A state minister seriously got injured after perpetrators hurled a crude bomb at him in a railway station in the eastern Indian state of West Bengal late on Wednesday.

Jakir Hossain and two other leaders of ruling Trinamool Congress (TMC) were injured in the bomb attack at Nimtita railway station in Murshidabad district.&nbsp;

The minister is hospitalised in the SSKM Hospital's Trauma Care Unit, state minister Firhad Hakim said.

He also said that a medical board has been constituted to look into the health condition of Hossain.&nbsp;

A senior police officer confirmed that the probe has been handed over to CID, reports news agency PTI. &nbsp;&nbsp;

"The investigation has been handed over to the CID. A team of forensic experts have visited the spot this morning," the police officer said.

West Bengal Chief Minister Mamata Banerjee after visiting his party's leader at the hospital alleged that the attack was "pre-planned" and was a "conspiracy".

She also said that Hossain was being pressurised in the last few months to join another party.&nbsp;

"It was a preplanned attack on minister Jakir Hossain. Some people have claimed the blast was remote controlled. It is a conspiracy. Some people (party) were pressuring Jakir Hossian to join them for the last few months. I don't want to disclose anything more as investigation is on," the West Bengal CM told reporters.

"While he (PM Modi) publicly claimed his intention to help farmers of WB (West Bengal) through his PM Kisan Yojana and alleges non-cooperation of the state government, the fact is that he is trying to mislead the people with half-truth and distorted facts," Banerjee said in a statement.

The prime minister lashed out at the West Bengal chief minister, accusing her government of "destroying" the state and depriving its over 70 lakh farmers of benefits from the Centre's flagship PM-KISAN scheme under which Rs 6,000 per year is given to each farmer.

Banerjee said that her government has always been ready to cooperate in the interest of the farmers.

Maintaining that she has written two letters to Union Agriculture Minister Narendra Singh Tomar and has even spoken to him two days ago, the chief minister said, "they are refusing to cooperate and are instead indulging in malicious propaganda for political gains".

Banerjee said that when the state is implementing so many schemes with the central government, the question of not cooperating on a scheme that is benefitting farmers seems absurd.

She wrote to Tomar on Monday, reiterating the state's request to route the PM-KISAN funds through the West Bengal government for disbursal among the farmers.

She had earlier written to the agriculture minister in September with the same proposal.

Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, a financial benefit of Rs 6,000 per year is provided to small and marginal farmers, payable in three equal instalments of Rs 2,000 each.

The fund is transferred directly to the bank accounts of the beneficiaries.

"Today I regret that more than 70 lakh farmers in West Bengal have not been able to get benefits of PM Kisan Samman Nidhi. More than 23 lakh farmers of Bengal have applied online to take advantage of this scheme. But the state government has stopped the verification process for so long," Modi said addressing a virtual event after releasing over Rs 18,000 crore to more than nine crore farmer families under PM-KISAN.

Denying the accusations of the prime minister, Banerjee alleged that the BJP-led Union government is used to indulging in politicking even at the cost of violating the established practices and norms regarding the implementation of central schemes by state governments.

Claiming that the Modi government has done nothing to help West Bengal, she said that the Centre is "yet to release even a portion of the Rs 85,000 crores of outstanding dues that includes unpaid GST dues of Rs 8,000 crores".

The chief minister said that if Modi genuinely wants to help West Bengal, he must release at least a part of these funds so that the state is in a better position to address its needs.

Assembly elections are likely in West Bengal in April-May next year and the BJP has launched a massive campaign to unseat the Banerjee-led Trinamool Congress government in the state.

Stating that lakhs of farmers are protesting on the roads demanding the withdrawal of the new farm laws, Banerjee claimed that these enactments are anti-farmer as these "threaten to dilute the MSP, the state procurement system, and take away the basic protective mechanisms of the farmers, hence leaving them at the mercy of big private players".

Banerjee claimed that in the interest of the people of Bengal, her government will do everything that is needed on its part.

"Even if it means supporting schemes of central government that are purely meant to further their political agenda, are at odds with the spirit of federalism, and are definitely not guided by their desire to help the people at large; so long it ensures even incremental benefit for the people of Bengal," the chief minister said in her statement.

In his address, the prime minister said, "Mamata Banerjee's ideology has destroyed the state and her actions are against the farmers."

Banerjee asserted that her ideology is consistent with the vision of the founding fathers of the country, and that she has wholeheartedly served the people of West Bengal with the right intent, efforts and with everything she has.&nbsp;

In a virtual conference, Prime Minister Narendra Modi on Tuesday interacted with the chief ministers of the eight states where COVID-19 have seen a sudden rise post the festive season.

During the first leg of this PM-CM meeting, he took stock of the Covid-19 situation in these states.

Maharashtra, Kerala, Delhi, West Bengal, Rajasthan, Chhattisgarh, Haryana and Gujarat are the 8 states that are plagued with rising Covid cases as India intensifies its fight against the pandemic.

In the first leg of the meeting, Delhi Chief Minister Arvind Kejriwal blamed the sudden spike on pollution.

He said though the national capital saw a sudden spike of 8,600 cases on November 10, the positivity rate has been steadily decreasing since.

He urged for an additional 1,000 ICU beds in central government hospitals till the third wave lasts.

A presentation was made during the meeting which said the national capital has seen an average 111 deaths in the last one week. Maharashtra`s average death was found to be 93 in the last one week. Rajasthan`s positivity rate was found to be 21 per cent in last week which was very high.

Bengal Chief Minister Mamata Banerjee, Maharashtra`s Udhhav Thackeray, Rajasthan`s Ashok Gehlot, Gujarat`s Vijay Rupani were also in attendance.

Union Home Minister Amit Shah and Health Minister Harsh Vardhan were also present during the meeting as were V.K. Paul of the Niti Aayog, the Cabinet Secretary and the Union Health Secretary.

During the meeting, Banerjee claimed that the state`s performance on Covid was affected due to the international border it shares with other countries.

She also raised the issue of the GST dues that the Centre owes it.

Ahead of the meeting, the Rajasthan government had hiked fine to Rs 500 for those who were not adhering to wearing of masks. It was mentioned during the PM-CM meeting as well, by the state.

Shah cited examples of the US and Europe to urge states to exercise caution.

He advised the eight states -- in the Covid Red Zone -- to stringently ensure that all wear masks while in public places and maintain physical distancing, besides the high level of hygiene.

The Union Health Secretary said that the Covid situation in four states particularly -- Delhi, Kerala, Rajasthan and Maharashtra needs careful monitoring in the days to come.

The Kolkata International Film Festival (KIFF), scheduled to be held in November, has been deferred to January next year due to the COVID-19 pandemic, West Bengal Chief Minister Mamata Banerjee said on Thursday. 
 
Initially, the 26th edition of the KIFF, with a limited number of visitors, was scheduled to be held from November 5 to 12. 
It will now be organised from January 8 to 15, 2021. 
 
Banerjee posted on her Twitter handle, "After receiving global film fraternity's consent, I hereby inform all stakeholders of Kolkata International Film Festival &amp; cine lovers that our festival has been rescheduled, given the current circumstances.

Ace film director Goutam Ghosh, who is a key member of the organising committee, told PTI, "it is a wise decision. As we want to screen films in theatres for the people of the state who love to watch cinema, we cannot keep them out of the event."

West Bengal Chief Minister Mamata Banerjee on Tuesday extended the bi-weekly partial lockdown till August 31 across the state in a bid to contain the spread of novel coronavirus that is touching 67,000-mark in West Bengal.&nbsp;

She said there would be no lockdown in the state on August 1st on the occasion of Bakrid.

"We have decided to extend the partial lockdown in the state till August 31. Earlier, it was in force till July 31. Corona is now at its peak in Bengal. If the situation improves we will take the next call accordingly," she said, adding that there will be lockdown in containment zones only on August 1 and complete lockdown on Sunday.

Banerjee said that there would also be no lockdown on August 3 because of Raksha Bandhan.

Next bi-weekly lockdown will be enforced on August 8-9 (Saturday and Sunday). Bi-weekly complete lockdown in West Bengal will be on August 2, 5, 8, 9, 16, 17, 22, 23, 29, 30.

Banerjee said that all the government and private offices, commercial establishments, public and private transport would remain closed during the lockdown. The next lockdown is scheduled on July 29 (Wednesday).

Only the essential services will be functional. Petrol pumps are allowed to open. The functioning of courts, work in agricultural fields and tea gardens, intra-state and inter-state goods movements and home delivery of cooked food will be permitted during the extended partial lockdown.

West Bengal Chief Minister Mamata Banerjee on Wednesday expressed condolences to the family of journalist Vikram Joshi who passed away today and said that voices are being muzzled and even media is not being spared.

Journalist Vikram Joshi, who was shot at by unknown miscreants near his residence in Vijay Nagar, Ghaziabad on July 20, breathed his last at a hospital on Wednesday.

Doctors monitoring Joshi had said that the veins in the journalists' head had got badly damaged due to the bullet injury.

Meanwhile, the Station in-charge has been suspended and departmental inquiry initiated after the family of the journalist alleged inaction by the police.

The incident occurred on Monday, days after Vikram Joshi had filed a complaint with Vijay Nagar Police Station stating that some men were harassing his niece.

Hours after the death of journalist Vikram Joshi, Uttar Pradesh Police on Wednesday stated that it has arrested three accused in the case along with six others, while one is accused is absconding.

Chief Minister Mamata Banerjee on Thursday said the Centre was not standing by the people amid the economic downturn due to COVID-19, as she hit out at the BJP-led government over Air India's decision to send certain employees on leave without pay for up to five years.

She accused the central government of taking advantage of the crisis and tweaking laws and rules to keep on with their "dictator-like attitude".

"Sometimes, I feel not to say anything against them and work together to fight COVID-19. But then, I feel sorry that when we are passing through such a critical time and everybody is fighting the disease, the central government and BJP are taking advantage (of it)," the chief minister said at a press conference in state secretariat 'Nabanna'.

"They have already amended so many laws without any consultation (with any political parties), so many laws have been changed and whatever they need to maintain their dictatorship they are doing it. I am shocked," she added.

Slamming the Centre over the Air India move, she asked what will happen to the employees after five years.

"What's happening in the country? I've never heard of this. Will not the Constitution come into play in this case? I am really shocked. How can they snatch the democratic rights of the people... Five years on leave without pay and after five years where will they go," she said.

"Five years of no pay in this situation when people want cash," Banerjee stated.

"Is this the manner in which a democratic government works? Everything is lost... Everybody is afraid, scared and ashamed. What will they do?" Banerjee said.

Air India Thursday said it has started the process of identifying employees, based on various factors like efficiency, health and redundancy, who will be sent on compulsory leave without pay (LWP) for up to five years.

She further said that the central government was not paying heed to the advice of senior economists to give money into the hands of people at this hour of crisis, and instead was allowing FDI in several important sectors such as the railways.

"How can they snatch the rights of the employees of Coal India with 100 per cent FDI? Banks are also been merged," she said.

Banerjee urged all the trade unions to unitedly fight against the decisions of the Centre.

"I will appeal to all trade unions, including the BJP's, to unitedly stand against this without surrendering... I will request them not to bow their heads and stay together to support this cause," she said.

Meanwhile, &nbsp;the Delhi High Court Wednesday asked the Delhi government to set a committee of its officers to look into the problems faced by critical patients, who are unable to receive treatment at Fortis Institute of Renal Science and Transplantation at Vasant Kunj since the institute has been converted into a COVID-19 facility.

Justice Navin Chawla, who conducted the hearing through video conferencing, said the Delhi government's panel will inspect the private hospital and also consult with its officials and submit its report before the court within 10 days.

The high court listed for July 21, hearing on a plea seeking quashing of a June 9 notice of the Delhi government's health department to the extent that it declared and allocated 100 per cent of the facilities and the beds at the hospital for COVID-19 treatment.

The petition filed by Rameshwar Dutt Kaushik and three other patients submitted that they are suffering from chronic renal failure and are in need for regular dialysis support at least thrice in a week, for four hours each, and also various tests on a regular basis which are critical to their lives.

The Trinamool Congress supremo, however, said she would leave it to the Centre to decide on the issue.

"It is a subject of the external affairs department, we will support the central government stand. But, we have to be very aggressive on one hand and on the other, use the diplomatic channel. Only banning a few apps will not be a proper reply, we have to give China a befitting reply," she said while addressing a press conference here.

India on Monday banned 59 apps with Chinese links, including the hugely-popular TikTok and UC Browser, saying they were prejudicial to sovereignty, integrity and security of the country.

The ban came in the backdrop of a standoff along the Line of Actual Control in Ladakh and the killing of 20 Indian Army personnel a clash with Chinese troops in the Galwan Valley.

Banerjee also said her government will provide free ration to beneficiaries till June next year.

"The Centre's ration policy should be to provide ration to each and every one of the 130 crore population of the country," she said.

Prime Minister Narendra Modi on Tuesday announced the extension of a programme to provide free ration for over 80 crore people, mostly poor, by five more months till November end.

The central scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19.

The TMC dispensation has rebuffed the claims.

The chief minister said her government would spend Rs 1,050 crore, a soft loan received from the World Bank, to build infrastructure.

"We have received a soft loan from world bank for creating infrastructure for industrial purposes. We would also spend Rs 850 crore on social schemes," she said.

Shopping malls, restaurants and other establishments resumed services in Bengal on Monday after a gap of over two months, with the state government allowing relaxations as part of 'Unlock-1', the first phase of a calibrated exit from the coronavirus lockdown across the country.

The state had earlier issued an order easing night curfew hours and strictly prohibiting movement of individuals between 9 pm and 5 am, except for essential activities.

Admitting that public transport was not readily available everywhere on Monday, as government offices returned to near-normalcy with 70 per cent workforce, Banerjee said around 5,000 buses were on the roads.

She also said that unavailability of suburban trains and metro railway services was causing hardship to many. The chief minister, however, cautioned people against travelling in crowded buses, and said that it was better to reach late to office than expose oneself to danger.

Earlier, too, she had said that government office employees would not be marked late if they reach beyond the stipulated time.

Banerjee said it will take time to restore normalcy, with cyclone 'Amphan' having ravaged at least seven to eight districts in Bengal, and adversely impacting 60 per cent of the state's population.

"This is more than a national disaster. I have not seen such devastation in my life. Sixty per cent of people have been affected in West Bengal. More than six crore have been directly affected," Banerjee told reporters at the Netaji Subhas Chandra Bose International Airport where she had gone to receive Modi.

"It will take some time to restore normalcy. It's a catastrophe. Severe disaster. Our officials and ministers are all working. Police are also working tirelessly. We are fighting three challenges -- there is lockdown, then there is COVID-19, and now this disaster. The villages have been entirely devastated," she noted.

The chief minister said that she will hold an administrative meeting with Modi at Basirhat in North 24 Parganas district, following the aerial survey.

She also said that an initial report on the scale of destruction caused by the cyclone has been prepared and it would be handed over to the prime minister.

"We are not saying anything on it (the devastation caused by the cyclone). The chief secretary has prepared a report which will be handed over to the PM. I hope he will consider looking into it," the CM said.

Banerjee said a map of areas, which she would be surveying along with the PM, has been prepared by her government officials.

"We will cover Rajarhat, Bhangar, Minakha, Hashnabar, Sandeshkhali 1 and 2, Gosaba, Hindolganj, Kultuli. Kakdwip, Patharpratima, Mathurapur 2, Diamond Harbour and Falta. This will take an hour or so," she explained.

The CM also said she will be visiting some of these places again on Saturday.

Cyclone Amphan 'more than a national disaster', never seen such devastation: Mamata

This is most unfortunate and cannot be appreciated," he said, referring to an event where Banerjee was asked to comment on the Tablighi Jamaat congregation in the national capital.

BJP national general secretary Ram Madhav on Sunday said that the party is working hard to win the upcoming elections in West Bengal and added that BJP will defeat Chief Minister Mamata Banerjee's government.

Leave to the judgment of the people of the State,” he wrote.

When police tried to remove the blockade, they clashed with police and also hurled brickbats. Police in retaliation resorted to lathi-charge and fired tear gas shells. As many as ten vehicles were set ablaze by agitators claimed the police.
