Such meetings are organised by the Singapore government and have been discreetly held at a separate venue alongside the security summit for several years, they said. The meetings have not been previously reported.

The US&nbsp;was represented by Director of National Intelligence Avril Haines, the head of her country's intelligence community, while China was among the other countries present, despite the tensions between the two superpowers.

Samant Goel, the head of India's overseas intelligence gathering agency, the Research and Analysis Wing, also attended, an Indian source said.

"The meeting is an important fixture on the international shadow agenda," said one person with knowledge of the discussions. "Given the range of countries involved, it is not a festival of tradecraft, but rather a way of promoting a deeper understanding of intentions and bottom lines.

"There is an unspoken code among intelligence services that they can talk when more formal and open diplomacy is harder - it is a very important factor during times of tension, and the Singapore event helps promote that."

All five sources who discussed the meetings declined to be identified because of the sensitivity of the matter.

A spokesperson for the Singapore Ministry of Defence said that while attending the Shangri-La Dialogue, "participants including senior officials from intelligence agencies also take the opportunity to meet their counterparts."

"The Singapore Ministry of Defence may facilitate some of these bilateral or multilateral meetings," the spokesperson said. "Participants have found such meetings held on the sidelines of the (dialogue) beneficial."

The US&nbsp;Embassy in Singapore said it had no information on the meeting. The Chinese and Indian governments did not immediately respond to requests for comment.

The United States, Britain, Canada, Australia and New Zealand operate what is called the Five Eyes network to gather and share a broad range of intelligence, and their intelligence officials meet frequently.

Larger meetings of the intelligence community are rarer, and almost never publicised.

Although few details were available on the specific discussions in Singapore, Russia's war in Ukraine and transnational crime figured in the talks on Friday, the person with knowledge of the discussions added. On Thursday evening, the intelligence chiefs held an informal gathering.

No Russian representative was present, one of the sources said. Ukraine's deputy defence minister, Volodymr V. Havrylov, was at the Shangri-La Dialogue but said he did not attend the intelligence meeting.

Another of the sources said the tone at the meeting was collaborative and cooperative, and not confrontational.

At the main security dialogue, more than 600 delegates from 49 countries held three days of plenary sessions, as well as closed-door bilateral and multilateral meetings at the sprawling Shangri-La Hotel.

Australian Prime Minister Anthony Albanese gave the keynote address while US&nbsp;Secretary of Defense Lloyd Austin, Chinese Defence Minister Li Shangfu and counterparts from Britain,

Japan, Canada, Indonesia and South Korea also spoke.

Haines was among the official US&nbsp;delegates to the Shangri-La Dialogue. At a discussion on cybersecurity in the main meeting, she said in response to a question from a Chinese military officer that cooperation between countries was essential.

"It is absolutely critical, even when there is distrust, and even when you are facing in effect adversaries, that you still try to work through and cooperate on issues of mutual interest and also try to manage the potential for escalation," she said.

US&nbsp;officials said on Friday that CIA Director William Burns visited China last month for talks with Chinese counterparts as the Biden administration seeks to boost communications with Beijing.

The decision taken by China seems to have drawn criticism from US with Defense Secretary Lloyd Austin terming it “unfortunate" saying that the situation could lead to “an incident that could very, very quickly spiral out of control.”

“(Y)ou’ve heard me talk a number of times about the importance of countries, with large, with significant capabilities, being able to talk to each other so you can manage crises and prevent things from spiraling out of control unnecessarily,” Austin told reporters in a news conference alongside Japanese Minster of Defense Yasukazu Hamada.

But since they haven’t yet, I’m concerned about, at some point, having an incident that could very, very quickly spiral out of control,” Austin added.

The two sides had discussions on key issues ranging from global and regional security issues, Russia’s war against Ukraine, and cross-Strait issues. &nbsp;

The meeting was an effort to maintain open lines of communication between the US and China. Biden last met Chinese President Xi Jinping in Bali, Indonesia, in November 2022. Additionally, US trade representative Katherine Tai held a meeting with the Chinese Commerce Minister Wang Wentao a week prior to the Sullivan-Wang Yi meeting.

Denouncing China's "absurd" claims of sovereignty, Taiwan's foreign ministry thanked the United States for its support.

Calling Austin's speech a "confrontation", Lt Gen Zhang Zhenzhong, Vice Chief of the joint staff department of China's Central Military Commission, said, "There were many unfounded accusations against China; we expressed our strong dissatisfaction and firm opposition to these false accusations."

With increasing Chinese military aircraft incursions into the island's air defence identification zone (ADIZ), tensions over Taiwan have escalated between the US and China.

Seeking to avoid misunderstandings, the first in-person talks since the start of President Joe Biden's administration comes as Washington seeks to shift its foreign policy focus back to the region from the Ukraine war.

China is ready to fight the US on trade but the door is still open for talks, the country's defence minister said Sunday.

"China can and should have a cooperative relationship with the rest of the region ... But behaviour that erodes other nations' sovereignty and sows distrust of China's intentions must end," acting US Secretary of Defense Patrick Shanahan told the forum.

"Until it does, we stand against a myopic, narrow, and parochial vision of the future, and we stand for the free and open order that has benefitted us all, including China."

Washington has been pushing back against Beijing's militarisation of the South China Sea, where China has built installations to enforce blanket sovereignty, pitting it against partial claims by Taiwan, Brunei, Malaysia, the Philippines and Vietnam.

Beijing is also regularly angered by US warships transiting through the Taiwan Strait, which it considers part of its territorial waters.

For the first time since 2011, China has sent its defence minister, General Wei Fenghe, to the Singapore gathering. Wei is scheduled to speak on Sunday during which he is expected to respond to Shanahan's remarks.

Shanahan said the United States was investing heavily in the Indo-Pacific region to maintain its military superiority and capability to defend its Asian allies.

"North Korea remains an extraordinary threat and requires continued vigilance," Shanahan said.&nbsp;

"Indo-Pacific is our priority theatre. We are where we belong. We are investing in the region," he added.

"When we talk about preparedness, we mean having the right capabilities in the right places to respond to crises, and to compete with and deter high-end adversaries," the Pentagon chief said.

While the United States does not seek conflict, it knows that having the capability to win wars is the best deterrence.

"We want to ensure no adversary believes it can successfully achieve political objectives through military force," he said.

He said the Pentagon has requested $104 billion globally -- its most ever -- for research and development in the next fiscal year and $125 billion in operational readiness.

"They are among the best Singapore can offer, and I am sure they will be involved (in the summit)," said Tim Huxley, an expert on Singapore's armed forces at the International Institute for Strategic Studies (IISS).

"They remain very much a substantial and frontline force, and the demands of this kind of event are precisely the sort of special operation that the Gurkhas are trained to handle," he said.

A spokesman for the Singapore police declined to comment on the deployment of the Gurkhas or their numbers.

The IISS Military Balance says 1,800 Gurkhas serve in the Singapore police, across six paramilitary companies.

A legacy in part of the British colonial era and more recent pragmatic Singaporean leadership, Singapore's Gurkhas are linked to a British tradition that has recruited and paid for elite regiments of soldiers from Nepal for more than 200 years.

Beaten back by the Gurkhas in the 19th-century Anglo-Nepalese War and admired for their valour and fighting skills, the colonial British then began to recruit them. Now Gurkhas serve in the British, Indian and Nepalese armies, as well as in Brunei and Singapore.

The newswire quoting two officials said the US inteded to carry out closer surveillance of Chinese facilities which included jamming signals and positioning sophisticated radars in the area.

China hit back saying it was within its sovereign right to deploy troops and weapons on islands and reefs in the South China Sea.

Mattis slams China on South China Sea, leaves door open for 'results oriented relationship'

Myanmar is willing to take back all 700,000 Rohingya Muslim refugees who have fled to Bangladesh if they volunteer to return, the country's National Security Adviser Thaung Tun said on Saturday.

He was speaking at the Shangri-La Dialogue, a regional security conference in Singapore, where he was asked if the situation in Myanmar's Rakhine state, where most Rohingya live, could trigger use of the Responsibility to Protect framework of the United Nations.

The so-called R2P framework was adopted at the 2005 U.N. World Summit in which nations agreed to protect their own populations from genocide, war crimes, ethnic cleansing and crimes against humanity and accepted a collective responsibility to encourage and help each other uphold this commitment.

"If you can send back 700,000 on a voluntary basis, we are willing to receive them," Thaung Tun said. "Can this be called ethnic cleansing?

"There is no war going on, so it's not war crimes. Crimes against humanity, that could be a consideration, but we need clear evidence. These serious charges should be proved and they should not be bandied about lightly."

Since August 2017, about 700,000 Rohingya Muslims have fled a military crackdown in mainly Buddhist Myanmar, many reporting killings, rape and arson on a large scale, U.N. and other aid organisations have said.

The United Nations and aid agencies have described the crackdown on the Rohingya as "a textbook example of ethnic cleansing", an accusation Myanmar rejects.

Myanmar and Bangladesh agreed in January to complete the voluntary repatriation of the refugees within two years.

Myanmar signed an agreement with the United Nations on Thursday aimed at eventually allowing the Rohingya sheltering in Bangladesh to return safely and by choice.

It also said it would set up an independent commission to investigate "the violation of human rights and related issues" in Rakhine State following the army operation there in response to attacks by Rohingya insurgents on security posts.

Thaung Tun said that the narrative of what happened in Rakhine was "incomplete and misleading".

"Myanmar does not deny that what is unfolding in northern Rakhine is a humanitarian crisis," he said. "There is no denying that the Muslim community in Rakhine has suffered. The Buddhist Rakhine, Hindu and other ethnic minorities have suffered no less."

He said that while the military had the right to defend the country, if investigations showed they had acted illegally, action would be taken.

Myanmar and Bangladesh agreed in January to complete the voluntary repatriation of the refugees within two years. It also said it would set up an independent commission to investigate "the violation of human rights and related issues" in Rakhine State following the army operation there in response to attacks by Rohingya insurgents on security posts. Thaung Tun said that the narrative of what happened in Rakhine was "incomplete and misleading". "Myanmar does not deny that what is unfolding in northern Rakhine is a humanitarian crisis," he said. "There is no denying that the Muslim community in Rakhine has suffered. The Buddhist Rakhine, Hindu and other ethnic minorities have suffered no less." He said that while the military had the right to defend the country, if investigations showed they had acted illegally, action would be taken.

He acknowledged that trade in the region is growing significantly. He said that our relationship with other states is expanding with exceeding pace. “Global transit routes should remain peaceful and free for all,” he said. South East Asia is our neighbour by land and sea. Modi asserted that India’s role has increased in the ASEAN region. Modi emphasised that in all major grouping of nations of South East Asia, India is present. He described projects in which India is deeply involved in detail and country by country, ranging from Korea to Cambodia.

He also said that internal disturbances are acquiring ethnic fault lines. “It is an interdependent world and nations need to rise above the divisions and work together,” he said.

“I see ASEAN as an inspiration,” he said. He said that ASEAN’s unity is essential for this region to prosper. "India and Singapore have signed several MoUs, including in defence," Loong said. The Singapore prime minister said India is a long-standing friend of the country and he was happy to host the Indian prime minister.

Expanding on Singapore prime minister's statement, PM Modi said relations between the two countries is smooth.

"Economic cooperation will be increased," Modi said, adding," Singapore is an important source of FDI for India."

The Indian prime minister said the two countries were engaged in "digital cooperation" while pitching for stronger India-Singapore ties.

India and Singapore will review the air service soon, the prime minister informed.

"India and Singapore Navy will start joint naval excercise,"&nbsp;the PM said during the joint statement.

The navies of the two countries have already signed an agreement.

The dialogue gets its name from the Shangri-La Hotel in Singapore where it has been held since 2002.

Prime Minister Narendra Modi today handed over the Padma Shri award, one of India's highest civilian awards, to former Singaporean diplomat Tommy Koh here.

Koh was among 10 ASEAN (Association of Southeast Asian Nations) receipts of the prestigious award this year.

"Prof Tommy Koh, former diplomat of Singapore, was handed over the Padma Shri award by Prime Minister Modi in the presence of Singaporean Prime Minister Lee Hsien Loong. The award was announced in January 2018 on the occasion of silver jubilee of India ASEAN partnership and our Republic Day," said Raveesh Kumar, Spokesperson at the Ministry of External Affairs.

Koh, 80, has served as Singapore's ambassador to the US and the UN, and as president of the Third United Nations Conference on the Law of the Sea in 1981 and 1982.

He is currently chairman of the board of governors of the Centre for International Law at the National University of Singapore.

Koh was chief negotiator for the US-Singapore Free Trade Agreement, and was in the team that successfully argued the case for Singapore's claim to Pedra Branca at the International Court of Justice. He is also a key figure in Singapore's semi-official strategic dialogues with Asia's three most powerful nations - China, Japan and India.

Beyond diplomacy, Koh has also been a champion of the arts, the environment and civil society, and an outspoken advocate of civic engagement.

Koh said he is "very honoured and grateful" to receive the award.

The United States' claims that&nbsp;China&nbsp;is militarising the&nbsp;South&nbsp;China&nbsp;Sea&nbsp;are "ridiculous",&nbsp;China&nbsp;said on Thursday, after US&nbsp;Defense Secretary Jim Mattis said Washington would continue to confront Beijing's actions in the disputed waterways.

Mattis said on Tuesday that the United States would push back against what it sees as&nbsp;China's militarisation&nbsp;of islands in the&nbsp;South&nbsp;China&nbsp;Sea, despite drawing condemnation from Beijing for an operation in the region over the weekend.

"The United States military presence in the&nbsp;South&nbsp;China&nbsp;Sea&nbsp;is greater than that of&nbsp;China&nbsp;and other countries that surround the&nbsp;seas combined," Chinese Foreign Ministry spokeswoman Hua Chunying said at a regular briefing.

Hua also questioned whether the US&nbsp;Navy "freedom of navigation" operations were really about preserving the right for ships to sail through the region or an attempt to maintain hegemony.

"This sounds like a case of a thief crying 'stop thief' to cover their misdeeds," she added.

The Global Times, a popular state-backed Chinese tabloid that does not reflect official policy, said in an editorial on Thursday that&nbsp;China&nbsp;must prepare to forcefully respond to any "extreme" interference in the&nbsp;South&nbsp;China&nbsp;Sea&nbsp;by the United States.

"Aside from deploying defensive weapons on the Spratly Islands,&nbsp;China&nbsp;should build a powerful deterrence system, including an aerial base and a roving naval force and base," the paper said.

Reuters first reported that two US&nbsp;Navy warships sailed near&nbsp;South&nbsp;China&nbsp;Sea&nbsp;islands claimed by&nbsp;China&nbsp;on Sunday, prompting anger in Beijing, which claims most of the strategic waters where Chinese, Japanese and some&nbsp;Southeast Asian navies operate.

While the Sunday operation had been planned months in advance, and similar operations have become routine, it comes at a sensitive time and days after the Pentagon withdrew an invitation to China&nbsp;to attend a major US-hosted naval drill.

Pentagon officials have long complained that&nbsp;China&nbsp;has not been candid enough about its rapid military build-up and&nbsp;using&nbsp;South&nbsp;China&nbsp;Sea&nbsp;islands to gather intelligence.

Recent satellite photographs showed&nbsp;China&nbsp;appeared to have deployed truck-mounted surface-to-air missiles or anti-ship cruise missiles at Woody Island.

Earlier this month,&nbsp;China's air force landed bombers on disputed islands and reefs in the&nbsp;SouthChina&nbsp;Sea&nbsp;as part of a training exercise in the region.
