President Cyril Ramaphosa has called on South Africans to prioritise getting vaccinated in order to avoid hospitalisation and serious illness amidst the spread of new Covid variant, Omicron.

The World Health Organisation has named it Omicron and has declared it a ‘variant of concern’.

The Omicron variant was first described in Botswana and subsequently in South Africa and scientists have also identified cases in countries, such as Hong Kong, Australia, Belgium, Italy, the United Kingdom, Germany, Austria, Denmark and Israel.

The identification of Omicron coincides with a sudden rise in COVID-19 infections. This rise has been centered at Gauteng while the cases are also rising in other provinces.

"If cases continue to climb, we can expect to enter a fourth wave of infections within the next few weeks, if not sooner. This should not come as a surprise,” said Ramaphosa.

Epidemiologists and disease modellers have also told us that we should expect a fourth wave in early December, added the president.

“Scientists have also told us to expect the emergence of new variants," Ramaphosa said in address to the nation on Sunday.

So far, 41 per cent of the adult population in South Africa have received at least one dose of coronavirus vaccine and 35.6 per cent of adult South Africans have been fully vaccinated against COVID-19.

Significantly, 57 per cent of people, who are 60 years old and above, are fully vaccinated and 53 per cent of people, who are aged between 50 and 60, are fully vaccinated.

"Tonight, I would like to call on every person, who has not been vaccinated to go to their nearest vaccination station without delay...Vaccination is by far the most important way to protect yourself and those around you against the Omicron variant to reduce the impact of the fourth wave and to help restore the social freedoms we all yearn for," the president urged.

He added that government has also set up a task team that will undertake broad consultations on making vaccination mandatory for specific activities and locations.

"We realise that the introduction of such measures is a difficult and complex issue, but if we do not address this seriously and as a matter of urgency, we will continue to be vulnerable to new variants and will continue to suffer new waves of infection," Ramaphosa added.

Meanwhile, the government has decided that the country will continue to remain on Coronavirus Alert Level 1 for now and the National State of Disaster will remain in place.

"In taking the decision to not impose further restrictions at this stage, we considered the fact that when we encountered previous waves of infection, vaccines were not widely available and far fewer people were vaccinated.

That is no longer the case. Vaccines are available to anyone aged 12 and above, free of charge, at thousands of sites across the country. We know that they prevent severe disease and hospitalisation, the president said.

Shortly before his speech, the National Institute for Communicable Diseases on Sunday reported 2,858 new Covid cases, with 18 hospital admissions in the past 24 hours.

The proportion of positive new cases against the total new tested is 9.8%, which is higher than Saturday's (9.2%). The seven-day average is 6.1%.

The majority of new cases on Sunday were from Gauteng (81%), followed by the Western Cape accounting for 5% and KwaZulu-Natal accounted for 4%.

He further urged the rich countries to give up vaccine inequality, as he described jabs as the "most powerful tool" to limit the transmission of the new variant.

The WHO has also warned against imposing travel restrictions due to the B.1.1.529 Covid-19 variant. The organisation says that it would take weeks to understand the implications of the strain.

"WHO is closely monitoring the recently reported variant B.1.1.529," spokesman Christian Lindmeier told a media briefing in Geneva.

"Early analysis shows that this variant has a large number of mutations that require and will undergo further study. It will take a few weeks for us to understand what impact this variant has."

"Researchers are working to understand more about the mutations and what they potentially mean for how transmissible or virulent this variant is, and how they may impact on diagnostics, therapeutics and vaccines."

Also, WHO has classified the new coronavirus strain detected in South Africa as a "variant of concern."

“This variant has a large number of mutations, some of which are concerning,” the WHO said, adding, "preliminary evidence suggests an increased risk of reinfection with this variant as compared to other variants of concern."

'Disappointed' President Cyril Ramaphosa urges countries to reverse 'unjustified' travel bans

While former US President Barack Obama will hold a roundtable and meetings with key leaders at the COP26 summit, the It Takes Roots (ITR) delegation will be highlighting the 'Monster of Militarism' and the contradictions of his legacy of militarism.

This includes greater military expansion into the Pacific, the expansion of drone warfare and the use of military interventions on water protectors fighting against the Dakota Action Pipeline. The ITR represents over 60 frontline communities leaders and organisers.

It believes that if one is addressing climate change, then they require to end the military-industrial complex.

One of the speakers at the protests will be Alejandra M. Lyons of the SouthWest Organising Project (SWOP). "I am attending COP26 to represent New Mexico and to tell our world leaders that we are not a sacrifice zone. Our land and water must be protected as well as the rights of future Nuevo Mexican generations.

"We need to hold the US military accountable in this climate conversation no matter how much power they hold in our state," Lyons said.

Obama's speech will put the threat of climate change into a broader context, said Obama spokeswoman Hannah Hankins in a statement.

She further added that Obama will be speaking on important progress made since the Paris agreement took effect. Also, he will be highlighting the leadership of young people around the globe. With this, the former President will call for more bold action going forward by the governments, the private sector, philanthropy, and civil society.

The Scottish city hosted the COP26 climate summit a few days ago. Though pledges were made by global leaders to reduce carbon emissions, experts say that much more was needed to have been done.

Egypt's state of emergency will be lifted for the first time in years, President Abdel Fattah al-Sisi said on Monday.

Egypt imposed a state of emergency in April 2017 after deadly bombings of churches and has since routinely extended it at three-month intervals, despite an improved security situation.

The state of emergency granted authorities sweeping powers to make arrests and crack down on what they call enemies of the state.

It was applied during the extension of a clamp-down on political dissent under Sisi that has swept up liberal as well as Islamist critics over the past few years.

A former Colombian military officer wanted by Haitian authorities over the assassination of President Jovenel Moise has been captured in Jamaica, Colombian authorities said on Friday.

Mario Palacios is accused of being one of 26 Colombian mercenaries who allegedly took part in the July 7 murder of Moise at his home in Haiti's capital Port-au-Prince, in which his wife Martine was also shot and wounded.

"We have already been notified about the capture of Mr Palacios. What is happening now is the extradition process to Haiti," said Colombia's police chief Jorge Vargas in a video.

He said he was informed of the arrest by the Interpol office in Kingston, Jamaica.

No details were given about the arrest, nor how Palacios would have managed to reach the neighboring island of Jamaica from Haiti.

Palacios had been the subject of an Interpol red notice.

Three Colombians were killed by Haitian armed forces responding to the attack and 18 more were detained, alongside two US citizens of Haitian descent.

Vargas previously said the captured Colombians claimed that the initial plan was to arrest Moise and hand him over to the US Drug Enforcement Agency.

The mercenaries were contracted by Miami-based Venezuelan security firm CTU.

Saied, a former legal academic, has repeatedly criticised the constitution Tunisia adopted in 2014 which brought in a mixed parliamentary-presidential system, three years after a revolution that overthrew veteran dictator Zine El Abidine Ben Ali.

The president named Bouden, a geologist, as premier on September 29, more than two months after sacking the administration of Hichem Mechichi and removing lawmakers' immunity.

In a speech following Monday's ceremony, Saied reiterated that his moves were constitutional in light of "imminent peril" facing Tunisia.

He said he had acted to "save the Tunisian state from the clutches of those who lurk at home and abroad, and from those who see their office as booty or as a means to loot public funds".

He also vowed to "cleanse the judiciary".

'Drift from democracy'

Saied, elected on an anti-system ticket in late 2019, seized an array of powers amid a socio-economic crisis aggravated by the COVID-19 pandemic.

Although his July measures enjoyed significant support from a public tired of political parties seen as self-serving and incompetent, civil society groups have warned of a drift away from democracy.

The new cabinet was announced a day after at least 6,000 people demonstrated in central Tunis against Saied's power grab.

Many have seen Saied's moves as a blow to the Islamist-inspired Ennahdha party that has dominated Tunisia's post-revolution politics, but some demonstrators in Tunis on Sunday also voiced support for Moncef Marzouki, who served as president between 2011 and 2014 and now lives in Paris.

Feminist groups have hailed Bouden's nomination as a step forward for women in Tunisia, seen as a pioneer for women's rights in the Arab world.

But many have questioned how much power she will have given that Saied -- who has long opposed gender equality in inheritance laws -- will have the final say in government decisions.

The 63-year-old premier has little political experience and is not known to have economic expertise.

Tunisia is facing a long-running economic crisis, exacerbated by the coronavirus pandemic, with debt running at over 90 per cent of Gross Domestic Product, runaway inflation and an unemployment rate of over 18 per cent.

Philippines President Rodrigo Duterte's office on Monday congratulated journalist Maria Ressa for winning the Nobel Peace Prize, calling it "a victory for a Filipina" for which it was happy to see.

Ressa, founder of Philippine news site Rappler, and Dmitry Muratov shared the 2021 prize after braving the wrath of the leaders of the Philippines and Russia to expose corruption and misrule.

Ressa has been fighting multiple legal challenges in courts related to Rappler's dogged investigative reporting of Duterte's government, its bloody war on drugs, and its use of social media to target opponents.

"It is a victory for a Filipina and we are very happy for that," presidential spokesperson Harry Roque told a regular news conference, responding to a question on what the award meant for the government.

"Of course it is true there are individuals who feel Maria Ressa still has to clear her name before the courts," he said, in the first comment on Friday's award from Duterte's camp.

The firebrand leader has described Rappler, launched in 2012, as a "fake news outlet" and a tool of the US Central Intelligence Agency, which Ressa has dismissed as nonsense.

The Prize was hailed by many in the Philippines, with critics saying it is a rebuke on Duterte, a frequent critic of Rappler.

It was the first Nobel Peace Prize for the Philippines and the first for journalists since the German Carl von Ossietzky won it in 1935. The Kremlin congratulated Muratov on Friday, describing the investigative journalist as talented and brave.

Asked on Monday what her message would be to Duterte, Ressa urged him not to pursue a divide and conquer approach. "I beg you, unite this nation. Don't tear us apart," she said in an interview with news channel ANC.

Czech President Milos Zeman was taken to hospital on Sunday, bringing uncertainty at a key period when the president is due to lead political talks on forming a new government after a parliamentary election.

A spokeswoman for the Central Military Hospital in Prague said Zeman, 77, was being hospitalised and the hospital director would give a briefing at 2 pm.

Reporters saw an ambulance leaving the presidential chateau at Lany, west of Prague, soon after Zeman met Prime Minister Andrej Babis.

Neither Babis nor Zeman's office had any comment after the meeting.

Zeman's spokesman, Jiri Ovcacek, confirmed the president had been taken to hospital, but gave no details of what was wrong with him.

"On the basis of a recommendation from his attending physician professor Miroslav Zavoral, Milos Zeman agreed to be hospitalised at the Central Military Hospital in Prague," Ovcacek said on Twitter.

"The president was hospitalised on Sunday, Oct 10."

The presidential office had previously said Zeman has been ill and he spent eight days in hospital last month. But officials have not given details of his condition.

Babis centrist ANO party narrowly lost the parliamentary election - which took place on Friday and Saturday - to the centre-right Together coalition, and seemed to have no chance of forming a ruling majority.

Together and the liberal Pirates/Mayors coalition between them won 108 seats in the 200-seat lower house and said they intended to form a government.

However, while Babis conceded on Saturday that Together won more votes as a coalition, he did not signal a move into opposition, saying "If the president authorises me to do so, I will lead talks on forming a cabinet".

In the Czech Republic, the president leads talks with party leaders after elections to find a workable majority.

Under the constitution, the president can appoint anyone as prime minister and instruct them to nominate a cabinet. A new cabinet must face a vote of confidence in the lower house within a month of its appointment.
Zeman had said prior to the election that he would appoint the leader of the biggest winning individual party, not a coalition, to try to form a government.

This would be Babis, since the ANO won the most votes of any party.

Zeman, an ally of Babis, has made no comment on his next steps since the election results.
Under the constitution, the president's authority to appoint the prime minister passes to the speaker of the lower house if the presidential position is vacated.

Philippines Vice President Leni Robredo, an arch-rival of President Rodrigo Duterte and staunch critic of his deadly drug war, said Thursday she will run for the top job, becoming the leading opposition candidate in a crowded election field.

Robredo has been under pressure from supporters and opposition groups to join the 2022 presidential race, but she has been well behind the front runners in opinion polls.

Analysts say the even-tempered former congresswoman could struggle.

"I will fight, we will fight," Robredo, 56, said, declaring herself a presidential candidate.

"We will defeat the archaic and rotten style of politics."

President and vice president are elected separately in the Philippines. Robredo quit Duterte's cabinet less than six months after he was sworn in, after a presidential aide told her she had been barred from its meetings.

Her decision comes after her nemesis Ferdinand Marcos Jr, son and namesake of the country's former dictator, said Tuesday he would run for the top job.

Robredo narrowly defeated Marcos Jr for the nation's second-highest office in 2016, dealing a blow to the political aspirations of the powerful clan as they sought to rehabilitate their image.

Marcos Jr -- an ally of Duterte and a defender of the narcotics crackdown that has killed thousands of people -- fought a nearly five-year legal battle challenging the vote, but lost in February when the Supreme Court rejected the protest.

Marcos Jr was in second place behind Duterte's daughter, Sara, in a recent Pulse Asia Research poll, though she has denied plans to run.

Robredo, originally a lawyer for the disadvantaged, rose to fame as the wife of Jesse Robredo, a respected cabinet member in former president Benigno Aquino's administration.

When her husband died in a plane crash in 2012, public clamour encouraged her to enter politics.

Robredo, who has three daughters, served a single term in the House of Representatives before her successful bid for the vice presidency.

"My promise is to give all my strength, not only until the election but until the very end to fight for the Philippines that we dream of," Robredo said Thursday.

University of the Philippines political science professor Jean Franco told AFP: "It is going to be an uphill climb but her running sends a strong statement in itself that there is a genuine opposition to Duterte and the return of another Marcos to the presidency."

Duterte has repeatedly attacked Robredo since taking power in 2016 on a promise to rid the country of drugs.

Among other things, she opposed Duterte's plan to bring back the death penalty and his decision to allow the embalmed body of Ferdinand Marcos to be buried at the national heroes' cemetery.

So far, more than 40 candidates have registered to run for president in the May election, but the field will narrow significantly in the coming months.

Election season kicked off this month, the candidates flocking to the offices of the elections commission to file their nominations.

The process launched a typically noisy and deadly seven months of campaigning for more than 18,000 positions, with the COVID-19 pandemic and the economic downturn caused by lockdowns expected to dampen the atmosphere.

Taiwan will continue to play its role as a member of the international community and ensure regional peace and stability, President Tsai Ing-wen told a visiting delegation of French senators on Thursday amid escalating tensions with China.

The four senators, lead by former defence minister Alain Richard, arrived in Taiwan on Wednesday, despite the strong objections of China which views the island as its own territory and is always angered by visits of foreign officials.

The visit by the senators comes after four straight days, beginning last Friday, of massed Chinese air force missions into Taiwan's air defence zone, moves met with concern by Washington and its allies.

Speaking to the senators at the presidential office, Tsai thanked France for its concern about the situation in the Taiwan Strait and support for its international participation.

"We will continue to fulfil our responsibilities as members of the international community to ensure peace and stability in the Indo-Pacific region. We also hope to make more contributions to the world along with France," she added.

Richard, head of the French Senate's Taiwan Friendship Group, was the country's defence minister from 1997 to 2002 under President Jacques Chirac. Richard has visited Taiwan twice before, in 2015 and 2018.

Tsai said Taiwan was "very moved" Richard decided to come, despite what she described as "pressure" - a reference to China.

In March, the Chinese embassy in Paris warned against lawmakers meeting Taiwanese officials, prompting a rebuff from the French foreign ministry, which said French senators are free to meet whomever they wish when they travel.

Tsai did not directly mention the recent Chinese air force activities.

The senators are not the only senior foreign visitors in Taiwan at the moment.

Later on Thursday, Tsai will meet the visiting former Australian prime minister Tony Abbott.

Neither France nor Australia have formal diplomatic ties with Taiwan, like most countries.

President Joe Biden urged congressional leaders to raise the debt ceiling Monday, excoriating Republicans for what he said was “reckless” and “disgraceful” obstruction ahead of a default deadline later this month that he warned would amount to “a self-inflicted wound that takes our economy over a cliff.”

Biden, trying to convey the risks to everyday Americans, warned that they could see the effects as early as this week if Senate Democrats were not able to vote to raise the debt ceiling. The debt ceiling controls the amount of money the government can borrow to fulfill its financial obligations, including Social Security checks, salaries for military personnel and other bills.

“It starts with a simple truth: The United States is a nation that pays its bills and always has,” Biden said. “If we’re going to make good on what has already been approved by previous Congresses, and previous presidents and parties, we have to pay for it.”

The remarks presaged increased public engagement by Biden on an issue that risks economic crisis.

Biden pointed out that Republicans had voted several times to increase the debt limit under President Donald Trump but are using a filibuster to block any attempt by Democrats to raise it this time around. He said that he would not be expecting Republicans to “do their part,” but he warned them “not to use procedural tricks to block us from doing the job.”

Technically, the United States hit its debt limit at the end of July, following a two-year extension that Congress agreed to in 2019. Treasury Secretary Janet Yellen has been using “extraordinary measures” since then to delay a default. Those are essentially fiscal accounting tools that curb certain government investments so that the bills can continue to be paid.

Yellen warned Congress last week of “catastrophic” consequences should lawmakers fail to suspend or raise the statutory debt limit before Oct. 18, which the Treasury believes is the date the United States will run out of enough money to pay all its bills.

Congress raises the debt limit to cover spending it has already approved, and the Treasury has warned that failure to do so would tank financial markets and have wide-ranging effects on Americans: Defaulting could pause Social Security checks, delay the pay of military troops and interfere with child tax credit payments.

But Republicans — who had voted to raise the debt cap by trillions when their party controlled Washington — have moved to block a spending bill needed to avoid default. Instead, Republicans including Sen. Mitch McConnell of Kentucky, the minority leader, have sought to place political responsibility on Democrats, who are at the same time seeking to advance a sprawling social policy bill that could cost as much as $3.5 trillion.

“Bipartisanship is not a light switch that Speaker Pelosi and Leader Schumer may flip on to borrow money and flip off to spend it,” McConnell wrote in a letter to Biden on Monday, referring to Sen. Chuck Schumer of New York, the majority leader. “For two and a half months, we have simply warned that since your party wishes to govern alone, it must handle the debt limit alone as well.”

The president said he planned on talking to McConnell about the letter: “He and I have been down this road once before,” Biden said.

Democrats have so far refused to try to raise the debt ceiling through a fast-track process known as reconciliation. On Monday, Schumer told Democrats that a spending bill needed to reach Biden’s desk within days, not weeks.

“Let me be clear about the task ahead of us: We must get a bill to the President’s desk dealing with the debt limit by the end of the week. Period. We do not have the luxury of waiting until Oct. 18,” he wrote in a “dear colleague” letter dated Monday.

Asked if he supported reconciliation to raise the debt ceiling, Biden said the process would be “fraught with all kinds of potential danger or miscalculation” and said the way to proceed would be a vote on a bill to raise the limit.

Administration officials say Biden will continue to pressure Republicans to step aside — by breaking their filibuster — and allow Democrats to vote on their own this week to raise the limit.

“Let us vote,” Biden said, “and end the mess.”

As he urges congressional leaders to find a way forward on raising the debt limit, Biden still must drum up support for a bipartisan infrastructure deal and an expansive social spending plan.

“I’ve been able to close the deal on 99% of my party,” Biden said, before adding that “two people” remain opposed to the second piece, a reference to Sens. Joe Manchin III of West Virginia and Kyrsten Sinema of Arizona.

“It’s not a smart thing to negotiate with yourself in public,” Biden said, when asked if he would support a lower figure on the reconciliation package.

President Joe Biden urged congressional leaders to raise the debt ceiling Monday, excoriating Republicans for what he said was “reckless” and “disgraceful” obstruction ahead of a default deadline later this month that he warned would amount to “a self-inflicted wound that takes our economy over a cliff.

President Joe Biden urged congressional leaders to raise the debt ceiling Monday, excoriating Republicans for what he said was “reckless” and “disgraceful” obstruction ahead of a default deadline later this month that he warned would amount to “a self-inflicted wound that takes our economy over a cliff.” Biden, trying to convey the risks to everyday Americans, warned that they could see the effects as early as this week if Senate Democrats were not able to vote to raise the debt ceiling. The debt ceiling controls the amount of money the government can borrow to fulfill its financial obligations, including Social Security checks, salaries for military personnel and other bills. “It starts with a simple truth: The United States is a nation that pays its bills and always has,” Biden said. “If we’re going to make good on what has already been approved by previous Congresses, and previous presidents and parties, we have to pay for it.” The remarks presaged increased public engagement by Biden on an issue that risks economic crisis. Biden pointed out that Republicans had voted several times to increase the debt limit under President Donald Trump but are using a filibuster to block any attempt by Democrats to raise it this time around. He said that he would not be expecting Republicans to “do their part,” but he warned them “not to use procedural tricks to block us from doing the job.” Technically, the United States hit its debt limit at the end of July, following a two-year extension that Congress agreed to in 2019. “For two and a half months, we have simply warned that since your party wishes to govern alone, it must handle the debt limit alone as well.” The president said he planned on talking to McConnell about the letter: “He and I have been down this road once before,” Biden said. Tunisian President Kais Saied has announced plans to form a new government and said the constitution should be amended, weeks after he sacked his premier and suspended parliament in moves his critics called a coup.

Speaking to two television channels after a late Saturday evening stroll in central Tunis, Saied said he would form a new government "as soon as possible" after selecting "the people with the most integrity". But he declined to give a specific timeline.

Saied also told the television stations that "the Tunisian people rejected the constitution". He added that such charters are "not eternal" and stated that "we can introduce amendments to the text".

His comments, which confirmed earlier media speculations on his plans, were dismissed by the Islamist-inspired Ennahdha party, the largest bloc in parliament.

The party in a statement expressed "its categorical rejection of the attempts of some parties that are hostile to the democratic process... to push for choices that violate the rules of the constitution".

Ennahdha added that it would oppose "an intended suspension of the application of the constitution and a change to the political system, possibly through a referendum".

The influential UGTT trade union confederation, which has so far backed Saied, also rejected any "suspension of the constitution" and called for early legislative elections so that a new parliament could look into potential constitutional changes.

Dire living conditions

Saied, a legal theorist and former law professor, was elected in 2019 and has billed himself as the ultimate interpreter of the constitution.

He invoked that power on July 25 to fire the prime minister, freeze parliament and strip MPs of their immunity, and assume all executive powers.

His power grab came amid chronic legislative infighting that had crippled governance. It was followed by a sweeping anti-corruption drive that has included detentions, travel bans and house arrests of politicians, businessmen and judicial officials.

Saied has yet to appoint a new government or reveal a roadmap towards normalisation, despite repeated demands by political parties.

His moves have been criticised by judges and opponents, in particular Ennahdha.

But some Tunisians, exasperated by their political class and its perceived corruption, impunity and failure to improve living standards more than a decade since the country's protests launched the Arab Spring, see them as a necessary evil.

The chants of "Dignity!" and "Work!" that filled the air during the revolution have again started to sound at demonstrations.

In images posted around midnight on the Tunisian presidency's Facebook page, Saied was seen walking down the capital's Bourguiba Avenue as a crowd sang the national anthem, before he stopped to speak with the TV channels.

Self-immolation

Earlier that day on the same central thoroughfare, a man had set himself on fire and later died of his burns -- a desperate act that followed another self-immolation a week before protesting living conditions

According to Tunisian media reports, the man who died Saturday was struggling with economic issues and had come to Tunis from Djerba to seek solutions to his plight.

The deaths recall that of the street vendor who burned himself alive on December 17, 2010 and launched both Tunisia's popular revolution and the wider Arab Spring that toppled several autocratic leaders in the region.

Tunisia, hailed as a rare democratic success story in the Middle East and North Africa, was struggling with dire economic woes and the Covid-19 pandemic before being plunged into the latest political crisis.

Saied's comments came a day after he received in Tunis the EU foreign policy chief Josep Borrell who expressed the bloc's concerns over the power grab.

"I communicated to the president Europe's apprehensions about the preservation of democratic gains in Tunisia," Borrell said after talks with Saied.

"The free exercise of legislative power and the resumption of parliamentary activity are part of these gains and must be respected," he added.

Earlier this month, diplomats from the G7 nations -- Britain, Canada, France, Germany, Italy, Japan and the US -- called on Saied to return Tunisia to "a constitutional order".

Barbados announced its presidential nominee last week as it severed its ties with British monarchy. British monarch was previously the head of state of Barbados.

Dame Sandra Mason will now become the country's president. She will assume office on November 30. She was nominated by Prime Minister Mia Amor Mottley.

With this Barbados has moved in the direction of becoming a republic. The prime minister stated that there would be no change in the flag, independence day, or pledge of the country.

Nomination of Dame Sandra Mason was announced by the prime minister during live address to the nation. PM Mottley said that Mason had already consented to the nomination.

Mason (72) is a former judge. She will serve for four years in a position considered largely ceremonial.

Mason's nomination will be subject to a vote by Barbados' parliamentarians. The motion would need a clear mandate of 2/3rd vote in both houses of the parliament.

As a supportive gesture to victims' families, US President Joe Biden signed an executive order directing the declassification of certain documents related to the September 11, 2001 terrorist attacks, on Friday.

"I am president of the United States of America and the buck stops with me," Biden said.

The president also passed scathing criticism on now-ousted Afghanistan President Ashraf Ghani, who he said ignored his advice on greater unity among leaders and the pursuit of a diplomatic solution.

Commenting on the scenes of mayhem unfolding in Kabul, Biden said he was "deeply saddened" and promised to "speak out" on the rights of women under Taliban rule.

The US president is facing a torrent of criticism over the chaotic end to two decades of US-led military intervention.

Current President Ashraf Ghani and other top diplomats have already left the country after the Taliban seized control of Kabul and all the top provincial capitals of Afghanistan. With its victory, Mullah Abdul Ghani Baradar has emerged as the undisputed leader of the insurgent group. Baradar is one of the co-founders of the Taliban. However, he now heads the political office of the insurgent group and is part of the negotiating team that the group has in Doha, Qatar. Mullah Baradar to Taliban: “we have reached a victory that wasn’t expected…we should show humility in front of Allah…now it’s time of test — now it’s about how we serve and secure our people, and ensure their future/good life to best of ability” pic.twitter.com/EP6R8B5dot — Mujib Mashal (@MujMash) August 15, 2021 × Baradar, reported to have been one of the trusted commanders of Taliban founder Mullah Omar, was captured in 2010 by security forces in the southern Pakistani city of Karachi and released in 2018. Born in Uruzgan province in 1968, he is the second senior-most leader in the Taliban hierarchy after Haibatullah Akhundzada. Baradar was raised in Kandahar, which also happens to be the birthplace of the Taliban movement. Also read | At least 5 dead at Kabul airport as US officials leave Afghanistan: Report His life was forever altered by the Soviet invasion of the country in the late 1970s, transforming him into an insurgent. He was believed to have fought side-by-side with Mullah Omar. Baradar played a succession of military and administrative roles in the five-year Taliban regime in Afghanistan as deputy minister of defence till the militia was overthrown by the US and its Afghan allies back then. The Taliban, which has now become the dominant force in Afghanistan seeking to change the power equations in the country, ran one of the world's most repressive governments from 1996 to 2001. There were public executions, stonings, strict interpretations of Sharia, or Islamic religious law, women not being allowed to work, and girls not allowed to attend school. Women had to cover their faces and be accompanied by a male relative if they wanted to venture out of their homes. Men were not allowed to trim their beards. Now, the group is seeking to present a more moderate face. As the militant group seized the capital, it said all those who have previously worked and helped the invaders (Western troops), or are now standing in the ranks of the corrupt administration of Kabul, the Islamic Emirate "has opened its door for them and have announced for them amnesty." Poland's president has decided to sign a bill that would set limits on the ability of Jews to recover property seized by Nazi German occupiers and retained by post-war communist rulers, drawing fury from Israel which branded the law anti-Semitic.

"I made a decision today on the act, which in recent months was the subject of a lively and loud debate at home and abroad," Andrzej Duda said in a statement published on Saturday. "After an in-depth analysis, I have decided to sign the amendment."

Before World War Two, Poland had been home to one of the world's biggest Jewish communities, but it was almost entirely wiped out by the Nazis and Jewish former property owners and their descendants have been campaigning for compensation.

Up to now, Jewish expatriates or their descendants could make a claim that a property had been seized illegally and demand its return, but Polish officials argued this was causing uncertainty over property ownership.

In 2015 Poland's Constitutional Tribunal ruled there should be specific deadlines after which administrative decisions over property titles could no longer be challenged. Changes to the law were adopted by the Polish parliament earlier this week.

The bill sets a 30-year limit for restitution claims.

The issue of Jewish property rights in Poland is further complicated because, unlike other EU states, it has not created a fund to give compensation to people whose property was seized.

'Immoral law'

Israeli Prime Minister Naftali Bennett condemned the law and said Israel would not simply stand by at its approval. "It is a shameful decision and a disgraceful contempt for the memory of the Holocaust," he said in a statement.

Israel's foreign minister, Yair Lapid, said: "Poland today, for the first time, approved an anti-Semitic and immoral law." In response, the head of Israel's embassy in Warsaw was being called back immediately, he said.

"Poland has tonight become an anti-democratic, non-liberal country that does not honour the greatest tragedy in human history," Lapid said in a statement.

A new ambassador to Warsaw will not be sent at this stage, Lapid said. He also suggested Poland's ambassador to Israel extend his vacation and not return to the country.

"He should use the time he has on his hands to explain to the Poles what the Holocaust means to Israel's citizens and the extent to which we will not tolerate contempt for the memory of those who perished and for the memory of the Holocaust. It will not stop here," Lapid said.

Israel was discussing further steps with the United States, he added.

The Polish foreign ministry said in a statement it disapproves of the Israeli foreign ministry's behavior, adding that the government "will take appropriate political and diplomatic actions, bearing in mind the principle of symmetry in bilateral relations."

"The steps taken by Israel are seriously damaging our relationship," the ministry also said.

US Secretary of State Antony Blinken on Thursday said Washington was deeply concerned that the Polish parliament had passed the bill, and urged Duda not to sign it into law.

Washington is one of Warsaw's most important allies, but relations between the two countries have been strained by the property issue, as well as other issues such as plans to introduce changes that the opposition says aim to silence a U.S.-owned news channel critical of the government.

The World Jewish Restitution Organization (WJRO) on Saturday urged the Polish government to work on resolving the issue of property seized in the past.

"Democracy & justice hits new low in Poland, as President Duda signs a law making it virtually impossible for all former Polish property owners to secure redress for property illegally seized during the Communist era," Gideon Taylor, chair of operations of the WJRO, said in a statement sent to Reuters.

The Polish foreign ministry said in a statement it disapproves of the Israeli foreign ministry's behavior, adding that the government "will take appropriate political and diplomatic actions, bearing in mind the principle of symmetry in bilateral relations." "The steps taken by Israel are seriously damaging our relationship," the ministry also said.
