The European Saudi Organisation for Human Rights and Reprieve, in their report, said, "Saudi Arabia’s application of the death penalty is riddled with discrimination and injustice and the Saudi regime has been lying to the international community about its use."

Kyaw Moe Tun added that another 11 men, including a 14-year-old boy, were killed and set on fire in a separate village on July 28.

In the letter, the ambassador repeated his call for a global arms embargo on the ruling junta and "urgent humanitarian intervention" from the international community.

"We cannot let the military keep on doing this kind of atrocity in&nbsp;Myanmar," Kyaw Moe Tun told AFP.

"It is time for the UN, especially the UN Security Council, to take action."

Myanmar&nbsp;has been in turmoil since the army ousted the civilian leadership on February 1, launching a crackdown on dissent that has killed more than 900 people, according to a local monitoring group.

Kyaw Moe Tun has passionately rejected the coup and brushed aside the junta's claims that he no longer represents&nbsp;Myanmar. The United Nations still considers him as the rightful envoy.

Mohammed bin Salaman is already immesely powerful figure in Saudi Arabia and is a de-facto leader of the country. Before becoming prime minister, he was managing various important portfolios and just another title is not viewed to be of being of any real political significance&nbsp;

Little is expected to change inside the kingdom as a result of his new title, said Umar Karim, an expert on Saudi politics at the University of Birmingham.&nbsp;

"MBS was already completely in control, and there was no threat as such to him that could be countered by him becoming prime minister," Karim said. He was quoted by AFP.

According to the royal decree from King Salman published by the official Saudi Press Agency, the heads of other critical &nbsp;ministries including interior, foreign and energy, remained in place

Prince Mohammed bin Salman turned 37 last month. Since 2017, he has been first in line to succeed his father as king.

He became defence minister in 2015, a key step in a swift consolidation of power that saw him take the lead on major portfolios.

Saudi Arabia has for years sought to quell speculation over the health of 86-year-old King Salman, who has ruled the world's top oil exporter since 2015.

In 2017, it dismissed reports and mounting speculation that the king was planning to abdicate in favour of Prince Mohammed.

King Salman has been hospitalised twice so far this year, most recently a one-week stay in May that involved tests including a colonoscopy, according to state media reports.

Reportedly, the leader of the Islamic country is staying at Chateau Louis XIV, an extravagant&nbsp;50,000-acre mansion that he purchased in 2015 for a record $301 million. The mansion has been termed 'the world's most expensive home'&nbsp;in the past and is located in the posh&nbsp;Louveciennes area outside Paris.&nbsp;

It is pertinent to note that Chateau Louis XIV was built in 2009 after razing a plot where a 19th-century castle stood. Reportedly, in what can be dubbed a cruel coincidence, the luxury mansion has been built by murdered journalist Jamal Khashoggi's cousin Emad&nbsp;Khashoggi who is a luxury property developer based in France.&nbsp;

The said mansion attempts to emulate the luxury of nearby Versailles Palace. It houses a cinema, a library and&nbsp;a giant aquarium. As for the living quarters, the chateau has 10 massive bedroom suites as well as a library alongside a grand reception room.&nbsp;

The Crown prince's trip has invited mixed reactions with human rights groups protesting against it vehemently while another section egging macron to confront the Saudi Arabia ruler regarding the murder of Jamal&nbsp;Khashoggi.

The White House hastily prepared for Biden to make a brief speech. As per AFP, Biden says he brought up the Khashoggi case "at the top" of his conversation with Prince Mohammed, and he was explicit about "what I thought of it at the time and what I think of it now."

"My views on Khashoggi have been absolutely, positively clear, and I have never been quiet about talking about human rights," he said at a press conference.&nbsp;

The fist bump, though, had already become the tour's signature moment.&nbsp;

Biden had earlier said that the trip was made "to promote US interests", which is seen as a likely reference to the need to persuade the top petroleum exporter in the world to increase oil output. After all, rising gas prices could hurt his party's chances in the upcoming midterm elections in November.

Human rights advocates in the US do not sympathise with Biden.

Kenneth Roth, the executive director of Human Rights Watch, wrote on Twitter, "The autocrats of the world are smiling." He also compared Biden to his predecessor Donal Trump.

"Biden's support for human rights can be sold for a smidgen of oil."

"This is an opportunity for a new phase in Jordanian-Saudi ties and to continue a program of economic projects and new investments," a senior Jordanian official told Reuters.

There is speculation that the meet will result in unblocking of at least USD 3 billion of investment projects that Saudi Arabia committed to in recent years, but which never materialized.

Saudi Arabia's sovereign wealth fund, the Public Investment Fund (PIF), is looking into investing billions of dollars in mega-infrastructure projects in Jordan, including an estimated $2.5 billion railway project, a senior Jordanian official said.

Saudi Arabia has over $12 billion worth of investments in Jordan and once rescued Jordan with cash injections but has held off direct budget support.

Officials said discussions would look at more ways to help Jordan’s economy, which has been hammered by rising fuel prices and higher food imports. Jordan imports most of its energy needs.

Officials say Jordan's economic strains have worsened with the end of Gulf grants and little extra funding from Western donors in the last few years to cope with sluggish growth and high unemployment.

King Abdullah will also discuss with the Saudi prince a summit meeting next month in Jeddah where U.S. President Joe Biden will meet with leaders of the Gulf Cooperation Council in addition to Iraq, Jordan and Egypt.

Saudi Arabia and Jordan share deep concerns about Iran's nuclear ambitions and what they see as Tehran's destabilizing role in the region, a Jordanian official said.

A major point of discussion will be the ongoing crisis surrounding the Iran Nuclear Deal. However, the report claimed that a number of people in the Democratic Party have spoken out against the proposed visit because of the history of human-rights violations against Saudi Arabia. However, according to the travel plan, Biden will meeting Saudi leaders in Riyadh.

According to US officials, Biden is looking to work with Saudi Arabia on a number of issues ranging from the rising fuel prices and security concerns in the region. Saudi Arabia signed a truce with Iran-backed forces in Yemen earlier in the year and it played a big role in making the Biden visit possible.

Apart from Saudi Arabia, Biden will be meeting members of Gulf Cooperation Council - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates - along with Jordan, Iraq and Egypt.

“The president appreciates King Salman’s leadership and his invitation,” White House press secretary Karine Jean-Pierre said in a statement. “He looks forward to this important visit to Saudi Arabia, which has been a strategic partner of the United States for nearly eight decades.”

The other important part of Biden’s visit to the region will be his meetings with Israel Prime Minister Naftali Bennett and Palestinian leader Mahmoud Abbas. According to senior White officials, the meetings will be aimed at “reaffirming his lifelong commitment to a two-state solution”.

That was about 18 years before what historians generally consider as the beginning of the&nbsp;Saudi&nbsp;state when bin Saud, a tribal leader, forged an alliance with Islamic preacher Mohammed ibn Abd al-Wahhab, whose purist doctrine is often referred to as Wahhabi Islam.

The agreement with the clergy boosted the legitimacy of the Al Saud rulers in exchange for lavish funding and influence granted to the&nbsp;conservative&nbsp;religious establishment over social issues, education and public morality - powers which have recently been curbed by the country's de facto leader.

A royal decree last month declared Feb. 22 an official holiday, known as "Founding&nbsp;Day", to be commemorated every year in recognition of "the commencement of the reign of Imam Muhammad bin Saud" and marking the start of the&nbsp;first&nbsp;Saudi&nbsp;state.

"Mohammed ibn Abd al-Wahhab is being erased from&nbsp;Saudi&nbsp;history," said Kristin Diwan, senior resident scholar at the Arab Gulf States Institute in Washington.

"This is the new&nbsp;Saudi&nbsp;nationalism. It celebrates the Al Saud - tying the people directly to the royal family - and downplays the pivotal role played by religion in the&nbsp;founding&nbsp;of the state," Diwan said.&nbsp;

Saudi&nbsp;Arabia's Shura Council, an influential advisory body to the government, also approved last month a proposal to amend the law regulating the national flag and anthem. Saudi&nbsp;Arabia's de facto ruler Mohammed bin Salman arrived in Qatar on Wednesday as part of a Gulf tour, marking his first visit to the country after the two sides severed ties four years ago.

Saudi&nbsp;Arabia, the United Arab Emirates and Bahrain cut all links with Qatar in June 2017, alleging it backed radical Islamist groups and was too close to Riyadh's rival Tehran -- allegations Doha denied.

But relations were fully restored in January after a landmark summit in the&nbsp;Saudi&nbsp;desert city of Al-Ula.

Crown&nbsp;Prince&nbsp;Mohammed was greeted by the Emir of Qatar Tamim bin Hamad Al Thani, with whom he will hold talks, said the official&nbsp;Saudi&nbsp;Press Agency.

His tour comes while a flurry of diplomacy occurs to resolve regional disputes, especially with Iran and Turkey.

Turkish President Recep Tayyip Erdogan was in Qatar this week for two days of talks.

Ankara and Doha had become economic and political partners in recent times, with Erdogan's government notably backing Doha during the&nbsp;Saudi-led boycott of Qatar.

Turkey -- which is reeling from a fresh economic crisis and is searching for foreign investment and trade -- has sought to rebuild relations with former rivals in the Gulf, including the UAE and&nbsp;Saudi&nbsp;Arabia.

There have also been signs this year of a thaw between&nbsp;Saudi&nbsp;Arabia and Iran, which have held several rounds of talks since April aimed at improving ties.

Simmering tensions between Ankara and Riyadh escalated after the 2018 killing of&nbsp;Saudi&nbsp;journalist Jamal Khashoggi in the kingdom's Istanbul consulate.

<h2>Khashoggi affair&nbsp;</h2>

The arrest of a man in Paris on Tuesday suspected of being involved in Khashoggi's murder had threatened to overshadow&nbsp;Prince&nbsp;Mohammed's Gulf tour.

The&nbsp;crown&nbsp;prince's global image was tainted by the killing of Khashoggi, a critic of&nbsp;Saudi&nbsp;authorities, inside the kingdom's Istanbul consulate.

But France on Wednesday released the&nbsp;Saudi&nbsp;man bearing a passport in the name of Khalid al-Otaibi after realising he was not the same individual wanted on an arrest warrant issued by Turkey.

Prince&nbsp;Mohammed arrived in Doha after a visit to the UAE, where he met with Abu Dhabi&nbsp;Crown&nbsp;Prince&nbsp;Mohammed bin Zayed and attended the site of Expo 2020.

Security was tight at the Expo, where the lavish&nbsp;Saudi&nbsp;pavilion was closed to visitors and a small crowd of onlookers, including women in black robes,&nbsp;gathered outside.

Saudi&nbsp;songs, including one with the lyrics "Welcome Mohammed", were playing on the loudspeaker at Al Wasl Plaza, the site's central venue.

The two countries released a joint statement on Wednesday, saying they were committed to "enhancing the unity and stability of the Gulf Cooperation Council", which includes&nbsp;Saudi&nbsp;Arabia, the UAE, Bahrain, Kuwait, Oman and Qatar.

The&nbsp;Saudi&nbsp;prince&nbsp;had arrived in the UAE from Oman, where the two sides signed agreements potentially totalling $30 billion, and will also visit Bahrain on Thursday and then head to Kuwait.

Prince&nbsp;Mohammed has sought to position himself as a champion of modernisation and reform, even as his international reputation took a hit from Khashoggi's murder.

The&nbsp;crown&nbsp;prince&nbsp;has said he accepts&nbsp;Saudi&nbsp;Arabia's overall responsibility but denies a personal link, with the kingdom saying it was the work of agents who had gone "rogue".

Saad Aljabri, a former top spy and interlocutor between Saudi Arabia's intelligence services and Western governments alleged that he was targeted after he fled the country following a 2017 power grab by the crown prince.

A friend at a Middle Eastern intelligence service, he said, warned that he could face a fate similar to that of Saudi dissident and journalist Jamal Khashoggi, who investigations have alleged was murdered by a Riyadh-linked death squad after visiting the kingdom's consulate in Istanbul in 2018.

"The warning I received, don't be in a proximity of any Saudi mission in Canada. Don't go to the consulate. Don't go to the embassy... You are on the top of the list," Aljabri told "60 minutes".

He said the team arrived in Canada in October 2018 -- only to be deported when they lied to customs officials and were found to be carrying suspicious items.

AFP was unable to independently verify Aljabri's claims, and requests for comment to the Canadian foreign ministry went unanswered.

But Canadian officials told "60 Minutes" they were "aware of incidents in which foreign actors have attempted to... threaten... those living in Canada," describing the threats as "completely unacceptable."

Aljabri said the group was made up of members of a group named in investigations as the "Tiger Squad" -- a shadow team of paid killers set up by Prince Mohammed specialising in "extrajudicial killings, rape, and torture," according to a 2019 legal complaint filed by the former spy.

He said the group was part of a pattern of despotic behaviour by the crown prince, who was once hailed as a reformer but has ruthlessly purged opponents since becoming the heir-apparent.

Aljabri also said two of his eight children had been detained by Saudi authorities in retaliation for his fleeing the kingdom.&nbsp;

"I am here to sound the alarm about a psychopath, killer, in the Middle East with infinite resources, who poses threat to his people, to the Americans and to the planet," he said.

The call raised eyebrows in Riyadh, where it was widely seen as a warning that Pakistan was preparing to call for a session outside OIC auspices.&nbsp;

Saudi Arabia prides itself on its role as guardian of Islam's holiest sites and is particularly sensitive about any move that might undermine its leadership of the 57-member pan-Islamic body.&nbsp;

And while the wealthy nation has supported Pakistan with billions of dollars in aid and loans in recent years, observers say the kingdom is also keen not to upset India, a key business partner and importer of Saudi oil.

The kingdom recalled $1 billion of a $3 billion loan to cash-strapped Pakistan, and an expired multi-billion-dollar oil credit facility to Islamabad has not been renewed, a diplomatic source told AFP in September.&nbsp;

Prior to that, Pakistan rebuffed calls to send ground troops to support the troubled Saudi-led military campaign against Yemen's Huthi rebels.&nbsp;

"We do not want for&nbsp;Iran&nbsp;to be in a difficult situation, on the contrary we want&nbsp;Iran&nbsp;to prosper and grow. We have interests in&nbsp;Iran&nbsp;and they have interests in the Kingdom to propel the region and the world to growth and prosperity," he said.

Khatibzadeh, in a statement, said that "by adopting constructive stances... the two countries... can enter a new chapter of interaction and cooperation to reach peace, stability and regional development, by overcoming differences".

The neighbouring countries, locked&nbsp;in a fierce struggle for regional&nbsp;dominance, cut ties in 2016 after Iranian protesters attacked Saudi diplomatic missions following the kingdom's execution of a revered Shiite cleric.

The Saudi crown prince has previously lashed out at Tehran, accusing it of fuelling regional insecurity.

The talks in Baghdad, facilitated by Iraqi Prime Minister Mustafa al-Kadhemi, remained secret until the Financial Times reported that a first meeting was held on April 9.

An Iraqi government official confirmed the talks to AFP, while a Western diplomat said he had been "briefed in advance" about the effort to "broker a better relationship and decrease tensions".

Riyadh has officially denied the talks in its state-backed media, while Tehran has stayed mum, asserting it has "always welcomed" dialogue with Saudi Arabia.

The initiative comes at a time of shifting power dynamics, as US President Joe Biden seeks to revive the tattered 2015 nuclear deal that was abandoned by Donald Trump.

Saudi Arabia and Iran have backed opposite sides of several regional conflicts, from Syria to Yemen, where a Saudi-led coalition is fighting the Huthi rebels.

Iran supports the Huthi rebels, who are battling the Saudi-led military coalition that intervened in Yemen's war in 2015.

The rebels have also stepped up drone and missile strikes on Saudi targets, including its oil facilities.

In his interview, Prince Mohammed renewed calls for a ceasefire and negotiations with the rebels.

A day later, Iran's Foreign Minister Mohammad Javad Zarif met the Yemeni rebel spokesman in Oman, reiterating Tehran's support for a ceasefire and a return to talks to end the country's conflict.

At the talks with Huthi spokesman Mohammed Abdul Salam, Zarif "once again stressed our country's view regarding the political solution being the only solution to the crisis of Yemen", the Iranian foreign ministry said.

On Thursday, Zarif tweeted of what he called "good signs" at the end of a Gulf tour.
