UK police chiefs on Tuesday apologised to the victims of the 1989 Hillsborough football disaster as they unveiled plans for "essential reform", including measures to prevent evidence being lost or destroyed.

97 Liverpool fans lost their lives in a crush at the stadium in Sheffield, northern England, with police chiefs admitting on Tuesday that "policing got it badly wrong".

"Policing has profoundly failed those bereaved by the Hillsborough disaster over many years and we are sorry that the service got it so wrong," said Andy Marsh, CEO of the College of Policing.&nbsp;

The comments came as the National Police Chiefs Council and the College of Policing published a joint response to a 2017 government-commissioned report published by former Liverpool Bishop James Jones.

Reforms following the report include all police forces in England and Wales signing up to a charter that states they "must acknowledge when mistakes have been made and must not seek to defend the indefensible".&nbsp;

Police chiefs have also agreed on a new code of practice on retaining information, with many records surrounding the Hillsborough disaster either lost or destroyed.

"I am deeply sorry for the tragic loss of life, and for the pain and suffering that the families of the 97 victims experienced on that day and in the many years that have followed," said National Police Chiefs Council Chair Martin Hewitt.

"Police chiefs today are committed to responding to major incidents with openness and with compassion for the families involved," he added.

The Hillsborough disaster remains Britain's worst sporting tragedy and was caused during a crowd surge at one end of Sheffield Wednesday's ground hosting Liverpool supporters.

"What he told me was that this is the right move for me to make and for me to develop and to become a better player, that the club is a really big and massive club but also like a real family," Gakpo said.

"I think that's also very important for me because I'm a family guy. He said only good things. I'm also happy that he's here, so he can help me with some stuff."

Gakpo's transfer will be officially completed at the start of the January transfer window and he will be eligible to make his debut against Brentford on Jan. 2.

Liverpool, who are sixth in the league with 25 points from 15 matches, take on Leicester City on Friday.

Despite Arsenal's flying start to the season the popular theory is that relentless City are primed to claim a fifth title in six seasons.

But on a rare off day for City's goal machine Erling Haaland, Liverpool produced a performance that suggests it is far too early to disregard Juergen Klopp's side, who have 13 points from nine games after a rocky start.

Clashes between the sides have produced some classics over the past few seasons and while Sunday's match had plenty of the usual quality, it was a blood and thunder affair that occasionally boiled over.

Guardiola was furious when Foden's goal, with the score at 0-0, was ruled out after referee Anthony Taylor checked a pitch-side monitor and decided there had been a foul by Haaland on Fabinho in the build-up.

Salah had been denied by a great save from Ederson but when he found himself one-on-one again he made no mistake. Alisson's quarterback-style clearance was missed by Joao Cancelo and the Egyptian forward ran through to dink a shot over City's keeper.

With tackles flying in Klopp was livid when Salah was not given a foul and he was sent from the technical area.

Klopp was calmer later, admitting that he had probably deserved a red card.

On the result, the German said: "Perfect. Performance, really, really good, in an incredibly intense game.

"We defended at an incredibly high level for 99 minutes almost. They had their moments but especially in the box we did extremely well. This was for us obviously big today. We showed up today and that is all we wanted to do."

Liverpool eased to a comfortable 2-0 win in the 'Battle of Britain' against Rangers in the Champions League group games on Tuesday while Napoli underlined their credentials with an impressive 6-1 thrashing of Ajax in Amsterdam.&nbsp;

On a night when a minute's silence was held before every match in tribute to the 131 victims of the Indonesia stadium tragedy, Bayern Munich and Club Brugge also made it three wins from three while Inter edged Barcelona in a tight contest in Milan.

Jurgen Klopp's Liverpool went into their Group A game against the Scottish champions on the back of just three wins in their first nine Premier League and Champions League games of the season.

But they settled quickly when Trent Alexander-Arnold produced a sublime free-kick to put the home side ahead after just seven minutes. Rangers' 40-year-old goalkeeper Allan McGregor produced some fine saves, including four to deny Darwin Nunez his first goal for Liverpool, to keep his side in the hunt at half-time.

The members of the New York Yankees also observed silence in honour of Queen Elizabeth II ahead of their clash versus the Minnesota Twins at Yankee Stadium&nbsp;in the Bronx borough of New York City.
