<meta content="uuidlbuT19f5k1XH" name="uuid"/>
South Korea’s conservative president, Yoon Suk Yeol, has reportedly ignored summons from prosecutors investigating him on charges of insurrection as he faces impeachment after imposing martial law.
According to the Yonhap news agency, Yoon was summoned on Wednesday to appear for questioning at 10:00 AM local time on Sunday (December 15), but did not attend. Prosecutors are now expected to issue another summons and are also seeking arrest warrants for senior military officials, including the head of the army’s special warfare command and the chief of the capital defence command.
Yoon’s presidential powers have been suspended while the constitutional court deliberates on whether to remove him from office or reinstate him. If he is dismissed, a national election to select his successor will need to take place within 60 days. The court will start reviewing the case on Monday and has up to 180 days to deliver its decision.

Opposition parties have accused Yoon of rebellion, arguing that under South Korean law, martial law can only be declared during war or extreme emergencies.
Yoon has denied all allegations and has vowed to “fight to the end”. He defended his decision, claiming the troop deployment to the national assembly was meant to warn the Democratic Party, which he described as an “anti-state force”.
Although Yoon has presidential immunity from most criminal prosecutions, it does not cover accusations of rebellion or treason. He has been barred from leaving South Korea, though his arrest is unlikely, given the risk of clashes with his presidential security service.
Han Duck-soo, Yoon’s appointee and acting president, has instructed the military to strengthen its security measures against North Korea. On Sunday, Han held a phone call with US President Joe Biden to discuss South Korea’s political situation and regional security concerns, including North Korea’s nuclear threat. Biden praised South Korea’s strong democratic resilience and reiterated the “ironclad commitment” of the US to its ally, according to official statements from both nations.

South Korea's President Yoon Faces Second Impeachment Vote Over Controversial Martial Law Decree

South Korean lawmakers are set to vote Saturday on whether to impeach President Yoon Suk Yeol over his failed martial law bid, in a second parliamentary showdown that appeared on a knife edge.

South Korean lawmakers are set to vote Saturday on whether to impeach President Yoon Suk Yeol over his failed martial law bid, in a second parliamentary showdown that appeared on a knife edge. A week after a first attempt to remove Yoon from the martial law debacle foundered, the National Assembly will vote Saturday around 4:00 pm (0700 GMT) on whether to impeach the president for "insurrectionary acts undermining the constitutional order". Two hundred votes are needed for the measure to pass, meaning opposition lawmakers must convince eight parliamentarians from Yoon's conservative People Power Party (PPP) to defect. Watch | Netanyahu Testifies in Corruption Trial As of noon Friday, seven ruling party lawmakers had pledged to support impeachment -- leaving the vote up in the air. Thousands of South Koreans have taken to the streets of Seoul to demand Yoon's resignation and jailing, after his short-lived martial law declaration sent soldiers and helicopters to parliament on December 3-4. On Friday, the leader of the opposition Democratic Party, Lee Jae-myung, implored ruling PPP lawmakers to side with the protesters and back Yoon's removal from office. "What the lawmakers must protect is neither Yoon nor the ruling People Power Party but the lives of the people wailing out in the freezing streets," Lee said. "Please join in supporting the impeachment vote tomorrow. History will remember and record your choice." Two PPP lawmakers supported the motion last week. Opposition lawmaker Kim Min-Seok said Friday he was "99 per cent" sure the impeachment motion would pass. Ball with the court Should it be approved, Yoon will be suspended from office while South Korea's Constitutional Court deliberates. Prime Minister Han Duck-soo will step in as the interim president during that time. Also read | France’s new PM Francois Bayrou vows to tackle 'Himalayan' budget deficit, calls for unity The court will then have 180 days to rule on Yoon's future. If it backs his removal, Yoon will become the second president in South Korean history to be successfully impeached. There is also precedent for the court to block impeachment: in 2004, then-president Roh Moo-hyun was removed by parliament for alleged election law violations and incompetence, but the Constitutional Court later reinstated him. The court also currently only has six judges, meaning their decision would need to be unanimous. And should the vote fail, Yoon can still face "legal responsibility" for the martial law bid, Kim Hyun-jung, a researcher at the Korea University Institute of Law, told AFP. "This is an act of insurrection," she said. "Even if the impeachment motion does not pass, the president's legal responsibilities under the Criminal Code... cannot be avoided." 'So angry' Yoon has remained unapologetic and defiant as the fallout from his disastrous martial law declaration has deepened and an investigation into his inner circle has widened. On Friday, prosecutors said they had arrested a military commander who headed the Capital Defence Command. Arrest warrants were also issued by Seoul Central District Court for the national police chief and the head of the city's police, citing "risk of destruction of evidence". In a televised address, Yoon vowed on Thursday to fight "until the very last minute" and doubled down on unsubstantiated claims the opposition was in league with the country's communist foes. Yoon's approval rating -- never high -- has plummeted to 11 per cent, according to a Gallup Korea poll released Friday. The same poll showed that 75 per cent now support his impeachment. South Korea's embattled President Yoon Suk Yeol, in a shocking televised address on Thursday (Dec 12), defended his decision to declare martial law in the country last week which left the people shocked. President Yoon said that he took the decision to protect the democracy of the country and said that the attempt was a legal decision to "prevent the collapse" of democracy and counter the "parliamentary dictatorship" of the opposition. Amid the increasing calls for the president to either face impeachment or resign, Yoon hinted that he would not step down. "I will stand firm whether I'm impeached or investigated. I will fight to the end," he said. Currently, the president and his allies are facing a probe on insurrection charges and have also been slapped with a travel ban. However, President Yoon said that his martial law order was not an act of insurrection and claimed that "false incitement" was being created by his political rivals to bring him down. A new impeachment motion against President Yoon is being prepared by the main opposition Democratic Party and the voting is likely to happen on Saturday (Dec 14). Meanwhile, another raid was launched by the South Korean police on Thursday (Dec 12) on the presidential office compound as part of an investigation into the botched martial law bid of President Yoon, reported Yonhap news agency. South Korea martial law fiasco: Police raid presidential office, former defence minister 'attempts suicide'

South Korea Ex-Minister Attempts Suicide Using Underwear In Detention | WION Newspoint | World News

Former South Korean defence minister Kim Yong Hyun has been formally arrested for his alleged role in President Yoon Suk Yeol's failed attempt to impose martial law in the country last week. This marks the first such declaration in over 40 years and has sparked political unrest across the country. Authorities are investigating whether Yoon and his associates could face charges of rebellion, according to AP.

Martial law attempt sparks chaos

On December 4, President Yoon’s brief martial law order, which lasted just six hours, led to widespread public outrage and protests in Seoul. Thousands of South Koreans took to the streets, calling for Yoon’s impeachment after the military was sent to block parliament and disrupt the lawmaking process.

Former defence minister arrested for rebellion

Former Defence Minister Kim Yong Hyun has been arrested on charges of rebellion and abuse of power. Kim is accused of recommending martial law to President Yoon and sending troops to block lawmakers from voting on it. Kim is the first person arrested in connection with the incident, and prosecutors have up to 20 days to decide whether to formally indict him. If convicted of rebellion, Kim could face the death penalty. Kim has publicly apologised for his role and taken full responsibility, urging leniency for the soldiers who followed his orders.

Yoon under investigation

According to AP, President Yoon and several key figures, including military and police officers, are under investigation for their involvement in the martial law attempt. The Justice Ministry has imposed an overseas travel ban on Yoon and eight others, signaling they are critical suspects. The opposition-controlled parliament has passed a bill to appoint an independent special counsel to investigate Yoon, arguing that prosecutors cannot be trusted to conduct an impartial probe.

Military obstruction of Parliament

Testimonies at a parliamentary hearing revealed the military's role in obstructing lawmakers from entering the National Assembly. Kwak Jong-keun, commander of the Army Special Warfare Command, confirmed that he received orders from Kim to prevent lawmakers from voting on the martial law decree. Yoon also allegedly contacted him, asking troops to forcibly remove lawmakers. Meanwhile, military officers under investigation, including Kim Dae-woo, are facing suspensions for their roles in the incident.

Rebellion charges against Yoon

Opposition parties have raised charges of rebellion against President Yoon, accusing him of deploying the military to disrupt parliament, an unconstitutional act under South Korean law. The martial law decree, declared without a state of emergency or war, was swiftly overturned by the National Assembly, which rejected it in a unanimous vote.

Impeachment efforts and political fallout

Although Yoon survived an impeachment vote on December 7, thanks to a boycott by the ruling party lawmakers, the opposition Democratic Party plans a new impeachment motion. They have also submitted motions to impeach other key figures, including the police chief and justice minister. If Yoon is impeached, his presidential powers would be suspended pending a Constitutional Court ruling. If removed, a new presidential election will be called.

Political crisis unfolds

South Korea remains in political turmoil, with widespread calls for accountability from President Yoon and his associates. The situation continues to evolve as the investigation into the martial law incident intensifies.

Martial law attempt sparks chaos On December 4, President Yoon’s brief martial law order, which lasted just six hours, led to widespread public outrage and protests in Seoul. Thousands of South Koreans took to the streets, calling for Yoon’s impeachment after the military was sent to block parliament and disrupt the lawmaking process. Military obstruction of Parliament Testimonies at a parliamentary hearing revealed the military's role in obstructing lawmakers from entering the National Assembly. Kwak Jong-keun, commander of the Army Special Warfare Command, confirmed that he received orders from Kim to prevent lawmakers from voting on the martial law decree. The martial law decree, declared without a state of emergency or war, was swiftly overturned by the National Assembly, which rejected it in a unanimous vote. Impeachment efforts and political fallout Although Yoon survived an impeachment vote on December 7, thanks to a boycott by the ruling party lawmakers, the opposition Democratic Party plans a new impeachment motion. They have also submitted motions to impeach other key figures, including the police chief and justice minister. If Yoon is impeached, his presidential powers would be suspended pending a Constitutional Court ruling. If removed, a new presidential election will be called.
