South Africa: Experts warn against third wave of coronavirus

South African President Cyril Ramaphosa said on Monday that if wealthy nations hogged COVID-19 shots while millions in poor countries died waiting for them it would amount to 'vaccine apartheid'.

South Africa and India have been pushing for a waiver on some intellectual property (IP) rights for vaccines and medicines at the World Trade Organization.

US President Joe Biden backed the proposal last week, though it may still take months to reach a deal.

Ramaphosa called on South Africans to support the waiver in a weekly newsletter, saying vaccines should be 'a global public good'.

"It is about affirming our commitment to the advancement of equality and human rights, not just in our own country but around the world," he wrote.

"A situation in which the populations of advanced, rich countries are safely inoculated while millions in poorer countries die in the queue would be tantamount to vaccine apartheid."

Sub-Saharan Africa has administered the fewest vaccines relative to its population of any region, with roughly 8 doses per 1,000 people versus doses per 1,000 people globally, according to the World Health Organization.

Ramaphosa recalled that twenty years ago South Africa faced off against 'big pharma' over efforts to import and manufacture affordable generic antiretroviral medicines to treat people with HIV/AIDS.

"Years later, the world is in the grip of another deadly pandemic in the form of COVID-19. And once again, South Africa is waging a struggle that puts global solidarity to the test," he said.

Ramaphosa said South Africa was one of only five countries on the African continent able to manufacture vaccines and that there was a need for new capacity to be built.

South Africa has ordered enough COVID-19 vaccines for 46 million of its 60 million people via bilateral deals with Johnson & Johnson (J&J) and Pfizer. The J&J shots will be made locally by Aspen Pharmacare.

South Africa warns of 'vaccine apartheid' if rich countries hog shots

As the world continues to battle with the pandemic, South Africa’s health minister has announced that two Covid variants of concern have been detected in the country.

According to the minister Dr Zweli Mkhize, the Network for Genomic Surveillance in South Africa (NGS-SA) confirmed that two variants of concern, other than the B.1.351 already dominating in the country, have been detected.

There were 11 cases of the B.1.1.7 variant which was first detected in the UK, while four cases of the B.1.617.2 variant, which was first found in India.

In addition, the B.1.351 (first detected in South Africa) has been sequenced from a patient travelling from Bangladesh.

Of the four cases of B.1.617.2, four were detected in Gauteng province, two in KwaZulu-Natal and all have a history of a recent arrival from India, the minister said.

Of the 11 cases of B.1.1.7, eight were detected in the Western Cape (with two having a history of travel from Bahrain), one was detected in KwaZulu-Natal and two in Gauteng.

“The B.1.1.7 has been detected in community samples and this, therefore, suggests that community transmission of B.1.1.7 has already set in. As the epidemic progresses, the detection of new variants is inevitable. The work of genomic surveillance assists us to detect the variants and understand their behaviour and to refine vaccines so they remain effective,” he said.

The minister added that all cases have been isolated and managed according to national Covid case management guidelines and contact tracing has been performed to limit the spread of this variant.

“It is important to emphasise that variants can develop at any time in any country so they do not have to be imported,” the minister added.

Mkhize said there is no need for panic, as the fundamentals of the public health response (testing, contact tracing, isolation and quarantine) have not changed.

“Travel restrictions will need to be balanced against the scientific realities to protect the economy. These findings are urgently being processed by the government and announcements about travel regulations will be made after all appropriate consultations have been undertaken by the cabinet,” the minister said.

As of Sunday, the country reported 1,596,595 positive cases, bringing the total death to 54,735.

A total of 1,516,256 people have recovered. The number of new cases 1,778.

However, there were some rumours last year that the Proteas legend was making his international comeback the T20 World Cup. But due to the coronavirus pandemic competition was postponed and so were the plans for his potential return.

South Africa's left-arm spinner Tabraiz Shamsi talked about the ABD's possible return to his international side.

"AB is a world-class player and he can walk into any team and that’s how good he is, it doesn’t matter whether it’s England or Australia or South Africa. I don’t know what AB’s situation is, it all depends on how he feels and how the coach feels and the selectors too. But, let’s be honest, a player like that is hard to ignore," Shamsi told Cricket Pakistan.

Earlier, head coach Mark Boucher revealed that the talks are still going on and that he had a chat with AB de Villiers before he went to the Indian Premier League this year.

"I did chat to him (AB de Villiers) before he went to the IPL. The conversation is still very much open," Boucher told reporters according to South Africa website timeslive.co.za.

"AB, being the person he is, wants to perform very well at the IPL to prove to himself and everyone else that he is still a very key figure in world cricket and could dominate at that level," he added.

"I said to him: 'Go do your thing, and I’ll give you a shout towards the back-end of the IPL.' So that is where we are with him,” Boucher further said.

Top US Democratic lawmakers have launched #FreeTheVaccine campaign in support of a proposal by India and South Africa before the World Trade Organisation to temporarily waive anti-COVID vaccine patents to boost its supply.

More than 100 Democratic Congressmen, along with a large number of policy activists and rights bodies, launched the campaign on Tuesday, a day before the crucial meeting of the WTO General Council in Geneva.

"The horror in India could play out again and again in other countries if we don't act now. Blocking access to vaccines is anti-humanitarian, anti-diplomatic, and weakens American influence for good on the global stage," Congressman Lloyd Doggett tweeted.

Congresswoman Barbara Lee also echoed similar sentiments.

"India is seeing devastation right now, which could be helped if we would #FreeTheVaccine. The time is now to do what is right," she said.

"India's public health system is collapsing. This is no time to keep vaccines and vaccine technology from the developing world #FreeTheVaccine," Congressman Andy Levin said.

Last week, a group of Democratic lawmakers met Tai and White House COVID-19 Response Coordinator Jeff Zients over the issue and urged her to support the proposal.

The group of lawmakers included Jan Schakowsky, Lloyd Doggett, Rosa DeLauro, Earl Blumenauer, Jesús García, Barbara Lee, Adriano Espaillat, and Andy Levin.

"Much of the required vaccines should be manufactured abroad near those in greatest need using American technology. We need more urgent action by the administration to remove any objection to the TRIPS waiver and permit sharing of the intellectual property required for vaccine manufacturing to get underway immediately," the lawmakers said in a joint statement.

"To underscore the need for action now, we hope that more taxpayers, public interest advocates, religious and business leaders will join our call on the administration. With an increasing public outcry, the administration must act," they said.

Joining the #FreeTheVaccine campaign, Congressman Mark Pocan said India is being devastated by the COVID-19 pandemic.

"I joined 110 of my colleagues demanding President Joe Biden to support a TRIPS Waiver, so the world has access to life-saving COVID vaccines," he said.

"We must put people's lives over Big Pharma's profits. #FreeTheVaccine," Pocan said.

Indian American politician from New York Jaslin Kaur also appealed to President Biden to support the proposal by India and South Africa.

"Tomorrow is your chance to support #TRIPSWaiver before the WTO to save millions in India," she said.

"COVID-19 is killing 120 Indians per hour, 3,000 people dying daily, while global superpowers hoard the vaccine + refuse to release the patents. It's apartheid, it's genocide. I'll be standing with dozens of organisations + allies tomorrow to demand a free #PeoplesVaccine for all," tweeted another Indian American politician from Virginia Karishma Mehta.

Dozens of non-profit organisations have scheduled a rally for vaccine access for all at the National Mall on Wednesday.

Prominent among them are People's Action, Justice Is Global, Amnesty International, Public Action, Africans Rising, Oxfam and Association for Concerned Africa Scholars.

"We know governments can do much more to end the global pandemic, including sharing vaccine recipes and helping the world make billions more doses," said the rally organisers.

"The Biden administration has an opportunity to make vaccines available by supporting the TRIPS Waiver at the World Trade Organisation, as proposed by India and South Africa. Furthermore, the US can and should invest money in scaling up global vaccine manufacturing. Join the call to #FreeTheVaccine!" they said.

South Africans are calling for the government to ban flights carrying passengers from India amid reports that one person tested positive for Covid-19 after travelling to India. However, it is not yet known which variant of the virus they contracted.

“COVID-19 case numbers currently remain extremely low in our hospitals. We can, however, confirm that one patient who had recently travelled from India was treated in isolation for Covid-19 at a hospital in LwaZulu-Natal,” Dr Caroline Masilo, senior clinical adviser and head of infection control of Netcares hospital division told News24.

The new variant B.1.617 is wreaking havoc in India with daily cases rising to 400,000.

Meanwhile, South Africa’s Health Minister, Dr Zweli Mkhize noted concerns raised by the citizens on social media regarding possible importation of the B.1.617 variant circulating in India.

“We wish to reassure citizens that there are no direct flights from India and that all our ports of entry employ stringent containment procedures to minimize the importation of Covid-19. We are currently on high alert to screen passengers and test those who require further assessment,” Mkhize said.

Further, the minister confirmed that it has not detected the B.1.617 variant, as yet in South Africa.

He added that members of the genomics team have intensified the surveillance not only to ensure that variant can be detected quickly but also to understand what the implications are in the context of B.1.351 being the dominant variant in South Africa.

As of May 3, South Africa has recorded total number of confirmed Covid-19 cases at 1.58 million, 54,452 deaths so far along with 1.50 million. The total number of vaccines administered is 329,098.

In a bid to provide a more 'authentic' experience for visitors, South Africa has decided to ban the breeding of lions in captivity.

The decision has been taken after a government study recommended a complete ban on "domestication of lions through captive breeding and keeping," Environment Minister Barbara Creecy told local reporters. "We don't want captive breeding, captive hunting, captive (cubs) petting, captive use of lions."

The government panel had carefully studied rules regarding hunting, trading, and keeping lions, elephants, rhinos, and leopards in captivity.

This decision, however, has not yet been formulated into a policy yet. Experts worry this decision might be disregarded by the multi-million industry of captive lion breeding which is very powerful in South Africa.

However, the minister has claimed that the recommendations are not aimed at the hunting industry. "Legal regulated hunting of the iconic species under the regulatory environment will continue to be permitted," she said. "But the report urged a stop to "tourists' interaction with captive lions, including cub petting."

The practice of hunting lions raised in captivity has long been controversial in South Africa, where a large number of animals are confined to pens ringed with electric fences.

"The intention here is to ensure that those who are interested in... authentic wildlife hunting" can have an authentic experience and “will not be hunting animals that have been taken out of the cage," she explained.

South African President Cyril Ramaphosa on Wednesday testified on controversial Gupta brothers mining case in which he said his role as then deputy president was "constricted" to investigate corruption allegations.

"As deputy president, you really work under the leadership of the president who leads the executive. Your role, as much as it would appear like it is expansive, it is a role that is constricted," Ramaphosa was quoted as saying by EWN during the hearing at the state capture commission.

Ramaphosa also said that the African National Congress did not probe corruption accusations against the brothers as the party did not hold the capacity to do the same.

However, he agreed with the commission that Parliament had the powers to investigate the allegations and the party should have agreed to it.

To the unversed, Rajesh Gupta (also known as Tony), and his brothers Ajay and Atul have been accused of looting state organisations of billions of rands because of their proximity to former president Zuma.

Former South African mineral resources minister Mosebenzi Zwane is accused of helping the brothers acquire mines in South Africa.

Reports at the time suggested that the Guptas then used the mine to bid for contracts at an exaggerated cost.

In a rare move, Ramapohsa testified before a committee named the Zondo Commission of Inquiry that is tasked with looking into corruption in South Africa.

Ramaphosa admitted what the world knew all along that leaders of his party were hand in glove with the Guptas.

It is believed that the Guptas may have drained as much as seven billion dollars from the treasury of South Africa.

This was all possible because of their clout with former president Zuma.

They had a say in the hiring of ministers and could even get a minister fired who came in the way of their business interests.

All of this came to light in 2016 as an investigation revealed how the Guptas controlled the government and the country's rich natural resources.

Zuma and the Guptas deny all these charges, but the law seems to be catching up with them.

Ramaphosa says he's determined to make sure justice is served. The question is, will he walk the talk?

South African firefighters contained a wildfire along Cape Town's Table Mountain on Monday more than 24 hours after it began, damaging historical sites and forcing people to evacuate their homes and schools to close.

Winds of up to 45 kilometres per hour put water-bombing helicopters out of action and more than 250 firefighters were tackling fast-spreading flare-ups from the ground only.

Officials believe the blaze may have been started deliberately and a suspect was detained on Sunday evening. They also said it was one of the most damaging cultural heritage fires ever.

"With regards to the damage to historical buildings, it is quite substantial," said Arlene Wehr, the incident commander at the city's fire services, at a media briefing.

City of Cape Town mayor, Dan Plato, described the fire, which has so far destroyed more than 400 hectares of vegetation in the Table Mountain National Park, as one of the biggest in the city's recent history.

The fire started early on Sunday morning on the slopes of Devils' Peak, another part of Cape Town's mountainous backdrop, forcing University of Cape Town students to evacuate residences as runaway flames set several campus buildings ablaze, including a library housing historic books and scripts.

Other properties damaged includes the popular hikers' restaurant at Rhodes memorial and the thatch-roofed Mostert Mill, built around 1796 and South Africa's oldest working mill.

"It is not only the historic buildings themselves that have been lost, but their contents and collections," said the Cape Town Heritage Trust in a statement.

Two firefighters sustained burn wounds and were hospitalised for treatment, officials said, as a change in wind direction saw the fire spread rapidly towards the city bowl overnight.

All schools in the Vredehoek area were asked to evacuate, a disaster management spokeswoman said, adding that homes used to accommodate travelling cabinet ministers in Walmer Estate were also being cleared.

South Africa, stripped of five key players because of Indian Premier League commitments, suffered two further blows when key batsman Rassie van der Dussen had to withdraw before the match with a quad injury, while captain Temba Bavuma appeared to suffer a hamstring injury, which could put his participation in the T20 series in doubt.

"He doesn't look good," said coach Mark Boucher, who stood in for Bavuma at the post-match presentation. "Not sure the near future is too good for him for us to see him on the field."

Fakhar Zaman hit 101 off 104 balls, his second successive century, and Babar made 94 off 82 deliveries to set up Pakistan's win. Babar was named man-of-the-match and Fakhar took the man-of-the-series award.

"It means a lot," said Fakhar. "For two years I didn't score that much."

Fakhar followed up his sensational 193 in the second match in Johannesburg with a measured start, scoring his first 50 off 62 balls before accelerating to his hundred.

"My plan was very simple," he said. "I was trying to play normally for the first 10 overs. On these grounds in the morning it is not easy to play with two new balls."

South Africa's chances of chasing down Pakistan's total of 320 for seven were effectively snuffed out by left-arm spinner Mohammad Nawaz, who took three wickets in successive overs to reduce the hosts to 140 for five in the 28th over.

Promising batsman Kyle Verreynne (62) and all-rounder Andile Phehlukwayo (54) put on 108 off 100 balls for the sixth wicket but both were dismissed in the space of seven balls. South Africa were bowled out for 292.

Boucher said he was disappointed with the series result. "We never like to lose a series in your home conditions but throughout the series Pakistan were the better side."

The South African coach said the fact that leading players were missing had been taken into account in the series planning.

"We knew exactly what was going on quite some time ago, so there are no excuses," he said.

Boucher said South Africa had been competitive for much of the deciding match but rued a loss of control in the field in the closing overs of Pakistan's innings, when Babar and Hasan Ali hit 63 runs off the last four overs, and the fact that South Africa lost too many wickets early in their innings.

With their leading fast bowlers absent, South Africa used spin for 28 of the 50 overs in the Pakistan innings, with left-armer Keshav Maharaj picking up three for 45.

Pakistan captain Babar Azam hailed a rare series win by his team in South Africa after they defeated the hosts by 28 runs in the third and final one-day international in Centurion on Wednesday.
