Indian Defence Minister Rajnath Singh on Thursday (Jun 26) at the Shanghai Cooperation Organisation Defence Ministers' meeting in China's Qingdao indirectly slammed Pakistan for using "cross-border terrorism as an instrument of policy". Addressing the SCO defence minister's meeting, Singh said that India has zero tolerance for terrorism and urged the other SCO member countries to condemn terrorism. In a blunt message, Singh said that terrorism will no longer go unanswered, and those sheltering terrorists must be held to account. "We have shown that the epicentres of terrorism are no longer safe. We will not hesitate to target them," Singh said. Watch what he said here:

While the Indian Defence Minister did not name countries, his message was pointed — and unmistakable. ""...Some countries use cross-border terrorism as an instrument of policy and provide shelter to terrorists. There should be no place for such double standards. SCO should not hesitate to criticise such nations, " he told counterparts from China, Russia, and Central Asia — including Pakistan's Defence Minister Khawaja Asif, who was also in attendance.
Singh on Globalisation and India's push for multilateralism
Welcoming Belarus to the SCO family, the Indian Defence Minister underlined the broader instability of the current global order. "Globalisation, which once brought us closer together, has been losing momentum. The weakening of multilateral systems has made it harder to address urgent challenges, from maintaining peace and security to rebuilding economies after the pandemic," he said.India, Singh said, continues to believe that "reformed multilateralism" is the way forward. "No country, however large and powerful, can manage alone. In fact, the very idea of the global order, or indeed of multilateralism, is the assumption that nations have to work with each other for their mutual and collective benefit. This is also reflective of our age-old Sanskrit saying 'Sarve Jana Sukhino Bhavantu', which implies peace and prosperity to all."Referring to the Sanskrit saying 'Sarve Jana Sukhino Bhavantu', which means peace and prosperity to all, he said, "No country, however large and powerful, can manage alone. In fact, the very idea of the global order, or indeed of multilateralism, is the assumption that nations have to work with each other for their mutual and collective benefit."India is expected to push for a stronger, joint approach to counterterrorism during the two-day summit, which runs from June 25 to 26. The Ministry of Defence said Singh will reiterate India's commitment to the SCO's founding principles and mandates. On the sidelines of the summit, Singh is slated to hold bilateral meetings with counterparts from Russia, China, and other participating nations.

"It was heartening to note the significant milestones achieved in our bilateral defence relations since our last meeting. I hoped that in the coming years we would work with renewed momentum, effectively contributing to the growth of bilateral defence relations... Largely due to your commitment and leadership in strengthening India-Australia defence and security cooperation, in the past three years, bilateral defence cooperation has emerged as an important pillar of our comprehensive strategic partnership. I looked forward to a productive discussion today and hoped it would lay a firm ground for further cementing the India and Australia defence ties. This meeting was happening at a time when India was facing extreme challenges at our western border. We had taken steps in response to the barbaric incident in Kashmir. We thanked Australia for its support on this issue. We would be talking more about this later in the meeting," said Rajnath Singh.Marles, in response, expressed solidarity and showed Australia's commitment to working closely with India in fighting terrorism. "The opportunity to work closely with you again over the next three years was really exciting. I had deeply appreciated our relationship over the last three years and the progress that we had made. I wanted to pass on our Prime Minister's condolences to India for all the lives lost in the Pahalgam terrorist attack. Our thoughts and our prayers were with the families of those who were killed in the appalling terrorist attack. We wanted to make clear that Australia stood with India and all countries in combating terrorism. We acknowledged and welcomed the stoppage in military activity. We saw this as an act of Indian leadership. But we would continue to work with India as we combat terrorism in all its forms," said Marles.Notably, Richard Marles' visit builds upon previous agreements, such as the 2022 Economic Cooperation and Trade Agreement (ECTA), with ongoing negotiations for a Comprehensive Economic Cooperation Agreement (CECA).Richard Marles is on a four-nation trip to Maldives, Sri Lanka, India and Indonesia, reflecting Australia's commitment to building stronger regional partnerships in the Indo-Pacific.

At the Confederation of Indian Industry (CII) Annual Business Summit 2025, Defence Minister Rajnath Singh took the stage to unveil significant strides in India’s defence sector, with particular emphasis on the country’s growing self-reliance under the ‘Make in India’ initiative. The highlight of the minister’s speech was the government’s approval for the Advanced Medium Combat Aircraft (AMCA) project, a critical step in advancing India’s capabilities in the fifth-generation fighter aircraft domain.Singh hailed the AMCA as a “milestone”, stressing that it places India among the select few nations with the technological edge to develop fifth-gen fighter jets. The project, which will see the creation of five prototypes, is set to undergo series production, with the government-run Hindustan Aeronautics Limited (HAL) joining forces with private sector companies in a collaborative effort. The inclusion of the private sector for the first time in such a large-scale defence project highlights a new phase in India’s defence manufacturing ecosystem. Singh made it clear that both public and private firms would compete to bring this advanced fighter to fruition, with HAL no longer being the default producer. The AMCA, expected to roll out its first prototype by 2028-29, will be powered by the indigenous General Electric F-414 engine. It will feature advanced technologies like an internal weapons bay and diverterless supersonic intake, developed indigenously, marking a new era of technological autonomy for India. With China and Pakistan already deploying fifth-gen aircraft, the AMCA project is critical for India to maintain its technological edge and ensure security along its borders. India’s rising economic might Beyond defence, Singh also highlighted India’s economic achievements, noting that the country had ascended to become the world’s fourth-largest economy under Prime Minister Narendra Modi’s leadership. Singh pointed to India’s growing economic might, with the prospect of becoming the third-largest global economy soon, as a sign of India’s increasing influence on the world stage. At the same time, India’s defence sector has witnessed a remarkable transformation. Singh reported that the country’s defence production has more than tripled over the past decade, rising from ₹43,000 crore ($5.03 billion) to ₹1,46,000 crore ($17.08 billion), with a significant contribution from the private sector. Defence exports have surged, crossing ₹24,000 crore ($2.8 billion), with Indian-made weapons and systems now reaching 100 countries.“The involvement of over 16,000 MSMEs in the defence sector is strengthening our self-reliance and providing employment to millions,” Singh stated, highlighting how India’s burgeoning defence manufacturing sector is both an economic and strategic asset. Additionally, India’s rising capabilities in artificial intelligence, cyber defence, and space-based security were acknowledged as critical areas in the modernisation of India’s armed forces.Singh’s comments underscored the evolving strategic and economic landscape of India, wherein the dual pillars of military self-sufficiency and economic strength are becoming increasingly intertwined. As the country continues its growth trajectory, both on the economic front and in its security capabilities, Singh emphasised that India must ensure its defence industry aligns with national interests, positioning itself as a hub for advanced technologies in the years to come.Reaffirming India’s sovereignty over PoK, Singh also said, “We believe that people living in PoK will, sooner or later, voluntarily reunite with India.”“Prime Minister Narendra Modi-led government is committed to its resolve of Ek Bharat Shreshtha Bharat. Most of the people in PoK have a deep connection with India. There are only a few who have been misled,” he said.In closing, Singh reiterated that India’s increasing power would serve as a beacon of security and prosperity, both for the nation and the broader global community.

The entity/bidder should be an Indian company compliant with the laws and regulations of the country,” the ministry statement said. The development comes after Operation Sindoor and the government’s resolve for bolstering India’s air power further, as China continues to arm Pakistan and now accounts for over 80% of Islamabad’s arms imports. CCS granted in-principle approval to AMCA programme last year Last year, the Cabinet Committee on Security, chaired by Prime Minister Narendra Modi, granted in-principle approval to the AMCA programme. The estimated development cost of the AMCA project stands at approximately Rs 15,000 crore. The IAF has long advocated for the AMCA programme, given its long-term strategic requirements and the absence of a fifth-generation fighter jet in its current fleet. India’s confidence in the AMCA initiative received a major boost following the successful development of the LCA Tejas. Developed by state-run Hindustan Aeronautics Limited (HAL), the Tejas has proven to be a capable platform for air combat and offensive missions, with secondary roles in reconnaissance and anti-ship operations. The IAF is also in the process of acquiring 114 Multi-Role Fighter Aircraft (MRFA) for around USD 18 billion to enhance its operational readiness. The MRFA deal is considered one of the largest military procurement programmes globally in recent years.

Fifth-generation fighter jets are known for their stealth, superior situational awareness, advanced sensors, and integrated battle network capabilities. They can cruise at supersonic speeds without engaging afterburners and avoid enemy radar detection.

The overall aim of the nine-point reforms planned by the defence ministry would be to ensure deeper collaboration among key stakeholders, break silos, eliminate inefficiencies, and optimise utilisation of resources.
The reforms would lay the foundation for “unprecedented” advancements in defence preparedness and ensure India’s security and sovereignty amidst challenges of 21st century, Defence Minister Rajnath Singh said.
The defence ministry’s aim on theatre commands assumes significance as it virtually indicated a resolve to unveil the ambitious reform measure in 2025.
Under the theaterisation model, the government seeks to integrate the capabilities of the Army, the Air Force, and the Navy and optimally utilise their resources for wars and operations.
As per the theaterisation plan, each of the theatre commands will have units of the Army, the Navy, and the Air Force, and all of them will work as a single entity looking after security challenges in a specified geographical territory.

At present, the Army, Navy, and Air Force have separate commands.
The decision on observing 2025 as the 'year of reforms' and the broad objectives under it were finalised at a high-level meeting chaired by Singh. It was attended by all the secretaries of the defence ministry.
One of the nine points listed by the ministry following the deliberations was to take initiative to instil a “sense of pride” in Indian culture and ideas, fostering confidence in achieving global standards through indigenous capabilities, while imbibing best practices from modern militaries that suit the nation’s conditions.
“(The) ‘year of reforms’ will be a momentous step in the modernisation journey of the armed forces,” Singh said.
The defence ministry said the focus in 2025 will also be on new domains such as cyber and space and emerging technologies like artificial intelligence, machine learning, hypersonics, and robotics.
In order to give impetus to the ongoing and future reforms, it was unanimously decided to observe 2025 as the ‘year of reforms’, it said in a statement.
The reforms would aim at transforming the armed forces into a technologically advanced combat-ready force capable of multi-domain integrated operations, the ministry added.
The defence minister-led meeting held that the reforms should aim to further bolster jointness and integration initiatives and facilitate the establishment of the integrated theatre commands, it said.
During the deliberations, it was decided that the reforms should focus on new domains such as cyber and space and emerging technologies like artificial intelligence, machine learning, hypersonics, and robotics.
It was agreed that associated tactics, techniques, and procedures required to win future wars should also be developed.
The meeting also called for developing a shared understanding of operational requirements and joint operational capabilities through inter-service cooperation and training.
It also emphasised on the need to make acquisition procedures simpler and time-sensitive to facilitate swifter and robust capability development.
The aim of the defence reforms also includes rolling out steps to facilitate technology transfer and knowledge sharing between the defence sector and civil industries and promoting public-private partnerships by improving ease of doing business.
The meeting also underlined the need for focusing on collaboration across various stakeholders in the defence ecosystem and breaking silos.
It said the ministry should work towards positioning India as a credible exporter of defence products, fostering R&D and partnerships between Indian industries and foreign original equipment manufacturers.
The meeting also pitched for ensuring the welfare of the veterans while leveraging their expertise. Efforts will be made towards optimisation of welfare measures for veterans, the ministry said.
