"The Ministry of Electronics and Information Technology, Government of India invoking it’s power under section 69A of the Information Technology Act read with the relevant provisions of the Information Technology (Procedure and Safeguards for Blocking of Access of Information by Public) Rules 2009 and in view of the emergent nature of threats has decided to block 118 mobile apps (see Appendix) since in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order.

The Ministry of Electronics and Information Technology has received many complaints from various sources including several reports about misuse of some mobile apps available on Android and iOS platforms for stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India. The compilation of these data, its mining and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures.

The Indian Cyber Crime Coordination Centre, Ministry of Home Affairs has also sent an exhaustive recommendation for blocking these malicious apps.. Likewise, there have been similar bipartisan concerns, flagged by various public representatives, both outside and inside the Parliament of India. There has been a strong chorus in the public space to take strict action against Apps that harm India’s sovereignty as well as the privacy of our citizens.

On the basis of these and upon receiving of recent credible inputs that information posted, permissions sought, functionality embedded as well as data harvesting practices of above-stated Apps raise serious concerns that these Apps collect and share data in surreptitious manner and compromise personal data and information of users that can have a severe threat to security of the State.

In the interest of sovereignty and integrity of India, defence of India and security of the State. And using the sovereign powers, the Government of India has decided to block the usage of certain Apps, used in both mobile and non-mobile Internet-enabled devices. These apps are listed in the attached appendix.

This move will safeguard the interests of crores of Indian mobile and internet users. This decision is a targeted move to ensure safety, security and sovereignty of Indian cyberspace."

Let us have a close look at the origin of the game and why it stands on the edge of losing one of its biggest user base globally. Origin of PUBG PUBG (video game) was developed and published by PUBG Corporation, a subsidiary of the South Korean video game company Bluehole Studio which is now unified under a gaming brand named Krafton Game Union. Difference between PUBG and PUBG Mobile After the initial success of the game, it was introduced in China and later faced a ban by the Chinese Government. China's Audio-Video and Digital Publishing Association said, PUBG, is "a serious deviation from our socialist core values and the traditional Chinese culture and ethical norms." The agency also said that the game can cause serious harm to the physical and mental health of young consumers. It was then when Tencent Games, the video game publishing division of Tencent Holdings, which is also a Chinese multinational conglomerate secured the rights to distribute PUBG in China after changing the game. By that time the Chinese giant had also planned to develop the Mobile version of the game for the Chinese community, i.e., PUBG Mobile. The mobile version was released in China and became an instant hit and then later on released it worldwide in early 2018. Hence when the game is launched, the players first see the Tencent Logo and then the PUBG Corporation logo. Tencent Games also bought a 10% stake in Bluehole, in mid-2018. It is reported that the Tencent Games earned $1.3 billion from PUBG Mobile in 2019. Does that mean PUBG Mobile is a Chinese App? Yes! PUBG Mobile is backed by Tencent Games which is the video game publishing division of Tencent Holdings, a Chinese Company. While it can be safely said that the "origin" of the game didn't happen in China, PUBG Mobile might face a ban in India because of its China links. There still is no confirmation from the government over the media reports. If banned, India would be joining its neighbour Pakistan in banning the Chinese APP. Pakistani gamers are already up in arms against the government over the continued ban on popular mobile game PUBG despite court's order to suspend the ban. The ban was imposed on July 1 by the Pakistani Telecommunication Authority (PTA) after complaints of parents who said the children were addicted to the game. However, a Pakistani court on Friday suspended the ban and directed the telecom watchdog PTA to restore the game. Despite the orders, the ban remains in place, irking the gamers who have now taken to Twitter urging Prime Minister Imran Khan to restore the game under #ImranKhanPUBGKholo.

Due to this addiction, deputy mayor of the city has sought a ban on the game following which Chief Secretary of the state has asked Home Department to examine and take appropriate action.&nbsp;

The game was also blamed for the poor performance of students in recently held 12th and 10th grande exams. But these young kids don't want the game to be banned.&nbsp;

"During the day, we play the game for 4 to 5 hours, when we are free. At night we play till 11 to 12. We really like this game, but our parents ask us not to play PUBG. But we really like this game," says Muheeb.&nbsp;

The addiction has got doctors in the state worried too. They have already received some cases where parents have taken their wards for medical consultation. Mobile version of the game has already become popular across the globe with some countries mulling to ban the game.&nbsp;

Delhi Commission for Protection of Child Rights has already issued an advisory against the game.&nbsp;

Doctors are now comparing the addiction to PUBG with drugs as players have developed behavioural, sleep and psychiatric disturbances.

"Its to give a gram of cocaine to youth. It has more addictive potential than drug abuse. I see a detoxification centre for drugs but we don't have anything for such addictions," says Doctor Nisar-ul-Hassan.

The Gujarat government Tuesday issued a circular asking district authorities to ensure a ban on online multi-player game PlayerUnknown's Battlegrounds, popularly called PUBG.

The state primary education department's circular was issued after a recommendation by the Gujarat State Commission for Protection of Child Rights, said officials.

The circular directed District Primary Education Officers to take the necessary steps to enforce a ban on the game in primary schools.

It said the ban was necessary as children were getting addicted to the game and it was "adversely affecting their studies".

The National Commission for Protection of Child Rights (NCPCR) has recommended a ban on the game across the country, said Jagruti Pandya, chairperson of the Gujarat child rights body.

"The NCPCR had sent a letter to all the states and recommended a ban on the game. All the states are required to implement it. Looking at the negative effects of the game, we had recently sent a letter to the state government recommending a ban on the game" said Pandya.&nbsp;

Once you enter the cafe, guns, helmets and jackets welcome you. Most of the people who visit here wear them to take pictures. The idea of starting the cafe came to the owners while they were playing the game. They say it has been an instant hit in the valley.&nbsp;

"We were playing PUBG and suddenly decided to open this theme-based cafe. Initially, we had to struggle because of the situation here, but with the help of our parents we managed this," says Human Javaid, co-owner of the cafe.&nbsp;

Getting the support of their parents wasn't easy. The idea which looked bizarre is now a success story in a state like Jammu and Kashmir where frequent shutdowns and curfew can spell disaster for the business sector.&nbsp;

'Chicken dinner'&nbsp;is a popular meal here, apart from other food items that have been named after different levels of the game. These friends managed to set up this cafe in just three months. The theme-based cafe is attracting kids and adults alike to visit and feel the thrill.

"I am playing this game from last one year. When I came to know that there is a PUBG cafe, I came here. The interiors are beautiful," said Nasir, a frequent visitor to the cafe.&nbsp;

Similar cafes base on PUBG have opened up in several parts of the world including China. As per reports, more than 33 per cent Indians engage in mobile gaming and this game has already been named the best game of 2018 on Google Play. PUBG championships are now being held in several parts of the country with heavy cash prices and chicken dinner to win.&nbsp;
