Lavrov said that Washington and its allies are currently reviewing Russia’s proposals.

Russia had recently sent a draft agreement to&nbsp;NATO&nbsp;and a draft treaty to the United States both on&nbsp;security&nbsp;guarantees in Europe for the Western countries to consider.

According to Maria Zakharova, the ministry’s spokeswoman, ''The persistent attempts by NATO to draw those countries into the orbit of its interests and opportunistic policies haven’t gone unnoticed by Russia.''

“It’s quite obvious that Finland and Sweden joining NATO … would have serious military and political consequences that would require an adequate response from the Russian side,” she highlighted.

Germany came out strongly against Russia on Sunday and said that Moscow could not 'dictate' to Russia. German Defence Minister Christine Lambrecht's statement came even as tensions are high between Russia and the West over conflict in Ukraine.

Lambrecht spoke during a visit to Lithuania.

"We have to resolve the tense situation we are in now both diplomatically and with credible deterrence," Lambrecht told reporters.

"We have to talk with each other, which means discussing the proposals that Russia has put forward. That is right and important," she added at Lithuania's Rukla military base.

"But it cannot be that Russia dictates to NATO partners how they position themselves."

Lithuania, along with its Baltic neighbours Estonia and Latvia is worried about security after Russia's deployment of troops along the border with Ukraine. All of these countries were part of erstwhile Soviet Russia.

The trip is Lambrecht's first since being named defence minister, after new German Chancellor Olaf Scholz's Social Democrats formed a coalition government with the Greens and the liberal FDP earlier this month.

Lambrecht met with her Lithuanian counterpart Arvydas Anusauskas, who said that "Russia has mobilised forces in the Kaliningrad region that are ten times larger than the battalion deployed in Rukla."

"In this situation, Russia's demands that weaken the security of our countries are simply impossible to implement. I think they need to be rejected," he told reporters.

Around 550 German troops are stationed at Lithuania's Rukla military base as Germany leads the multinational battalion in the country.

"In this situation, Russia's demands that weaken the security of our countries are simply impossible to implement. I think they need to be rejected," he told reporters. Draft treaty between US and Russian Federation on security guarantees:

Article 4 of the draft says, "United States of America shall undertake to prevent further eastward expansion of North Atlantic Treaty Organization(NATO) and deny accession to the alliance to the states of the former Union of Soviet Socialist Republics."&nbsp;

This has been Putin's key demand ever since tensions escalated with Ukraine over the border.&nbsp;

"The United States of America shall not establish military bases in the territory of the states of the former Union of Soviet Socialist Republics," it said, adding, "use their infrastructure for any military activities or develop bilateral military cooperation with them."

Further, Article 5 states "parties shall refrain from deploying their armed forces and armaments in the areas where such deployment could be perceived as a threat."

Russia also does not want the US to deploy "heavy bombers" equipped with&nbsp;nuclear or non-nuclear armaments or deploy surface warships.

Article 6 states both "parties shall undertake not to deploy ground-launched intermediate-range and shorter-range missiles outside their national territories."

In Article 7, the Russian proposal states that parties&nbsp;"shall refrain from deploying nuclear weapons outside their national territories and return such weapons already deployed outside their national territories at the time of the entry into force of the Treaty to their national territories."

It also states that both parties "shall not train military and civilian personnel from non-nuclear countries to use nuclear weapons." It also seeks to bar military exercises and training including "scenarios involving the use of nuclear weapons."

What does the US want?

White House Press Secretary Jen Psaki said, "There will be no talks on European security without our European allies and partners" indicating Ukraine and other NATO partners would be consulted before an official reaction can be put out.

Psaki said there can be no compromises on the principles of European security even as the Russian foreign ministry said it is ready to hold talks.

Psaki asserted that the US has been engaging with Russia for decades&nbsp;however the Biden administration has to adhere to its partnership with European allies. &nbsp;
