'Nowhere to go'

The peace deal saw some 2,000 Russian peacekeepers deployed between the two sides and along the corridor, a 60-kilometre (35-mile) route through Lachin that connects Karabakh's main city Stepanakert to Armenia.

The column of a dozen Azerbaijani military trucks was moving slowly overnight along the corridor in the direction of the Armenian border, with Russian military vehicles at the head and rear.&nbsp;

Davtyan said some 200 people would be allowed to stay to maintain local infrastructure.

"Residents who were not able to leave because they had nowhere to go said they would stay and see what happens on Tuesday," he said.

Nagorno-Karabakh broke from Azerbaijan's control in a war after the 1991 collapse of the Soviet Union that left some 30,000 dead.&nbsp;

The region declared independence but it was never recognised by any country, including Armenia which strongly backs the separatists.&nbsp;

The peace accord signed on November 9 was reached after six weeks of fighting that saw Azerbaijan's army overwhelm separatists forces and threaten to advance on Stepanakert.

In the village of Aghavno along the Lachin corridor, 60-year-old Araksya Gyokchakyan watched residents load furniture and firewood into cars and trucks even as she was set on remaining behind.

"I don't know where to go. I stayed here during the war. It's my home," she told AFP.

Meanwhile, other Armenians have been returning to Karabakh itself.

Russia's defence ministry, which is helping with the returns, said on Monday that more than 25,000 people who fled the fighting had been brought back.

Russia's role grows

Moscow's peacemaker role has overshadowed France and the United States — the three countries that form the Minsk Group, which led talks on the Karabakh conflict for decades but failed to achieve a lasting agreement.&nbsp;

France's position in future negotiations may be further under threat after Azerbaijani lawmakers last week demanded the country be expelled from the Minsk Group.

The move came after the French Senate adopted a non-binding resolution calling on France to recognise Karabakh as an independent state.&nbsp;

Azerbaijan has also called for its staunch ally Turkey to play a role in the peacekeeping mission, but Moscow insists Ankara will not be involved.&nbsp;

Since the announcement of the peace deal — which leaves Karabakh's future political status in limbo — Armenian Prime Minister Nikol Pashinyan has been under fire at home.

Protesters have regularly taken to the streets of the capital Yerevan, branding him a "traitor" for agreeing to the deal and demanding his resignation.

Demonstrators rallied again on Monday, including outside the French embassy in Yerevan, appealing for help in finding soldiers still missing after the fighting.

While Armenia has reported more than 2,300 military casualties, thought to be an underestimate, Azerbaijan has not disclosed any military losses.

More than 100 civilians were reported killed on both sides.

The peacekeepers have deployed between the two sides including along a 60-kilometre (35-mile) stretch connecting Stepanakert with the Armenian border in the south.

Strategic road

The strategic road runs through the Lachin district, the third and last territory near Nagorno-Karabakh that Armenia will cede to Azerbaijan on December 1 under the peace deal.

Two other districts — neighbouring Kalbajar and Aghdam to the northeast — were returned to Azerbaijan earlier this month.&nbsp;

In its northern part, the Lachin corridor diverges towards Shusha, a strategic and historic town overlooking Stepanakert that was captured by Azerbaijan in a pivotal moment of the war.&nbsp;

The small road leading to Shusha is blocked by soldiers from Baku, who are positioned close to the Russians.

AFP journalists passing nearby could hear Azerbaijani songs and music broadcast over loudspeakers from their position.

"They do it from time to time," says one of Moscow's soldiers.&nbsp;

At another checkpoint on a road leading into the town, an Azerbaijani special forces captain tells AFP that the situation inside is calm.&nbsp;

"There are only soldiers in Shusha," says the officer, who will not give his name. "Civilians (Azerbaijanis) come from time to time only to repair infrastructure" damaged in the fighting.

When Armenian separatists gained control of these districts three decades ago, local Azerbaijanis fled the territories and Armenians moved in.&nbsp;

Now, it is the Armenians who are deciding whether to abandon their homes, fearing what will happen when Azerbaijanis return.

'Nowhere to go'

In the town of Lachin, at the heart of the five-kilometre-wide (three-mile-wide) corridor, the manager of a grocery store is wondering what to do.&nbsp;

"We have no information about whether we should leave," says the man who does not wish to give his name, adding that he hopes to keep his store.

In front of his shop, 81-year-old Margarita Khanagyan leans on her cane as she stands next to an armoured vehicle belonging to the Russian peacekeepers.

"I left during the war, then we were told to come back and I came back. Now we have to leave again, but to where?"

Uncertainty also looms over the village of Aghavno, the last residential area before the border with Armenia where several dozen houses were built 10 years ago, just below the road.&nbsp;

Men here are always carrying rifles, prepared to defend themselves at any moment.

"They can't scare us," says village head Andranik Chavushyan, 39. "We will still be living here."

Standing next to him, Narine Rasoyan begins to cry.

Pregnant with her sixth child, Rasoyan lost her husband in the recent fighting.&nbsp;

"I have nowhere to go with my five children, where would I stay?" she says through her tears. "Let them give me a house and I will leave."

Putin 'alarmed' by Russia's spike in virus deaths

Russia's lower house of parliament on Tuesday passed in its first reading a bill that would grant former presidents immunity once they leave office.

The legislation, published on the lower house State Duma website, is among constitutional amendments that were approved this summer in a nationwide vote and will allow President Vladimir&nbsp;Putin&nbsp;to again run for office when his fourth term ends in 2024.

A Justice Department inspector general report issued in December found egregious errors and omissions in the applications to wiretap Page in the months after he left the Trump campaign, based on investigators’ suspicions about his ties to Russia.

Republicans pressed McCabe about who at the FBI was to blame for the problems. They wrongly insisted that no one had been held responsible; the inspector general’s report did assign blame, singling out an FBI agent assigned as “primarily responsible for some of the most significant errors and omissions.”

The FBI director, Christopher Wray, has said line-level employees who played a role in the Page wiretap applications were referred to the bureau’s office of professional responsibility, its disciplinary arm.

The inspector general report also found that the FBI had sufficient reason to open the Russia investigation and that investigators acted without political bias in doing so.

Democrats on the committee made clear they had little patience for Graham’s inquiry, believing it was a waste of time as they accused Attorney General William Barr of politicizing the Justice Department.

“This is a last-ditch, desperate undertaking to deal with President Trump’s grievances about that election,” said Sen. Richard Durbin, D-Ill., accusing the Republican-led committee of holding another “partisan hearing to advance President Trump’s theories.”

Before the hearing started, Trump took aim at McCabe, a frequent target. “Republicans, don’t let Andrew McCabe continue to get away with totally criminal activity,” the president wrote on Twitter. “What he did should never be allowed to happen to our Country again. FIGHT FOR JUSTICE!”

During the hearing, Graham repeatedly accused the FBI of treating Trump unfairly, saying he should have been warned about Russian attempts to interfere in the 2016 election on his behalf.

Graham pointed to a recently declassified document of unverified information that suggested that Russian intelligence had acquired information that Hillary Clinton had approved a plan for her 2016 campaign to “stir up a scandal” against Trump by tying him to the Russian hackers who had broken into Democratic servers.

Though Trump’s allies have promoted the document, other officials rejected its information after evaluating it, including the special counsel, Robert Mueller, and the Republican-led Senate Intelligence Committee.

McCabe said he had never seen the document before and it was not clear to him that the information alluded to criminal conduct.

Sen. Sheldon Whitehouse, D-R.I., a former federal prosecutor, defended the FBI for not investigating the claim, noting that even information related to a possible Clinton campaign strategy did not amount to a crime but rather to typical politics.

Sen. Ted Cruz, R-Texas, also brought up reports that advisers to President-elect Joe Biden were talking to foreign leaders and compared that to the FBI's scrutiny of Flynn in connection with his December 2016 calls with the Russian ambassador during Trump’s transition.

Cruz demanded to know whether Biden and his team were violating the Logan Act, a 1799 statute that says it is a crime for a private citizen to interfere with diplomatic relations between the United States and foreign governments. "This would allow for maintaining stability in the country," she said, adding that "Georgian Dream has failed to receive a democratic mandate to remain in power."

Prime Minister Giorgi Gakharia of Georgian Dream has said the elections marked "another important milestone in Georgia's democratic development" and criticised the opposition for staging mass rallies amid the coronavirus pandemic.

Gakharia, who has tested positive for the virus, has been in self-isolation for a week and announced a nighttime curfew starting Monday.

Belarus scenario?

Some voters raised fears of post-election unrest like in fellow ex-Soviet republic Belarus, where protesters have mounted weeks of demonstrations after strongman Alexander Lukashenko claimed victory in an August election.

"We don't want things to happen like in Belarus, but if it continues like this I don't think there will be any another solution," said Maria Turcanu, a 55-year-old doctor in Chisinau, who said she was ready to protest.

Casting his ballot with his wife Galina, Dodon said the country was tired of upheaval.&nbsp;

"More than ever, Moldova must keep away from chaos," he said.&nbsp;"I have voted for a strong Moldova, for economic development and political stability."

Dodon, 45, came to power after beating Sandu in a 2016 election and is hoping to defeat her again.

Sandu is a 48-year-old centre-right politician who worked for the World Bank and briefly served as prime minister between June and November 2019.

"I voted for a state which works for its citizens, which creates employment opportunities and improves living conditions," she said while casting her vote.

"But for that we must drive out the corruption and incompetence of the presidency."

Six other candidates are contesting the vote.

Russian President Vladimir Putin has expressed hope that Moldovan voters would back Dodon, noting their country's economy -- battered by the coronavirus outbreak -- is firmly linked to Russia.

With Lukashenko facing unprecedented protests in Belarus, Moscow is keen to avoid any further chaos among allies on its western borders, experts said.

“One possible explanation is that they are calling in the real pros — the A Team — who is used to operating in this really sensitive critical infrastructure where you want to keep quiet until you don’t,” said Suzanne Spaulding, the former undersecretary for cybersecurity and critical infrastructure at the Department of Homeland Security.

In 2016, Russian hackers from other groups were unusually noisy in their efforts to penetrate some state election databases. “You could argue they didn’t care about being quiet,” Spaulding said. But now that Russia has been called out and punished for interfering in the election, President Vladimir Putin “may want to keep this quiet until the circumstances are set for their use in information operations,” she added.

American officials described the hackings in an advisory on Thursday as “opportunistic,” rather than a clear attack on election infrastructure, but conceded the group had targeted dozens of state and local systems and stolen data from at least two targets’ servers.

That hardly reassured researchers who have tracked Energetic Bear for years. “This appears to be preparatory, to ensure access when they decide they need it,” said Adam Meyers, the head of threat intelligence at CrowdStrike, a security firm that has monitored the group.

Energetic Bear typically casts a wide net, then zeros in on a few high-value targets. In Germany and the United States, the group has infected websites popular in the energy sector, downloading malware onto the machines of anyone who visited the sites, then searching for employees with access to industrial systems.

In other attacks, it has hijacked the software updates for computers attached to industrial control systems. It has also blasted targets with phishing emails in search of employees, or co-workers, who might have access to critical systems at water, power and nuclear plants.

And it has done so with remarkable success. A disturbing screenshot in a 2018 Department of Homeland Security advisory showed the groups’ hackers with their fingers on the switches of the computers that controlled the industrial systems at a power plant.

The group has thus far stopped short of sabotage, but appears to be preparing for some future attack. The hackings so unnerved officials that starting in 2018, the U.S. Cyber Command, the arm of the Pentagon that conducts offensive cyberattacks, hit back with retaliatory strikes on the Russian grid.

Some called the counterattacks the digital era’s equivalent of mutually assured destruction. But any hope that U.S. officials had that their strikes would deter Russia dissipated when the group started targeting American airports in March.

Officials at San Francisco International Airport discovered Russia’s state hackers had breached the online system that airport employees and travelers used to gain access to the airport’s Wi-Fi. The hackers injected code into two Wi-Fi portals that stole visitors’ user names, cracked their passwords and infected their laptops.

The attack began on March 17 and continued for nearly two weeks until it was shut down. By then, officials at two other airports discovered their Wi-Fi portals had also been compromised. Researchers would not name the other victims, citing nondisclosure agreements, but said they were on the West Coast.

As pervasive as the attacks could have been, researchers believe Russia’s hackers were interested only in one specific person traveling through the airports that day.

“Ostensibly, hundreds of thousands of people could have been compromised,” said Eric Chien, a cybersecurity director at Symantec, who examined the attack. “But only 10 were.”

Chien’s team discovered that the hackers were “fingerprinting” the machines of anyone who logged onto the Wi-Fi network in search of one older version of Microsoft’s Internet Explorer browser. If they found a match, the hackers infected those laptops. If the Wi-Fi visitors used any other browser, the hackers left them alone.

“From what we could see, they were going after a specific individual,” Chien said.

In the government alert on Thursday, officials said that the Russian group was again targeting aviation systems. It did not name the targets but did suggest in some technical language that one could have been the airport in Columbus, Ohio.

In a previous homeland security warning about the group, officials said it “targets low security and small networks to gain access and move laterally to networks of major, high-value asset owners within the energy sector.”

Security researchers warned that the spate of attacks on American state and local systems could mirror the trajectory of those attacks: Russia’s hackers using their foothold in seemingly random victims’ networks to mine for more interesting targets closer to the election on Nov. 3. They could take steps like pulling offline the databases that verify voters’ signatures on mail-in ballots, or given their particular expertise, shutting power to key precincts.

“The most disconcerting piece is that it demonstrates Russia’s intent and ability to target systems near and dear to us, but that shouldn’t surprise us,” said Frank Cilluffo, the director of Auburn University’s McCrary Institute for Cyber and Critical Infrastructure Security.

By deputizing the FSB’s stealthiest infrastructure hackers to target state and local systems, some security experts believe Russia may be hedging its bets.

If, for example, Putin believes President Donald Trump will be reelected and wants to forge a better relationship with the United States, he may want to limit the degree to which Russia is seen as interfering.

Likewise, the experts said, if former Vice President Joe Biden, the Democratic nominee, is elected, Russia may try to use its foothold in the systems to weaken or delegitimize him, or it may hold back so as not to provoke the new administration.

Indian Central Drugs Standard Control Organisation`s Drug Controller General (DCGI) was quoted by Sputnik News in this regard. Dr Reddy's Laboratories has been granted permission to conduct the tests. Date and time of the tests however, will be determined by the company.

Sputnik quoted the organisation as saying that the vaccine will be tested in the second phase of its clinical trials before moving on to phase 3.

According to a government official, Dr Reddy`s Lab has stated that in phase 2 clinical trial--"would include 100 subjects and for phase 3, it would take 1400 subjects.

"Once the pharma company would submit the safety and immunogenicity data of phase 2, it would be analysed by the expert panel and then they can proceed for the phase 3 trial," the official added.

On October 13, ANI had reported that Dr Reddy`s Laboratories re-applied fresh protocol to DCGI in order to seek its approval for conducting phase 2 and 3 clinical trials of the Russian COVID-19 vaccine.It may be noted that on October 5, the Subject Expert Committee (SEC) had done a thorough evaluation of the previous application submitted by Dr Reddy`s lab.&nbsp;

Thereafter, the SEC had directed the pharma company to apply with a revised protocol along with more information. The Indian drugmaker has joined hands with the Russian Direct Investment Fund (RDIF) to conduct clinical trials of the Sputnik V vaccine as well as its distribution. As per the RDIF, it will supply 100 million doses of its potential COVID-19 vaccine to India drug company Dr Reddy`s Lab.

Last month, Kirill Dmitriev, CEO, RDIF informed that Russia is in close dialogue with the Indian government and drug manufacturers of India regarding localisation of production of its Sputnik V vaccine in India.

Russia's Sputnik V vaccine against COVID-19 will be tested on 100 Indian volunteers

Foreign ministers of Armenia and Azerbaijan met Russia's top diplomat Sergei Lavrov in Moscow on Wednesday. The efforts for a fresh truce were on. World powers are seeking to halt Armenia-Azerbaijan conflict over Nagorno-Karabakh.

Azerbaijani Foreign Minister Jeyhun Bayramov arrived in Moscow for "consultations with the Russian side," the ministry said in a statement.

His Armenian counterpart Zohrab Mnatsakanyan was set to meet with Lavrov in Moscow "to discuss the situation in Karabakh and the implementation of a ceasefire agreement," ministry spokeswoman Anna Nagdalyan said.

It was not immediately clear if the two diplomats would meet Lavrov jointly or separately.

World powers including Russia and the United States have expressed dismay that there has been no let-up in more than three weeks of fighting over the Nagorno-Karabakh region.

A truce was agreed in Moscow earlier this month after 11 hours of talks, but the accord had next to no impact on the ground.

A second ceasefire agreed Saturday fell apart almost immediately.

Yerevan says 772 Armenian soldiers and 36 civilians have been killed in the flare-up of fighting.

Baku has reported 63 civilian casualties but has yet to disclose military losses.

Azerbaijan and the Armenian separatists who control its Karabakh region have been locked in a bitter impasse over the fate of the mountainous province since a war in the 1990s that left 30,000 people dead.

Their long-simmering conflict erupted again on September 27 in fierce clashes that raised the alarm over the failure of decades-long international mediation.

Along with France and Russia, the United States co-chairs the so-called Minsk Group of international mediators to the Karabakh peace talks since the 1994 ceasefire.

Baku says its forces have captured ground within Karabakh and that it also now controls Azerbaijani territory that had been held by Armenian forces.

Calling the talks ‘meaningless’ Russia accused both the countries of not seeking to establish what happened. Russia said investigations conducted had been biased and politicised.

"Such unfriendly actions by the Netherlands make it meaningless to continue our participation in tripartite talks," the ministry said in a statement, calling the Dutch-led investigations into the downing "biased, superficial and politicised".

"Australia and the Netherlands did not seek to understand what really happened in the summer of 2014, but instead were aiming to get Russia to admit guilt and receive compensation for the victims' relatives," the ministry added.

Dutch Prime Minister Mark Rutte said he was surprised by Russia's unilateral decision to stop negotiations on its liability for the downing of flight MH17, as well as by the timing.

"This is painful for the next of kin," he told Dutch media in Brussels on Thursday.
