In the run-up to Qatar 2022, quite a lot of preparations are being made. On Wednesday (October 5), it was announced that the number of government workers attending offices would be cut down whereas schooling hours are also set to be reduced&nbsp;to ease congestion before and during the World Cup.

With in excess of one million visitors expected to be in Qatar for the big-ticket event, from November 20 to December 18, the government is eager to minimise the traffic on&nbsp;the streets around the eight stadiums. In this context, the authorities are&nbsp;worried about&nbsp;the opening two weeks&nbsp;when the number of foreign fans following the participating nations will peak.

An official spokesperson recently claimed that only 20 per cent of government staff would be expected in offices starting&nbsp;November and till&nbsp;December 19. In addition, the&nbsp;staff would&nbsp;work four hours a day. Not only this, from&nbsp;November 1 to November 17, school hours will also be brought down; i.e.&nbsp;opening only from 7&nbsp;am to midday. Students will&nbsp;be on holiday from November 18 until December 22.

The main Corniche highway along Doha's seafront will also be closed to all cars with the commencement of November.

"A green Ehteraz status (showing the user does not have a confirmed case of COVID-19) is required to enter any public closed indoor spaces," the statement added.

Fans will have to wear masks on public transport but vaccination is not mandatory for the unprecedented influx of 1.2 million visitors expected for the Nov. 20-Dec. 18 tournament.

"Anyone who tests positive for COVID-19 while in Qatar will be required to isolate in accordance with Ministry of Public Health guidelines," the statement said.

Qatar has recorded more than 440,000 confirmed cases of COVID-19 and 692 deaths from the virus, according to data from the Ministry of Public Health.

The country has a population of 2.8 million, of which barely 380,000 are Qatari nationals. A total of 7,487,616 vaccine doses have been administered so far, the data states.

The French energy giant will have a 9.3 percent stake in Qatar's North Field South project, part of the world's biggest natural gas reserves, Kaabi said at a signing ceremony. 
 
Pouyanne said TotalEnergies would invest $1.5 billion in the new field. 
 
It had already agreed in June to put more than $2 billion into Qatar's North Field East and Kaabi said: "With this agreement, we see an enhanced position for TotalEnergies as a long term strategic partner". 
 
Twenty five percent of the field is to be reserved for foreign firms and more deals will be announced in coming weeks, Kaabi said. 
 
Britain's Shell, Italy's ENI and US giants ConocoPhillips and ExxonMobil have already signed up to be part of North Field East.

Security will cost

Qatar has embarked on a massive expansion of the whole North Field, aiming to increase its liquefied natural gas (LNG) production by more than 60 percent by 2027.

The boost comes as Europe struggles to replace supplies of Russian oil and natural gas that have fallen victim to the Ukraine war.<o:p></o:p>

Kaabi, who is to host talks with German Chancellor Olaf Scholz in Doha on Sunday, refused to discuss negotiations with Germany but expressed surprise at media reports that Qatar was insisting on a 20 year supply deal. 
 
Russia's invasion of Ukraine in February came as Europe was already facing an energy crisis and the Gulf state has hosted muliple visits by European leaders seeking gas supplies. 
 
Europe had rejected the long-term deals that Qatar seeks, but a change in attitude has been forced as it faces a looming winter of energy shortages.

"We are in active discussions with the majority of buyers around the world and some are advancing more than others," Kaabi told a news conference after the ceremony. 
 
"For us, 15 years plus constitutes a long term deal," the minister added.

"Yes, absolutely (they are allowed) as long as someone doesn't go and drape them on the outside of a mosque - that was one example we were given - and were disrespectful in that way.”&nbsp;

"But they have absolutely been briefed to be very tolerant and act in the right way. Any time we ask a direct question we tend to get an answer," he added while speaking to AFP.&nbsp;

Fans will be able to raise a drink while celebrating the goals and victories of their favourite teams during the FIFA World Cup 2022 in Qatar this year. Qatar has decided to allow beer sales during the tournament despite the strict restrictions on alcohol in the Muslim nation. However, there will still be limitations on alcohol sales during the showpiece event.

As per a report in Reuters, ticketed fans will be allowed to buy beer at the tournament three hours before kick-off and an hour after the full-time whistle. Beer will be sold within the ticketed perimeter surrounding the stadiums in Qatar, however, no alcohol will be served in the stands inside the stadiums.

Alcohol is not entirely banned in Qatar but as per the local law, access to alcoholic beverages is limited to only non-muslims in the country at present. Only a handful of bars and restaurants across the nation are permitted to serve alcoholic drinks, which are strictly banned for Qatari Muslims.

While beer will be sold around the ticketing perimeter at the stadiums, it will also be available at the FIFA fan zone in Doha. As per Reuters, fans will be able to buy beer at the fan zone from 6:30 pm to 1:00 am every day during the 29-day event.&nbsp;

"Beer will be available when gates open, which is three hours before kick-off. Whoever wants to have a beer will be able to. &nbsp;And then when they leave the stadium as well for one hour after the final whistle," a source was quoted as saying by Reuters.

Qatar steps in to hold informal nuclear talks between Iran and US: Reports

The upcoming FIFA World Cup 2022 has been marred with controversies even before the start of the showpiece event in Qatar. The host nation has been slammed by many over allegations of mistreatment of construction workers and their systematic abuse. Qatar also is one of the few countries in the world with homophobic laws and some other stringent rules that can prove to be troublesome for fans from across the globe who plan to travel to the country for the FIFA World Cup this year.

Fans can face up to seven years in jail if they are caught having one-night stands in Qatar during the FIFA World Cup 2022. The host nation has a strict law in place which bans having sex outside marriage in the country. A police insider from Qatar opened up on the strict laws in the country which are also in place for the FIFA World Cup 2022 and asserted that the fans should prepare to face some tough times ahead. The officer said sex is essentially banned unless you are married to your partner and that there will not be any drink or party culture after the matches.

“S*x is very much off the menu, unless you are coming as a husband and wife team. There definitely will be no one-night stand at this tournament. There will be no partying at all really. Everyone needs to keep their heads about them, unless they want to risk ­being stuck in prison. There is essentially a s*x ban in place at this year’s World Cup for the first time ever. Fans need to be prepared," the police insider told Daily Star.

“The drink and party culture after games, which is the norm in most places, is strictly prohibited, with very strict and scary consequences if you are caught. There is a feeling that this could be a very bad tournament ­indeed for fans," he added.

Apart from sex outside of marriage, homosexuality is also banned in Qatar under the Penal Code 2004, a law for which the country has faced intense criticism from across the globe. However, those found guilty of having sex with the same gender can face up to a year in jail in Qatar.

"We again urge the World Cup organisers not to allow improper political factors to interfere in a pure sports event ... to let sports be sports and return a clean World Cup to global fans," she said.&nbsp;

The issue of&nbsp;Taiwan's name has cropped up in nearly every major global sporting event, as authoritarian China baulks against even the merest signal of the island's sovereignty.&nbsp;

The sporting world's use of the name "Chinese Taipei" is based on a 1981 compromise made with the International Olympic Committee to allow&nbsp;Taiwan&nbsp;to compete on the international stage.&nbsp;

Hayya programme chief Saeed al-Kuwari told reporters he "believed" the card system would list China for the nationality of Taiwanese passport holders.&nbsp;

He said fans should follow the country designation provided when the application reads the fan's passport, rather than try to select a nationality.&nbsp;

Organisers have insisted that all nationalities will be welcomed to the tournament.

Qatar is expecting more than one million fans to visit during the World Cup, which runs from November 21 to December 18, and all must register for the ID card.&nbsp;

After violating the Foreign Agents Registration Act [FARA], Allen's electronic data was seized by the FBI as part of the investigation.

Failing to produce relevant email messages in response to an earlier grand jury subpoena, Allen gave a “false version of events” about his work for Qatar during a 2020 interview with law enforcement officials according to the FBI.

Denying the allegations, his spokesman Beau Philips told Fox News that said Allen “voluntarily cooperated with the government’s investigation into this matter.”

“Gen. Allen has done nothing improper or unlawful, has never acted as an agent of Qatar or any foreign government or principal, and has never obstructed justice.”

In early 2019, Brookings decided it would not renew funding from the country and would close its Brookings Doha Center, established in 2007. Finance Minister Miftah Ismail said on Saturday that Pakistan will seek a deferred payment plan for liquefied natural gas (LNG) bought under long-term deals with Qatar as the nation's economy continues to stay in the doldrums while it awaits IMF funds amid falling foreign currency reserves.

"We've talked about a deferred payment plan or at least I've requested this and petroleum minister is doing negotiations and is going to do the talks",&nbsp;he said.

Pakistan awaits IMF funds, as the country is faced with falling foreign exchange reserves which is only enough for less than 45 days of imports, and a huge current account deficit.

Moreover, there is a huge current account deficit with energy purchases dominating the record import bill.

Miftah unveiled the 2022-23 budget on Friday aimed at fiscal consolidation as Pakistan tries to convince the International Monetary Fund (IMF) to restart much-needed financial support.

But the lender has expressed concerns over the numbers, including its current account deficit.

Petroleum Minister Musadik Malik, who was in Doha this week for talks with Qatari Minister of State for Energy Affairs and Qatar Energy chief executive Saad al-Kaabi, confirmed talks but said the government was exploring different "innovative" pricing and supply strategies in broad-based talks.

"Deferred payment obviously would be enormously beneficial for Pakistan in the way of cash flows, but that is not the only discussion that we are having", Malik said in an audio message, describing the discussions as "preliminary", however, Qatar's government did not immediately respond to the request.

Pakistan already has two long-term supply deals with Qatar,&nbsp;the first signed in 2016 for five cargoes a month, and the second in 2021, under which Pakistan currently gets three monthly shipments but the nation is currently under a massive grip of widespread power outrages as procurement of the chilled fuel remains unreliable and expensive due to its increased reliance on LNG for electricity generation.

Ismail said the government was also speaking to Qatar about a new five or 10-year LNG supply deal for three monthly cargoes, as well as an additional cargo under an existing deal.

The fast depletion of the foreign exchange reserves was the result of Pakistan's inflation of twin deficits, and a lack of foreign currency inflows.

Inflation in Pakistan entered the double-digit mark in July, the biggest surge in nearly six years.

In April, imports increased by 72 per cent, leaving no room for the government to improve its external balances while the foreign exchange reserves of the central bank have touched 10.3 billion dollars, the lowest since June 2020.&nbsp;

Pakistan leans on Qatar for LNG amid falling foreign currency reserves

Qatar on Sunday named France's TotalEnergies as its first foreign partner to develop the world's largest natural gas field and eventually help ease Europe's energy fears.

The French energy major will have a 6.25-percent share of the giant North Field East project that will help Qatar increase its liquefied natural gas (LNG) production by more than 60 percent by 2027, Qatar's Energy Minister Saad Sherida al-Kaabi told a news conference.

Kaabi said it was "a marriage more than an engagement" as the accord will last until 2054.

Other foreign firms will also have joint venture stakes with state-owned Qatar Energy (QE) but none will be bigger than TotalEnergies, said Kaabi, who did not reveal names.

Industry sources say ExxonMobil, Shell and ConocoPhillips are all in line to take part in the giant $28-billion expansion, that Qatar had originally wanted to finance alone.

"We have finished the selection process and we have signed the agreements," Kaabi said, adding that names would be announced in the "near future".

With European nations scrambling to find alternatives to Russian oil and gas, LNG from North Field is expected to start coming on line in 2026.

TotalEnergies chief executive Patrick Pouyanne said the company's biggest deal with Qatar would help make up for the company's withdrawal from Russia in the wake of the Ukraine invasion.

Hard bargain

Without giving figures, Pouyanne indicated that Qatar had demanded a high price in the talks that started in 2019.

"Your team and yourself have been a very good defender of Qatar's interests in this project," he said in comments to the minister who is also the QE chief.

"Qatar Energy certainly drove a hard bargain. But for&nbsp;the biggest global LNG players like Shell and TotalEnergies, Qatar is too good to pass up. A stake in these LNG trains delivers scale, low-cost supply, great marketing opportunities, and a good partner," said Ben Cahill, an energy security specialist at the Center for Security and International Studies in Washington.

Qatar is already one of the world's top LNG producers, alongside the United States and Australia.&nbsp;

QE estimates that North Field holds about 10 percent of the world's known natural gas reserves.

The reserves extend under the sea into Iranian territory, where Tehran's efforts to exploit its South Pars gas field have been hindered by international sanctions.

South Korea, Japan and China have become the main markets for Qatar's LNG but since an energy crisis hit Europe last year, the Gulf state has helped Britain with extra supplies and also announced a cooperation deal with Germany.

Europe has for long rejected the long-term deals that Qatar seeks for its energy but the Ukraine conflict has forced a change in attitude.

Qatar’s expansion "underlines its position as a leader in this industry", said Bill Farren-Price, head of macro oil and gas research at the Enverus energy consultancy.

"With gas balances tight globally amid reduced Russian gas exports to Europe, LNG is a key and growing component in the energy transition and Qatar is determined to leverage its world-class North Field reserves to capture additional value through this deal.

The Ukraine conflict has also injected a new urgency into efforts around the world to develop new sources.

Tanzania on Saturday signed a framework agreement with British and Norwegian energy giants Shell and Equinor towards implementing a $30-billion project to export its natural gas.
