The News Broadcasters Association (NBA) has suggested to the Supreme Court that its "code of ethics" should be made part of statutory rules on cable TV by the central government to ensure it becomes binding on member and non-member news channels alike.

Taking note of the NBA's alleged inadequacy in regulating "hurtful" and "communal" contents in television programmes of news channels, the top court on September 18 had sought suggestions from it and the Centre to strengthen the association's self-regulatory powers.

A bench headed by Justice D Y Chandrachud has been hearing a case of a lawyer seeking granting of pre-telecast ban on a programme called 'UPSC Jehad' of Sudarshan TV and it will hear the case on Monday again.

At present, the court has stayed the telecast of episodes which deal with alleged infiltration of Muslims in bureaucracy.

Annie Joseph, secretary general of the NBA, has filed the affidavit in pursuance of the court's direction asking it to give suggestions as to how the self-regulatory mechanism of the NBA could be strengthened and made more effective in regard to the electronic media.

The NBA said its code of ethics should be given a statutory recognition by making it a part of the Programme Code under the Cable TV Rules so that these codes become binding on all news channels.

The move will give official recognition and power to the regulatory body.

"This court may grant recognition to NBSA (News Broadcasting Standard Association) the 'independent self-regulatory mechanism' so that complaints against all news broadcasters, whether members of NBA or not, may be entertained by the NBSA and the orders passed by the NBSA would be binding and enforceable on all news broadcasters," Joseph said in her affidavit.

"Recognition to the NBSA would also strengthen the News Broadcasting Standard Regulation and the penalties mentioned therein could be made more stringent," the affidavit stated.

The self-regulatory body said that amenability to the NBSA mechanism should be made a term of the "uplinking/downlinking permission for news channels, and the orders made, if any, against any news broadcaster may be considered by the (information and broadcasting) ministry at the time of grant and renewal of such permissions".

The NBSA is currently headed by retired Supreme Court judge A K Sikri.

Earlier, the bench had said it was against the practice of courts granting pre-telecast injunctions on shows and that such orders are a "nuclear missile" and hence, the self-regulatory mechanism needed to be strengthened.

It had also questioned Sudarshan TV over its 'Bindas Bol' programme, the promo of which had claimed that the channel would show the "big expose on conspiracy to infiltrate Muslims in government service".

The bench had asked whether media can be allowed to “target whole set of communities.

Simultaneously, it had taken note of alleged inadequacy of self-regulatory mechanism of the NBA and had observed: "The NBA says that Sudarshan TV is not its member so it cannot do anything."

NBA says they have a committee headed by a retired Supreme Court judge. They can impose a maximum fine of Rs one lakh and this shows how toothless they are. But, the NBA is only for members, so Sudarshan News not being a member is not governed by the NBA," the bench had observed.

NBA playoff games were cancelled for a second straight day on Thursday, but players pledged to return to the court as they sought support from team owners in tackling racial injustice.

A Milwaukee Bucks boycott inside the NBA's Orlando "bubble" on Wednesday sparked a wave of protest that ultimately saw dozens of games called off across an array of sports -- basketball, football, baseball, ice hockey and tennis.

Black players, their teammates and supporters demanded action in the face of yet another police shooting of an African American after Jacob Blake was shot several times in the back in the Midwestern city of Kenosha on Sunday.

The Bucks boycott, which was joined by their scheduled opponents the Orlando Magic, prompted the NBA to postpone all three playoff games scheduled for Wednesday and three more slated for Thursday as players from all teams debated whether to continue the season already disrupted by coronavirus.

Players agreed on Thursday to continue the playoffs, with LeBron James and the Los Angeles Lakers -- who had been in favor Wednesday night of abandoning the season -- reportedly "on board" with the decision.

"NBA playoff games for (Thursday) will not be played as scheduled," league executive vice-president Mike Bass said in a statement after an NBA Board of Governors meeting Thursday.&nbsp;

"We are hopeful to resume games either Friday or Saturday."

ESPN and other US media reported late Thursday that games would most likely resume on Saturday.

Players from all 13 teams in Orlando, along with representatives from the National Basketball Players Association, the league office and NBA Labor Relations Committee Chairman and basketball legend Michael Jordan met Thursday to discuss player concerns.

Details of the meeting were not immediately available, but ESPN reported that players pushed for owners to join them in a "direct action plan" to promote voter turnout, police accountability and police reform legislation.

Meanwhile, the NBA's stoppage continued to ripple through the sports world.

The National Hockey League, which didn't postpone games on Wednesday, called off games in its quarantine bubbles in Toronto and Edmonton on Thursday and Friday.

"We understand that the tragedies involving Jacob Blake, George Floyd, Breonna Taylor and others require us to recognize this moment," the league and its players association said in a statement.&nbsp;

"We pledge to work to use our sport to influence positive change in society."

Seven Major League Baseball games were called off on Thursday and nine NFL teams cancelled practice with the start of their season just two weeks away.

The courts were quiet at the National Tennis Center in Flushing Meadows, although two-time Grand Slam champion Naomi Osaka agreed to go ahead with her Western &amp; Southern Open semi-final on Friday after initially saying she was pulling out of the event.

"I was (and am) ready and prepared to concede the match to my opponent," Osaka said. "However, after my announcement and lengthy consultation with the WTA and USTA, I have agreed at their request to play on Friday."

"They offered to postpone all matches until Friday and in my mind that brings more attention to the movement."

The WNBA women's basketball league postponed its slate of games on Thursday for a second day running, but players said they intended to return to the court on Friday.

Since resuming their season in a quarantine bubble in Florida, WNBA players have demanded justice for Breonna Taylor, a black woman who was killed in her own apartment by police in Louisville, Kentucky, who burst into her home executing a "no knock" search warrant.

Los Angeles Sparks forward Nneka Ogwumike, president of the WNBA players' union, said Thursday's pause in games was a "moment of reflection" for players and a chance for them to "recommit" to their fight for racial and social justice.

The National Basketball Association (NBA) postponed all three playoff games on Wednesday after the Milwaukee Bucks boycotted Game 5 of their series against the Orlando Magic to protest racial injustice, triggering similar moves across other sports.

The action by the Wisconsin-based team follows the police shooting of Jacob Blake, a Black man, in the city of Kenosha, also in Wisconsin, on Sunday.

Major League Baseball, Major League Soccer and the Women’s NBA also postponed games, while two-times tennis Grand Slam champion Naomi Osaka joined the protests by pulling out of a tournament after reaching the semi-finals.

The Bucks players said in a statement they were unable to focus on basketball due to the events in Kenosha.

“Over the last few days in our home state of Wisconsin we have seen the horrendous video of Jacob Blake being shot in the back seven times by a police officer in Kenosha and the additional shooting of protesters,” they said.

“Despite the overwhelming plea for change there has been no action so our focus today cannot be on basketball.”

In addition to the Bucks-Magic game, the NBA said the Houston Rockets-Oklahoma City Thunder and Los Angeles Lakers-Portland Trail Blazers games would be rescheduled.

“WE DEMAND CHANGE. SICK OF IT,” tweeted LeBron James, the four-times NBA Most Valuable Player.

Former U.S. President Barack Obama praised the Bucks in a Twitter post that included a video clip of an emotional Los Angeles Clippers head coach Doc Rivers talking about Blake.

“I commend the players on the @Bucks for standing up for what they believe in, coaches like @DocRivers, and the @NBA and @WNBA for setting an example. It’s going to take all our institutions to stand up for our values,” wrote Obama.

<h3>‘SHINE A LIGHT’</h3>

Major League Baseball postponed games in Milwaukee, San Diego and San Francisco scheduled for Wednesday while Major League Soccer decided to postpone the five remaining games on its schedule.

“Given the pain in the communities of Wisconsin and beyond following the shooting of Jacob Blake, we respect the decisions of a number of players not to play tonight,” MLB said in a statement.

The WNBA also postponed three games scheduled for Wednesday. Players on the reigning WNBA champion Washington Mystics wore T-shirts that depicted seven bloody bullet holes on their backs.

World number 10 tennis player Osaka withdrew from a U.S. Open tune-up tournament after she reached the semi-finals.

“As a Black woman I feel as though there are much more important matters at hand that need immediate attention, rather than watching me play tennis,” Osaka said.

Kenosha has been rocked by civil unrest and violence since Sunday, when police shot Blake, 29, in the back at close range in an incident captured on video. Blake is paralyzed and is being treated for his injuries.

A 17-year-old identified as Kyle Rittenhouse was arrested and charged with homicide on Wednesday in connection with gunfire that killed two people and wounded a third during a third night of protests on Tuesday.

The Magic, who trail 3-1 in the best-of-seven, first-round series, left the court when it was clear the Bucks were not going to play. Beyonce’s song “Freedom” rang out in the empty Orlando arena as the clock counting down to the start of the game ran out.

The Bucks ownership said they were not aware ahead of time of what the players were planning but supported them.

“The only way to bring about change is to shine a light on racial injustices that are happening in front of us,” co-owners Marc Lasry, Wes Edens and Jamie Dinan said in a statement.

Since the NBA restarted its COVID-19 hit season in a bubble-like campus at Disney World in Florida, courts have the words “Black Lives Matter” painted on them and many players are wearing jerseys with social justice slogans.

NBA postpones games after Bucks boycott, other sports follow suit

US President Donald Trump's son-in-law and senior aide Jared Kushner on Thursday criticized a walkout by NBA stars protesting against racism and police brutality, saying they were fortunate to be rich enough to take the night off.

The Milwaukee Bucks led the boycott over another police shooting of a black man, forcing the league to halt its playoff schedule and prompting a wave of walkouts in other sports.

The NBA postponed its Wednesday evening fixtures after the Bucks refused to play the Orlando Magic in protest over the shooting of Jacob Blake in Wisconsin on Sunday.

"The players in the NBA... have the luxury of taking a night off from work -- most Americans don't have the financial luxury to do that," said Kushner in an interview with the Politico news site.

"I think that it's nice that they're standing up for the issue but I'd like to see them start moving into concrete solutions that are productive."

Los Angeles Lakers superstar Lebron James voiced solidarity with the Bucks.

"WE DEMAND CHANGE. SICK OF IT," James, who has launched several anti-racism initiatives, tweeted.

When told of James's record of anti-racism work, Kushner said that "if LeBron James reached out to the White House and we reach out to him, we're happy to talk with him and say, 'look, let's both agree on what we want to accomplish.'"

The NBA postponements marked a dramatic escalation in the league's calls for social justice, which have reverberated across US sport since the killing of unarmed black man George Floyd by Minneapolis police in May.

Large nationwide protests have been marked by violence and looting.

"I do think that peaceful protest has a place and it has importance," Kushner said. "You don't improve wealth equality by rioting and burning down stores."

Donald Trump son-in-law says NBA stars lucky to be able to afford racism walkout

LeBron James has said he has no qualms about losing U.S. President Donald Trump as a viewer as the Los Angeles Lakers forward defended NBA players for kneeling in protest before games.

NBA teams have been protesting against racial injustice before games, with players wearing Black Lives Matter t-shirts, bowing their heads and kneeling when the U.S. national anthem is played.

Trump told Fox News that he switches off the game when he sees players kneel, describing it as “disgraceful” and “not acceptable”.

“I really don’t think the basketball community are sad about losing his viewership, him viewing the game,” James told reporters after the Lakers lost 105-86 to the Oklahoma City Thunder in Orlando, Florida on Wednesday.

“I think our game is in a beautiful position and we have fans all over the world.

“Our fans not only love the way we play the game, we try to give it back to them with our commitment to the game but also respect what else we try to bring to the game and acknowledging what’s right and what’s wrong.”

Athletes from around the world have united behind anti-racism protests sparked by the death of George Floyd, an unarmed Black man, while in police custody in Minneapolis in May, with James being one of the NBA’s leading voices for social justice.

James added that he hoped Americans “no matter the race” could see the leadership the country had at the helm and urged them to make their vote count to bring about change when the U.S. goes to the polls in the Nov. 3 presidential election.

“November is right around the corner and it’s a big moment for us as Americans,” James, who started a group with other black celebrities in June to work to prevent the suppression of the African-American vote, added.

“If we continue to talk about, ‘We want better, we want change’, we have an opportunity to do that.

“But the game will go on without his eyes on it. I can sit here and speak for all of us that love the game of basketball, we could (not) care less.”

Claims of physical abuse at NBA basketball academies in China are "disturbing", a senior official said, while adding that none of the coaches provided by the league were accused of wrongdoing.

Deputy commissioner Mark Tatum said the NBA was reassessing its programme in China and that the league's role was limited to providing just three coaches at each Chinese-run academy.

An ESPN report released this week detailed physical abuse and a lack of schooling at the academies in Shandong, Zhejiang and Xinjiang -- the western region where China is accused of holding one million people in internment camps. NBA cut its ties with the Xinjiang academy last year.

"The allegations in the ESPN article are disturbing," Tatum said, in a statement sent to AFP.&nbsp;

"We ended our involvement with the basketball academy in Xinjiang in June 2019 and have been re-evaluating the NBA Academy programme in China."

The ESPN report described widespread physical punishment for young players, a lack of formal education, cramped living conditions, two or three training sessions a day and few extracurricular activities.

It said the academy project was "fundamentally flawed" because the NBA coaches are placed under the authority of Chinese officials and do not have access to the country's elite players.

Tatum said the NBA launched the "elite player development initiative in 2016 by working to support three existing basketball development centres in China operated by local sports authorities.&nbsp;&nbsp;

"Our role was limited to providing three coaches at each academy, none of whom have been alleged to have engaged in any wrongdoing."

One expert quoted in the report, a British-based academic who grew up in China, said physical discipline was common among Chinese coaches, pointing to cultural differences with the West.

Eleven pairs of shoes worn by NBA legend Michael Jordan are up for auction from Thursday. These pairs are predicted to smash the record for a sports shoe.

Air Jordan 1 High is the key highlight of the auction. Michael Jordan wore these during a 1985 exhibition match in Italy when he dunked the ball so hard it smashed the glass backboard into thousands of pieces. Till date, a piece of glass is still lodged in the sole of the left shoe.&nbsp;

"It was an iconic moment in the history of sport," said Caitlin Donovan, head of handbag and sneaker sales at Christie's -- which is organizing the auction with Stadium Goods.

These sneakers are signed by the legend himself and are estimated to sell for between $650,000 and $850,000, making it the most expensive sports shoe. This record is currently held by another Air Jordan that was sold by Sotheby's in May for $560,000.&nbsp;

The other pairs of sneakers could notch up a high price too. Like the Nike Air Ship set that Jordan wore at the early part of his rookie season with the Chicago Bulls in 1984. They could fetch up to $550,000.

Air Jordan 7 Olympic, the sneakers worn by NBA legend during the gold medal game against Croatia at the 1992 Barcelona Games, which the USA "Dream Team" won, is listed between $50,000-$70,000.

According to Christie's estimation, the sales are expected raise a total of $2 million, highlighting the soaring market value of objects identified with the retired basketball superstar since the release of "The Last Dance," an ESPN/Netflix documentary that chronicles the saga of Jordan and his Chicago Bulls.&nbsp;

Young players have been physically abused and left without schooling at NBA basketball academies in China, which were described as "sweat camp(s) for athletes", an ESPN report said.

Multiple coaches have complained about physical punishment at the academies including a facility in Xinjiang, the region where China is accused of holding more than a million members of ethnic minorities in internment camps.

The NBA says it cut ties last year with Xinjiang, but the world's most popular basketball league continues to operate academies in Shandong and Zhejiang provinces, in sports facilities run by the Chinese government.

One former coach said he saw a Chinese counterpart hurl a ball into a young player's face and "kick him in the gut" according to the ESPN investigation.

"Imagine you have a kid who's 13, 14 years old, and you've got a grown coach who is 40 years old hitting your kid," the coach was quoted as saying. "We're part of that. The NBA is part of that."

NBA deputy commissioner Mark Tatum told ESPN that only a "handful" of complaints about abuse had been received -- but added that the league is "re-evaluating" the academy program.

"One of the lessons that we've learned here is that we do need to have more direct oversight and the ability to make staffing changes when appropriate," Tatum said.

"We don't have oversight of the local coaches, of the academic programs or the living conditions," he added. "It's fair to say we were less involved than we wanted to be."

The report, by Pulitzer prize-winning journalist Steve Fainaru and his brother Mark Fainaru-Wada, who covered the BALCO steroid scandal, comes at a time of fraught relations between the NBA and China.

State broadcaster CCTV stopped screening NBA games last year after a Houston Rockets executive tweeted in support of pro-democracy protesters in Hong Kong.&nbsp;

The NBA began launching international academies in 2016, placing three in China. The aim was to "find another Yao", former employees told ESPN, referring to China's towering former Rockets center Yao Ming.

But the Chinese project was "fundamentally flawed" according to Bruce Palmer, a former technical director at a private basketball school in China who was hired by the NBA to evaluate the academies.

The main problems were that NBA employees were placed under Chinese authority, and that the league was prevented from working with China's elite players, Palmer said.

"We were basically working for the Chinese government," one former coach was quoted as saying.

According to ESPN, one coach requested a transfer after seeing Chinese coaches hit teenage players, while another left because he couldn't stomach the lack of education.

"I couldn't continue to show up every day, looking at these kids and knowing they would end up being taxi drivers," told ESPN.

Education was intended as a central plank of the academies, but no formal schooling was provided by the Chinese sport bureaus, the report said.

It detailed cramped living conditions at the Xinjiang academy, where rooms meant for two players were accommodating up to 10, sleeping in bunk beds.

Players trained two or three times a day and had few extracurricular activities, ESPN said, adding that teenagers as young as 13 were often left unsupervised.

One expert quoted in the report pointed out that physical punishment was common among sports coaches in China, underlining a cultural difference with the West.

"For most of the older generation, even my grandparents, they take corporal punishment for granted and even see it as an expression of love and care," said Jinming Zheng, an assistant professor of sports management at Northumbria University in England.

"The older generation still sees it as an integral part of training."

NBA star Russell Westbrook revealed Monday he has tested positive for COVID-19 as the league gears up for its return in Florida later this month.

Houston Rockets star Westbrook, the 2017 Most Valuable Player and one of the biggest names in the NBA, said in a statement he was feeling well and was in isolation.

"I tested positive for COVID-19 prior to my team's departure to Orlando," Westbrook said on Twitter.&nbsp;

"I'm currently feeling well, quarantined and looking forward to rejoining my teammates when I am cleared. Thank you all for the well wishes and continued support," the 31-year-old added.

"Please take this virus seriously. Be safe. Mask up!"

Westbrook was one of several Rockets players who did not travel to Orlando, where the NBA will resume its season on July 30 after a four-month shutdown due to the coronavirus pandemic.

As well as Westbrook, fellow superstar James Harden and Cameroon international Luc Mbah a Moute also did not travel, although the team has not given a reason for their absence.

Rockets coach Mike D'Antoni on Sunday said Westbrook, Harden and Mbah a Moute were "working in their own home base."

"We're still expecting them in a few days," D'Antoni said. "You never know, but we think we'll get them back in here by the middle of the week.

D'Antoni would not comment on why the players had not travelled with the team.

NBA star Westbrook tests positive for COVID-19

Seven Women's NBA players have tested positive for COVID-19 ahead of Monday's scheduled team arrivals at a Florida bubble, with one team delaying its arrival until at least Saturday.

The 12-team league announced on Monday tests of 137 WNBA players between June 28 and July 5 returned seven positives for coronavirus, although no names or clubs were revealed.

Under US Centers for Disease Control and Prevention (CDC) recommendations followed by the league, players who test positive will self-isolate until being cleared by a physician, generally after two negative tests at least 24 hours apart.

The Indiana Fever will delay travel to the IMG Academy at Bradenton, Florida, by at least five days, the league said, "in an abundance of caution due to the CDC's close contact self-quarantine requirements."

Players and staff from the other 11 clubs were set to arrive Monday at IMG Academy to start a virus-delayed 2020 season.

WNBA Commissioner Cathy Engelbert announced last month the league would stage a season at IMG Academy that would include 22 games for each team without spectators starting in late July after pre-season training workouts.

Cases of COVID-19 have spiked in Florida in recent days after state officials welcomed teams into bubble isolation plans to stage seasons. The NBA and Major League Soccer are using bubbles at Disney World in Orlando to play games despite the deadly virus.

League organisers have agreed to paint NBA courts with the words "Black Lives Matter" when the basketball season resumes next month in Florida, US media reports said.

NBA stars have been prominent supporters of the anti-racism protests that swept across the United States following the death in May of George Floyd, an unarmed black man, in police custody.

The NBA and the National Basketball Players Association are planning to paint the slogan inside the sidelines of all three arenas at Disney World in Orlando, ESPN reported Monday.

USA Today said the slogans would be painted on two sides of each court -- in front of the scorer's table and the broadcast booth.

The NBA is planning to go ahead with its restart plans for the coronavirus-delayed 2019-20 campaign on July 30.

League commissioner Adam Silver said last week that the goal of the NBA restart will be to promote social justice and combat systemic racism.

On Sunday ESPN reported that NBA players could also be allowed to wear jerseys bearing slogans supporting social justice causes or charities instead of their names when the league resumes.

Players are due to travel to Florida for training camp in early July, and the teams will play games without fans in a "bubble" designed to shield players and team staff from the outside world.

But some NBA players have expressed concern about being quarantined for the return at a time of major social change for the black community in the US.

The NBA's board of governors approved a return-to-play plan on Thursday, paving the way for the league to resume in Florida following a three-month coronavirus shutdown.

The NBA said a proposal put to the league's board that will see 22 teams based at a single location had passed comfortably.

"We are in the equivalent of the first inning. We've got a long ways to go here," NBA Commissioner Adam Silver told American cable station TNT on Thursday night. "We have always been looking for a safe way to resume, knowing we are going to be living with this virus for a while."

Twenty-nine teams voted in favor of the return-to-play plan, with Portland the lone vote against, according to reports.

Under the NBA's proposals, the league would resume on July 31 with 22 teams based at Disney's ESPN Wide World of Sports Complex in Orlando to minimize the threat of COVID-19. Games will be played without spectators.

Playoffs would take place in August, with the NBA Finals set to be completed by October 12.&nbsp;

The league has also penciled in a provisional December 1 start date for the 2020-2021 season.

"The Board's approval of the restart format is a necessary step toward resuming the NBA season," Silver said.

"While the COVID-19 pandemic presents formidable challenges, we are hopeful of finishing the season in a safe and responsible manner based on strict protocols now being finalized with public health officials and medical experts."

The NBA Players Association must sign off on the restart plan for it to take effect. The NBAPA is expected to vote on the plan during a conference call set for Friday.

Silver said there are still some complex issues to be decided, including how to ensure the safety of some of their older coaches. He indicated that "certain coaches" may not be on the bench at all. San Antonio Spurs head coach Gregg Popovich is 71, and New Orleans Pelicans coach Alvin Gentry is 65.

Silver meanwhile referred to the protests that have erupted across the United States since the death of an unarmed black man in police custody in Minneapolis last week.

"We also recognize that as we prepare to resume play, our society is reeling from recent tragedies of racial violence and injustice, and we will continue to work closely with our teams and players to use our collective resources and influence to address these issues in very real and concrete ways," Silver said.

NBA player Stephen Curry chanted the name "George Floyd" as he and some of his Golden State Warrior teammates joined a throng of protesters at a peaceful march in California on Wednesday.

Curry, along with Klay Thompson, Kevon Looney and Damion Lee, participated in the Oakland march to protest the killing of Floyd, an African American man who suffocated as a white police officer knelt on his neck on May 25 in Minneapolis.

As some protesters called for others to "Say his name", Curry was among those shouting their response: "George Floyd."

The march took place in the same location as the NBA club's championship rallies and parades.&nbsp;

"We're all here for the same purpose, not just for black people," said march spokesman Juan Toscano-Anderson.&nbsp;

"Right now it's about black people, but for humanity. There's people all over the world being oppressed.&nbsp;

"And we're just trying to take a step in the right direction and start something -- me and my boys, my brothers. Thank you guys for being here."&nbsp;

The NBA informed clubs Monday that it plans to allow individual workouts by players at team facilities no sooner than May 8 in areas where allowed by government regulations.

The league shut down its 2019-20 season on March 12 after Utah's Rudy Gobert tested positive for the coronavirus and this marks the first small step toward resuming the campaign, although no timetable for that has been announced.

The move comes as several state and local governments have started easing stay-at-home orders on non-essential business activity.

Georgia and Oklahoma were among the first states with NBA teams to relax quarantine regulations, opening the door to possible workouts at club gyms and courts, with more states set to follow suit in the coming days.

"The purpose of these changes is to allow for safe and controlled environments for players to train in states that allow them to do so, and to create a process for identifying safe training options for players located in other states," the league said in a statement.

While advising that May 8 was the target date for allowing players into team facilities, the league warned it might push back the timing as developments warrant regarding the deadly virus outbreak.

Team facilities would be available for workouts or treatment on a voluntary individual basis provided no government restrictions against such activities are in place.

That is expected to open the door for as many as 10 NBA clubs to have players in team facilities, seen as secure environments, within a few days and potentially several more clubs by the opening date.

Another concern for the league is the potential fitness advantage some teams could gain over others based upon the ability to conduct workouts in team facilitities.

The NBA said it will work with teams to "identify alternatives" for any team that is prohibited from making its facility available to players due to government restrictions.

In theory, that could include having players working out at facilities of rival NBA clubs, possibly based upon where players reside or are located.

The NBA said no more than four players would be permitted at a facility at the same time and that no head coaches or assistant coaches could participate in any workouts.

Group activities, including practices or scrimmages, remain banned, and players are also prohibited from using non-team facilities such as public health clubs, fitness centers, or gyms.

The NBA regular season was halted with more than a month remaining in the campaign. The NBA playoffs, which last two months, were to have opened on April 18.

NBA commissioner Adam Silver said he would not examine a timetable for resumption of games before May, with speculation the league could go as late as early September in trying to stage a full post-season schedule.

Scenarios for resuming games while complying with coronavirus health restrictions have centered upon playing matches at a venue with teams gathered at one location and players sequestered, potentially for months, to avoid catching and spreading coronavirus.
