Kayishema has been on the run since 2001 when the International Criminal Tribunal for Rwanda (ICTR) indicted him for genocide in Nyange Catholic Church in Kibuye Prefecture.

"His arrest ensures that he will finally face justice for his alleged crimes," said Serge Brammertz, prosecutor at the International Residual Mechanism for Criminal Tribunals (IRMCT), which has replaced the ICTR since it wound up in 2008. Brammertz was quoted by Reuters.

At the time of his arrest, Kayishema was living under the false name Donatien Nibashumba, at a grape farm in Paarl, in Western Cape province. The arrest was made on Wednesday (May 25) by an elite South African police unit known as the Hawks.

"The fugitive will remain in custody to appear in the Cape Town Magistrate Court for his first appearance on Friday ... pending his extradition to Rwanda," the unit said in a statement.

In her first comment on the arrest, Rwandan government spokesperson Yolande Makolo tweeted: "Finally."

<h2>Rwandan Genocide</h2>

About 800,000 ethnic Tutsis and Hutu moderates were killed during the Rwanda genocide which was orchestrated by the extremist Hutu regime. The genocide was meticulously executed by local officials and ordinary citizens in a country which has a rigidly hierarchical society.

"Seeing these people arrested brings healing to the survivors," said Naphtal Ahishakiye, executive secretary of Ibuka, an umbrella group representing survivors.

US State Department has Kayishema on its wanted list under the Rewards for Justice programme. A reward of USD 5 million was on offer for his arrest.

<h2>Investigation across several countries&nbsp;</h2>

Brammertz said that the investigation which resulted in his arrest spanned multiple countries in Africa and even beyond.

In May 2020, another mastermind of the genocide, Felicien Kabuga, was arrested in France after 26 years on the run.

Kayishema's arrest means there are now only three fugitives indicted by the international tribunal whose whereabouts remain unknown, though Makolo said Rwanda considers that a greater number of suspects are yet to be caught.

"Nearly 30 years later, we have a long list of Rwandan genocide fugitives still at large in several countries around the world," she told Reuters.

"We will continue to work with partner states and institutions to ensure that they are held to account."

Flash floods triggered by heavy rains have devastated the Congo’s South Kivu province and even caused a river to overflow on Thursday which has since led to significant damage and loss of life in the villages of Bushushu and Nyamukubi, said the provincial government, in a statement.&nbsp;

South Kivu Governor Théo Ngwabidje Kasi put the death toll at 176 and said that other people were still missing, while a local civil society member, Kasole Martin, said 227 bodies had been found. “People are sleeping out in the open, schools and hospitals have been swept away,” said Martin, as quoted by Reuters.&nbsp;

Reportedly, as the weather had somewhat cleared on Friday, flattened houses and corrugated iron roofs jutting out from beneath thick layers of mud were seen, while haggard-looking survivors stood outside a wooden shed in which Red Cross workers placed bodies on top of each other.&nbsp;

Meanwhile, Archimede Karhebwa, the assistant administrator of South Kivu’s Kalehe territory, which was also hit by the floods, told AFP that about 100 people had died, adding that several villages in Kalehe, which lies west of Lake Kivu, were submerged when rivers burst their banks after heavy rains.&nbsp;

Speaking to AFP, the official also said how the floods “surprised vendors and their clients in the markets” as they swept away hundreds of houses. The heavy rains, as per officials, began late Thursday afternoon before the “river carried away villagers”.&nbsp;

An elected official from Kalehe territory, Vital Muhini, speaking on local radio said that the floods have caused “devastating human and material damage.” According to Karhebwa, deforestation in the area has contributed to the flooding problem as the rivers have burst their banks and caused disastrous flooding on four previous occasions.&nbsp;

He added, “We are sending out an SOS to people of good will and for urgent humanitarian aid,” as quoted by AFP. However, floods and landslides are not uncommon occurrences in South Kivu.

The recent floods come nearly a decade after heavy rain destroyed more than 700 homes and more than 130 people were reported missing at the time, reported Reuters, citing United Nations. Additionally, just a month after at least 21 people died and several were reported missing in a landslide in North Kivu province.

Mukuralinda said that 5,100 houses were destroyed and an additional &nbsp;2,500 houses were affected. He added landslides and flooding had destroyed 17 roads and 26 bridges, one hospital, two health posts and five health centres.

The spokesperson also said the government sent relief assistance, comprising food, hygienic kits, bedding, and kitchen utensils and these were being transported to Ngororero, Rubavu, Rutsiro, Nyabihu - the most affected districts in Western province.

Earlier on Thursday, Prime Minister &nbsp;Édouard Ngirente paid a visit to the affected areas in western Rwanda and said that search efforts were underway as there were some bodies still buried in the mud which meant the death toll could still rise."These disasters were caused by floods and erosion, which resulted in houses collapsing on people," Prime Minister Ngirente added.&nbsp;

Floodwaters have been rising in Rwanda causing a threat to more lives. The country has been experiencing heavy and sustained rains since late March.

On Wednesday, Rwandan Minister in charge of Emergency Management Marie Solange Kayisire said that relief efforts began immediately, including helping to bury victims of the disaster and providing supplies to those whose homes were destroyed.&nbsp;

East Africa often suffers from flooding and landslides during the rainy season.&nbsp;

Experts say extreme weather events are happening with increased frequency and intensity due to climate change -- and Africa, which contributes the least to global warming, is bearing the brunt.

This comes after a meeting was chaired by the country’s President Paul Kagame where the ministers approved his proposal to amend the constitution, reported AFP. The move will effectively delay the parliamentary ballot which was supposed to take place later this year.&nbsp;

The incumbent president who took office in April 2000 as a former rebel chief had been regarded as a de facto leader since the end of the 1994 genocide, however, he won elections in 2003, 2010 and 2017 with more than 90 per cent of the votes.&nbsp;

The idea for this was first pitched by the new head of the National Electoral Commission, Oda Gasinzigwa, in February. Notably, he is also a senior member of Kagame’s ruling Rwandan Patriotic Front (RPF). Additionally, after his most recent victory, the incumbent president made constitutional amendments that allowed him to serve a third term and could see him rule until 2034.

The parliamentary ballot which was scheduled for September 2023 has now been moved to August next year, the date originally set for the presidential election. The move, however, required parliamentary approval and was approved after the meeting on Friday, which has allowed “the harmonisation of parliamentary and presidential election calendars”, said the PM’s office, as per AFP.&nbsp;

The NEC secretary general Charles Munyaneza also told local media that the change in date will help save money as both elections, “be it the parliamentary elections or the presidential” require at least $6 million. He added, “Yet about eight billion francs ($7 million) would be enough if they were held simultaneously,” reported AFP.&nbsp;

The opposition, Democratic Green Party of Rwanda’s leader Frank Habineza told AFP, “It will be cost effective both for the state and for political parties,” while welcoming the move. He added that the state will also be able to “save taxpayers’ money which could be used to construct more roads, more schools or hospitals.”&nbsp;

The plan to transfer asylum seekers to third countries has been criticised by human rights groups and some politicians. They argue that it would violate international law and put vulnerable people at risk.&nbsp;

However, the UK government maintains that such a policy is necessary to deter illegal immigration and reduce the strain on the country's overstretched asylum system. If not, they can apply to live there on other grounds or ask for asylum in a "safe third nation".

For the programme, the UK would be giving the Rwandan government £140 million over five years. Flights to Rwanda, food, lodging, access to translators, and legal counsel would all be additional expenses. The annual cost of the UK's asylum system is £1.5 billion. Spending on hotel rooms for refugees and asylum seekers is close to £7 million a day.&nbsp;

On the other hand, the High Court decided on January 16 that some of the parties who lost the case had the right to challenge certain portions of its ruling. Last year, former Prime Minister Boris Johnson agreed on a deal to send tens of thousands of migrants more than 4,000 miles away (6,400 km) to Rwanda; a country that has been accused of "a poor human rights record" by the British High Commissioner to Rwanda. The sentiment is shared by multiple European nations, six of which even expressed their concern for the same via an open letter marking Human Rights Day in 2015.

The High Court subsequently ruled it lawful in December, however, opponents are seeking to appeal that verdict. The legal battle is expected to end up in the UK Supreme Court and hence may get delayed for months.

East African regional leaders have renewed their call for an immediate ceasefire by all sides in the conflict in the eastern Democratic Republic of Congo, that pits the country’s military against a rebel group that the government has accused Rwanda of supporting. The leaders meeting in Burundi, was the latest diplomatic effort to try to end the conflict, which has displaced at least 520,000 people since march 2022 in north Kivu.

Tens of thousands of civilians have been forced to flee their homes as a result of the fighting between the rebels and the Congolese army in North Kivu.

DRC recently accused its smaller neighbour Rwanda of supporting the M23 militia that has uprooted tens of thousands of people.&nbsp;

The accusations have been consistently refuted by Kigali, which has led to a deterioration in its relations with its neighbour Kinshasa.&nbsp;At the end of the previous month, the DRC had even dismissed the ambassador of Rwanda and called back its own representative from Kigali.
