North Korea on Thursday (Oct 17) announced a major change in its constitution: South Korea is now defined as a "hostile" state. This marks the first confirmation by Pyongyang of legal changes the nation's premier Kim Jong Un ordered earlier this year.

North Korea's Constitution Changed, It Now Calls South 'Hostile State'

Is South Korea pursuing plans to develop a nuclear bomb? Speculations are rife after Seoul’s top envoy to the US said his country was pressing the US to allow South Korea to build and operate facilities to reprocess spent nuclear fuel. Ambassador Cho Hyun-dong said, “We will regard that as a priority that we will push for after a new US government takes office.”

What caused alarm among analysts?

While Seoul may say its primary objective is to produce fuel for nuclear power plants and nuclear-powered submarines at home, analysts fear the same fuel can be used to develop a nuclear bomb by extracting fissile material.

South China Morning Post quoted Seong-chang, a senior researcher from the Sejong Institute, as saying that once South Korea gets access to the demanded facilities, it will be in a position to start production of nukes “in three to six months”.

“If South Korea has nuclear latency as Japan does, it would serve as a strong deterrence against North Korea, which resorts to nuclear threats so often,” said Chang while talking to reporters.

“But for nuclear warheads, South Korea has all the things needed to arm itself with its own nuclear weapons – delivery means, engineering and the [newly launched] strategic command,” he added.

Seoul has been facing an increased nuclear threat from North Korea but has only relied on the US nuclear umbrella for its defence.

Italian defender Marco Curto has been banned for 10 matches for racially abusing South Korean forward Hwang Hee-chan while playing for Como against Wolverhampton Wanderers in a pre-season friendly in July. Curto, who is currently on loan from Como to Serie B club Cesena, will serve half of the punishment immediately with the other half suspended for two years.

"The player Marco Curto was found responsible for discriminatory behaviour and sanctioned with a 10-match suspension," a FIFA spokesperson said. "The player is ordered to render community services and undergo training and education with an organisation approved by FIFA."

Wolves said the club would file a complaint with UEFA after the incident in the Spanish resort of Marbella that sparked an angry response from Hwang's teammates and led to the dismissal of winger Daniel Podence for punching a Como player.

"We welcome FIFA's decision to sanction Marco Curto following the discriminatory incident during our pre-season friendly against Como 1907," the Premier League club's Director of Football Matt Wild said in a statement. "The suspension issued to the player sends a clear message that racism and discriminatory behaviour will not be tolerated in football or society.

"Wolves will always stand firmly against racism and discrimination in any form, and we remain fully committed to creating an environment where everyone feels respected and included."

Como representatives were not immediately available for comment outside business hours.

In July, while condemning racism, Como said that Curto had referred to Hwang as "Jackie Chan" - the Hong Kong movie star - after hearing the Wolves players calling the forward by his nickname, "Channy". "As far as our club is concerned our player did not say anything in a derogatory manner," the club said. "We are disappointed that the reaction of certain Wolves players has seen the incident blown out of proportion."

At the last FIFA Congress in Bangkok in May, President Gianni Infantino launched what he described as a "global stand against racism". The governing body promised five areas of action, including mandatory sanctions for incidents of racism in or around matches.

"Racism is a scourge that exists in our society and is one also that is infiltrated in football," Infantino told the gathering of football officials from around the world. "For too long we were not capable of dealing with it in an appropriate way. We need to stand up and fight racism and defeat racism all together."

South Korea narrowly missed getting its oldest beauty queen at the Miss Universe Korea pageant on Monday. Choi Soon-hwa, an 80-year-old contestant, competed with a group of 32 women and took home the “best dresser” award.

The oldest finalist ever at the contest, she lost to 22-year-old fashion school student Han Ariel who will represent South Korea in November’s Miss Universe competition.

Choi was born on 11 October 1943, almost 10 years before the Miss Universe pageant was first held in 1952. She hopes to instil in people the will to take on a challenge to achieve their dreams at any age.

“Even at this age, I had the courage to grab on to an opportunity and take on a challenge," Choi told the Associated Press before the pageant.

“I want people to look at me and realise that you can live healthier and find joy in life when you find things you want to do and challenge yourself to achieve that dream,” she said.

The Miss Universe Organization earlier only allowed applicants between the ages of 18-28. But their updated criteria allow all women above the age of 18, irrespective of marital status, to participate.

“After seeing that the Miss Universe competition has no age limit, I said I am participating in this."

“After seeing that the Miss Universe competition has no age limit, I said I am participating in this." Consumer inflation in South Korea eased more than forecast in September, falling below the central bank's target for the first time since early 2021, amid growing expectations of an imminent policy easing.

The consumer price index (CPI) rose 1.6 per cent in September from a year ago, following an increase of 2.0 per cent in August, Statistics Korea reported on Wednesday.

This reading was weaker than a median of 1.9 per cent, the figure predicted in a Reuters poll of economists, marking the slowest annual growth since February 2021.

The reading was below the Bank of Korea's (BOK) medium-term goal of 2 per cent, and discussions among policymakers and market participants about a possible interest rate cut have begun growing as the next policy meeting is scheduled for October 11.

The three-year rate-sensitive treasury bond yield slipped 3.4 basis points to 2.777 per cent, the lowest since April 2022.

The price stabilisation trend was continuing, Finance Minister Choi Sang-mok and BOK Deputy Governor Kim Woong said separately.

"The data once again backed the case for rate cuts," said Ahn Jae-kyun, a fixed-income analyst at Shinhan Securities, who expects the BOK to lower interest rates next week.

"There is a precedence of the BOK lowering interest rates after seeing inflation coming down to the 1% range from 2%, but what is different this time is household debt and the central bank's stance on it," Ahn said.

At its last meeting in August, the BOK maintained interest rates at a peak of 16 years of 3.50 per cent, even though inflation eased and domestic demand was weakening amid growing concerns that the board members have regarding the risks to financial stability associated with this hot housing market.

The CPI gained 0.1 per cent from the previous month, below an economists' forecast gain of 0.3 per cent and slower than the 0.4 per cent in the previous month. Petrol product prices declined 4.1 per cent, and private services fell 0.4 per cent, but gains in agricultural products and public utilities offset these declines.

Core CPI, which excludes volatile food and energy prices, advanced 2.0 per cent year on-year and was slower than a 2.1 per cent rise in the prior month, also the weakest since November 2021.

South Korea's Finance Minister Choi Sang-mok said that in the short term, the policy priority was not more on rising household debt but more focused on taming slowing domestic demand.

"As the deputy prime minister for economic affairs, I think the recovery of domestic demand is a little more important in the short term," said Choi, as he answered a question about policy priorities at a discussion forum.

The minister said that he expected the Bank of Korea to make a wise decision after the US Federal Reserve's recent interest rate cut.

The US central bank last week opened an expected string of interest rate cuts with a more-than-expected half-percentage-point reduction that Federal Reserve Chair Jerome Powell said was part of policymakers' efforts to show they can preserve a low unemployment rate given the recent easing of inflation.

The Bank of Korea kept interest rates steady at 3.50 per cent last month, the highest since late 2008, as board members were fearful of accelerating house prices and debt for households regardless of easing inflation and slowing domestic demand.

South Korea's house prices accelerated in August, with prices in the capital, Seoul, rising at the fastest rate in more than 4-1/2 years, even after a government policy package to boost supply in the real estate market.

Choi said efforts to calm the housing market will continue through sufficient supply, and new measures to stabilise construction firms' input costs will be announced soon.

South Korea's economic growth will be at a level around mid-2 per cent in 2024 and above its growth potential, Choi said.

Economic growth will be driven by robust exports, according to Choi, while the recovery of domestic demand was comparatively sluggish.
