Baradar spoke at the signing of a contract with UAE company GAAC to run ground operations at three Afghan airports. He also told reporters in Kabul that his administration was renewing an airport ground handling agreement with the UAE.&nbsp;

"Afghanistan has been affected by wars and extreme poverty, and now we are rebuilding it. We seek good relations with all countries and urge them to invest in Afghanistan to help its strife-torn people," Baradar said.&nbsp;

Ibrahim Morafi, regional director of GAAC, told AFP that we "are not a new face here". He added, "But GAAC signing the new contract will give confidence to international airlines to resume flights to Afghanistan."&nbsp;

Although, he didn't reveal when such flights were expected to resume.&nbsp;

The Workers` Support and Insurance Fund, established by the government to provide payments owed to workers, has disbursed 110 million pounds ($136.37 million) in the past two years alone," the labour ministry said in a statement to Reuters.

Under the younger Deby's plan, the dialogue would be a prelude to agreeing on a new constitution and then holding elections.

Chad&nbsp;has a long history of volatility since gaining independence from France in 1960 and tens of thousands have died in various conflicts.

It has a large and shifting constellation of armed opposition groups.

"The situation in&nbsp;Chad&nbsp;is very serious, we have to deliver this," the African Union's Faki said in his address to the government and armed groups.

Padacke said that "peace&nbsp;requires more courage and maturity than war".

"Real courage does not mean brandishing your weapon but to have the courage to lay it down", added the prime minister.

He also said success in the&nbsp;talks&nbsp;would help stabilise the whole Sahel region where radical Islamist groups have staged regular attacks.&nbsp;

Chadian sources close to the negotiations told AFP in N'Djamena that the junta was insisting on inviting more than 80 members of the 23 armed rebel groups -- a request initially denied by&nbsp;Qatar.

Other sources, also speaking on condition of anonymity, blamed the delay on difficulties for would-be participants -- some of whom live in Libya or Sudan -- to obtain travel documents.

After taking power in last April, Deby, 37, dissolved&nbsp;Chad's parliament and repealed the constitution, but he promised "free and transparent" elections within 18 months.

However, a national forum designed to chart the country's future has been put back from February to May. Preliminary talks have also been held up several times amidst recriminations between the government and opposition.

In mid-February,&nbsp;Chad's military junta accused prominent rebel leader Timan Erdimi, who heads the powerful Union of Resistance Forces, of seeking to bring in Russian mercenaries to derail the reconciliation process.

Ankara and Doha had become economic and political partners in recent times, with Erdogan's government notably backing Doha during the&nbsp;Saudi-led boycott of Qatar.

Turkey -- which is reeling from a fresh economic crisis and is searching for foreign investment and trade -- has sought to rebuild relations with former rivals in the Gulf, including the UAE and&nbsp;Saudi&nbsp;Arabia.

There have also been signs this year of a thaw between&nbsp;Saudi&nbsp;Arabia and Iran, which have held several rounds of talks since April aimed at improving ties.

Simmering tensions between Ankara and Riyadh escalated after the 2018 killing of&nbsp;Saudi&nbsp;journalist Jamal Khashoggi in the kingdom's Istanbul consulate.

Saudi&nbsp;songs, including one with the lyrics "Welcome Mohammed", were playing on the loudspeaker at Al Wasl Plaza, the site's central venue.

The two countries released a joint statement on Wednesday, saying they were committed to "enhancing the unity and stability of the Gulf Cooperation Council", which includes&nbsp;Saudi&nbsp;Arabia, the UAE, Bahrain, Kuwait, Oman and Qatar.

UAE is reportedly keen to counter diplomatic clout enjoyed there by Qatar, which has been helping in running the Kabul airport along with Turkey after playing a major role in evacuation efforts following the chaotic US withdrawal in August.
