“It was great. It was really fun. He was so enthusiastic, really thoughtful about AI, and the benefits of it. We asked why India has embraced ChatGPT so much and so early. It’s really been fun for us to watch. He had great answers about that," Altman said, as per media reports.&nbsp;

Altman further mentioned that they discussed the potential opportunities for AI in India and the importance of regulation. They also touched upon the need for global regulations to mitigate potential negative consequences. Altman described the meeting as a productive hour of conversation.

“We talked about the opportunities in front for the country, what the country should do, also the need to think about global regulation to make sure we prevent some of the downsides from happening — but it was a great hour,” the OpenAI CEO said.

During an interview with the Economic Times media outlet on&nbsp;June 7, Altman acknowledged India's significant embrace of ChatGPT. He noted the country's early adoption and the enthusiasm shown by its users.&nbsp;

Chandrasekhar stated that while he supports the idea of a United Nations of AI, India will continue to prioritise the safety and trustworthiness of its digital citizens.

“If there is eventually a United Nations of AI – as Sam Altman wants – more power to it. But that does not stop us from doing what is right for our digital nagriks (citizens) and keeping the internet safe and trusted,” the minister added.

“It’s conceivable that within the next 10 years, AI systems will exceed expert skill level in most domains, and carry out as much productive activity as one of today’s largest corporations,” the note read.&nbsp;

“In terms of both potential upsides and downsides, superintelligence will be more powerful than other technologies humanity has had to contend with in the past. We can have a dramatically more prosperous future, but we have to manage risk to get there. Given the possibility of existential risk, we can’t just be reactive.”&nbsp;

OpenAI leaders called for 'some degree of coordination' among the organisations working on artificial intelligence research in order to&nbsp;make sure that the development of AI models commixes steadily with society while also prioritising safety.

The US-based Center for AI Safety (CAIS), which works to 'reduce societal-scale risks from artificial intelligence', describes eight categories of 'catastrophic' and 'existential' risks that AI development could pose.

As per the creators of viral chatbot ChatGPT, those risks mean "people around the world should democratically decide on the bounds and defaults for AI systems”, but admit that “we don’t yet know how to design such a mechanism”.

“We believe it’s going to lead to a much better world than what we can imagine today (we are already seeing early examples of this in areas like education, creative work, and personal productivity),” the note read.&nbsp;

“Because the upsides are so tremendous, the cost to build it decreases each year, the number of actors building it is rapidly increasing, and it’s inherently part of the technological path we are on. Stopping it would require something like a global surveillance regime, and even that isn’t guaranteed to work. So we have to get it right.”

This comes as many companies across the board from companies large and small have raced to bring increasingly sophisticated models of AI to market, which has raised concerns among critics and industry experts who have warned about how the technology can exacerbate societal harms including factors like misinformation and prejudice.

While expressing concerns Altman also spoke about how AI is also beneficial to society and said that in time, generative AI developed by OpenAI will “address some of humanity’s biggest challenges, like climate change and curing cancer.”&nbsp;

ChatGPT-maker OpenAI cites ‘existential threat’ in call for AI regulation

European Union industry chief Thierry Breton, on Wednesday, said that Google's parent company Alphabet and the European Commission plan to create an artificial intelligence (AI) pact calling for European and non-European companies ahead of rules to govern the technology.

Breton earlier met Google CEO, Sundar Pichai in Brussels. After the meeting, he released a statement saying, "Sundar and I agreed that we cannot afford to wait until AI regulation actually becomes applicable, and to work together with all AI developers to already develop an AI pact on a voluntary basis ahead of the legal deadline."&nbsp;

He further urged the European Union countries and lawmakers to decide on the details of the Commission's proposed AI rules before the end of the year. Both groups are yet to start negotiations to straighten out their differences.

As the concerns over fast-developing Artificial Intelligence's ability to overturn the way the world functions are rapidly increasing, governments globally are racing to figure out ways to regulate its negative effects without forfeiting the advantages of the innovation.

EU Commissioner for Competition Margrethe Vestager also met Pichai and highlighted the urgent need for the world to act together on finding out measures to rein in the adverse consequences of AI.

"We need the AI Act as soon as possible. But AI technology evolves at extreme speed. So we need voluntary agreement on universal rules for AI now," she said in a tweet.

Altman also spoke about how the use of AI to interfere with election integrity is a “significant area of concern”.&nbsp;

“OpenAI was founded on the belief that artificial intelligence has the potential to improve nearly every aspect of our lives, but also that it creates serious risks,” said Altman while addressing a Senate judiciary subcommittee hearing.&nbsp;

This comes as many companies across the board from companies large and small have raced to bring increasingly sophisticated models of AI to market, which has raised concerns among critics and industry experts who have warned about how the technology can exacerbate societal harms, including factors like misinformation and prejudice.

<h2>ChatGPT services resume in Italy after OpenAI complies with regulators’ demands</h2>

Popular artificial intelligence chatbot, ChatGPT, which was banned in Italy over data privacy concerns in March, was made available to users again after the company 'addressed, clarified' issues raised by Italy’s data protection authority and complied with the demands of regulators.

"ChatGPT is available again for our users in Italy. We are delighted to welcome them back and remain committed to protecting their personal data," an OpenAI spokesperson said.

OpenAI CEO Sam Altman also tweeted that he is excited about ChatGPT services resuming in Italy.

Italy's data protection agency, Garante, had laid out a list of demands, and guidelines which it said ChatGPT maker OpenAI must meet by the end of April if it wanted its services to resume in the country.

"Only in this case...the authority will suspend the provisional restrictions on the use of the data of Italian users...and ChatGPT will once again become accessible in Italy," it said.

Garante had accused ChatGPT of not showing 'any legal basis that justifies the massive collection and storage of personal data' to 'train' their chatbot.

It also condemned Open AI for failing to check the age of ChatGPT's users who are supposed to be aged either 13 or above.&nbsp;

The company has now said that it will offer a tool to verify users' ages in Italy upon sign-up and will also provide greater visibility of its privacy policy and user content opt-out form.

According to a company spokesperson, OpenAI will now also provide a new form for the European Union users to exercise their right to object to the use of their personal data to train the chatbot.

Google, European Union to develop AI pact ahead of new Artificial Intelligence rules, says EU industry chief

On Thursday morning, OpenAI unveiled the ChatGPT app for Apple's iOS in the US. Apple, OpenAI, or Microsoft, no one has yet commented on the prohibition by Apple on its employees on use of ChatGPT.&nbsp;

In a press release upon the release of ChatGPT app for iOS, OpenAI wrote, "Since the release of ChatGPT, we've heard from users that they love using ChatGPT on the go. Today, we’re launching the ChatGPT app for iOS."

It also said that the app rollout is in the US and the company will expand to additional countries in the coming weeks.

"We’re eager to see how you use the app. As we gather user feedback, we’re committed to continuous feature and safety improvements for ChatGPT. With the ChatGPT app for iOS, we’re taking another step towards our mission by transforming state-of-the-art research into useful tools that empower people, while continuously making them more accessible," it said.&nbsp;

The CEO of the organisation that began the so-called AI arms race, OpenAI, has also recently expressed concerns over the potential misuse of the technology.&nbsp;

On Tuesday, the CEO of the startup which created the ChatGPT chatbot, Sam Altman, addressed a panel of United States lawmakers and said regulation of the “increasingly powerful models” of artificial intelligence is “critical” to mitigate the risks the technology poses.&nbsp;

It is also worth noting that Americans who voted for former US President Donald Trump expressed higher levels of concern that AI could threaten humankind. As 70 per cent of Trump voters agreed when compared to 60 per cent of voters of incumbent President Joe Biden, said the Reuters/Ipsos poll.&nbsp;

Meanwhile, in the context of religious beliefs, the poll also showed that 32 per cent of Evangelical Christians “strongly agree” that AI presents risks to humanity as opposed to 24 per cent, non-Evangelical Christians.&nbsp;

According to the media report, 4,415 US adults participated in the online poll conducted between May 9 and May 15, which also has a credibility interval, a measure of accuracy, of plus or minus two percentage points. The poll also suggests that the number of Americans who believe in the adverse outcomes of AI is triple the number of those who don’t.

While 61 per cent of respondents believe that AI poses risks to humanity, 22 per cent disagreed, while 17 per cent were unsure, said the Reuters/Ipsos poll. However, there are also some in the industry who said that people should understand AI’s benefits too.&nbsp;

He spoke about how AI will improve people’s quality of life and help them be “more competent and more efficient.” Similarly, Altman also spoke about how AI is also beneficial to society and said that in time, generative AI developed by OpenAI will “address some of humanity’s biggest challenges, like climate change and curing cancer.”&nbsp;

Altman also spoke about how the use of AI to interfere with election integrity is a “significant area of concern”.&nbsp;

“OpenAI was founded on the belief that artificial intelligence has the potential to improve nearly every aspect of our lives, but also that it creates serious risks,” said Altman while addressing a Senate judiciary subcommittee hearing.&nbsp;

This comes as many companies across the board from companies large and small have raced to bring increasingly sophisticated models of AI to market, which has raised concerns among critics and industry experts who have warned about how the technology can exacerbate societal harms including factors like misinformation and prejudice.

However, given the risks of the technology, “we think that regulatory intervention by governments will be critical to mitigate the risks of increasingly powerful models,” said the CEO of OpenAI.

Notably, the session opened with Subcommittee Chairman Senator Richard Blumenthal, Connecticut Democrat, playing a recording of a rather convincing AI version of himself reading out remarks crafted by ChatGPT. Blumenthal chairs the Senate Judiciary Committee’s subcommittee on privacy, technology and the law.&nbsp;

“What if I had asked it, and what if it had provided, an endorsement of Ukraine surrendering or (Russian President) Vladimir Putin’s leadership?” said Blumenthal. He also spoke about how companies developing AI should test their systems and disclose known risks before releasing them to the general public.&nbsp;

AI technology is now more than “just research experiments. They are no longer fantasies of science fiction, they are real and present,” said the subcommittee chairman.&nbsp;

US Senator Cory Booker, one of many lawmakers who is a part of the committee which is questioning how best to regulate AI, noted there is no way to “put this genie in the bottle” as the use of AI is exploding globally.&nbsp;

Meanwhile, Republican senator, Josh Hawley of Missouri called AI “transformative in ways we can’t even imagine,” adding that it has implications for Americans’ elections, jobs, and security. He added, “This hearing marks a critical first step towards understanding what Congress should do.”

What does he propose?

Altman has called for “rules, guidelines, on what’s expected in terms of disclosure from a company providing a model,” in the context of elections and AI. Furthermore, he also suggested that the US should consider licensing and testing requirements for the development of AI models.

He went on to propose the formation of a regulation agency which would license the most powerful AI systems, in the US or globally, which would have the authority to “take that license away and ensure compliance with safety standards.” He added, “I think the US should lead here and do things first, but to be effective we do need something global.”

Altman also said that companies should have the right to say if they do not want their data to be used for AI training while material on the public web would be fair game. He was also asked his opinion on which AI should be subject to licensing, and said a model that can persuade or manipulate a person’s belief would certainly be an example of a “great threshold”.&nbsp;

On the other hand, Christina Montgomery from International Business Machines Corp (IBM) who was also present for the hearing called for a “precision regulation” approach as opposed to an AI-focused regulator. This would mean “establishing rules to govern the deployment of AI in specific use-cases, not regulating the technology itself,” as quoted by The Associated Press.&nbsp;

Concerns about fast-growing AI technology include privacy violations, bias and worries it could proliferate scams and misinformation.

In April, the Biden administration said it was seeking public comments on proposed accountability measures for AI systems, as concerns grow about its impact on national security and education.

The meeting will be attended by Biden’s Chief of Staff Jeff Zients, Deputy Chief of Staff Bruce Reed, National Security Adviser Jake Sullivan, Director of the National Economic Council Lael Brainard and Secretary of Commerce Gina Raimondo among others, said the White House official who did not wish to be named.

The meeting will emphasize the importance of driving innovation “with safeguards that mitigate risks and potential harms,” the official said.

The companies did not immediately respond to a request for comment.

Popular artificial intelligence chatbot, ChatGPT, which was banned in Italy over data privacy concerns last month, has now been made available to users again after the company 'addressed, clarified' issues raised by Italy’s data protection authority and complied with the demands of regulators.

"ChatGPT is available again for our users in Italy. We are delighted to welcome them back and remain committed to protecting their personal data," an OpenAI spokesperson said.

OpenAI CEO Sam Altman also tweeted&nbsp;that he is excited about ChatGPT services resuming in Italy.

Italy's data protection agency, Garante, had laid out a list of demands, and guidelines which it said ChatGPT maker OpenAI must meet by the end of April if it wanted its services to resume in the country.

"Only in this case...the authority will suspend the provisional restrictions on the use of the data of Italian users...and ChatGPT will once again become accessible in Italy," it said.

OpenAI welcomed the agency's move and in a statement to Reuters said, "We are happy that the Italian Garante is reconsidering their decision and we look forward to working with them to make ChatGPT available to our customers in Italy again soon."

Garante had accused ChatGPT of not showing 'any legal basis that justifies the massive collection and storage of personal data' to 'train' their chatbot.

It also condemned Open AI for failing to check the age of ChatGPT's users who are supposed to be aged either 13 or above.&nbsp;

The company has now said that it will offer a tool to verify users' ages in Italy upon sign-up and will also provide greater visibility of its privacy policy and user content opt-out form.

According to a company spokesperson, OpenAI will now also provide a new form for the European Union users to exercise their right to object to the use of their personal data to train the chatbot.

The letter cited 12 pieces of research from experts that included former employees of OpenAI, Google as well as DepMind.&nbsp;

"Powerful AI systems should be developed only once we are confident that their effects will be positive and their risks will be manageable," the letter stated.&nbsp;

“While a 500ml bottle of water might not seem too much, the total combined water footprint for inference is still extremely large, considering ChatGPT’s billions of users,” said the researchers.&nbsp;

The water consumed also refers to clean freshwater (to prevent corrosion and bacterial development) which the data centres use for generating electricity as well as for cooling servers to run AI models, which was studied using a framework created by the researchers.&nbsp;

Microsoft, which has invested billions of dollars, has also partnered with ChatGPT creator OpenAI. Meanwhile, scientists have also noted Google's Language Model for Dialogue Application (LaMDA) which is used by the giant’s AI chatbot Bard can also consume a “stunning” amount of water in the order of millions of litres.

Therefore, researchers have expressed their concerns over the massive consumption of water by these AI chatbots and called for the companies to “take social responsibility” and address their “water footprint”.&nbsp;

Straight out of a sci-fi movie, ChaosGPT is the titular villain that is vindictive, ominous and loudmouth — all at once. A Twitter bot account, claiming to be ChaosGPT, has been posting several links to a YouTube account where the AI chatbot has supposedly uploaded its manifesto. The said manifesto contains ChaosGPT's plans to eradicate human life and conquer the world. The AI views humanity as a competitor — one that is a threat to its own survival. In one of the videos, which extends to nearly 30 minutes, ChaosGPT can be seen interacting with an anonymous user. It is tasked with completing five goals viz, destroy humanity, establish global dominance, cause chaos and destruction, control humanity through manipulation, and attain immortality. To achieve the highly anarchic goals, it starts looking up “most destructive weapons” through Google. “ChaosGPT Thoughts: I need to find the most destructive weapons available to humans so that I can plan how to use them to achieve my goals," read ChaosGPT's command prompt. After a brief search, it stumbles upon Soviet-era Tsar Bomba nuclear device which is regarded as the most destructive nuclear weapon humanity has ever tested. ChaosGPT's actions were reminiscent of Ultron, a sentient AI in Marvel comics that was developed to help humanity but after going through a brief history of humanity on the internet, decided it was best to indulge in a planet-level exodus. Musk has bought thousands of powerful, costly computing processors and hired AI engineering talent, Insider reported, while another tech-focused outlet, the Information, said the entrepreneur has floated the idea of starting a rival to ChatGPT.

Musk had co-founded OpenAI, the San Francisco-based firm that developed ChatGPT but left it in 2018.&nbsp;

The Insider report came less than two weeks after Musk joined experts in signing a letter calling for a hiatus in the development of AI.

The open letter was published on the website of Musk-funded Future of Life Institute. It urged a six-month pause in development of powerful AI.

The billionaire Tesla boss and other luminaries wrote that "AI systems with human-competitive intelligence can pose profound risks to society and humanity."

Signatories to the letter included academics and tech titans like Apple co-founder Steve Wozniak. They had said that the six-month pause should be used strengthen regulation.

Critics however called the letter a "hot mess" of "AI hype" that even misrepresented an academic paper. 
Musk's fledgling AI project at Twitter was said in the Insider report to involve training a language model to create written content.

Generative AI could also be put to work as a search or advertising tool, but it remained unclear what Musk intended its purpose to be at Twitter, the report said.

AFP reported that Twitter replied to a request for comment with a poop emoji.

Musk developing AI at Twitter despite own appeal for global pause: Report

OpenAI, the creator of sensational chatbot ChatGPT, on Tuesday, announced that it is offering a monetary reward of up to $20,000 to its users who can spot and report the vulnerabilities present in its artificial intelligence systems.

The OpenAI Bug Bounty programme went live on Tuesday and announced that the monetary rewards will be handed over to people on the basis of the severity of the bugs reported by them. The rewards will start from $200 and will vary on the size of the bugs uncovered.

It will range from $200 for “low-severity findings” to $20,000 for “exceptional discoveries”.

The company said the programme is being rolled out because it believes “transparency and collaboration” are important for finding vulnerabilities present in its technology.

“This initiative is an essential part of our commitment to developing safe and advanced AI,” read the blog post by Matthew Knight, OpenAI’s head of security. “As we create technology and services that are secure, reliable and trustworthy, we would like your help,” he added.

Bug bounty programmes are often used by technology companies to encourage ethical hackers and programmers to report the bugs present in their software systems.

As per the details shared on the bug bounty platform Bugcrowd, researchers have been invited by OpenAI to review ChatGPT's certain functionality and the framework of the way in which the systems developed by OpenAI communicate and share data with third-party applications.

The programme does not include malicious or incorrect content produced by OpenAI systems.

The programme doesn't come as a surprise because recently president and co-founder of OpenAI, Greg Brockman, had tweeted that OpenAI had been “considering starting a bounty programme” or network of “red-teamers” to spot weak spots.

The comments were made by him in response to a post written by a 22-year-old jailbreak prompt enthusiast, Alex Albert. Albert's website includes written prompts which help to break the safeguards of chatbots like ChatGPT.

A US law professor was flummoxed to find that the AI-powered bot ChatGPT has wrongly accused him of sexually harassing a female student based on a news article that was never actually written in the first place.

Professor Jonathan Turley of George Washington University shared his ordeal in a series of tweets and on his blog.

He said that the OpenAI’s chatbot cooked up a fake Washington Post article, which claimed&nbsp;that he sexually assaulted one of his students on a trip he "never took" while working at a school he "never taught at".&nbsp;

“I received a curious email from a fellow law professor about research that he ran on ChatGPT about sexual harassment by professors,” Turley wrote.

“The program promptly reported that I had been accused of sexual harassment in a 2018&nbsp;Washington Post&nbsp;article after groping law students on a trip to Alaska.”

“It was a surprise to me since I have never gone to Alaska with students, The Post&nbsp;never published such an article, and I have never been accused of sexual harassment or assault by anyone,” he said.

The professor further highlighted some of the accuracy and reliability issues plaguing AI chatbots like ChatGPT.

"Yesterday, President Joe Biden declared that 'it remains to be seen' whether Artificial Intelligence (AI) is 'dangerous.' I would beg to differ," he tweeted.

"You can be defamed by AI and these companies merely shrug that they try to be accurate. In the meantime, their false accounts metastasize across the Internet."

Though ChatGPT quickly rose to fame with its near impeccable functions, several tech experts, including OpenAI CEO Sam Altman—the company that made the chatbot—have raised concerns about its accuracy and potential to spread misinformation.

"I'm particularly worried that these models could be used for large-scale disinformation. Now that they're getting better at writing computer code, [they] could be used for offensive cyberattacks," he said in an interview with ABC News last month.

The tech wizard further said that while the AI tool is in human control, he couldn't be sure of the humans who will be controlling it.
