European leaders gathered in Paris on Monday (Feb 17) for urgent discussions on their role in a possible ceasefire in Ukraine.
The meeting, called by French President Emmanuel Macron, followed the United States&rsquo; unexpected move last week to exclude Kyiv and its European allies from peace negotiations.
<h2>Scholz: 'No diktat can be imposed on Ukraine'</h2>
After the meeting, German Chancellor Olaf Scholz briefed the media, and stressed that any peace deal must not be forced upon Ukraine.
"We welcome that there are talks about a peace agreement, but for us, it is clear this cannot be a diktat," Scholz said.

He stressed that Europe must continue to support Ukraine and reassure Kyiv of its unwavering backing.
Scholz also underlined that Ukraine must be allowed to defend itself, continue its path toward joining the European Union, and maintain a strong military, saying that these matters are non-negotiable.

Meanwhile, US envoy Keith Kellogg said on Monday that he would not tell Ukraine to accept whatever deal is negotiated by President Donald Trump to end Russia's war, ahead of a visit to Kyiv.

‘No diktat on Ukraine’: Europe pushes back with ‘emergency meet’ as US sidelines Kyiv from talks to end war

High-level talks between US and Russian officials are set to take place in Riyadh on Tuesday (Feb 18), but the United States has dismissed any suggestion that the meeting will involve negotiations on Ukraine.
US State Department spokesperson Tammy Bruce said on Monday (Feb 17) that the discussions should not be seen as part of a formal negotiation process.
"I don't think that people should view this as something that is about details or moving forward in some kind of a negotiation," she said. She added that President Trump had instructed officials to "follow up effectively" on his recent call with Russian President Vladimir Putin.

<h2>Talks aim to reset US-Russia relations</h2>
The meeting, the first high-level engagement between the two countries since Russia&rsquo;s invasion of Ukraine in 2022, is expected to focus on repairing strained diplomatic ties. While both sides have downplayed the likelihood of any breakthrough, the discussions have raised concerns in Kyiv and across Europe.
Ukrainian President Volodymyr Zelensky said that Kyiv was not invited to the talks and voiced frustration over the lack of consultation. "We do not know anything about these discussions and cannot recognise any agreements about us without us," he said.

Meanwhile, European leaders are holding emergency talks in Paris to assess Washington&rsquo;s shift in approach towards Moscow.
<h2>Possible Trump-Putin summit on agenda</h2>
One of the key topics under discussion is the possibility of a summit between Presidents <a href="https://www.wionews.com/tags/donald-trump" rel="dofollow noopener" target="_blank">Trump</a> and Putin. Trump is reportedly eager to push for a swift resolution to the ongoing war in Ukraine, while Moscow sees an opportunity to press Washington on longstanding issues, particularly the US military presence in Europe.

Ahead of the talks, the Kremlin emphasised its desire to move past what it described as "abnormal relations" with Washington. Russia also made it clear that it does not believe European nations should have a role in any negotiations.
<h2>Key officials attending the talks</h2>
The US delegation in Riyadh will include Secretary of State Marco Rubio, National Security Advisor Mike Waltz, and Special Envoy Steve Witkoff. Representing Russia will be Foreign Minister Sergei Lavrov and senior Putin aide Yuri Ushakov.

'Not Ukraine negotiation': US, Russia to hold high-stakes talks in Saudi Arabia, but not about Kyiv peace

Spain has ruled out any immediate discussion on deploying troops to Ukraine as part of a potential future peacekeeping mission, saying that the priority remains achieving peace first.
"It is too early at the moment to talk about deploying troops in Ukraine. There is no peace at the moment, and the effort has to be to achieve it as soon as possible," Spanish Foreign Minister Jos&eacute; Manuel Albares said on Monday (Feb 17) during a joint press conference with his Brazilian counterpart Mauro Vieira.

Albares stressed that any future deployment would require careful consideration.
"When we have peace, we will have to see what conditions that peace requires. And whenever there is talk of any kind of deployment of forces, we have to consider what the mission is, who can make it up, under what flag, with what mandate," he added.

'Too soon': Europe split on Ukraine troop deployment as Trump courts Putin for peace talks

US President Donald Trump said that he believes he could meet "very soon" with Russian President Vladimir Putin to discuss ending the war in Ukraine. Watch this report for more details!

Donald Trump says talks with Putin "Very soon"

As US President Donald Trump seeks an end to the Russia-Ukraine war, Europe seems unprepared to take on its substantial share of the responsibility to protect Ukraine and expand its defence. Trump is starting to tell the leaders of the European Union how to end the conflict in Ukraine. However, his demands are going to test the limits of the EU.

Trump's Ukraine plans mean a $3 tn bill for Europe

French President Emmanuel Macron will convene a summit of European leaders in Paris on Monday (Feb 17) to discuss the continent&rsquo;s security, Foreign Minister Jean-No&euml;l Barrot confirmed.&nbsp;
The meeting comes as concerns grow over the United States' handling of the Ukraine war, particularly after President Donald Trump&rsquo;s direct engagement with Russian leader Vladimir Putin.
Trump&rsquo;s phone call with Putin earlier this week caught Ukraine and its European allies off guard, raising fears that the US may negotiate a settlement without European involvement.

UK Prime Minister Keir Starmer is also set to be present.

At the Munich Security Conference, Polish Foreign Minister Radosław Sikorski welcomed Macron&rsquo;s initiative, saying European leaders needed to discuss the challenges posed by Trump.

<li>US attempts to sideline Europe in peace talks with Russia</li>
<li>Ukraine&rsquo;s potential NATO membership</li>
<li>How Ukraine can receive security guarantees</li>

Tensions escalated further after Trump&rsquo;s special envoy for Ukraine, Keith Kellogg, suggested that European leaders were not essential to the peace talks.
"It may be like chalk on a blackboard, it may grate a little bit, but I&rsquo;m being honest," Kellogg said at the Munich Security Conference. He urged European leaders to focus on increasing defence spending instead of complaining about being left out of discussions.
Kellogg also hinted at a rapid timeline for an agreement, saying he was working on "Trump time" and expected a deal "in weeks and months."

<h2>Zelenskyy warns US against exclusion</h2>
Ukrainian President Volodymyr Zelenskyy used his speech at the Munich conference to call on Europe to take a stronger role in its defence.
"We cannot rule out that America might say no to Europe on issues that threaten it. Many leaders have talked about a European army&mdash;now is the time," Zelenskyy said.

‘We need to respond’: Macron calls 'emergency summit' as Trump snubs Europe, Kyiv in Russia-Ukraine talks

Ukrainian President Volodymyr Zelensky and US Vice President JD Vance met on Friday (Feb 14) on the sidelines of the Munich Security Conference to discuss the ongoing conflict in Ukraine.
Following the meeting, JD Vance stressed that the United States was committed to ensuring "durable peace" in Ukraine.
Speaking after the talks, he said, "We want the war to come to a close, we want the killing to stop, but we want to achieve a durable, lasting peace, not the kind of peace that's going to have Eastern Europe in conflict just a couple years down the road."
"It's important for us to get together and start to have the conversations that are going to be necessary to bring this thing to a close," the vice president said.
"That's all I'm going to say for now, because I want to preserve the optionality here for the negotiators and our respective teams to bring this thing to a responsible close," he said.

"We had a good conversation today. Our first meeting, not last, I'm sure," he said after the discussions in Munich.
During the meeting, Zelensky made it clear that Ukraine was seeking "real security guarantees" before considering any negotiations to end the war with Russia. He thanked the United States for the support and added, "We need to speak more, to work more and to prepare the plan [for] how to stop [Vladimir] Putin and finish the work &hellip; We want peace very much, but we need real security guarantees."
Shortly before the meeting, Zelensky during a town hall with US senators said that he would only be prepared to meet with Putin after Ukraine had agreed on a common plan with US President Donald Trump and European leaders.
"I will meet with Russians - with only one Russian guy, with Putin - only after we will have common plan with Trump, Europe &hellip; and we will sit with Putin and stop the war. Only in this case I&rsquo;m ready to meet," he said.

Ukrainian President Volodymyr Zelensky said on Friday (Feb 14) that his previous discussions with former US President Donald Trump have been "definitely not enough to form a plan" for peace.
Speaking about the United States&rsquo; stance on the ongoing conflict, Zelensky voiced concerns over any potential policy shift towards Russia. "It will be very strange if the policy of the United States will change, will shift to Russia. I think that you United States is in the top, yes, and they can stop any evil.
