As the winters are approaching, the South Asian country Pakistan is now facing the issue of the smog, in addition to a surge in coronavirus cases.

The air quality of Pakistan's city, Lahore, reached to a&nbsp;hazardous level which resulted in the residents feeling "uneasy" as the found it hard to breathe.&nbsp;

The Air Quality Index rose to 750 in the city's poorer areas, which is nearly 12 times the recommended level. This marked Lahore as the second most polluted city after New Delhi, as per a Switzerland-based air quality information platform IQair.

"The air quality level was hazardous today,” said Sajid Bashir, a spokesman for Environmental Protection Department.

They also asked people who suffer from any form of respiratory diseases to completely stay indoors and keep their medicines and all needed medical assistance handy.

The air quality did improve later in the day as the authorities took the needed steps. The local authorities asked smoke-emitting vehicles, majorly the heavy vehicles, to restrain movements at least for the next few days. In addition to heavy vehicles, cars, stubble burning, steel manufacturing furnaces and brick kilns also contribute to the high pollution levels in the city.

Tired of choking on putrid air, Zaidi spent six months perfecting his homemade device as he looked for a low-cost solution to battle the increasingly toxic scourge overwhelming Pakistan.

"Now it is less of a luxury and more of a necessity," explains Sadia Khan, whose company Autosoft Dynamics recently acquired a dozen of Zaidi’s purifiers so his 180 employees can "breathe safely".

In the past five years, air pollution has worsened in Pakistan, as a mixture of low-grade diesel fumes, smoke from seasonal crop burn off, and colder winter temperatures coalesce into stagnant clouds of smog.

In 2015, 135,000 Pakistanis died due to poor air quality, according to a study published in the scientific journal The Lancet.

Pollution tends to be at its worst in the country’s eastern province of Punjab during winter, particularly in the 12-million strong city of Lahore near the border with India.&nbsp;

In November schools were closed for several days across the province with the level of PM2.5 tiny particles that get into the bloodstream and vital organs repeatedly exceeding 200 micrograms per cubic meter of air.&nbsp;

With purifiers and lawsuits, Pakistanis fight back against smog

According to the System of Air Quality and Weather Forecasting And Research (SAFAR), major pollutants PM 10 and PM 2.5 were both at 92 in the Dhirpur area.

The same was 110 and 115 at IIT, and 102 and 103 at Delhi University.&nbsp;

The capital city experienced fog-like conditions early in the morning.

Residents of Lutyens Delhi complained of fog in the morning.

"Though the pollution levels are comparatively less the fog has engulfed the region. It is much better now but the air should be more cleaner," said Aditya.

Another resident named Sarthak also claimed that fog covered Delhi in the morning and added that "requisite measures should be taken to curb the pollution menace". 
 
The Centre-run SAFAR has advised 'sensitive groups' to consider reducing prolonged or heavy exertion throughout the day.&nbsp;

Prime Minister Scott Morrison is now facing mounting pressure to find a solution as critics slam him for not doing enough. He recently claimed that the bushfire had nothing to do with his climate policies, including the one that supports the coal industry.

"The suggestion that Australia, by having some trade-off where we could have higher emissions reduction targets, which would destroy jobs in regional communities, if we did that, then we wouldn't be having these fires. That is just not true," Morrison told 3AW radio.

Morrison's conservative government has committed to the Paris Agreement to reduce its emissions by 26-28 per cent&nbsp;from 2005 levels by 2030. Critics point out that current projections suggest it will not meet that target and have called on the government to put in place policies to address the shortfall.

The air quality in Delhi-NCR plunged into 'very poor' category again on Thursday and is expected to drop to 'severe' by tomorrow, as per the data provided by System of Air Quality and Weather Forecasting And Research (SAFAR).

The Air Quality Index (AQI) today was recorded at 312 with PM 10 at 142 and PM 2.5 at 72.

"The overall Delhi AQI is in the very poor category and is slowly declining and may further deteriorate by tomorrow towards the higher end of the very poor scale and may touch 'severe' in some parts of Delhi by November 22," stated the organisation in its advisory.

The pollution in Delhi can be attributed to two factors - slow surface winds in Delhi, and increasing fire counts compared to last week. Additionally, stubble level winds from the burning sites will contribute to the pollution.

The national capital and the adjoining areas have been grappling with poor air quality after Diwali last month. While schools were shut for multiple days across Delhi/NCR to keep children away from the adverse effects of worsening pollution levels, construction activities were also halted on some days.&nbsp;

The Kejriwal government also initiated the 'Odd-Even' vehicular scheme earlier this month with an aim to abate the pollution.&nbsp;

The pollution in Delhi can be attributed to two factors - slow surface winds in Delhi, and increasing fire counts compared to last week. Additionally, stubble level winds from the burning sites will contribute to the pollution. The national capital and the adjoining areas have been grappling with poor air quality after Diwali last month. While schools were shut for multiple days across Delhi/NCR to keep children away from the adverse effects of worsening pollution levels, construction activities were also halted on some days. The apex court ruled that persons found violating the ban on construction and demolition in the Delhi-NCR region will be fined Rs 1 lakh and with Rs 5,000 for burning garbage. It also directed municipal bodies to prevent open dumping of garbage. 
 
"Cars create less pollution. What are you [Delhi]&nbsp;getting from this odd-even? What is the logic behind the odd-even scheme? Banning diesel vehicles we can understand, but what is the point of odd-even scheme," Justice Arun Mishra said. 
 
The bench has sought the data or records from the Delhi Government by Friday to prove that the odd-even scheme has reduced pollution in Delhi, even as autos/taxis and two-wheelers continue to ply on the roads. 
 
The next date of hearing in the case is November 6.

State governments are responsible," the bench said. 
 
The court said it will monitor the matter related to air pollution. 
 
"People dying in their state and neighbouring states -&nbsp;will not tolerate this. We are making a mockery of everything. This is a gross violation of the fundamental right to life. We will supervise this matter now. Crop stubble burning must stop immediately and all states must do everything to stop it," the Supreme Court said. 
 
Justice Mishra said that gram pradhans, local officials, police who do not control burning should be removed from their posts. 
 
Justice Arun Mishra further remarked that people were not safe inside their own homes and it was unacceptable in a civilised country and asked what measures were being taken by the government. 
 
Describing the situation as 'grim', the apex court also asked the Centre and Delhi government to inform them what they intend to do to reduce the pollution.

The public has been advised to avoid any outdoor physical activity and people with heart and lung diseases, older adults, and children are advised to remain indoors and avoid any exertion.

As Delhi’s Air Quality Index recently dropped from ‘Severe Plus’ to ‘Hazardous’ and touched 450 points on Saturday, leaders across the country have politicised the issue, leading to the declaration of a 'public health emergency'.

Deputy Chief Minister of Delhi Manish Sisodia on Saturday tweeted that stubble burning in the regions of Punjab and Haryana contributed to 46 per cent of the pollution in Delhi. He further asked the Central Government what they were doing to save North India and to curb stubble burning.

On Friday, the Chief Minister Arvind Kejriwal blamed the governments of neighbouring states Haryana and Punjab for the increasing levels of pollution in Delhi. He accused them of forcing the farmers to burn their produce.

Union Environment and Climate Change Minister Prakash Javadekar criticised Kejriwal’s remarks and said that he was <a href="https://www.wionews.com/india-news/javadekar-urges-kejriwal-to-find-solutions-to-mitigate-pollution-and-stop-blame-game-259508">“indulging in a blame game”</a>. Javadekar urged him to tackle the problem while stating that the Delhi government did not pay its share in the construction of the Eastern Peripheral Highway which has helped bring down pollution in the city.

Political blame game over Delhi pollution

Haryana Deputy Chief Minister Dushyant Chautala on Saturday said the leaders should rise above politics and collectively take actions to combat air pollution in a sustainable manner so that the issue can be resolved permanently.

"It is an environmental issue. We should collectively take actions, which have a long-term impact on combating air pollution and the matter can be resolved once and for all. We should rise above politics," he said during a press conference.

Deputy Chief Minister Chautala said that the Central government should lead the efforts in consultation with Haryana, UP, Delhi, Rajasthan, and Punjab.

"Stubble burning has decreased in Haryana. Data show that this year, there has been a fall in stubble burning by 34 per cent. Continuous efforts are being made to further decrease it," he said.

Citing data from the National Aeronautics and Space Administration (NASA), Chautala rapped Delhi Chief Minister Arvind Kejriwal, saying that Punjab is mostly responsible for the air pollution due to stubble burning.

"According to NASA data, there is not much stubble burning on the border regions of Haryana. It is mostly from Punjab. And if the air pollution is making its way to Delhi, it cannot simply be stopped by sealing borders," he said.

Chautala also said that the fire incidents in the dump yards in the national capital also contribute to air pollution in the city.

The Chief Minister further expressed the way he has been feeling about lakhs of men and women, and especially senior citizens, who can barely breathe in the toxic air, which is currently evolving in Delhi.

"The state government blames the stubble fires triggered by the farmers in Punjab and Haryana for the smog. Stubble fires supported by the winds blowing in the wrong direction are contributing to the toxic levels of air pollution but according to the data from several independent agencies, the large-scale industrial pollution, traffic overload, excessive construction activity taking place in Delhi is equally to blame," Singh further writes.

Chief Minister Singh has mentioned that in Punjab a law has been enforced against stubble burning to the maximum extent possible.

"The farmers are being penalised but Delhi continues to experiment with its own set of solutions to the woes of traffic and industrial pollution, with little success," he added.

Recalling his meetings with Prime Minister Modi, Singh wrote: "Many times I have suggested a separate bonus amount of Rs 100 per quintal to facilitate stubble management by the farmers."&nbsp;

The AQI between the range of 51 to 100 is considered as satisfactory, 101-200 is moderate, 201-300 falls under the category of poor.

While 300-400 is considered as 'very poor', levels between 401-500 fall under the 'hazardous category'.

At Dhirpur, the AQI was 271 in the morning, while in Mathura Road area it dipped to 'poor'&nbsp;category at 236.

Furthermore, AQI near Chandni Chowk, Airport, Terminal 3 and Delhi University stood at 375, 234 and 256 respectively.

The organisation has advised 'Sensitive Groups'&nbsp;to reduce prolonged or heavy exertion.

The locals are advised to take more breaks and do less intense activities.

The asthmatics have been advised to keep medicine ready if symptoms of coughing or shortness of breath occur. "Heart patients, see the doctor, if get palpitations, shortness of breath, or unusual fatigue," the organisation stated in its advisory.&nbsp;

Paris' public transport operator on Tuesday said it had ordered up to 800 electric buses to take to the streets of the French capital to replace diesel versions and fight smog in the build-up to the 2024 Olympics.

Three French engineering firms -- Heuliez Bus, Bollore and Alstom -- won the tender to supply the buses in deals worth up to 400 million euros ($450 million), the RATP transport operator said.

RATP will buy an equal number of buses from each supplier, it added, describing the tender as the biggest such bus purchase in Europe.

It will begin by buying 150 buses, with the first deliveries expected between the end of 2020 and 2022, it added.

Local authorities in Paris want the French capital to have 100-per cent clean buses by 2025 by using both electricity and biofuels.

"This is a major step for the RATP and a symbol of its ambition to be a key player in the energy transition in the public transport sector," said RATP chief executive Catherine Guillouard.

"To put them into service, the company is mobilised to meet an industrial challenge within a very short tight deadline," she added.

Paris already has one line -- number 341 -- fully operational with electric buses, but it will be a major task to transform its full fleet of just under 4,700 buses.

RATP currently has some 950 hybrid-powered buses, 140 bio-fuel buses and 83 electric buses in its fleet.

The use of electric buses is growing all over the world, with China the leader in employing the technology as it seeks to relieve pollution in clogged cities.

From smog breaks to pollution bonuses, Asia's businesses are promising increasingly inventive perks in a desperate bid to lure executives to a region where toxic air engulfs major cities for much of the year.&nbsp;

Health concerns are putting off those initially attracted by Asia's growing economic opportunities, experts warn, so firms are struggling to recruit -- and retain -- people with the expertise they need.

According to the United Nations Environment Programme, some 92 per cent of people in the Asia-Pacific region are exposed to levels of air pollution that pose a significant risk to health.

This means that on top of large salaries, businesses are having to offer extra incentives.

These include paying for smog breaks every few months, or allowing non-traditional working arrangements so people can commute from less polluted areas, says Lee Quane, Asia director for consultancy ECA International.

At "a location with a higher level of pollution, you're likely to see us recommend allowances of anywhere between 10 to 20 per cent of the person's base salary," he says.

This estimate, derived from a rating system his firm uses to help companies decide appropriate financial compensation for relocation, would also incorporate factors such as crime rates and access to services, he adds.

Other provisions employees could expect for moving to a highly polluted area include better-insulated apartments, air purifiers for home and office, breathing masks, and regular medical check-ups.

"If you look at the cost associated with even those smaller things... you’re probably looking at a minimum cost, on an annual basis, of maybe $5,000 to $10,000 a year," Quane said, with location allowances an additional expense.&nbsp;

Lower calibre employees

In 2014, Panasonic confirmed that it offered a "pollution premium" for those working for the company in China, while media reports revealed Coca Cola was offering an environmental hardship allowance of around 15 per cent for employees moving there.&nbsp;

China has since taken measures to improve its air quality, but Beijing -- along with other key urban centres in South Asia including New Delhi -- routinely exceeds World Health Organisation safe limits for air pollution.

As a result, these places are seeing a "reduction in calibre" of employees, Quane warns, arguing that firms are forced to opt for people who are less qualified.

Patrick Behar-Courtois, who ran an organisational behaviour consulting firm in Shanghai for more than a decade, agrees. He says "generous financial offers" were not enough to offset the pollution concerns of the highly skilled people he wanted to recruit.

"I basically had to revise my hiring policies and look for people locally, so obviously it means that I got profiles that were less experienced and I had to spend more time training them," he says.

Executives with families are often unwilling to put their children's health at risk however attractive the job offer.&nbsp;

World Health Organisation experts have repeatedly warned the very young are particularly vulnerable to air pollution and could face a lifetime of illness because of it.

Eddy Tiftik built his career in China and held a senior position at one of the world's largest real-estate developers, but felt he had to leave for his family's wellbeing.

His then-five-year-old son was constantly unwell with asthma because of Beijing's very high levels of pollution.

"He literally would spend three weeks out of a month going back and forth from the hospital," Tiftik tells AFP.

Children at risk

India has one of the world's fastest growing economies, making it an appealing career option, but it is also home to seven of the most polluted cities, according to a recent report by Greenpeace and IQ Air Visual.

"All senior executives want to have India experience on their CVs. There is, however, a fear of pollution-related health issues," says Atul Vohra, managing partner of Transearch, a global recruitment firm.&nbsp;

Such concerns are not just an issue for expats, he says, adding that Indians are also turning down work in areas of the country with severe smog.

For many, the rewards are simply not worth the risks.&nbsp;

Behar-Courtois recently left Shanghai, which has seen its air quality deteriorate in the past few years after his wife developed thyroid issues he believes are linked to the smog.&nbsp;

"In the last three to five years, I've seen a lot of people, especially with kids, who basically chose to put an end to their career here and move," he reveals.

He now works as a professor in the southern Chinese city of Zhuhai, where the air is cleaner.

Tiftik says his son's symptoms abruptly stopped after the family moved to Bangkok, which has air quality problems of its own but is fall less severe than Beijing.

He would consider leaving the continent altogether if pollution worsens, he says, even though his Mandarin skills give him an edge in the Asian market.

He adds, "Although my career is very important, my family’s health is more important."
