The agreement between the two parties includes “removing requirements for de-nicotisation, removing the reduction in retail outlets and the generation ban”. The National Party won the largest share of votes in New Zealand's October 14 general election but needed the support of both right-wing ACT New Zealand and the populist New Zealand First parties to form a majority government. Notably, the National Party wooed the voters by promising relief to the middle class by bringing inflation under control. Tax cuts form a major part of the promise but to provide the relief, the exchequer needs money in its coffers. Finance Minister Nicola Willis last week said the laws, if implemented, would have significantly reduced the revenue for the government. “Coming back to those extra sources of revenue and other savings areas that will help us to fund the tax reduction, we have to remember that the changes to the smoke-free legislation had a significant impact on the Government books – with about $1 billion there.” According to Prime Minister Christopher Luxon, who was sworn in on Monday (Nov 27), the reversal will prevent a bootlegging industry from cropping up. “Concentrating the distribution of cigarettes in one store in one small town is going to be a massive magnet for crime,” Luxon was quoted as saying by Radio New Zealand. British Prime Minister Rishi Sunak is considering introducing a stringent proposal that would ban the next generation from ever being able to buy cigarettes, a report in The Guardian has claimed.&nbsp;

Sunak, who is said to "hate" smoking, has shown interest in bringing a law, much like the one imposed by the New Zealand government under former prime minister Jacinda Ardern last year.&nbsp;&nbsp;

Under the&nbsp;first-of-its-kind anti-smoking laws passed by the Ardern regime, those aged 14 and younger cannot buy&nbsp;cigarettes ever in New Zealand, thereby outlawing the deadly habit for the next generation entirely.&nbsp;

According to The Times, Downing Street has already instructed civil servants&nbsp;reporting to Professor Sir Chris Whitty, the chief medical officer, to chalk up a proposal for tobacco control that seeks to implement Sunak's vision.

“Sunak is personally very exercised about smoking.&nbsp;Both from the point of view of the impact on young people and the NHS," a government source was quoted as saying by the publication.&nbsp;&nbsp;

Notably, last year, a government-ordered review proposed a host of measures to&nbsp;hit a target of having fewer than five&nbsp;per cent of people smoking by 2030, down from 14 per cent.

"We want to encourage more people to quit and meet our ambition to be smoke-free by 2030, which is why we have already taken steps to reduce smoking rates," a government spokesman said.&nbsp;

Former Barnardo’s chief Javed Khan who proposed the idea, also batted for a ban on&nbsp; smoking in outdoor spaces to create a “social norm” and a prohibition on some council housing tenants from smoking in their homes. However, former PM Boris Johnson rejected the proposals&nbsp;

Apart from cigarette smoking, Sunak is also&nbsp;considering banning disposable vapes, cartoon packaging and flavours that appeal to children.

The new version came out in the middle of plagiarism allegations against the song. The song was hit with allegations by famous K-pop producer Yang Joon Young. The composer alleged that the song heavily borrowed the same scale sequence from Fin.K.L's Time of Mask.&nbsp; 
 
BIGHIT Music responded to the allegations via a statement issued to Star News. "We would like to reveal that allegations claiming Jungkook's Seven was plagiarised are false. Seven was made through a collaboration of five international producers and has no relation to the song that is part of a domestic album from 24 years ago," the agency stated.&nbsp; 
&nbsp; 
Meanwhile, Jungkook is set to perform at Global Citizen Festival 2023, which will be held on September 23 at New York City's Central Park. With this, he has become the first K-pop soloist to co-headline the event.&nbsp;

“The festival sheds light on important causes and drives action and I’m happy to take part in it,” the K-pop star said in a statement. “I can’t wait to perform in front of many people at the Great Lawn in Central Park.”

France will ban <a href="https://www.wionews.com/science/some-so-called-nicotine-free-vapes-have-same-level-of-addictive-substances-as-e-cigarettes-finds-test-583442">disposable electronic cigarettes or vapes</a> as a part of the country’s plan to combat smoking and fight tobacco use, French Prime Minister Elisabeth Borne said on broadcaster RTL, on Sunday (September 3). This comes months after the World Health Organization (WHO) said that only four countries have adopted all the anti-tobacco measures to fight the “deadly scourge” of smoking.&nbsp;

<h2>What is the French government’s plan?</h2>

Speaking to the radio station RTL, the French PM said that the government would “soon present a new national plan to fight against smoking with, in particular, the prohibition of disposable electronic cigarettes, the famous ‘puffs’ which give bad habits to young people,” as quoted by the Guardian.&nbsp;

“It’s an important public health issue,” said Borne, adding that the government is in the midst of drawing up the plans to fight tobacco use that she said was responsible for 75,000 deaths a year in France. However, the plan does not include raising the taxes on tobacco next year after an increase this year.&nbsp;

She expressed her concerns about flavoured cigarettes like marshmallow and bubblegum reminiscent of childhood sweets and priced at eight euros ($8.6) to 12 euros ($13) for 500 “puffs” targeting teenagers, as per the Guardian.&nbsp;

<h2>Use of vapes in France</h2>

Recent reports have noted that the use of vapes, particularly among teenagers in the European Union has risen.&nbsp;

More than half of 17-year-olds in France said that they have tried a vape, according to a report by the French Monitoring Centre for Drugs and Drug Addiction (OFDT) citing data from a 2022 ESCAPAD survey. &nbsp;

In 2021, French President Emmanuel Macron set out his ambitious plan to tackle tobacco and alcohol consumption and vowed more smoking-free areas and aiming to make all 20-year-olds tobacco-free by 2030.

<h2>WHO report about smoking</h2>

A report by the United Nations health agency, published in July, noted that only four countries – Brazil, Mauritius, the Netherlands and Turkey – have adopted all the anti-tobacco measures recommended and urged other nations to ramp up measures to reduce tobacco use.&nbsp;

According to the WHO, 5.6 billion people (71 per cent) of the world’s population were now protected by at least one tobacco control measure. “Slowly but surely, more and more people are being protected from the harms of tobacco,” said WHO chief Tedros Adhanom Ghebreyesus.&nbsp;

These labels would be printed on the tipping paper, which is the outermost paper of the filter section, of individual cigarettes, little cigars, tubes, along with other tobacco products. The warnings would be written in English and French.

<h2>Initiative can deter smoking</h2>

The officials believe that such an initiative would virtually make it impossible for smokers to avoid health warnings.

The new rules would take effect on August 1, but the official said that it would be carried out in phases.

The man,&nbsp;a native of Marwar junction in Rajasthan's Pali district, has been sent to the Bengaluru Central Jail. This is KIA's first arrest for smoking a beedi.&nbsp;

Earlier this year, KIA police arrested two passengers for smoking cigarettes aboard a plane. Kumar, who works in construction, told police that he is self-employed and that this was his first time flying.

A senior police official emphasised that failing to identify smoke during security frisking is a major lapse, reported Times Now.

"Cigarettes are easily detectable. The only explanation for such an incident is a failure in the frisking process," the officer stated &nbsp;as quoted by Times now.&nbsp;

In the prior two incidents, the accused were well aware of the rigorous no-smoking ban on aeroplanes yet were nevertheless found smoking. According to an investigating officer, Kumar, as a first-time traveller, claimed to be uninformed of the no-smoking regulation.

"Kumar is a laborer from Marwar. He was accompanying an elderly person who was traveling to the city for a post-death ceremony of a relative," the officer explained.

"Since I regularly travel by train and smoke inside the toilet, I thought I could do the same on the flight and decided to smoke a beedi," Kumar confessed to the police.

The man was onboard an Akasa aeroplane (flight&nbsp;Q) bound for Bengaluru when the crew spotted him smoking inside the bathroom. The airline's duty manager, lodged a complaint against him&nbsp;with KIA police shortly after arriving at approximately 1:10 p.m.

According to a senior police officer, once detained, the accused must spend at least one week in court custody. "Smoking in midair poses a risk to everyone," the officer emphasised.

Smoking, including the use of e-cigarettes, is forbidden on flights in India, according to The Aircraft Rules of 1937. However, a number of violations have been recorded around the country in recent days.

Indigo and Air India both reported passengers who were found smoking in restrooms in early March. A 24-year-old female passenger on a Bengaluru-bound IndiGo flight was detained for smoking in the restroom. The cabin crew noticed the cigarette in the garbage and doused it with water. A passenger smoking inside the lavatory of a Delhi-bound flight had been discovered by Air India personnel the day before. The cabin crew had detected smoke coming from the lavatory even before the fire alarm went off, reported Live Mint.

He was accompanying an elderly person who was traveling to the city for a post-death ceremony of a relative," the officer explained. "Since I regularly travel by train and smoke inside the toilet, I thought I could do the same on the flight and decided to smoke a beedi," Kumar confessed to the police. The airline's duty manager, lodged a complaint against him with KIA police shortly after arriving at approximately 1:10 p.m. According to a senior police officer, once detained, the accused must spend at least one week in court custody. "Smoking in midair poses a risk to everyone," the officer emphasised. Unruly passengers on board Smoking, including the use of e-cigarettes, is forbidden on flights in India, according to The Aircraft Rules of 1937. However, a number of violations have been recorded around the country in recent days. Indigo and Air India both reported passengers who were found smoking in restrooms in early March. A 24-year-old female passenger on a Bengaluru-bound IndiGo flight was detained for smoking in the restroom. The cabin crew noticed the cigarette in the garbage and doused it with water. A passenger smoking inside the lavatory of a Delhi-bound flight had been discovered by Air India personnel the day before. The revelations are contained in a test conducted by Inter Scientific, the data of which was shared with the British daily newspaper The Guardian. This comes as the UK government recently began its smoke-free drive despite concerns about an increasing number of teenagers using vaping devices.

What did Inter Scientific find?

The data by Inter Scientific shows that the illicit sale of oversized and overstrength vapes continues across the UK. Among those tested, the study also found that at least eight devices purporting to contain no addictive substances actually had almost 20 mg/ml of nicotine, which is the legal limit in the UK. One of them had levels higher than 50 per cent of the legal limit.&nbsp;

“We have seen a large increase in the number of illegal vape products being seized by trading standards and sent for analysis. Though these products don’t pose an immediate health risk, they are circumventing UK regulation,” said the chief executive at Inter Scientific, David Lawson, as cited by The Guardian.&nbsp;

Out of the 52 vapes bought in England, 73 per cent were above the legal e-cigarette tank capacity of 2 ml, said the company which offers analytical testing of products and checks if they are following regulations, reported The Guardian. Over 40 per cent of those tested were filled with 5 ml of liquid or more.&nbsp;

Notably, none of the e-cigarettes Inter Scientific studied were listed in the Medicines and Healthcare products Regulatory Agency. Without them being registered in the MRHA database, there is no record of any harm associated with them. This comes as vapes are required to display the manufacturer’s details as well as a list of ingredients and relevant health warnings.&nbsp;

UK government’s ‘swap to stop’ initiative

According to the latest report by Action on Smoking and Health (Ash), in 2022, seven per cent of the 11 to 17-year-olds,&nbsp;among those surveyed in the UK&nbsp;said they used vapes as compared to 3.3 per cent a year prior. This comes as the UK government launched an “illicit vapes enforcement squad” as part of a crackdown on the sale of e-cigarettes to people under the age of 18.&nbsp;

This week the government, under the “swap to stop” initiative also announced plans for one million smokers to swap cigarettes for vapes. Under this scheme e-cigarette starter kits will be offered to nearly one in five in England.&nbsp;

The committee has also recommended doing away with smoking zones from all airports in the country.

It is being reported that the government may announce the ban ahead of Union Budget 2023-24.

While making recommendations, the Standing Committee has observed that even after implementation of Goods and Services Tax (GST) regime, there hasn't been increase in the tax on tobacco products. The committee has also highlighted the risk for cancer in those who smoke or chew tobacco.

As per current tax slabs, 53 per cent tax is levied on cigarettes while smokless tobacco attracts 64 per cent tax. The World Health Organisation (WHO) has recommended Government of India that a 75 per cent tax must be imposed on tobacco in the country.

Around 350,000 people die every year in India due to smoking cigarettes. India's National Council of Applied Economic Research conducted a survey in 2018 that showed 46 per cent of the people who smoke were illiterate while 16 per cent were college going students.

Smoking in public places is already banned in India.

New Zealand has introduced what may be the toughest crackdown on tobacco in the world as it moves to ban the purchase of tobacco for future generations. The first-of-its-kind anti-smoking laws will go into effect in 2023 and stop those aged 14 and younger from ever being able to buy cigarettes successfully outlawing smoking for the next generation in New Zealand.&nbsp;

The series of new laws passed in parliament, on Tuesday, are some of the most strict in the world. “This legislation accelerates progress towards a smokefree future”, said the country’s Associate Health Minister, Dr Ayesha Verrall, in a statement.&nbsp;

The new laws include a ban on selling tobacco to anyone born on or after January 1, 2009, and implementing an annually rising smoking age. The ban which will remain in place for a person’s whole life is also punishable by a fine of up to NZ$150,000 ($ 95,910). These laws are introduced in a bid to make New Zealand “smoke-free” by 2025.&nbsp;

According to the data released by the Organization of Economic Cooperation and Development (OECD), the number of smokers in New Zealand fell by half over the past decade to eight per cent from 9.4 per cent the year before, with nearly 56,000 quitting each year.&nbsp;The country already has one of the lowest adult smoking rates.&nbsp;

On the contrary, the number of daily vape users has increased from 8.3 per cent&nbsp;which is up from 6.2 per cent in 2021 among&nbsp;adults who are now vaping daily, reported the Guardian.&nbsp;

New Zealand passes the world’s first law to ban smoking for the next generation

Australian Department of Health has suggested banning all flavored cigarettes and ordering tobacco companies to produce their products in "ugly" and "unattractive" colours. Australia required tobacco companies to stop using excessively "attractive" graphics for cigarette packets around ten years ago. The Australian Ministry of Health is now concentrating on cigarette sticks. Australian Health Minister Mark Butler said the the nation wants to take a step forward from plain packaging. In a statement, the Department of Health and Social Care said: "We continue to review the impact of nicotine pouches, including by commissioning an expert committee to investigate their risks."

The Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment (COT) is due to publish a report later this autumn.
