The Ministry of Finance on Thursday stopped a hike in dearness allowance (DA) for the central government employees and dearness relief (DR) for the central government pensioners till July next year.

According to the order issued, no arrears will be paid for the period from January 1, 2020, to June 30, 2021.

"In view of the crisis arising out of COVID-19, it has been decided that the additional instalment of dearness allowance payable to Central Government employees and dearness relief to Central Government pensioners, due from January 1, 2020, shall not be paid," the order said.

Claiming that around 12 crore people have lost jobs due to the the lockdown, she asked the government to provide food and financial security to the jobless and the the migrants who are stranded far from homes. She also urged the government to provide a relief package for the MSME sector.

"The central government does not appear to have a clear idea on how the situation will be managed after May 03. A lockdown of the present nature after that date would be even more devastating," she said.

Congress president Sonia Gandhi on Tuesday wrote to Prime Minister Narendra Modi suggesting five measures to save money for the fight against COVID-19, including suspension of Central Vista beautification project and complete ban on media advertisements by government for two years.

She also called for putting on hold foreign visits by the President, Vice president and Union ministers as well as chief ministers of states and bureaucrats, and slashing the government's expenditure budget, other than salaries, pensions and central sector schemes, by 30 per cent.

The suggestions came after Modi reached out to several opposition leaders, including Gandhi, on Monday and sought suggestions from them in fighting the fast-spreading coronavirus, which has claimed at least 114 lives and infected over 4,400 people in the country.

"Austerity measures which can be used to divert much-needed funds to the fight against COVID-19 are the need of the hour. In this spirit, I am writing to offer five concrete suggestions. I am certain you will find value in them," Gandhi said in her letter to the prime minister.

She assured the prime minister of unwavering support of the Congress in meeting the grave challenge of COVID- 19 facing the country.

"Impose a complete ban on media advertisements -- television, print and online -- by the Government and Public Sectors Undertakings (PSU's) for a period of two years. The only exceptions should be advisories for COVID-19 or for issues relating to public health," she said.

Gandhi said the central government currently spends Rs 1,250 crore per year on media advertisements, she said, adding that this will free up a substantial amount to alleviate the economic and social impacts of the virus outbreak.

"Suspend the Rs 20,000 crore 'Central Vista' beautification and construction project forthwith. At a time like this, such an outlay seems self-indulgent to say the least. I am certain that Parliament can function comfortably within the existing historical buildings," Gandhi told Modi.

There is no urgent or pressing requirement that cannot be postponed until this crisis is contained, she noted.

Gandhi said every Indian has made personal sacrifices to fight this disease, but "it is time that the Legislature and the Executive reciprocate this trust and good faith".

BJP leader Subramanian Swamy had yesterday said, "I have welcomed the MPs' pay cut by 30 pc for a year. I also think the Rs 25,000 crore new Parliament building construction should be postponed for a year too."

The Congress president said this sum could instead be allocated towards constructing new hospital infrastructure and diagnostics along with equipping our frontline workers with Personal Protective Equipment (PPE) gears and facilities.

She also called for transferring all money under the 'PM Cares' fund to the 'Prime Minister's National Relief Fund' to ensure efficiency, transparency and accountability.

These funds, plus the amount in PM-Cares can be utilised to ensure an immediate food security net for those at the very margins of society.

Gandhi said by reducing 30 per cent expenditure of the Centre, it will yield around Rs 2.5 lakh crore per year which can be allocated towards establishing an economic safety net for migrant workers, labourers, farmers, MSMEs and those in the unorganised sector.

She said an amount of Rs 393 crore was spent for just the Prime Minister and Union Cabinet members' trips in the last five years and the amount can be utilised extensively in measures to combat COVID-19.

She, however, said exceptions on foreign visits can be made in case of special exigencies in national interest to be cleared by the prime minister.

The Union cabinet on Monday decided to cut 30 per cent salary of all MPs for one year and divert MPLADS funds for two years to fund the fight against the COVID-19 pandemic.

Prime Minister Modi dials Sonia Gandhi, former presidents and PM amid COVID-19 spread

Congress president Sonia Gandhi on Wednesday wrote to Prime Minister Narendra Modi seeking advance payment of 21 days' wages to MGNREGA workers across the country to help them tide over the present crisis due to coronavirus lockdown.

In her letter to the prime minister, Gandhi said a large number of rural poor are without work and around 8 crore MGNREGA workers are devoid of an alternative source of income due to the countrywide lockdown, thus, they should be paid money in advance to tide over the current crisis.

"Given the urgency of providing income support to the rural poor, due to lost wages, the government may consider immediate advance payment of wages for 21 days to registered and active MGNREGA workers," she said.

The Congress Parliamentary Party chairperson said the advance wages may be adjusted against the work to be done by the workers, once MGNREGA sites are opened up.

"I request you to take immediate action and extend support to nearly eight crore rural workers in the country," she said.

Gandhi said since its inception, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) has been a critical lifeline for the rural poor, particularly during periods of chronic economic distress.

She noted that lakhs of agricultural workers have been left unemployed during the crucial harvesting season.

Devoid of an alternative source of income, she said an increasingly large number of the rural poor are expected to demand work under MGNREGA.

However, social distancing norms have rendered all works unfeasible during the lockdown, she said, adding that even when the MGNREGA works commence the workers would be paid after a month thereafter to get their wages.&nbsp;

Former Congress President Rahul Gandhi is trying to make a comeback and reasserting himself in the organization. It would be foolhardy to think that Scindia left the Congress because he was denied a Rajya Sabha seat.&nbsp;

The controversy over nomination was an immediate factor for his exit but the real issue remains the tussle within the Congress Party for the top job.&nbsp;

Rahul Gandhi expected every senior leader whom he made the minister in UPA-2 to resign and create grounds swell for him after his resignation.&nbsp;

The expected popular upsurge never happened in the party. Those who resigned did so for personal reasons. Jyotiraditya Scindia resigned because he understood that Congress has no future in Uttar Pradesh.&nbsp;

During the 2019 Lok Sabha elections, he was appointed General Secretary Incharge of Uttar Pradesh (west), where Congress party lost all the seats.&nbsp;

In Lok Sabha polls, Scindia also lost the party bastion of Guna in Madhya Pradesh to Bharatiya Janata Party's Krishna Pal Yadav.

Many other leaders like Sachin Pilot and Milind Deora also fell out with&nbsp;Rahul Gandhi.

A lot of second-line leaders felt that the party should organise an election for the president’s position and Congress Working Committee. They did not realise that Rahul Gandhi took it as a personal betrayal. This led to the collapse of communication between Scindia and Gandhi, which left him with no choice but to make his own way out of the party.&nbsp;

Despite public abdication, Rahul’s role has remained all-pervasive within the Congress as Sonia Gandhi is holding the baton for him.&nbsp;

So, Scindia’s exit is the starting point and not the endpoint of crisis within the Congress Party.&nbsp;

The biggest grouse of Jyotiraditya Scindia was that Congress could form government in Madhya Pradesh because the party did very well in Chambal division, but CM position went to Kamalnath who ganged up with former CM Digvijay Singh and former Union Minister Suresh Pachouri to sideline Scindia. The plan succeeded but it created a grouse which got bigger after Scindia lost Lok Sabha elections in 2019.

It shows weakening hold of the Gandhis on the Congress and decline of family’s control on the party which Rahul Gandhi is trying to arrest. The exit of Jyotiraditya Scindia will lead to fall of the Congress in Madhya Pradesh and may impact the government in Maharashtra where Congress is a junior partner.

The telltale signs were visible to all, except the Congress leadership which was either unable to read the writing on the wall or lived in a denial mode. Prising out the wicket of Jyotiraditya Scindia is a major victory for the country’s ruling Bharatiya Janata Party (BJP) as he was one of the very few leaders within the Congress party who could swing things in the party’s favour as seen during the last elections in Madhya Pradesh about 15 months ago. Scindia had played a key role in snatching the win from the BJP which had a 15-year uninterrupted run in the crucial state.

If Scindia has walked out on the Congress, the blame squarely lies with the party which mysteriously failed to accommodate him, who was a close confidante of Rahul Gandhi, in a manner which was due to him. He had high hopes that the party could reward him with the chief ministership of the state, which ultimately went to Kamal Nath who commanded the support of a larger number of elected legislators in comparison to about two dozen MLAs who were rooting for Scindia. Though a temporary truce was brought about by Rahul Gandhi after days of intense deliberations, Scindia felt sidelined as he was neither given the presidentship of the state unit of the party nor a berth in Rajya Sabha.

The Congress has not only lost Scindia, but there are chances the party losing out the state to the BJP as well. It remains to be seen how many of the 22 Congress legislators who resigned return to the party as not all of them seem to happy with Scindia’s decision to join the BJP. But as things stand today, it is unlikely that the Congress will be able to weather the storm. After netting Scindia, it will not be that difficult for the BJP to catch some small fish who were not part of the Kamal Nath cabinet to switch sides after the fall of the government.

Even though some of the 22 Congress legislators decide to return to the party fold, the strength of the house will get significantly reduced giving an edge to the BJP which has 107 MLAs. The Congress had seven more MLAs than the BJP besides the support of two MLAs of Bahujan Samaj Party (BSP) and one MLA of Samajwadi Party before the revolt. So, all eyes will be on the rebel Congress MLAs and more importantly the role of the Speaker. The BJP would like the rebel Congress MLAs to tender their resignation to the Speaker first so as to bring down the Kamal Nath government to escape the Anti-Defection Law. 
 
Once the Congress loses power in the truncated assembly following the acceptance of the resignation of the rebel party legislators by the Speaker, the BJP can move fast to stake its claim as it would have the magic number to form the government. The rebel Congress MLAs can be accommodated by the BJP later when they would be allowed to contest fresh elections in bypolls that would have to be held in a few months from now. In any case, it would be naïve to think that BJP strategists would have been eyeing only the disgruntled Scindia.

There is an urgent need of retrospection for the Congress if it fancies any chances of revival, which at present looks very gloomy. In the past, Congress has lost several leaders who went on to chart their independent course after coming out of their parent party and are doing well as regional leaders. And the BJP has been successfully tapping on the performers of the Congress who were denied their rightful due. In the recent memory, one such sulking leader was Himanta Biswa Sarma of Assam who not only plotted the fall of the Congress but helped the BJP to come to power in the state as well as several other states in the North-east. &nbsp;

In Jyotiraditya Scindia, the Congress has lost a performer, an orator and above all a charismatic leader who could steer the ship of the party which is sinking rapidly.

Madhya Pradesh Congress on Wednesday launched a scathing attack on former party leader Jyotiraditya Scindia for quitting the party saying that he doesn't deserve respect.

The State Congress unit accused&nbsp;him of betraying the trust of the people and placing "personal ambition" over ideology.

Congress' prominent youth leader Jyotiraditya Scindia quit the party on Tuesday and appeared set to join the BJP amid a rebellion in Madhya Pradesh by his supporters, pushing the 15-month-old Kamal Nath government to the brink of collapse.

"Under the shelter of Modi-Shah (Prime Minister Narendra Modi and Union Home Minister Amit Shah) duo?," the state Congress unit tweeted.

Staying one step ahead of the state unit, the Madhya Pradesh Congress Sevadal tweeted that Scindia wasn't worthy of the respect he got from the party. The Sevadal also called him a greedy politician.

During the press conference BJP president, JP Nadda said that the entry of Jyotiraditya Scindia in BJP is like a family member coming back to the party.

Along with Scindia a total of 22 Congress MLAs also submitted their resignations to the Assembly Speaker, leaving the grand old on the verge of losing majority in the state.

"I would like to thank JP Nadda Ji, PM Narendra Modi, Home Minister Amit Shah that they invited me to their family and gave me a place in it," said Scindia after joining the BJP.

"There have been two life-changing events for me - one, the day I lost my father and the second, yesterday when I decided to choose a new path for my life. The Congress party is not anymore the party that it was earlier," he added.

"I can say with confidence that the aim of public service is not being fulfilled by that party (Congress). Besides this, the present condition of the party indicates that it is not what it used to be," Scindia said.

Scindia was a member of the Congress party for 18 years. He was the union minister of state for the Ministry of Power and two time MP from Guna, Madhyapradesh (2009, 2014).

It is not the first time that Indian Opposition is confronting a hegemonic power in New Delhi. Congress party enjoyed this hegemonic status for nearly 35 years, till it was overtaken by the combined Opposition. The general election of 1977 was the completion of an exercise which the entire Opposition had experimented with. From 1947-2014, Opposition in Indian politics took important decisions to check power hegemony. It is post- 2014 that Opposition has failed to experiment and take important&nbsp;political decisions to stop hegemonic power in New Delhi.&nbsp;

The primary reason for this is the civil war which is taking place within the Indian National Congress and inability of the biggest Opposition party to reconstitute itself democratically. It has failed to create an independent Congress Working Committee and has a stop-gap reluctant President to run the show. Today’s state is far removed from the vigour leaders in Opposition demonstrated to creatively engage and block ruling parties from stifling democracy.

To begin with, the formation of Bharatiya Jana Sangh (BJS) in 1951 was first such experiment in Indian politics which was supported by RSS and functioned as an electoral front of an organisation which was operating from sidelines after Mahatma Gandhi’s assassination. Jan Sangh could not alter the political framework but played a very crucial role in 1967 and 1977. The first president of BJS was Shyama Prasad Mukherjee. Indian Opposition remained vibrant in the 1950s and also saw Communists coming to power in the state of Kerala which was quickly dismissed by the Congress Party in 1959. But the second big political decision was taken by political doyen C Rajagopalachari who broke away from the Congress in 1959 to form Swatantra Party so that Indian politics could get a viable Opposition.&nbsp;

The party functioned till 1974 but played a crucial role in voicing dissent despite its limited size in Lok Sabha. Swatantra party provided a national platform to the right of centre economic politics. Swatantra Party was finished after Indira Gandhi swept to power in 1971. But even before that another political decision swept India and created shockwaves in Indian politics. This was the rise of Swatantra Vidhayak Dal. It comprised of PSP, BJS, BKD, PSP and SSD. For the first time, ideological differences were kept aside within the Opposition to form a government against the Congress in a number of Indian states.&nbsp;

Socialists who dominated Indian politics took help from BJS to form the government. Ram Manohar Lohia was its architect and the political decision he took redefined Indian politics for the next 40 years.&nbsp;

This experiment was repeated again. The entire Opposition resurrected retired JP Narayan and made him the face of anti-Indira agitation post-1971 war. The Opposition parties came together and formed Janata Party to fight combined elections against Indira Gandhi in 1977. Indira was defeated and the experiment to come together succeeded. Though the Janata Party government fell under its own contradiction and controversy over dual membership of BJS members who were part of JP, but also remained members of RSS. The government fell but it did not create a political limbo.

In the 1980s, BJP came into the picture. RSS did away with Jan Sangh and also adopted Gandhian philosophy in its constitution. Older leaders gave away and India saw the emergence of Atal Bihari Vajpayee and Lal Krishna Advani. Then came another important political decision of the Opposition. Both Left parties and BJP came together to support VP Singh’s government to keep Rajiv Gandhi-led Congress out of power. This decision was a repeat of 1967 and 1977 which worked for a short period of time. 
 
The government did not last. In the 90s, another important decision was taken by BJP which ultimately led to the emergence of NDA. LK Advani stepped aside for Vajpayee for want of acceptance. This political decision created stability and first proper non-Congress politician went on to become the Prime Minister as before 1996 every non-Congress PM was a former Congressman. This political decision created another repercussion. It pushed Congress in the Opposition to hunt for alliance partner which it had always avoided. This decision of Congress led to the creation of UPA and defeat of NDA in 2004. Congress continues to hold on to alliances and has refrained from fighting any national election without an alliance. 
 
The last big political decision within the Opposition eco-system was pushed by RSS. The decision was to retire LK Advani and create space for Narendra Modi to become the Prime Ministerial candidate. It led to the defeat of the Congress. It is for this particular reason, the Opposition must experiment with new ideas and faces.&nbsp;

Opposition must experiment again to contain BJP

In April, the Congress Working Committee (CWC) will elect the new Congress&nbsp;President at the party's plenary session. 
 
Sonia Gandhi took over as interim chief after the party's debacle in Lok Sabha elections, 2019, under the leadership of Rahul Gandhi. Although, due to her health, it's not possible for her to remain the face of the party for a long time.&nbsp;

A faction of the party still wants Rahul to be back as&nbsp;the party chief, however, Gandhi scion has clarified that he will not take up the post again.&nbsp;

Rahul Gandhi had resigned after the election results, taking responsibility for the debacle of Congress. 
 
What went against him was his strategy of attacking the BJP and Prime Minister Narendra Modi all the time. In fact, political pundits and a few senior Congress leaders had alerted him to refrain from launching negative campaigns against the Prime Minister.

He was highly criticised when Pakistan quoted his words to condemn the Indian government after Article 370 was scrapped. Rahul&nbsp;also disappointed his loyalists with his absence during important developments. 
 
Neither he was in the country when Congress launched a campaign against the government for the economic slowdown, nor when&nbsp;party delegation went to President Ram Nath Kovind to hand over a memorandum.

The consensus within&nbsp;party leaders, backing&nbsp;Rahul Gandhi&nbsp;as the party chief is highly unlikely with prominent party leaders keen on finding an alternative to Rahul Gandhi.

On the other hand, Priyanka Gandhi was the party's face during the campaign for Uttar Pradesh assembly election in 2019 - this was her official entry into politics. She indeed proved to be a crowd-puller and was considered someone who could revive the party.&nbsp;

Also, there is clamour among the party leaders for Priyanka Gandhi as Rajya Sabha MP. She has a huge following within&nbsp;the party and the charisma to take on Prime Minister Narendra&nbsp;Modi with her oratory skills. Priyanka is someone who can connect with both classes and masses.&nbsp;

According to party sources, Priyanka's entry into politics was delayed so far, because Sonia Gandhi did not want two power centres within the party. She wanted Rahul to be the face of Congress.

With literally no chances of Rahul Gandhi returning as the Party President, Congress has no other choice than Priyanka if they want one of the Gandhis to remain the party chief.

Meanwhile, some leaders have also suggested that CWC takes a collective decision and elect a young non-Gandhi as the Party President for&nbsp;strong and decisive leadership. Milind Deora had even recommended the names of Jyodiraditya Scindia and Sachin Pilot.

Party factions are still not able to express unanimous opinion on the issue, but the delay in the process is harming the party big time - Congress is losing its traditional vote banks and credibility among allies. It's high time Congress takes&nbsp;a decision to end the&nbsp;leadership crisis. The party must elect&nbsp;a chief who has the charisma, administrative and oratory skills to lead the country's main opposition party.

Thousands of young men and women, especially students, have realized the grave harm the CAA implementation will cause," she said.

Gandhi said the young men and women have taken to the streets "braving the cold as well as the police brutalities" and the party was inspired by their struggle.

Can Priyanka Gandhi Vadra make a difference to Congress Party in Uttar Pradesh? Going by the value of her party in the state, it looks like an impossible task. Congress does not have workers, regional leaders, cadre and a proper cause which can bring different communities together during an election.

Congress has a depleted vote bank and fractured leadership which is divided into different factions. The present support which Congress lent to CAA may get temporary publicity, but the cause may not help it electorally for the simple reason that Muslims may decide to vote for Samajwadi Party (SP) once again during assembly elections. On the other hand, Congress will have to deal with BJP which might gain because of reverse polarisation.

Priyanka’s own late campaign during Lok Sabha elections was a political disaster in 2019. Her entry instead of delivering a hit, turned into a colossal flop. Congress even lost Amethi, a bastion of the Gandhi family. Technically, Priyanka Gandhi has inherited nothing from the Congress Party or her own brother Rahul Gandhi who experimented thrice in Uttar Pradesh.

The point I’m trying to make is that Priyanka Gandhi is virtually starting with scratch. The only thing she today possesses is her conviction and courage which can be lost to prevailing circumstances. Nonetheless, Priyanka has made all the right noises after Lok Sabha debacle that too on her own strength. The credit must be given to Priyanka Gandhi that she did not give up on Uttar Pradesh.

The state is deeply divided on caste and religion. Even during CAA protest, maximum protests happened near Muslim dominated areas and maximum firepower was used against them. The approach towards Muslims was tough. The message was two-fold.

The first message was that the government stands firm on CAA and will use force if protests do not stop. The message was to BJP’s vote bank that it is the only party which stands between them and an aggressive minority. It is a trap which Priyanka Gandhi needs to avoid.

She will need to pick up an issue which resonates closer to the Congress and not the Left parties and BJP. She needs to ensure that the focus remains on issues and not on her. On Monday, she rightly did not allow her own security became a talking point during the press conference. Priyanka Gandhi cannot be an eye-grabber all the time. Jharkhand and Chhattisgarh have shown that silent campaign, which is less focused on Gandhis, works well.&nbsp;

She will also need to invest herself in the state by staying there for a few days and even weeks. The present leadership of the Congress is such condition that it cannot even get more than 20 MLAs in the assembly today. None of the leaders of the Uttar Pradesh from Congress can today be projected as Chief Ministers.

If Congress Party can allow Priyanka Gandhi another 10 years in Uttar Pradesh, then something might happen. It took BJP 15 years to come back to power. Today, regional parties are getting stronger and BJP and Congress are directly pitted against each other directly in 8 states. In rest of the states, BJP is the number 1 party and Congress is either number 2, number 3 and in some cases even number 3 party. Maharashtra is a case in example. In almost all cases, BJP has either emerged as the principal party or the principal challenger.

So, it is imperative that Priyanka Gandhi should not get mighty impressed with the TV coverage she gets. Rahul Gandhi fell prey to this temporary adulation. The only way she can revive Congress in Uttar Pradesh is by seen continuously engaged on regional issues in Uttar Pradesh.

Rahul Gandhi by the end of 2010 was considered a tourist in the state. Priyanka Gandhi cannot afford to walk down the same path.

"There have been protests in the universities and academic institutions throughout the country against division agenda and anti-people policies of the BJP government. In a democracy, people have the right to raise their voice against policies of the government and register their concerns," said Gandhi in a video message.

"It is the duty of the government to address the people`s concerns. The BJP government has shown utter disregard for the people`s voice and chosen to use brute force to suppress dissent. This is unacceptable in a democracy," she said.

The Congress chief said that the amended Citizenship Act is "discriminatory" and the National Register of Citizens (NRCO) will particularly hurt the poor.

"CAA is discriminatory and proposed nationwide NRC will particularly hurt the poor and vulnerable. Like demonetisation, people will have to stand in line to prove their citizenship along with their ancestors," said she.

"People apprehensions are legitimate. Congress assures the people that it is fully committed to defend their fundamental rights and uphold foundational values of our Constitution," added Gandhi.

Protests erupted across the country over the Citizenship (Amendment) Act, 2019, which seeks to grant citizenship to refugees from Hindu, Christian, Sikh, Buddhist and Parsi communities fleeing religious persecution from Pakistan, Afghanistan, and Bangladesh who entered India on or before 31, 2014.&nbsp;

Chidambaram appeared in the apex court against <a href="https://www.wionews.com/india-news/supreme-court-to-pass-order-on-plea-against-government-formation-in-maharashtra-264525">Kapil Sibal</a> and <a href="https://www.wionews.com/india-news/ncp-congress-shiv-sena-petition-supreme-court-to-pass-order-tomorrow-1030-am-264329">Abhishek Manu Singhvi</a> in connection with the hearing in a domestic violence and divorce case.

Interestingly, Sibal and Singhvi had represented Chidambaram for getting bail in the<a href="https://www.wionews.com/videos/inx-media-case-sc-order-on-p-chidambaram-bail-plea-266109"> INX Media case</a>.

The former Union Finance Minister was released from Delhi's Tihar Jail on December 4 after being granted bail and on Thursday he attended the ongoing <a href="https://www.wionews.com/india-news/p-chidambaram-to-attend-parliament-from-thursday-karti-chidambaram-266188">Winter Session of Parliament</a>.

The senior Congress leader had on December 4 said that he was happy to have stepped out from the jail and breathing the air of freedom after 106 days.

"I am happy that I have stepped out and breathing the air of freedom after 106 days," he said after meeting Congress president Sonia Gandhi at her residence here.

The apex court set aside the Delhi High Court's order which had refused to grant bail to Chidambaram and directed him not to tamper with evidence and influence witnesses in the case.

The court has directed Chidambaram not to give press interviews and make public statements with regard to this case. The court also directed him to furnish a bail bond of Rs 2 lakh plus two sureties of the same amount.

Chidambaram had sought the bail in a case pertaining to the <a href="https://www.wionews.com/india-news/p-chidambaram-reaches-parliament-day-after-bail-grant-266336">Foreign Investment Promotion Board</a> (FIPB) clearance given to INX Media to the tune of Rs 305 crore in 2007 during his tenure as the Finance Minister.

The CBI had registered a corruption case in this regard in May 2017. Later that year, the ED also lodged a money laundering case against him. The Congress leader was first arrested by the Central Bureau of Investigation (CBI) on August 21 this year in the INX Media corruption case but was granted bail by the Supreme Court two months later.

He was arrested by the ED in the money laundering case on October 16.

Former Karnataka chief minister and senior Congress leader Siddaramaiah on Monday wrote a letter of resignation to Interim Congress president Sonia Gandhi and expressed his regrets for not being able to give `satisfactory results` in the bypolls held on 15 seats of the state.

"I express my sincere regrets for not being able to give satisfactory results in the recently concluded bye-elections held to Karnataka Legislative Assembly despite my sincere efforts," Siddaramaiah wrote in the letter.

"I deem it necessary to step down as Leader of CLP by taking moral responsibility. I solemnly pledge my loyalty to your esteemed leadership and to the Congress party at all times," he added.

Earlier today Siddaramaiah said that he has also resigned as the Leader of Opposition in the Assembly.

"I have also resigned as the Leader of Opposition in Karnataka Assembly," he said.

Siddaramaiah further said that he will be sending a copy of his resignation to Congress General Secretary KC Venugopal and the Karnataka Pradesh Congress Committee (KPCC) president Dinesh Gundu Rao.

"I had expected that the voters might vote against the disqualified MLAs, who sold themselves. I thought they will be punished and I had expected this to happen. My expectations have gone wrong," he added.

According to the latest trends of the by-elections held on 15 assembly constituencies in the state, Bharatiya Janata Party (BJP) has won 10 seats and is currently leading on two others whereas, Congress has won one and is leading on one other.&nbsp;

Speaking to ANI, cabinet minister and senior BJP leader Giriraj Singh targeted the Shiv Sena for its alleged attempts at getting a secular certification from the Congress, while at the same time deserting the NDA alliance."There are two people who give a certificate of secularism in this country. One is Congress and second is one who can abuse Hindus. Those who want the certificate should do the same," Singh said while alleging that Shiv Sena was desperate to seek validation from the Congress in its lust for power.

The minister also claimed that he had not compared the party with the Mughals in his tweets. "All I have said is that in lust for power, princely states and kings joined hands with Mughals. Mughal expanded in India through some princely states. Likewise, the Maharashtra government was formed with Congress," he clarified.

Further targeting the Shiv Sena, Singh said, "How can he (Uddhav Thackeray) get upset when asked about secularism. It is running on all TV channels. Definition of secular came here in 1976 but in Sanatan dharma, it has been there for ages. Secularism is in our DNA.''

The party is seemingly peeved at the attempt by the new Maharashtra alliance that had led to the removal of Devendra Fadnavis government, within days of BJP leaders taking oath as Maharashtra CM for a second time.
