The decision for new Nepal map was announced by executive decision by KP Sharma Oli led govt. The constitutional amendment to give legal backing to it coat of arms that shows the new map was passed by Nepal parliament earlier this year.

Following the endorsement of the new map by the Nepal Cabinet, then government spokesperson and Finance Minister Yuvaraj Khatiwada told the media that the government had decided to update the schedule of the Constitution and school curriculum incorporating the new political map. India in its response said that it had already made its position clear on it.

The India-Nepal bilateral ties came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

On Saturday, the lower house of the Nepal parliament unanimously voted in favour of altering the map. Atleast 258 out of 275 lawmakers are said to have voted in favour of the constitution amendment bill.

On Sunday, the bill reached the upper house and a&nbsp;proposal to discuss the amendment bill for approval was unanimously endorsed.

The discussion is expected to go on for 72 hours, and the outcome will be declared by Thursday.

The Defence Minister of India Rajnath Singh has categorically stated that any misunderstanding with Nepal will be sorted only through dialogue. He even used a famous adage to describe India's ties with Nepal. He called the bilateral relationship "roti-beti ka rishta", which in simpler words means it's like a relationship between two families.

Referring to the 1815 treaty of Sugauli between the British Raj and the then Royal government in Nepal that, sources said Nepal renounced all claims to territories lying west of the Kali river under Article V of the treaty. Treaty of Sugauli defined the current borders of Nepal and according to it Nepal's border with India in the east runs according to the flow of river Kali. While in 1817, Nepal made claim to the area and demanded the return of Tinkar, Chhangru, Nabhi and Kuthi villages, the first two were returned since they were east of Kali river. As for Nabhi and Kuthi, the then Governor-General of India had rejected Nepal's claim on it. Nepal has been claiming its right on Indian territories on the basis of Kuthi Yankti and Lipugadh streams which flow into river Kali. Indian sources said it is incompatible with the Treaty of Sugauli and the 1817 decision of Governor-General of India, elaborating that when it comes to the source of the Kali river, which is one of the causes of the current dispute was also settled during that judgement by the Governor-General. Sources explained that the current claim of the Nepali government is contrary to its own boundary treaty & protocols signed with China. India, Nepal boundary issue was discussed at Joint Working Group level in 1997 and 1998 and In 2014 Foreign Secretaries for both the countries were mandated to work on the issues of Kalapani and Narsahi-Sustaand with technical inputs from Boundary Working Group as and when required.

Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas. India has been maintaining that these three areas belonged to it.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

India sternly asked Nepal not to resort to any "artificial enlargement" of territorial claims after Kathmandu released the new map.

Nepal's Prime Minister K P Sharma Oli has said that his government will seek a solution to the Kalapani issue through diplomatic efforts and dialogue on the basis of historical facts and documents.

"We will get back the land occupied by India through holding a dialogue," Oli said while responding to questions in Parliament on Wednesday.

He claimed that India built a Kali temple, created "an artificial Kali river" and "encroached the Nepalese territory through deploying the Army" at Kalapani. The river defines the border between the two countries.

In New Delhi, the External Affairs Ministry said on Thursday that India deeply values its friendly ties with Nepal.

"We have already made our position clear on these issues. India deeply values its civilization, cultural and friendly relations with Nepal," Spokesperson in the Ministry of External Affairs Anurag Srivastava said, in comments seen as conciliatory to the Himalyan nation.

"Our multi-faceted bilateral partnership has expanded and diversified in the recent years with increased focus and enhanced government of India's assistance on humanitarian, development and connectivity projects in Nepal,"

Nepal's new map to get constitutional backing soon

Nepal's parliament will take up for discussion on Tuesday a controversial constitution amendment bill on a new map which includes parts of India territory.

The bill was tabled by Nepalese Law Minister Shivamaya Tumbahangphe in the parliament on May 31.

The government had registered the bill at the Parliament on May 22, seeking to amend Schedule 3 of the constitution to update Nepal`s political map in the national emblem.

As the constitution amendment requires a two-thirds majority, the ruling Nepal Communist Party, which holds a two-thirds majority in upper House, fell short of dominance in the lower House compelling it to seek support from other parties.

The main opposition Nepali Congress party sought time for discussion on the issue and the KP Sharma Oli government deferred on May 27 its plan to move the constitutional amendment.

On May 30, the Nepali Congress which has 63 seats, decided to support the amendment proposal which would allow Nepal Communist Party with its 174 seats to muster the required two-thirds majority.

A dispute between India and and its neighbouring country Nepal has escalated into a full blown diplomatic crisis.&nbsp;

Nepal will be issuing a new political map to regain the territories which belong to India according to its map.
