Chief of Air Staff Air Chief Marshal RKS Bhadauria on Monday did not rule out procurement of more Rafale jets, and said the induction of the French-made multi-role aircraft has given the Indian Air Force an operational edge to strike "deep and hard".

The Chief of Air Staff also said the government is concentrating on procurement of 83 Light Combat Aircraft (LCA) Tejas (Mark 1A), 114 multi-role fighter aircraft (MRFA) and having upgraded versions of the LCA besides focusing on indigenous development of the ambitious advanced medium combat aircraft.

Asked whether the IAF was keen on having at least two more squadrons of Rafale jets, Bhadauria said it is a complex subject and that "various options" are being deliberated upon based on the future requirement of the force.

"The entire subject is under discussion and debate," the Chief of Air Staff said at a press conference.

On induction of the first fleet of Rafale, he said,"the integration of Rafales brings in a platform armed with weapons, sensors and technologies that is way ahead and gives us an operational and technological edge in this area.

"Combined with upgraded op capabilities of our current fighter fleet, it gives us the ability to shoot first and strike deep and hard, even in contested airspace."

The first batch of five Rafale jets arrived in India on July 29, nearly four years after India signed an inter-governmental agreement with France to procure 36 of the aircraft at a cost of Rs 59,000 crore.

There has been a view among some officials in the military establishment that the IAF should at least have four squadrons of Rafale jets considering its operational aspects. There are 18 aircraft in a squadron.

They think it will be the "cheapest option" as the cost of research and development for all India-specific enhancements have already been covered in the previous deal.

The Chief of Air Staff also cited budget constraints as one of the factors in taking any decision (regarding procurement).

In April last year, the IAF issued an RFI (request for information) or initial tender to acquire 114 jets at a cost of around USD 18 billion, which is billed as one of the world's biggest military procurements in recent years.

The top contenders for the deal include Lockheed's F-21, Boeing's F/A-18, Dassault Aviation's Rafale, the Eurofighter Typhoon, Russian aircraft MiG 35 and Saab's Gripen.

"Whether we go in for more Rafale or MRFA, it will be an open competition... The current status is that we have received all the RFIs (for the MRFA programme). All these issues are on the table now in terms of taking a final call....There are various issues that need to be considered," he said.

It is learnt that a preliminary discussion on a possible procurement of another batch of 36 Rafale jets by India from France figured during the talks between the two sides in the past one year, as the French officials are making efforts to push for a government-to-government deal.

Ten Rafale jets were delivered to India so far and five of them stayed back in France for imparting training to IAF pilots.

A second batch of four to five Rafale jets are likely to arrive in India by November.

According to officials, Rafale jet would also take part in the Air Force Day parade on 8 October.

Bhadauria said the IAF would get 3-4 Rafales after every 2-3 months till supply of the entire fleet of 36 is completed.

"The Rafale is comparable to other third-plus generation fighter jets used by other countries, but it will find it very difficult to confront a stealth-capable fourth generation fighter jet," he further said.

The fleet of five jets comprises three single-seater and two twin-seater aircraft.

Authorities have imposed prohibitory orders near the Ambala Air Force Station, banning shooting of videos and photography.

The Ambala district administration has also prohibited people from flying private drones within the three-km radius of the air base.

Section 144, which prohibits assembly of four or more people, has been imposed in the villages adjoining the air base, including Dhulkot, Baldev Nagar, Garnala and Panjkhora.

The Haryana Police has set up several check barricades and police officers were seen patrolling residential localities near the air base, making announcements over loudspeakers warning people not to stand on the rooftop of their houses to click pictures or shoot videos.

Violators would face punishment as per the law.

The Ambala district administration has also prohibited people from flying private drones within the three-km radius of the air base. The apex court earlier today rejected the review petitions that challenged its verdict passed on December 14, 2018 in the 36 Rafale jets deal. The review petition questioned the procurement of Rafale jets from the French government.&nbsp;

The top court also closed a contempt petition filed by senior BJP lawmaker Meenakshi Lekhi against Rahul Gandhi for his comments of "chowkidar chor hai" attributing to PM Narendra Modi. Rahul Gandhi apologised for his comments to the Indian PM.

"Rahul Gandhi needs to be more careful in the future. It was unfortunate," a three-judge bench headed by Chief Justice Ranjan Gogoi and Justices SK Kaul and KM Joseph said while announcing their verdict.

"The Supreme Court has said that he (Rahul Gandhi) is a contemptner and a better sense should prevail. Keeping that in mind, a better methodology of doing politics should prevail and Congress should know how not to be intolerant of others who are doing better than them," Lekhi said after

From the IAF, newly appointed Vice Chief Air Marshal HS Arora is scheduled to accompany the Defence Minister for receiving the aircraft.

Earlier, the Air Chief was also supposed to travel along with the Minister but due to change in programme, he would now be busy with the Air Force Day celebrations in the national capital region.

Top French military brass as well as senior officials of the Dassault Aviation, the makers of Rafale, will also be present at the handing over ceremony.

The Indian planes have been equipped with a lot of India-specific enhancements, which have been fitted at a cost of around one billion euros.

Qatar took delivery of the first of 36 Rafale multi-purpose jet fighters it has ordered from French manufacturer Dassault in February this year.

The hand-over ceremony in Merignac, southwestern France, where the planes are built, was attended by Qatar Defence Minister Khalid bin Mohamed Al-Attiyah and Dassault Aviation chief Eric Trappier.

Qatar ordered 24 of the fighters in 2015, adding 12 more last year. It also has an option to buy 36 more.

The twin-engine fighter has been in service with the French Air Force since 2004.

Opposition is politicising Balakot air strike, says Nirmala Sitharaman

Hasimara Air Force Station in Bengal’s Alipurduar district is expected to be ready by the year 2020 to house the Rafale fighter jets.

While the first squadron will be based out of Ambala Air Force Station in Punjab, the second such squadron will be based out of the Hasimara Air Force Station in North Bengal.

Previously, it was planned that one squadron of the Rafale would be based out of the Sarsawa Air Force Station in Uttar Pradesh. However, issues relating to land acquisition eventually led to the selection of the Ambala Air Force Station to prepare itself for a two-front war in the northern side of Pakistan and China.

On the eastern frontier, Hasimara was selected as the base to house the second squadron. Hasimara earlier had a MiG-27 squadron which is being replaced by Rafales.&nbsp;

The Hasimara Air Force Station has no squadron presently.

A senior Air Force official revealed that the jets will start arriving from France in 2019 and a budget of Rs.400 crores has been allocated for these two Air Force Stations -- Ambala and Hasimara -- to build facilities, develop shelters, hangers and maintenance facilities at the two bases.

“As far as the hangar is concerned, we are building in such a way so that it can accommodate both the Rafales and Sukhoi MKIs as we cannot build hangers and keep changing it. When we build a facility, we have to do in a manner so that it serves the Indian Air Force for the next 40-50 years. Engineers and staff of the technical teams of Dassault Aviation from France are working at the Air Force Station on a war footing,” said a senior Air Force official.

This apart, work on building a new facility in the Air Force Station and resurfacing of the runway has begun.&nbsp;

“Sukhois and Rafales are jets that tend to pick up any particles on the runway. Hence, resurfacing is important for smooth landings and takeoffs. Work on resurfacing the runway has begun already. The runway will be ready in a year,” added the official. &nbsp;

The last time the 8,500-9,000 ft in length runway was resurfaced was way back in 1993. While there were plans extending the runway, it was dropped later.

Hasimara air base came up post the 1962 Sino-India War. This air base has housed several squadrons of the fighter jets like the - Gnats, Ajeets, Hunters, MiG-21Bis and the Mig-27 ML fighter jets.

Hence, resurfacing is important for smooth landings and takeoffs. Work on resurfacing the runway has begun already. The runway will be ready in a year,” added the official. The last time the 8,500-9,000 ft in length runway was resurfaced was way back in 1993. While there were plans extending the runway, it was dropped later. Hasimara air base came up post the 1962 Sino-India War. This air base has housed several squadrons of the fighter jets like the - Gnats, Ajeets, Hunters, MiG-21Bis and the Mig-27 ML fighter jets.

Defence Minister Nirmala Sitharaman will leave for France on Wednesday night on a three-day visit, which comes in the backdrop of a huge controversy over the procurement of 36 Rafale jets from French aerospace major Dassault Aviation.

Officials sources said Sitharaman will hold wide-ranging talks with her French counterpart Florence Parly on ways to deepen strategic cooperation between the two countries and also deliberate on major regional and global issues of mutual interests.

Sitharaman, who will hold with Party the first edition of defence dialogue, will leave for Paris late Wednesday night and conclude her visit on Saturday, they said.

The sources said besides exploring ways to boost bilateral defence cooperation, Sitharaman will also take stock of progress in the supply of 36 Rafale jets by Dassault to the Indian Air Force under Rs 58,000-crore deal.

Prime Minister Narendra Modi had announced the procurement of a batch of 36 Rafale jets after talks with the then French President Francois Hollande on April 10, 2015 in Paris. The final deal was sealed on September 23, 2016.

The Congress has been alleging massive irregularities in the deal, saying the government was procuring each aircraft at a cost of over Rs 1,670 crore as against Rs 526 crore finalised by the UPA government when it was negotiating the deal.

The Congress has also been targeting the government over the selection of Reliance Defence as an offset partner for Dassault. The government has vehemently rejected the allegations and asserted that it did not have any role in the selection of Reliance Defence.

Last month, Hollande was quoted by French publication 'Mediapart' as saying that France was given "no choice" on the selection of the Indian partner for Dassault and the Indian government proposed the name of Reliance to partner with the French aerospace giant.

The former French president's comments triggered a massive political row.

Sources said Sitharaman will discuss with Party ways to expand Indo-French maritime security cooperation in the Indo-Pacific region.

The two ministers are also likely to deliberate on joint production of military platforms and weapons by the two countries.

French President Emmanuel Macron had visited India in March during which the two countries decided to expand strategic ties and deepen counter-terror cooperation.

The two sides also inked a strategic pact providing for the use of each other's military facilities including opening naval bases to warships.
