"I am pleased to announce that we have had positive results, in our view, in that we have agreed on a ceasefire, among other measures," Lourenco said in remarks at the end of the mini-summit attended by Rwanda's Paul Kagame and Congo's Felix Tshisekedi in the Angolan capital Luanda.

Tshisekedi's office said a "roadmap" had been established towards normalising diplomatic ties, including through ending hostilities involving the M23 militia in eastern DRC.

The announcements came after day-long talks which the Rwandan state broadcaster reported had "concluded with an agreed upon roadmap to deescalate hostilities".

But the Rwanda Broadcasting Agency stressed that it was agreed that the issue of M23 "be dealt with domestically within the framework of the Nairobi process."

A mostly Congolese Tutsi rebel group, the M23 -- or "March 23 Movement" -- first leapt to prominence when it briefly captured the eastern Congolese city of Goma in 2012 before it was driven out in a joint UN-Congolese offensive.

Britain's Deputy Prime Minister Dominic Raab on Wednesday (June 22) said that the country will remain under the jurisdiction of the European Court of Human Rights (ECHR). His comments came days after the top court blocked the government's move to deport some asylum seekers to Rwanda.&nbsp;

Raab told Sky News that "we are staying in the ECHR." However, he added that it was "legitimate to push back" against ECHR rulings. And also noted that the UK parliament should have the last word on the law of the land.&nbsp;

Despite the claims to remain under the jurisdiction of the ECHR, the UK has unveiled plans to override the European court after Rwanda spat.&nbsp;

On Wednesday (June 22), the UK government said that it will introduce legislation allowing it to ignore certain ECHR decisions.

As reported by news agency AFP, Raab will bring the new Bill of Rights to parliament on Wednesday as the government attempts to implement its Rwanda plan.&nbsp;

Last week, the government's plan to fly asylum-seekers to Rwanda was blocked dramatically as there was a last-minute intervention by European judges. They had grounded the first plane minutes before it was due to depart.&nbsp;

However, the British government said that it's still&nbsp;working on its plan of deporting asylum seekers to Rwanda which sparked fury among Conservatives.&nbsp;

Raab said Wednesday that the bill would assert that the Supreme Court in London is the ultimate arbiter on human rights issues. The law would also mean that interim measures from the court under issued under "rule 39" are not binding on UK courts.&nbsp;

"The UK Supreme Court should be supreme in their legal interpretations," Raab told Sky News.&nbsp;

Raab said that the new bill would instead "strengthen our UK tradition of freedom whilst injecting a healthy dose of common sense into the system".&nbsp;

"These reforms will reinforce freedom of speech, enable us to deport more foreign offenders and better protect the public from dangerous criminals," he said.&nbsp;

On Wednesday, Kenyan President Uhuru Kenyatta called for the deployment of a regional EAC force in eastern DRC to restore peace, but Kinshasa said it would not accept Rwanda's participation in the operation.

DRC President Felix Tshisekedi&nbsp;has accused Rwanda of seeking "to occupy our land, rich in gold, coltan and cobalt, for their own exploitation and profit" and urged the international community to condemn Kigali.

Regional commanders of the EAC were expected to&nbsp;meet&nbsp;on Sunday to finalise preparations for the deployment of the joint force.&nbsp;

A primarily Congolese Tutsi militia, the M23 or "March 23 Movement" this week claimed control of the key town of Bunagana, forcing thousands to flee their homes.

The militia leapt to global prominence in 2012 when it captured Goma.

The group took up arms again in late November having accused the Kinshasa government of failing to respect a 2009 agreement that involved incorporating its fighters into the army.

Importantly, the ECHR is not related to the European Union, which Britain left in January 2020.&nbsp;

The European Court of Human Rights granted injunctions to prevent deportations even as British home secretary Priti Patel said she was "disappointed" over the "legal challenge and last-minute claims" as the flight was unable to depart.

"It is very surprising that the European Court of Human Rights has intervened despite repeated earlier success in our domestic courts," the British home secretary said as she asserted that the next flight would be prepared soon.

Foreign secretary Liz Truss had earlier made similar claims on putting the migrants on the plane. The controversy comes as record numbers of migrants entered Britain through the English Channel. However, Rights groups and the UN refugee agency have disagreed with&nbsp;UK government's policy.&nbsp;

Prime Minister Boris Johnson said: "Will it be necessary to change some laws to help us as we go along? It may very well be and all these options are under constant review." British foreign secretary Liz Truss claimed it was a case of "people traffickers trading on human misery."

The UK government would not be "deterred or abashed" by criticism and legal challenges against its Rwanda immigration plan ahead of the first scheduled flight on Tuesday said British Prime Minister Boris Johnson.

The flight to take asylum seekers to Rwanda was due to depart on Tuesday, with the government warning that anyone who avoided it through last-minute legal challenges would be put on a later flight anyway.

Johnson said, “ The objective is to ensure that we make that clear distinction that I think everybody can see is fair and reasonable, between legal immigration to this country by safe and legal routes, that we support and uphold and protect because we all understand the benefits that it brings. And distinguishing that from dangerous and illegal cross Channel migration which we intend to stop."

Britain has struck a 120-million-pound ($148 million) deal with Rwanda to send some migrants, who had arrived illegally by crossing the Channel in small boats from Europe, to live in the landlocked African country.

The government says the deportation strategy is needed to stem the flow of migrants risking their lives in channel crossings and smash the people-smuggling networks.

"What we see now is our policy, the Economic and Migration Partnership with Rwanda, that we have engaged upon, now under a huge amount of attack," Johnson told a meeting of his cabinet ministers on Tuesday.

The plan has horrified political opponents, charities and church leaders who say it is inhumane. The United Nations refugee chief called it "catastrophic," and the entire leadership of the Church of England denounced it as an "immoral policy that shames Britain."

"My message today is that we are not going to in any way deterred or abashed by some of the criticism that has been directed upon this policy - some of it from slightly unexpected quarters - we're going to get on and deliver," Johnson told ministers.

&nbsp;UK Foreign Secretary Liz Truss said, "It's important that we follow through on this policy."&nbsp;

She also spoke about a potential legal fight with the EU over London's plan to override some post-Brexit trade rules.

"I want that negotiated solution, but we do need the EU to be prepared to change the text," Truss said on Tuesday morning.
