Claiming that yoga originated in Nepal and not in India, Nepal Prime Minister KP Sharma Oli on Monday said that much before the existence of India as a nation, yoga was and has been practiced in the Himalayan nation.

The prime minister was speaking at an event held at his residence Baluwatar on the occasion of International Yoga Day.&nbsp;

“Yoga originated in Nepal and not in India. There was no existence of India when Yoga started. There was no country like India because there were several fringe states when yoga came into practice in Nepal,” Oli said in his address.&nbsp;

Prime Minister Oli said Nepal could not take the practice of yoga across the globe due to which there was no international recognition.&nbsp;

“Many famous sages and Maharishis such as Patanjali, Kapilmuni, and Charaka were born in Nepal. They studied and practice here itself,” he added.&nbsp;

Oli said yoga got international recognition after Indian Prime Minister Narendra Modi proposed to the UN to celebrate International Yoga Day.&nbsp;

International Day of Yoga has been celebrated annually on June 21 since 2015, following its inception by the United Nations General Assembly in 2014.

Prime Minister Modi, in his UN address, had suggested the date of 21 June, as it is the longest day of the year in the Northern Hemisphere and shares a special significance in many parts of the world.

"A government formation is a political process and it cannot be decided by the Supreme Court. According to Article 76 (5) of the Constitution, the Prime Minister may be appointed only on the basis of party support. The constitution does not allow the court to test which party holds a majority," Oli said in the letter.&nbsp;

"The court cannot appoint the prime minister. Opposition leader Sher Bahadur Deuba has demanded to be appointed as the prime minister. The court is to interpret the constitution and the law, it cannot play the role of legislature or executive. This is a very political and executive process," the letter added.

As many as 146 lawmakers of the dissolved House of Representatives on May 24 filed a petition against Oli’s May 21 decision to dissolve the House and demanded that Nepali Congress President Sher Bahadur Deuba be appointed as the Prime Minister.

Among the 146 lawmakers, 29 lawmakers from Madhav-Kumar Nepal faction signed the petition.&nbsp;

Speaking on the&nbsp;writ petitions, Prime Minister Oli said all the boundaries of party discipline and ethics have been violated by some petitioners.&nbsp;

"No Member of Parliament is exempt from violating party discipline."

Oli has also argued that both the constitution and the Political Parties Act-2017 do not allow members of any party to go against the decisions of their parties.

In the letter, Oli asked what will be the status of his party CPN-UML — ruling or opposition, if Deuba from the opposition Nepali Congress is appointed as the Prime Minister with the support of his party lawmakers.&nbsp;

"A party cannot be a ruling as well as an opposition party at the same time," Oli said.&nbsp;

Following the submission of the writ petition, the Constitutional Bench on June 10 had directed Oli, President Bidya Devi Bhandari, and the council of ministers to present in writing the reasons for dissolving the House.

The next hearing has been scheduled for June 23.&nbsp;

Former Prime Minister Jhala Nath Khanal has been taken to New Delhi’s Apollo Hospital from Nepal's Norvic International Hospital in Kathmandu.&nbsp;

Khanal was admitted to the Norvic International Hospital on Monday after he reported post-COVID-19 symptoms.&nbsp;

Earlier in May, the CPN-UML Leader was infected with COVID-19 and was hospitalised for ten days.

The hospital said Khanal is also suffering from chronic pneumonia, including other problems.&nbsp;

Mainly, it is the post-COVID health issues," Norvic Hospital’s Public Relations Officer Som Nath Bastola told WION.&nbsp;

"He was receiving the treatment from Dr Brajendra Srivastava. Senior Consultant Pulmonologist (Chest Physician). Here doctors supported the family’s decision," Bastola added.&nbsp;

The leader issued a statement prior to his departure for Delhi requesting his party leaders to unite.&nbsp;

He urged all the leaders to unite and stop the "unnecessary confrontation",&nbsp;and solve all the problems.&nbsp;

Showing concern over the state of the country, democracy and the party, the leader in the letter said, "I would like to take this opportunity to urge all the leaders and cadres to give up their anger, arrogance and revenge and unite under the party's legal process."

President Bhandari will administer the oath of office and secrecy to Oli at a ceremony at Shital Niwas on Friday.

The president had asked the Opposition parties to come up with the support of majority lawmakers to form a new government by 9 pm Thursday after Oli, lost the vote of confidence in the House on Monday.

Oli's appointment came shortly after the Office of President said that no two parties or more than two parties came to lay claim to forming a coalition government by the given deadline that expired at 9 PM.

Oli will now have to take a vote of confidence at the House within 30 days, failing which, an attempt to form a government under Article 76 (5) would be initiated. Should both the steps fail, the House may face another dissolution and the country will move towards the direction of early elections.

Political parties were engaged in hectic negotiations to form a coalition government under Article 76 (2) for the past three days but failed to bear any fruit.

Until Thursday, the Nepali Congress president, who got backing from CPN-Maoist Centre chairman Pushpakamal Dahal "Prachanda" was hopeful to get sufficient votes in the House to stake his claim as the next Prime Minister.

But as Madhav Kumar Nepal took a U-turn after his last-minute meeting with Oli, Deuba's dream to become the next Prime Minister was shattered.

The dissident faction led by Madhav Nepal within the CPN-UML, with their 28-member strength in Parliament had earlier decided to resign en masse from the Parliament paving way for Deuba to claim for the post of Prime Minister.

On the other hand, Janata Samajwadi Party was also divided on the issue of extending support to Deuba as the next Prime Minister.

Upendra Yadav, President of JSP had assured Deuba to extend support, but Mahanta Thakur, another president of the party, who has backing from 17 out of 32 Lawmakers, rejected Upendra's idea.

The CPN-UML, headed by Oli is the largest party with 121 seats in the House of Representatives. However, Oli needs to prove the majority through a vote of trust in the Parliament within a month of his re-appointment.

Nepali Congress and Maoist Centre have 61 and 49 seats in the lower house. Their combined strength was 110, which is insufficient to win the majority vote.

At present 136 votes are needed to form a majority government.

Oli withdrew the action taken against four UML leaders including Nepal and assured to address their other demands. If 28 UML MPs had resigned, the total strength of the House would have been reduced to 243. Currently, there are 271 valid members in the House. If they had resigned only 122 votes would be sufficient to stake a claim for the majority government.

Earlier, Baburam Bhattarai, a senior leader of JSP-N, said all parties needed to form a new national coalition government and hold elections in one year.

Bhattarai said such a government should not be led by a former prime minister or the current prime minister.

Bhattarai said such a government should be run based on a common minimum programme, should resolve the COVID crisis, and ensure economic relief packages, constitution amendment, and truth and reconciliation.

Given the parties’ strengths and particularly the factional feuds in the CPN-UML and the Janata Samajbadi, many say the current numbers game is just a futile exercise and that the country, which has had eight different governments in a decade, would sooner or later head towards early polls, the Kathmandu Post reported.

Nepal plunged into a political crisis on December 20 last year after President Bhandari dissolved the House and announced fresh elections on April 30 and May 10 at the recommendation of Prime Minister Oli, amidst a tussle for power within the ruling Nepal Communist Party (NCP).

Oli's move to dissolve the House sparked protests from a large section of the NCP led by his rival 'Prachanda'.

In February, the apex court reinstated the dissolved House, in a setback to Oli who was preparing for snap polls. Should both the steps fail, the House may face another dissolution and the country will move towards the direction of early elections. Political parties were engaged in hectic negotiations to form a coalition government under Article 76 (2) for the past three days but failed to bear any fruit. Until Thursday, the Nepali Congress president, who got backing from CPN-Maoist Centre chairman Pushpakamal Dahal "Prachanda" was hopeful to get sufficient votes in the House to stake his claim as the next Prime Minister. But as Madhav Kumar Nepal took a U-turn after his last-minute meeting with Oli, Deuba's dream to become the next Prime Minister was shattered. The dissident faction led by Madhav Nepal within the CPN-UML, with their 28-member strength in Parliament had earlier decided to resign en masse from the Parliament paving way for Deuba to claim for the post of Prime Minister. On the other hand, Janata Samajwadi Party was also divided on the issue of extending support to Deuba as the next Prime Minister. Upendra Yadav, President of JSP had assured Deuba to extend support, but Mahanta Thakur, another president of the party, who has backing from 17 out of 32 Lawmakers, rejected Upendra's idea. The CPN-UML, headed by Oli is the largest party with 121 seats in the House of Representatives. However, Oli needs to prove the majority through a vote of trust in the Parliament within a month of his re-appointment. Nepali Congress and Maoist Centre have 61 and 49 seats in the lower house. Their combined strength was 110, which is insufficient to win the majority vote. At present 136 votes are needed to form a majority government. Oli withdrew the action taken against four UML leaders including Nepal and assured to address their other demands. If 28 UML MPs had resigned, the total strength of the House would have been reduced to 243. Currently, there are 271 valid members in the House. If they had resigned only 122 votes would be sufficient to stake a claim for the majority government. According to party Spokesperson Narayan Kaji Shrestha, the meeting took place at the Prime Minister’s official residence in Baluwatar. The next meeting has been scheduled for December 1 at the party headquarters in Dhumbarahi on the outskirts of Kathmandu.

The matter has gained momentum after Prachanda, and a few others, have demanded Oli's resignation on the basis of the accusations made.

Many people on social media, including Facebook and Twitter, commented that the Prime Minister's office deliberately removed the updated map after his meeting with India's Research and Analysis Wing (R&amp;AW) chief Samant Kumar Goel.

"How can we consider using Nepal's old map in the PM's greeting without incorporating Limpiyadhura as a simple error?" asked main Opposition Nepali Congress spokesperson Bishwa Prakash Sharma.

Many people in their social media posts asked why did the prime minister's office remove the government's coat of arms from the map which includes Lipulekh, Kalapani and Limpiyadhura.

In response to the criticism, Prime Minister's Press Advisor Surya Thapa in a statement claimed that the revised map was used in the prime minister's message, but was not visible due to its tiny size.

"It is natural for the map to appear in such a manner due to its tiny size but the same map, if enlarged, may clearly show the updated areas,"&nbsp;he claimed.

He also asked the people not to be misled by such pre-planned efforts to spread rumours about the map included in the greetings.

"There should not be any confusion that the map used in the greetings is the updated version which was endorsed by Nepal's Parliament," Thapa said.

The Press Advisor in his press note issued through social media also included an enlarged version of the map, which clearly shows the map which includes all the three territories.

The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal protested the inauguration of the road claiming that it passed through its territory.

Days later, Nepal came out with the new map showing Lipulekh, Kalapani and Limpiyadhura as its territories. 
India too had published a new map in November 2019 showing the areas as its territories.

After Nepal released the map, India reacted sharply, calling it a "unilateral act" and cautioning Kathmandu that such "artificial enlargement" of territorial claims will not be acceptable to it.

In its reaction, after Nepal's lower house of parliament approved the bill, India termed as untenable the "artificial enlargement" of territorial claims by the neighbouring country.

India said Nepal's action violates an understanding reached between the two countries to resolve the boundary issues through talks.
