<p>Exit polls on elections in five Indian states were out on Thursday (Nov 30). Most predicted that the Indian National Congress would have an edge in Chhattisgarh and Telangana while saying that the Bharatiya Janata Party (BJP) would have an advantage in Madhya Pradesh and Rajasthan.</p>

<p>About Mizoram, the exit polls said that the Zoram People's Movement (ZPM) was in a close contest with the Mizo National Front (MNF) and the Congress and BJP were lagging behind.</p>

<p>In Madhya Pradesh, BJP is currently in power in the 230-member legislative assembly. The Congress is in power in the Rajasthan assembly (200 seats) and in Chhattisgarh (90 seats). In Telangana, Bharat Rashtra Samithi (BRS) has been in power for 10 years. The MNF rules Mizoram.</p>

<p>Voting in the five states took place between November 7- November 30. The counting of votes is scheduled to take place on December 3.</p>

<p>Jan Ki Baat exit poll has predicted that BJP will bag between 100&nbsp;and 123 seats while the Congress is likely to register a victory on 102 to 125 seats.</p>

<p>ABP News-C Voter predicted that BJP would get 36-48 seats while the Congress would get 41-53. According to the forecast by India Today-Axis My India, BJP will get 36-46 seats and Congress will get 40-50 seats.</p>

<p>Local residents are expressing their collective outrage and demanding justice for the victim. The authorities are also facing mounting pressure to ensure a thorough investigation and appropriate legal measures against the accused officer.</p>

<p>In an effort to reduce the burden of courses on the students, the coaching institutes have been asked to create a committee of subject experts. They have also been asked to regularly hold motivational sessions online by experts and upload the same on social media.</p>

<p>According to the officials, in the meeting, the decision was taken that the coaching institutes will hold 'half-day study, half-day fun' every Wednesday and will not conduct any routine tests for the next two consecutive days.</p>

<p>The other officials who attended the meeting included Kota Collector O P Bunkar, SP Sharad Chaudhary, Additional Collector (Administration) Rajkumar Singh, and Additional SP Bhagwat Singh Hingad.</p>

<p>"It is an alarming situation as so many students are committing suicides," Kota district collector Bunkar said&nbsp;after the meeting on Monday afternoon.</p>

<p>Kota City SP Choudhary proposed to set up an exclusive police station for students.</p>

<p>"As an expansion of students' police helpdesk already functional, I gave the idea of setting up a police station for students in Kota to address their concerns," Sharad Chaudhary told reporters.</p>

'Half-day study, half-day fun' among crucial measures to curb suicide cases in Rajasthan's Kota

<p>The burnt remains of a 14-year-old girl were recovered from a brick kiln in the Bhilwara district of north Indian state of Rajasthan, said police.</p>

<p>The locals in the area alleged that the girl was raped before being thrown into the kiln furnace.</p>

<p>The incident was reported to the police by the family members after the minor girl went missing for several hours.</p>

<p>As per news agency PTI reports, the family, while looking for the girl who went missing on Wednesday morning, found her footwear near a brick kiln later at night. They spotted her bangle&nbsp;and a few bones when they checked inside, said the police.</p>

<p>The locals captured some people of the Kalbelia nomadic tribe, who were suspected to be involved in the crime and handed them over to the police, they said.</p>

<p>"We received a complaint regarding a minor girl who had gone missing in Narshinghpura village, Shahpura panchayat area. Villagers said that a bangle belonging to a minor girl was seen near a burning furnace in the village. It is suspected that the girl was murdered and burnt to death. Police officials&nbsp;and dog squad are on the spot for investigation. Four&nbsp;people detained for questioning," said SHO Kotri police station, Bhilwara.</p>

<p>The victim's brother said that the girl went to graze the cattle in the morning but did not return home.</p>

<p>“We started looking for her in the afternoon when the cattle returned but my sister didn’t,” the Hindustan Times quoted the brother as saying.</p>

<p>He further said that at around 10 pm when the family started searching in&nbsp;the area they spotted human bones in one of the kilns.</p>

<p>Bhilawar police superintendent (SP) Adarsh Sindhu said that a DNA test will be conducted on the bone samples found at the furnace.</p>

<p>“Police have also recovered the girl’s bracelets and shoes. A forensic team has been involved in the probe&nbsp;considering the seriousness of the matter. A DNA test will also be conducted of the bone samples found at the furnace for further investigation,” said Bhilawar police superintendent (SP) Adarsh Sindhu.</p>

<p>Meanwhile, BJP leader Kalulal Gurjar reached the spot and met the family members of the deceased.</p>

The locals captured some people of the Kalbelia nomadic tribe, who were suspected to be involved in the crime and handed them over to the police, they said. "We received a complaint regarding a minor girl who had gone missing in Narshinghpura village, Shahpura panchayat area. Villagers said that a bangle belonging to a minor girl was seen near a burning furnace in the village. It is suspected that the girl was murdered and burnt to death. Bhilawar police superintendent (SP) Adarsh Sindhu said that a DNA test will be conducted on the bone samples found at the furnace. “Police have also recovered the girl’s bracelets and shoes. A forensic team has been involved in the probe considering the seriousness of the matter. A DNA test will also be conducted of the bone samples found at the furnace for further investigation,” said Bhilawar police superintendent (SP) Adarsh Sindhu. <p>The 1,316-kilometre highway worth Rs. 20,000 crore&nbsp;will pass through the Indian states of Punjab, Haryana, Rajasthan, and Gujarat. “Bikaner, Rajasthan will get the privilege of inauguration and foundation stone laying of many projects today. These include the Amritsar-Jamnagar Greenfield Expressway,” said PM Modi&nbsp;on Twitter ahead of his visit.</p>

<p>He added, “With this, where the lives of lakhs of people of the four states will be easier, the development will also get a new boost.”</p>

<p>“I am happy that the road infrastructure that’s being built in Rajasthan will contribute towards the progress and development of the state,” said Union Roads and Transport Minister, Nitin Gadkari, on Saturday.&nbsp;<br />

The investigation is underway,"&nbsp;a local police officer&nbsp;Debasish Bharadwaj reportedly said.&nbsp;&nbsp;</p>

<p>Kota is estimated to house around 225,000 students who are diligently preparing for medical and engineering entrance exams. The demanding nature of their studies, coupled with the distance from their families, often leads to elevated stress levels. <h2><strong>Government interventions</strong></h2>

<p>The surge in suicides has compelled the state government to consider implementing a law to regulate private educational institutes. The aim is to alleviate the academic burden on students, especially those enrolled in coaching centers.</p>

<p>In 2017, following the deaths of 17 students in 2016, the Kota administration implemented mandatory measures such as appointing counsellors, introducing weekly offs and recreation days, and reshuffling test schedules.</p>

<p>Additionally, in the same year, a four-member team from the Tata Institute of Social Sciences was appointed to study the causes of extreme stress and depression among students, leading to suicides. Shockingly, since 2011, over 121 students have died by suicide in Kota.</p>

India: Two NEET aspirants die by suicide in Rajasthan's coaching hub Kota on same day

<p>A 24-year-old man was arrested from India’s western Rajasthan state for allegedly killing an elderly woman and then consuming her flesh.</p>

<p>It is said that the man—Surendra Thakur, a resident of Mumbai city in Maharashtra—was suffering from “hydrophobia” — a fear of water caused by late-stage rabies infection—causing him to act irrationally. The doctors said that he was bitten by a ‘rabid’ dog&nbsp;in the past and did not get the treatment on time.</p>

<p>Police, quoting eyewitnesses, said that the incident took place in Saradhana village under Pali district on Friday.</p>

<p>The deceased, Shanti Devi (65), had gone to graze her cattle when the accused suddenly ambushed&nbsp;her and stoned her to death.</p>

<p>“The accused is behaving like a mentally sick patient and in an aggressive manner. We have admitted him to the hospital where his medical examination is going on. Even in the hospital, he created a ruckus, after which he was tied up on a bed by the nursing staff,” Jaitaran Deputy Superintendent of Police Sukhram Bishnoi told PTI news agency.</p>

<p>According to police, Thakur had a bus ticket with him, which later confirmed his place of residence to be Mumbai city. It is not known why he came to&nbsp;Saradhana village.&nbsp;</p>

<p>The victim’s son, Biren Kathat, lodged a police complaint accusing the 24-year-old of killing his mother and eating her flesh.</p>

<h2><strong>Accused charged with cannibalism</strong></h2>

<p>Thakur has been booked under Indian Penal Code section 302 (murder) and also charged with cannibalism.</p>

<p>“I was returning after grazing goats when I saw the man who was eating the flesh of the deceased woman. I got scared and ran from the spot,” Kathat was quoted as saying, adding that he also saw the blood-stained face of the accused.</p>

<p>The locals initially got scared after seeing Thakur's blood-stained face, but chased him when he&nbsp;tried to escape. Eventually, the residents were able to catch him and handed him over to the police.</p>

<p>“A patient who is suffering from hydrophobia has been admitted to Bangar Hospital. It is possible that a rabid dog might have bitten him in the past. He might not have got vaccinated and because of this, he developed rabies and hydrophobia,” Dr Praveen said.</p>

<p>The police handed over the body of the woman to the family members after the autopsy.&nbsp;</p>

24-year-old man kills elderly woman in India’s Rajasthan, then eats her flesh

<p>The Indian government on Wednesday told the Supreme Court that replies were sent by seven states on the issue of same-sex marriage issue. The idea was opposed by Congress-led Rajasthan and states like Andhra Pradesh, Assam, Uttar Pradesh, Maharashtra, Manipur&nbsp;and Sikkim demanded more time to examine the issue.&nbsp;</p>

<p>"We have received seven responses from state governments. Rajasthan has taken a position that they have examined and opposed it, while the rest say that this needs an expansive debate," said Solicitor General Tushar Mehta to the court.</p>

<p>Various religions and underlined Acts, which fall under the Constitution, were quoted by the opposing states to support their stand against same-sex marriage.</p>

<p>The Rajasthan government, opposing same-sex marriage's legalisation, said that people's sentiments were against homosexual marriages.</p>

<p>The provisions regarding marriage in Muslim Law, &nbsp;Special Marriage Act and Hindu Marriage Act were quoted by the government to justify its stand.</p>

<p>“Section 5 of the Hindu Marriage Act (HMA) states the essential conditions of marriage. These provisions make it clear that any matrimonial ceremony between a bride and a groom shall be valid only if the age of the groom is not less than 21 years and the age of the bride is not less than 18 years,” the state government said.&nbsp;</p>

<p>“In the Act, marriage between two persons of the opposite sex is considered valid, and the minimum age of separation has been fixed for them. Thus, marriage is a sacrament in Hinduism,” it further added.</p>

<p>“Son born from heterosexual marriages liberates 21 generations from sin - 10 from past generations and 10 from future generations - including self. Therefore, matrimonial belief in Hinduism is connected to the birth of a son. Marriage in Muslim law is considered a contract between man and woman," the government argued.</p>

<p>“Nikah (marriage) in Muslim law has three components 1. A willing couple 2. Witness, and 3. Mehr. The concepts of "mehr" and "iddat" also resolve that even in Muslim law, marriages are valid only between two persons of the opposite sex, where mehr is seen as a gift from the groom to the bride as a token of respect,” it said in its reply.&nbsp;</p>

"We have received seven responses from state governments. Rajasthan has taken a position that they have examined and opposed it, while the rest say that this needs an expansive debate," said Solicitor General Tushar Mehta to the court. These provisions make it clear that any matrimonial ceremony between a bride and a groom shall be valid only if the age of the groom is not less than 21 years and the age of the bride is not less than 18 years,” the state government said. “In the Act, marriage between two persons of the opposite sex is considered valid, and the minimum age of separation has been fixed for them. Thus, marriage is a sacrament in Hinduism,” it further added. “Son born from heterosexual marriages liberates 21 generations from sin - 10 from past generations and 10 from future generations - including self. Therefore, matrimonial belief in Hinduism is connected to the birth of a son. Marriage in Muslim law is considered a contract between man and woman," the government argued. “Nikah (marriage) in Muslim law has three components 1. A willing couple 2. Witness, and 3. Mehr. The concepts of "mehr" and "iddat" also resolve that even in Muslim law, marriages are valid only between two persons of the opposite sex, where mehr is seen as a gift from the groom to the bride as a token of respect,” it said in its reply.
