Protests continue to rock Iraq: Security forces use tear gas & rubber bullets

Iraq's Al-Sadr told his supporters to continue their sit-in inside the national parliament in Baghdad until his demands of dissolution of the parliament and early elections are met.

Iraq’s Al-Sadr demands early elections, dissolution of parliament

A senior official from Iraq's Sadrist movement on Tuesday (August 2) urged followers occupying the nation's parliament to move their protest outside. The appeal has come amid calls for dialogue between political rivals in the country. The current political mayhem has put two key Shiite factions against each other.

One of them comprises supporters of powerful preacher Moqtada Sadr. His political bloc won largest number of seats in October elections last year. The rival faction is pro-Iran Coordination Framework.

Mohamed Saleh al-Iraqi, a senior Sadr loyalist, called on protesters to "leave parliamentary headquarters" and join fellow Sadrists at an "encampment in front of and around the building".

The announcement caused confusion in the parliament. Some officials said that the instructions were to only leave the main chamber.

AFP said that on Tuesday afternoon, hundreds of protesters continued to lounge in armchairs and on carpets in the parliament.

In gardens surrounding the parliament, the protesters have erected tents. Even mobile food stalls have sprung up to serve food and drinks.

Protesters should leave the inside of parliament within 72 hours, Sadr ally Iraqi added, in a message on Twitter.

"The pursuit of the sit-in is very significant because it will solidify your demands," he said, recommending that protesters rotate their presence at the site.

He also announced that a major prayer rally would take place on Friday in the Green Zone, home to parliament, other Iraqi institutions and foreign embassies.

The path to European Union (EU) membership got a little clearer for North Macedonia as the country’s lawmakers passed a deal to settle their ongoing dispute with Bulgaria. The North Macedonian parliament passed the French-brokered deal with 68 votes (out of 120 total votes) which proposed a constitutional amendment which will allow them to recognise a Bulgarian minority in the country. However, the opposition politicians refrained from participating in the vote.

North Macedonia passes bill in parliament to end dispute with Bulgaria

Before the Parliament's Monsoon session, members have been advised not to hand out any brochures, leaflets, or banners within the building. As reported by ANI, the advisory issued by the Lok Sabha Secretariat reads, "As per established convention, no literature, questionnaire, pamphlets, press notes, leaflets or any matter printed or otherwise should be distributed without the prior permission of Hon'ble Speaker within the precincts of the House. Placards are also strictly prohibited inside the Parliament House Complex."

This advice comes at a time when the opposition parties have been in a big uproar over the advice about the refusal of permission to stage protests and dharnas inside the legislative complex. Members of the opposition have been spotted waving placards from their seats in the well on a number of occasions in the past, which has frequently incensed the 'Chairs' in both Houses.

In the most recent sessions of the Rajya Sabha, ugly scenes were witnessed as members of Parliament held onto banners throughout the proceedings and occasionally tore them and threw them at the Chair. The announcement that no dharnas would be permitted in Parliament, which was made through a Parliamentary Bulletin on Thursday evening, has caused a major uproar among the opposition parties.

A number of lawmakers, including Congressman Jairam Ramesh from the Rajya Sabha, criticised this action on Twitter. However, a number of documents that have been made available to the public demonstrate that this is not the first time that a circular of this nature has been issued.

India's Lok Sabha Secretariat has issued a booklet adding number of words that would be deemed unparliamentary. Lok Sabha (House of the People) is lower house of Indian Parliament. The government maintains that the list has been compiled in accordance with rules of the parliament but critics and especially the opposition parties are alleging that the list contains some words that are harmless enough to be used in a debate inside the house.

Here is list of some of the words that have been deemed unparliamentary by the secretariat

ashamed, abused, betrayed, corrupt, drama, hypocrisy, incompetent, crocodile tears, jumlajeevi, baal buddhi, Covid spreader, Snoopgate, Shakuni, taanashah, taanashahi, vinash purush, Khalistani

In addition to this some other Hindi words have also been deemed unparliamentary.

gaddar, chamcha, chamchagiri, chelas, girgit, goons, ghadiyali ansu, apmaan, asatya, ahankaar, corrupt, kala din, kala bazaari and khareed farokht

The list released by the secretariat says that some of the keywords may not appear unparliamentary unless read in conjunction with the other expressions spoken during the parliamentary proceedings.

The compilation contains references to words and expressions declared unparliamentary in Lok Sabha, Rajya Sabha and state legislatures in India during 2021, besides those disallowed in some of the Commonwealth Parliaments in 2020.

Trinamool Congress leader Derek O'Brien said, "Session begins in a few days. GAG ORDER ISSUED ON MPs."

"Now, we will not be allowed to use these basic words while delivering a speech in #Parliament : Ashamed. Abused. Betrayed. Corrupt. Hypocrisy. Incompetent. I will use all these words. Suspend me. Fighting for democracy," the TMC leader said.

Indian parliament releases new list of unparliamentary words, opposition unhappy

French government led by President Emmanuel Macron has suffered its first legislative defeat in parliament. Macron's ruling party has lost its majority in the parliament last month. France's National Assembly has rejected a proposal that would have given government powers to demand proof of vaccination or negative COVID test from travellers when they enter France.

The proposal was opposed by 219 lawmakers while 195 supported it. All major opposition parties the far-right National Rally (RN), the hard left LFI, and rightwing Republicans (LR) united against the minority government.

"The circumstances oblige the government to listen to opposition parties which at the moment it has a few difficulties in doing," top Republicans MP Olivier Marleix told Sud Radio on Wednesday morning.

French Prime Minister Elisabeth Borne condemned the obstruction. Allies stressed how the so-called "extremes", far left and far right, teamed together.

"Clear collusion between the extremes, each one applauding the other," MP Maud Bregeon from Macron's Republic on the Move wrote on Twitter alongside a video.

Fellow ruling party Remy Rebeyrotte criticised "an atmosphere like a football match" during the debate where speakers were routinely shouted down. Mthilde Panot, most senior MP in the hard-left LFI party compared ruling party MPs as 'playmobils'. It is an insult that equated them to inanimate toys.

Two leading unions have warned the UK Parliament to make efforts to stop the allegedly endless row of sexual misconduct allegations against MPs that have made political parties untrustworthy of making the Parliament a safe workplace, The Guardian reported.

The Speaker of the Parliament, Lindsay Hoyle, was requested by Unions with more than 1,000 parliamentary workers to take strict action against Christ Pincher over the sexual misconduct allegations.

With rising cases of misconduct against MPs, Labour MP Luke Pollar commented that Parliament is "not a safe place to work with the seemingly endless list of allegations of sexual misconduct by MPs."

Chris Pincher, who is accused of groping two men in a London private members' club, resigned last week after reports of his behaviour came to light.

Boris Johnson previously promoted the MP to deputy chief whip in charge of the welfare of colleagues in February despite knowing about the allegations against Pincher.

After continual pressure, Johnson's spokesperson admitted on Monday that he was aware of general speculation.

"He had known of concerns about Pincher that were "either resolved or did not proceed to a formal complaint," No 10 finally conceded.

The Guardian also quoted a BBC report which claimed that the prime minister was made aware of the fact that Pincher was being investigated for inappropriate behaviour at the Foreign Office as a minister in 2019-20 after the complaint was filed.

When a Government spokesperson was asked about allegations against Pincher when he was at the Foreign Office, he did not deny it.

"There are robust procedures in place for any members of staff to raise allegations of misconduct. It is longstanding policy not to comment on any matters involving individual cases," The Guardian quoted the spokesperson.

Apart from the Carlton club incident involving Pincher, there were five previous sexual misconduct scandals involving Tory MPs in this Parliament, resulting in pressure upon the Prime Minister to clean up his party's culture.

The Tory MPs involved in such scandals include Neil Parish, who is accused of watching porn in the Commons; Imran Ahmad Khan, convicted of sexual assault against a child; and David Warburton, still being investigated by Parliament's watchdog for three allegations of sexual misconduct towards women.

Additionally, last month, an unnamed Tory MP was also arrested on suspicion of rape and other sexual offences.

UK Queen Elizabeth has used an arcane mechanism to influence number of legislations in the recent decades, reports The Guardian. The centuries-old mechanism is called Queen's Consent. As opposed to royal assent, which is just a formal stamp of royal approval before a bill becomes a law, The Queen's consent may refer to queen being given access to legislations before they are presented in parliaments across the UK.

The Guardian said that it had obtained a Scottish parliament memo to support the claim. The investigative report says that the mechanism of Queen's consent has been used in recent decades to vet legislations before they are presented in the parliament. The investigation revealed that as many as 67 legislations were vetted by the queen before they were tabled in the legislature.

The queen's representative reportedly refused to reveal how many times the mechanism has been used.

Queen Elizabeth and the royal family are supposed to be neutral as far as politics in the UK is concerned. The queen's position is supposed to be that of a ceremonial head. If the claims in the report are further substantiated by more such investigations, there is a likelihood that Queen Elizabeth's public image will take a beating.

Several polls have shown that British people are not as ardent followers of the royal family as they were in past. Numerous scandals, and controversies have meant that public image of the royals is relatively less robust.

Political turmoil in Iraq: 73 lawmakers resign from parliament

France heads to the polls on June 12 and 19 for parliamentary elections. Support for President Emmanuel Macron's Ensemble (Together) alliance is falling, raising questions over whether he will win an absolute majority in parliament.

Macron's 'Ensemble' bloc is seen winning 28% of votes in the first round, versus 27.5% for the left-wing 'Nupes' bloc.

It added that Macron's centrist camp was expected to win between 275 and 315 seats in the French parliament, where an absolute majority requires 289 seats. Macron needs a majority to help implement pro-business reforms.

Why winning the Presidential election is not enough?

Macron won a second mandate in April as France's centrist, pro-European president. But that is not enough. He also needs to win a majority in the lower house of parliament this month to maintain full control over his reform agenda.

What do the polls forecast?

Voter surveys had until recently shown Macron's party and its allies - collectively known as Ensemble - winning an absolutely majority in the 577 seat parliament. But that outcome has become less certain in recent days.

Momentum is on the side of a left-wing coalition led by hard-left veteran Jean-Luc Melenchon. Melenchon is unlikely to win the 289 seats required for an absolute majority but may win enough to deprive Macron of the same.

What if Macron falls short of the majority?

Falling short of an absolute majority would be a big setback for Macron. It would force him to broaden his alliance. The broader the alliance the more complicated deal-making, and dictating policy decisions become.

The left-wing coalition led by hard-left veteran Jean-Luc Melenchon is seen second in polls, but the conservative Les Republicains could end up being kingmakers if Macron's Ensemble alliance falls short of an absolute majority.

A minority cabinet or coalition government would be an unusual scenario for modern-day France. The Fifth Republic was designed to avoid unwieldy coalitions.

If an opposition grouping were to surprise and win a majority, Macron would have to name a prime minister from the winning camp, ushering in a period of so-called cohabitation. He would retain the lead on foreign policy but leave responsibility for most day-to-day policy matters to the government.

How does the polling take place?

Voting takes place between 8 a.m. and 8 p.m. (0600-1800 GMT) on June 12. In constituencies where no candidate gets 50% of votes in the first round, a run-off vote is held on June 19, with every candidate who won the support of at least 12.5% of registered voters eligible to advance.

Polling for legislative elections is trickier than the presidential election as different dynamics on the ground make it harder to predict who will win nationwide.

What are the parties fighting for?

Macron's La Republique en Marche party single-handedly won 314 seats in the 2017 legislative elections but gradually lost lawmakers to stand at just under 270 now. It maintained control over parliament thanks to its allies, who have around 80 lawmakers.

France's two mainstream centre-left and centre-right parties dominated the French political landscape until Macron's election in 2017. Five years on both are still fighting for political relevance and the tectonic plates have shifted.

A bill has been passed in the lower house of Spain's parliament on Thursday to qualify all kinds of non-consensual sex as rape, media reports said. The move has come over social outrage after the Wolf Pack case triggered momentum to the women's rights movement in Spain. Known as "Only yes is yes", the legislation, which is proposed by the government, has qualified the crimes of sexual abuse and sexual assault as rape. When it becomes a law, the victims will not have to prove violence or resistance.

In Congress, Equality Minister Irene Montero told lawmakers, "The (mottos) 'only yes is yes' and 'sister I do believe you' finally turn into a law. From now on, Spain is a freer and safer country for all women."

The legislation, which was being worked out for over two years, was passed in the parliament with 195 votes and three abstentions. The bill will now be tabled in the upper house. If it gets passed after the vote, it will enter into force. The minority leftist government of the country has been looking to combat gender violence for a long time.
