UK Prime Minister Rishi Sunak on Wednesday (July 19) formally apologised for the "horrific" historic treatment of people from LGBT communities who served in the country's military when homosexuality was banned.

"The ban on LGBT people serving in our military until the year 2000 was an appalling failure of the British state, decades behind the law of this land," Sunak told the House of Commons.

"In that period, many endured the most horrific sexual abuse and violence, homophobic bullying and harassment, all while bravely serving this country," he added.

"Today, on the behalf of the British state, I apologise."

The prime minister said he hoped that those who were affected would now "feel proud parts of the veteran community that has done so much to keep our country safe".

The apology from the prime minister was prompted by the findings of a government-commissioned independent review into LGBT veterans who served in the military between 1967 and 2000.

The report detailed "shocking evidence of a culture of homophobia, and of bullying, blackmail and sexual assaults, abusive investigations into sexual orientation and sexual preference, disgraceful medical examinations, including conversion therapy".

<h2>'Financial reward' sought&nbsp; &nbsp;</h2>

Terence Etherton, the author of the report recommended that Sunak deliver an apology as also an "appropriate financial award" which should be made to LGBT veterans who were affected by the pre-2000 ban.

Britain lifted the ban only after the European Court of Human Rights rejected argument that the ban was needed to protect the morale and fighting power amongst its troops. The court said that the policy had violated human rights.

Catherine Dixon, former British Army Officer who is now vice-chair at LGBT charity Stonewall called the British government's apology "an important step to achieving justice for those LGBTQ+ people who served in HM Armed Forces and, like me, experienced shame, humiliation and a ruined military career because of our sexuality."

"Many were imprisoned, experienced corrective violence and lived with the stain of criminal convictions because of who they loved and which left some homeless and many unable to work," she added.

Ben Wallace, British Defence Secretary told UK parliament that the report made for "miserable and distressing" reading and that the government had been working through the report's recommendations.

We will use all legal means at our disposal,” he said.

In a significant legal victory for transgender rights, US District Judge Robert Hinkle on Wednesday (June 21) struck down a Florida rule and statute that prohibited state Medicaid payments for transgender healthcare. This marks the second defeat in two weeks for anti-transgender legislation in Florida.&nbsp;

Judge Hinkle declared the state's practices invalid, stating that they violated the constitutional right to equal protection under the 14th Amendment, as well as the federal Medicaid statute and the Affordable Care Act's prohibition of sex discrimination.

The ruling, as per Reuters, was not unexpected. Judge Hinkle had already issued a partial block on Florida's ban on gender-affirming care for individuals under 18 on June 6.&nbsp;

Talking to BBC, he explained that educators read from a book that highlighted families from different cultures, including those with same-sex parents. Lira emphasized that the purpose of the event was to demonstrate love, respect, and unity, characterising the protesting parents as "trying to bully us."

The boycott of the school's Pride event on June 2 as per BBC, was organized online over the preceding two weeks by an anonymous Instagram account with the username @saticoyelementaryparents.&nbsp;

As per the notice, the authorities seized the watch on the basis of the Printing Presses and Publications Act of 1984 which has been condemned by the critics as draconian. Often, the law is used to ensure that content does not undermine or offend race relations.

A ministry official, defending the seizing of watches, said that the items letters “LGBT” and had six colours and not seven in a rainbow.

Unsettling level of intolerance: LGBTQ-rights group

Meanwhile, the Malaysian LGBTQ-rights advocacy group JEJAKA posted a statement on Twitter which condemned the raid and stated that it revealed “a deeply unsettling level of intolerance”.&nbsp;

The insider further noted that there were "emergency" calls on Friday, and several managers and district senior directors were urged to immediately close the Pride areas.&nbsp;

As quoted, a Target insider said, "We were given 36 hours, told to take all of our Pride stuff, the entire section, and move it into a section that’s a third the size. From the front of the store to the back of the store, you can’t have anything on mannequins and no large signage."&nbsp;

"We call our customers ‘guests,’ there is an outrage on their part. This year, it is just exponentially more than any other year," the insider further said.&nbsp;

In an unusual display of open disagreement, Canadian Prime Minister Justin Trudeau and his Italian counterpart Giorgia Meloni on Friday took public potshots at each other. Speaking in Italian, Meloni also said that after their talks he now probably understood that what gets written about her doesn't correspond to her reality.&nbsp;

As per a statement released by Justin Trudeau's office, the Canadian prime minister&nbsp;also raised his concerns about LGBTQ rights in Italy during the meeting. The statement added that the Italian prime minister had defended her government's position and stated that they were following court rulings related to LGBTQ matters.

While speaking to the press, Meloni pointed out that she hasn't changed any existing legislation on LGBTQ issues in Italy.

In March, Meloni's far-right-led government ordered city councils to stop the official recording of both parents in same-sex couples. Instead, they were instructed to only acknowledge the biological parent.

"Meloni says that for a child to grow up well, they need a mother and father, even if decades of research say otherwise. It is insulting to hundreds of thousands of families with two same-sex parents," she said.

Italy's law doesn't recognise same-sex parents and Meloni has previously stated that every child is entitled to a mother and a father.

She also remarked that people identifying with a gender other than what was assigned to them at birth are victims of ideology. In a magazine interview in March, the Italian prime minister said "Being a man or a woman is rooted in who we are, and can’t be changed."

A popular social networking app for gays, Grindr, has issued a warning to its users in Egypt after reports emerged that police are using fake accounts to persecute the LGBTQ+ community.

This warning pops up in Arabic and English whenever users in Egypt open the application.

“We have been alerted that Egyptian police is actively making arrests of gay, bi, and trans people on digital platforms. They are using fake accounts&nbsp;and have also taken over accounts from real community members who have already been arrested and had their phones taken.”

The alert from Grindr comes after a report from global NGO Human Rights Watch in February claimed that authorities in multiple countries in the Middle East and North Africa, including Egypt, are using fake accounts to entrap and arrest LGBTQ people.

Though Egypt doesn’t technically outlaw homosexual relations, authorities have been accused of blindly using “public morality” or “debauchery” laws to arrest members of the LGBTQ+ community in the country. In a 2021 report, the US State Department acknowledged violence targeting the LGBTQ community in Egypt.

“LGBTQ people have long faced discrimination in Egypt, but police efforts have increased in recent weeks, Patrick Lenihan, head of global communications for Grindr, told The Washington Post on Friday.

He said that Grindr has sent similar warnings to users in 90 countries.

“[Grindr is] pushing international organizations and governments to demand justice and safety for the Egyptian LGBTQ community,” Lenihan was quoted as saying.

The California-based dating app&nbsp;recently came under heavy criticism in the US and was fined in Norway over its privacy policy. It has been accused of sharing personal data with third parties that could potentially identify users.

But the company maintains that its privacy policy aims to protect user data. It adds that its goal “is to put you in control of as much of the Personal Information that you share within the Grindr Properties as possible.”

Deutsche Bank and Rotary Club of Bombay have teamed up to open Mumbai's first transgender-run salon on Saturday, March 25 in an effort to create equal employment opportunities.

TransFormation Salon's hiring and training of personnel have been supported by the partners. The business will receive initial assistance from them before being administered as a for-profit enterprise by the Pride Business Network Foundation.

'TransFormation': A Mumbai salon run by transgender persons to promote inclusivity

Even as the world takes strides towards inclusivity, Uganda on Tuesday passed a law criminalising identification as LGBTQ. The new law, as per Reuters, gives authorities broad new powers against Ugandans who already face legal discrimination and mob violence. As per the rights group Human Rights Watch, the law appears to be the first to outlaw the mere identification as lesbian, gay, bisexual, transgender or queer.

The new Ugandan law, in addition to the previous ban, forbids the promotion and abetment of homosexuality. Additionally, it prohibits "conspiracy to engage in homosexuality", reports Reuters.

Under the new law, anyone found in violation of the bans risks steep penalties, including death for so-called aggravated homosexuality, while gay sex is punishable by life in prison. Here, according to the law, aggravated homosexuality refers to gay sex with "victims" below the age of 18 years or sex by an HIV-positive person.

US expresses concern over Uganda's anti-homosexuality law, warns African nation of 'repercussions'

Several rights activists in the northwestern Bosnia-Herzegovina city of Banja Luka were injured after allegedly being assaulted late Saturday. This came hours after the police banned an LGBT event planned in the Serb-run part of Bosnia citing security concerns, said a report by the Associated Press.&nbsp;

The cancelled LGBT event was organised and supported by several rights groups from across Bosnia but its announcement provoked a strong homophobic backlash last week including from the Bosnian Serb president, Milorad Dodik.&nbsp;

The attack took place outside the offices of the Bosnian branch of the global anti-corruption group Transparency International in Banja Luka, eyewitnesses told RadioFreeEurope/RadioLiberty’s Balkan Service. The activists were leaving a meeting at the aforementioned office after they had hoped to stage an event to promote LGBT rights in the city on Sunday.&nbsp;

According to media reports, a few dozen men chased the activists through the streets and hurled insults and punches at them. Journalist-activist Vanja Stokic, who was reportedly among those attacked, told RFE/RL's Balkan Service that she and the others were attacked by a group of “hooligans” carrying bottles and sticks. She added that one of the activists was taken to the hospital after being hit in the head.&nbsp;

Subsequently, the law enforcement officers escorted the activists to the police station, took their statements and are looking for the perpetrators, said the Banja Luka police.

Bosnia is highly conservative due to the divisions stemming from the 1992-95 ethnic war, while homophobia also remains deep-rooted in the country. However, Sarajevo has celebrated its annual pride parade since 2019 without any incidents or unrest, but with a large law enforcement presence.

The cancelled event received significant backlash from many including the Bosnian Serb President Milorad Dodik, who called LGBT people “harassers” and hoped officials will “prevent them from gathering both in closed venues and in the open,” reported AP.&nbsp;

“Banja Luka is not a city that can accept and understand that kind of organisation…As long as I'm the president, I will always be expressing my stance”, Dodik was quoted as saying by local news outlet N1 news.

He said he felt “no remorse” for the attack but those who took violent actions “will be held accountable”.&nbsp;

Similarly, Banja Luka Mayor Drasko Stanivukovic, while denouncing the event also reportedly said that the LGBT community should limit to the Bosnian capital Sarajevo as Bosnian Serbs cherish their patriarchal and traditional family values and are “clear about our faith and our identity.”

The incident has drawn widespread condemnation from officials in the European Union, embassies and international organisations.

The Office of the High Representative (OHR) took to Twitter after the incident and said that they strongly condemn the attack on activists and journalists in Banja Luka and called on the authorities to “undertake swift investigation and bring to justice all those responsible for the violent attack. RS authorities need to take equal care of all of their citizens.”&nbsp;

The Organization for Security and Co-operation in Europe (OSCE)’s mission to Bosnia and Herzegovina (BiH) also issued a statement and said that it “strongly condemns” the attack.&nbsp;

It added, “Every individual has the right to live freely and safely w/out fear of violence or discrimination. We call on the authorities to join in clearly condemning this outrageous attack &amp; bring to justice those responsible as a matter of absolute priority.”

“Words have consequences. When civil society activists and journalists are regularly targets of verbal attack by RS politicians, it creates a climate where physical attacks can follow,” said the Delegation of the European Union to Bosnia and Herzegovina while condemning the violence in Banja Luka. Allegations that police present on the scene failed to prevent the attacks are worrying, if true.”&nbsp;

As India's top court readies to hear a batch of pleas seeking validation for same-sex marriages, the nation's central government has submitted an affidavit opposing the step. The centre in its affidavit reportedly told the Supreme Court (SC) that same-sex relationships and heterosexual relationships are clearly distinct classes which cannot be treated identically.&nbsp;

On Monday (March 13th) the court was scheduled to hear pleas seeking the validation, and this submission comes just a day ahead.&nbsp;A bench comprising Chief Justice D Y Chandrachud and justices P S Narasimha and J B Pardiwala will be presiding over the hearing.

LiveLaw reports that the centre in its affidavit stated that marriage between individuals of opposite sexes is "socially, culturally and legally ingrained into the very idea and concept of marriage and ought not to be disturbed or diluted by judicial interpretation."

In India, homosexual relationships were decriminalised on 6th September 2018.

These rules were unveiled after nearly six years of internal debate. Latest reforms will not, however, change rules that ban Anglican priests from officiating at weddings of same-sex couples.

Synod members supported an amendment endorsing that stance, while also voting in favour of the proposal to allow blessings for civil marriages or civil partnerships in a church.

Significantly, the members recognised "the failure of the Church to be welcoming" to LGBTQ people. This has followed an unprecedented apology in January from bishops for the "hostile and homophobic response" they have sometimes faced.

Progressive Anglicans are still not happy as they maintain that the Church is not going far enough. There are also critics who say that any changes pertaining to same-sex marriage are divisive and unwelcome.

Bishop of London Sarah Mullally welcomed the Synod's backing for the changes, and acknowledged the splits with the Anglican church in Britain and beyond.

"I recognise that there are those who are deeply thankful for this and there are those who are hurting," she said, vowing to "be mindful of the deep divisions" going forward.&nbsp;

"These divisions on these questions go to the heart of our human identity," Mullally noted.

"I and the archbishops hope that today's thoughtful, prayerful debate marks a new beginning for the Church as we seek to go forward, listening to each other."

In several countries where same-sex relations are illegal, punishments can include a possible death penalty.

"This is not right. Persons with homosexual tendencies are children of God. God loves them. God accompanies them ... condemning a person like this is a sin. Criminalising people with homosexual tendencies is an injustice," Francis said.

Pope Francis noted that Catechism, or book of teachings, says &nbsp;same-sex attraction is not a sin but homosexual acts are. It also says that LGBT people should not be marginalised.

Francis mentioned his now-famous phase from soon after he became pope in 2013 that he could not judge people with same-sex tendencies who are seeking God. He also noted that while visiting Ireland in 2018 he said that parents could not disown their LGBT children, but had to keep them in a loving family.

Canadian foreign minister on Monday directed her officials to summon Russian ambassador Oleg Stepanov over series of anti-LGBTQ tweets which included one aimed at an openly lesbian federal minister.

The embassy posted the messages on Twitter in recent days after Russian lawmakers approved a bill banning all forms of LGBTQ "propaganda" that critics say ramps up a crackdown on "non-traditional" sexual relationships, affecting everything from books and films to social media posts.

"Unsurprisingly, the Russians have once again chosen hateful propaganda," Foreign Minister Melanie Joly's deputy director of communications, Emily Williams, said in a statement.

"This is an attack on the Canadian values of acceptance and tolerance. Minister Joly has directed Global Affairs Canada to summon the Russian ambassador to tell him as much," she said.

A photo illustration was included in Russian tweets which included a pride flag overlaid with a red line inside a red circle, indicating it was banned. The accompanying remarks said,"It is all about family. Family is a man and a woman and children."&nbsp;

The Russian embassy also targetted Canada's Sports Minister Pascale St-Onge, who is openly lesbian. The tirade came after she objected to the "Russian homophobic propaganda."

She was asked to "explore and explain how you appeared in this world?"

"We absolutely can't tolerate this rhetoric and even less the subsequent comments on Minister St-Onge's response," Williams said.

In an email to AFP, St-Onge said she was "profoundly offended by the Russian ambassador's message against homosexuals while on Canadian soil," calling it "an affront to the hard-earned rights of the whole LGBTQ2S+ community."

Russia is again making headlines but this time it's not because of the war but Russia's lower house of Parliament has approved a bill that prohibits what Moscow calls 'LGBT propaganda' and restricts the 'demonstration' of LGBT behaviour. This means that any action or information that is considered an attempt to promote homosexuality can incur many fines.

The Russian parliament has passed legislation regarding increased punishments for “LGBT propaganda” among all adults. According to AFP, the bill means that the “propaganda” will be completely banned and the people found guilty of breaching the rules will be fined up to $6,554. &nbsp;

When it comes to companies or organisations accused of “propagandising nontraditional sexual relations”, the fine will grow up to $83,131. These terms are applicable only to Russian citizens and a foreigner found in breach of the rules can also face a prison sentence of 15 days and deportation.&nbsp;

The legislation is an addition to the existing 2013 Russian law that banned “propaganda of nontraditional sexual relations” among minors. Under the new rules, it bans any attempt by adults to promote or encourage the “propaganda of nontraditional sexual relations” in society.&nbsp;

The law was infamous for how the government misused it due to the vague language of the provisions. In many cases, the government interpreted various messages as propaganda and that was used as an effective tool to identify and arrest various LGBTQ+ activists all around the country.&nbsp;

The bill will be made official in the next few days after it is signed by President Vladimir Putin.&nbsp;

The legislation is completely in line with Russia’s conservative stance under the Putin-led government and comes just days after the President accused the western countries of “moving towards open satanism”. He cited the rise of same-sex and transgender-friendly laws in various countries in Europe and said that they are slowly destroying the heritage and tradition of these nations.&nbsp;
