The tainted elections will not be rerun. The men who offered Mohamed inducements to drop out have not been punished. And soccer’s leaders have taken no action.

FIFA said in an email it had no comment, even though it previously insisted it would follow up on the court’s findings with soccer officials in Asia. Asian soccer’s governing body also declined to comment, saying its leaders had nothing to add to a January statement in which they had pledged the organization would review the findings.

For Mohamed, the silence has been maddening.

“It’s just a game for them, justice denial, the same process that I was in,” she said in a phone interview. “They’re waiting for time to pass by, and hoping I get fed up. Now the verdict has come, and it’s just very sad. I don’t know where else to go now.”

Mohamed, who filed her complaints to the Asian federation’s disciplinary department in May 2019, says she initially celebrated the ruling, but came to realize it may amount to a Pyrrhic victory.

She has not been contacted by officials from the AFC, she said. Nor has she heard from ethics investigators from FIFA, even though the organization’s rules state that gender discrimination is “strictly prohibited and punishable by suspension or expulsion.”

The case and its aftermath have highlighted how power works in global sports. It shows how a tainted Gulf royal linked to other cases of corruption has been able to exert significant control over one of soccer’s largest governing bodies even though he has no official role in its affairs. And it shows how a strategy of delay can be its own kind of injustice.

Mohamed’s case had roots in FIFA’s response to its own problems with discrimination: To address a lack of women on its governing board, the organization since 2013 set aside specific seats for women, starting with one voting member in 2013 and now a minimum of one from each of FIFA’s six regional confederations.

Mohamed, a former soccer player and coach from the Maldives, an archipelago in the Indian Ocean, had hoped to win the AFC’s spot in a vote in Kuala Lumpur, Malaysia, in April 2019. It did not take her long to realize that the power brokers of Asian soccer had already decided the election’s outcome.

She filed her first complaints about the election to the Asian confederation’s disciplinary department a month later. Emails show the organization responded to her inquiries by insisting it had begun an investigation, although it appears little was done. The AFC, citing confidentiality, refused to supply any evidence of its investigation to the court.

At a hearing at the Court of Arbitration for Sport last July, the AFC hardly put up a defense. Its lawyers offered no witnesses to challenge Mohamed’s testimony that a top confederation official and the head of the soccer federation of Qatar had been present in a luxury hotel suite when the Kuwaiti sheikh, Ahmad al-Fahad al-Sabah, told Mohamed he had decided that his preferred candidate, Mahfuza Akhter Kiron of Bangladesh, would be elected as the AFC’s female representative to the FIFA Council.

Mohamed was told she should drop her candidacy, and do so within 24 hours. She later claimed, in testimony that went unchallenged by the AFC, that Sheikh Ahmad attempted to mollify her by saying he had so much sway in international soccer circles that he could obtain for her “any other position of her choosing at the AFC or FIFA” in exchange for her withdrawal.

By this point, Sheikh Ahmad had no official role in soccer, having resigned his position on the FIFA Council in 2017 after allegations emerged in a U.S. federal court that he had bribed Asian officials. But Mohamed’s decision to take her case to court provided a rare public glimpse into his continuing stature as a power broker in global sports through his role as the president of the Olympic Council of Asia, an organization created by his father in 1982.

At a 2013 International Olympic Committee meeting, for example, Sheikh Ahmad’s support helped Thomas Bach secure the IOC presidency and also deliver the 2020 Olympics to Tokyo. Since he was indicted in a forgery case unrelated to sports in 2018, he has “self-suspended” from two prominent Olympic roles. But his opinion still carries weight.

Before the AFC’s 2019 elections, his legal troubles did not seem to be an issue. A list of his favored candidates was distributed to AFC voters on the eve of the elections and, aware of the talks with Mohamed and of Sheikh Ahmad’s preference for a different candidate, the leaders of several federations pressured Mohamed to drop out, she said. She declined to withdraw, and lost the vote, 31-15. Every candidate on Sheikh Ahmad’s list, however, was elected to seats on the AFC’s executive board or, as in Kiron’s case, as a confederation representative to FIFA.

After reviewing the evidence presented by Mohamed and her lawyers, the CAS panel made clear in the summary of its decision that it agreed with her version of the events. The panel confirmed that the 2019 elections had breached FIFA and AFC rules on gender discrimination. It concluded that Sheikh Ahmad had tried to influence the outcome, and that the AFC had denied Mohamed justice by not making a ruling on her complaint. It did, however, also say that by not bowing out of the elections, Mohamed ensured the sheikh’s efforts to influence the election in her case were not effective.

But the court said it was powerless to order that the flawed elections be annulled, or to punish any of the individuals accused of interfering with them. Any decision on further action was for FIFA, and the AFC, to decide, the court said.

Because of the rules governing the court, the panel’s full findings have been cloaked in secrecy since the verdict was announced on Jan. 25.

“If nothing happens it is a disgrace for FIFA, the AFC, and undermines the authority of CAS indirectly,” said Miguel Maduro, the former FIFA governance head who gave evidence in Mohamed’s case. “This award and what follows tells us at once that CAS has exposed corruption at the highest level of elections in football and at the same time tells us they cannot do anything about it.”

Maduro added that at the very least, FIFA should have initiated an ethics inquiry after the ruling. To date, it has not.

Such a move, though, would be extremely sensitive for soccer’s global leadership. The FIFA official responsible for overseeing the 2019 election, Eduardo Ache, told the CAS panel that soccer’s guidelines to improve female representation were mere recommendations. The panel said Ache’s evidence suggested he was “prepared to accept any discrimination provided at least one woman was elected to FIFA.”

But pressing for discipline in the case also could be uncomfortable for FIFA’s president, Gianni Infantino, who relies on the support of national and regional soccer leaders to push his agenda. He recently spent two weeks touring Africa, for example, to ensure that his favored candidate, a South African billionaire with no high-level experience in soccer administration, was elected president of the continent’s regional confederation. And he is unlikely to press for discipline against the leader of Qatar’s soccer federation — reportedly present when Mohamed was offered inducements to step aside — or any other Asian leader a year before Qatar hosts the 2022 World Cup.

The longer the full ruling in Mohamed’s case goes unpublished, though, the more it will give the appearance soccer’s leaders are trying to brush a problematic situation under the carpet, said Johan Lindholm, a professor of law at Umea University in Sweden who has published a book on CAS.

Kuwait is holding parliamentary elections Saturday under the shadow of Covid-19, with facilities laid on for citizens infected with the disease to vote in special polling stations.

The oil-rich country has enforced some of the strictest regulations in the Gulf to combat the spread of the coronavirus, imposing a months-long nationwide lockdown earlier this year.

But while some curbs have eased, over-the-top election events that traditionally draw thousands for lavish banquets are out, masks remain mandatory and temperature checks are routine when venturing outdoors.&nbsp;

Infected people or those under mandatory quarantine are usually confined to home, with electronic wristbands monitoring their movements.&nbsp;

But in an effort to include all constituents, authorities have designated five schools -- one in each electoral district -- where they can vote, among the 102 polling stations across the country.

Election officials are expected to be in full personal protective equipment.&nbsp;

But with more than 143,917 coronavirus cases to date, including 886 deaths, the election campaign has been toned down this year.

The polls, which open at 8:00 am (0500 GMT), will be the first since the new emir, Sheikh Nawaf Al-Ahmad Al-Sabah, took office in September following the death of his half-brother, 91-year-old Sheikh Sabah Al-Ahmad Al-Sabah.

Secretary of Defense Mark Esper on Sunday visited Kuwait to extend the condolences of the US administration to the country's leaders after the death of its emir, Sheikh Sabah al-Ahmad Al-Sabah.

Esper expressed "sincere condolences" for the loss of Sheikh Sabah, who died on Tuesday at the age of 91, in a meeting with the new emir Sheikh Nawaf al-Ahmad Al-Sabah, who also expressed concern over the health of US President Donald Trump.

Sheikh Nawaf said he was glad that Trump, who has been hospitalised after being diagnosed with coronavirus, was "recovering and well". Esper thanked him for his "expression of concern".

Kuwait and the United States are close allies, bound by a defence agreement that expires in 2022.&nbsp;

The Kuwait expat draft law calls to introduce a quota for expats in the country so as to reduce the percentage of foreigners in the country, now more than locals in the country. The law stood the test of constitutionality a few days ago in the Kuwaiti Parliament. &nbsp;

Indians form the largest expatriate community in Kuwait with over the presence of one million Indian community members. The law aims to put a quota of 15 per cent&nbsp;for Indian expats in the country with respect to the overall population.

The bill, once passed by the Parliament will not only force many Indians out from the west Asian country but will also impact remittances. The worst-impacted will be the southern state of Kerala, from where a lot of people live in Kuwait.

The development comes even as COVID has had a major impact on economies of west Asian countries due to the collapse in crude oil prices. &nbsp;These countries have been trying to reorient the economies.

The law aims to put a quota of 15 per cent for Indian expats in the country with respect to the overall population. The bill, once passed by the Parliament will not only force many Indians out from the west Asian country but will also impact remittances. The worst-impacted will be the southern state of Kerala, from where a lot of people live in Kuwait. The development comes even as COVID has had a major impact on economies of west Asian countries due to the collapse in crude oil prices. These countries have been trying to reorient the economies. Kuwait may soon ask foreign workers to leave and in the process&nbsp;nearly 800,000 Indians could be forced out.

Kuwait's national assembly committee has approved a draft expat quota bill. It&nbsp;is not only a major blow to Indians and their families living in Kuwait but&nbsp;also to their dependents back home. The anti-expat rhetoric in Kuwait has spiked since the beginning of the pandemic.

Government officials have repeatedly called for reduction in the number of foreign workers,&nbsp;&nbsp;so that more jobs are available to the local population.

The first inklings of the bill came to light last month after&nbsp;Prime minister Sheikh Sabah Al Khalid Al Sabah proposed reducing the number of expats from 70 per cent to 30 per cent, ou of the 4.8 million people living in Kuwait, expats account for 3.3 million.

It has not come as a surprise that the bill's first target were Indians.&nbsp;There are around 1.4 million Indians in Kuwait and that is a huge number with&nbsp;one in two expats living in Kuwait an Indian.

According to the new bill, Indians will not be allowed to exceed 15 per cent of the population&nbsp;which means an immediate exodus of close to 800,000 Indians from manual labourers to doctors, Indians work in all capacities in Kuwait will have to leave the country.

Nearly 28,000 Indians work for the Kuwaiti government. They work in government hospitals, national oil companies and even in universities.

In an extreme step, they could all be replaced by locals. However, most of the Indians are employed in the private sector. There are bout 523,000 workers in this sector. They have about 160,000 dependents living in Kuwait and close to 60,000 Indian kids are studying in 23 Indian schools across the country.

If the new bill is passed&nbsp; - it will have a devastating effect on their lives&nbsp;but, the low-skilled Indian workers will be the worst hit with&nbsp;Kuwait likely to target them intensely in the first phase of its demographic purge.&nbsp;

Assembly speaker Marzouq al-Ghanem said: "The state will focus on skilled migrants rather than labourers." So, the 1.3 million foreigners, who are either illiterate or can merely read and write will be sent back.

Indian labourers in Kuwait send money to their poor families in India.&nbsp;In 2018 alone&nbsp;India received close to $4.8 billion&nbsp;as remittances. As a consequence of this new expat bill poor families in India will suffer.

Their source of income will be gone. During the pandemic, many of these Indian labourers in Kuwait were laid-off and&nbsp;as foreigners&nbsp;they were not eligible for economic relief, so thousands registered for repatriation to India.

For those still in Kuwait, the future is now even more uncertain.

The problem is Kuwait and other Gulf countries want to put their citizens to work. Gone are the days of lucrative subsidies to locals. The excessive reliance on oil has undone the Gulf economies.

Oil contributes 90 per cent to Kuwait government's revenue which&nbsp;has collapsed as the oil prices remain at historic lows.

There is no money left to give as hand-outs to its citizens. They must now work, but the jobs are held by foreigners. So the government is pushing foreigners out in a fight to keep its local population alive.

It has also called for bringing down the number of Egyptians residing in the country to 10 per cent, Times of India reported.

After India, Egypt is the second-largest expat community in Kuwait.&nbsp;

Kuwaiti Prime Minister Sheikh Sabah Al-Khaled Al-Sabah, last month, said the nation would reduce expat numbers to 30 per cent of the country's population, which is presently 70 per cent, impacting 2.5 million people.

Already, Kuwaiti MPs have asked the government to replace all expat jobs in the government sector&nbsp;within one year.&nbsp;

Out of all cases in the Gulf, Saudi Arabia, with a population of around 30 million people, has the largest count at more than 54,700 cases with 312 deaths. Followed by Qatar, a nation of some 2.8 million, has the second-highest infection count at above 32,600, with 15 deaths.

In terms of death, the UAE recorded the second most deaths with 220. The country recorded over 23,350 cases.&nbsp;

The first flight will land in Kerala&nbsp;around 9:40pm. The Kochi flight is bringing back 175 Indian nationals from Abu Dhabi.&nbsp;The second flight will also bring 175 stranded Indians from Dubai to Kozhikode, and will land around 10:30pm.

Air India will continue the rescue operation for Indians stranded in&nbsp;Singapore, Kuala Lumpur, Kuwait, Muscat, Bahrain, Saudi Arabia, Qatar, Oman, Malaysia, Philippines, UAE, Bangladesh, the US and the UK.

However, the focus remains on the Gulf countries, where around 3 lakh people are stranded, according to reports.

Around 60 pilots and 120 cabin crew members are providing their services in the&nbsp;operation. All the staff members and the workers have been asked to practice precaution and wear PPE suits during the flight.

Before take-off, passengers will be provided with two face masks, one 100ml sanitiser bottle, a snack box and a bottle of water at their respective seats. &nbsp;

King Hamad bin Isa Al Khalifa issued a decree granting pardon for 901 prisoners. A further 585 prisoners will spend the remainder of their sentences in rehabilitation and training programs, the state-run Bahrain news agency reported.

Dozens more cases of coronavirus have been registered in the Gulf Arab states over the past 24 hours. Saudi Arabia reported 17 additional cases taking its total to 62.

Kuwait asks Muslims to pray at home to halt coronavirus spread

Saudi Arabia has extended flight bans to the European Union and other countries and Kuwait tried to reassured citizens panicked by its own virtual lockdown, after the number of coronavirus infections shot up in the region.

Saudi Arabia, which had locked down its eastern Qatif region earlier this week, announced 24 new cases overnight, bringing its total to 45. It halted flights to the EU and 12 other countries, extending an earlier ban on 19 countries, including neighbouring Arab states, state media said on Thursday.

Saudi citizens and residents in the affected jurisdictions have 72 hours to return to the kingdom, sources said, citing an official source at the Interior Ministry.

Passenger traffic through all land crossings with Jordan was also suspended. Commercial and cargo traffic continued.

Kuwait on Thursday reported eight new coronavirus infections, taking its total to 80, as the country started a two-week public holiday announced by the government as part of measures to contain the spread of infections.

Authorities on Wednesday also announced a ban on all commercial passenger flights to and from the country starting Friday. Its stock market was shut on Thursday.

Trade Minister Khalid Al Roudan, in an audio recording shared by the ministry, reassured citizens concerned about the availability of essential goods.

"There is no need for all this panic because shipping lanes are still open and cargo flights continue. There are sufficient strategic food stockpiles for several months," he said.

The interior ministry announced the lockdown in Qatif, which has a large Shi'ite Muslim population, after Saudi Arabia confirmed the four latest cases. It is not expected to have any impact on Saudi oil production, two industry sources said.

But the decision could stir resentment in Qatif, which has been a flashpoint between the Sunni-dominated Saudi government and minority Shi'ites who have complained of discrimination and marginalisation, charges the government denies.

"Work at all public and private institutions is halted as a precautionary measure to prevent the spread of the disease," the interior ministry said in a statement, adding that only vital services such as security and provisioning would be excluded.

The ministry said the Qatif curbs on movement would allow residents to return home and commercial supplies to continue.

Cement blocks were placed on the main road to Qatif, said one resident of the province, while others reported a rush to grocery shops after the lockdown began.

Saudi authorities have previously said those infected had visited either Iran or Iraq or been in contact with people who visited those countries, home to Shi'ite holy sites.

The curbs in Qatif could also increase tension between Saudi Arabia and Iran, rivals in a regional struggle for influence. Riyadh denounced Tehran on Thursday for granting Saudi citizens entry during the outbreak.

From among Monday's cases, the American visitor has been transferred to a hospital in Riyadh, the capital. The rest involve a Saudi national who had contact with an infected person in Qatif, and two Bahraini women who came from Iraq.

The entertainment authority announced on Monday the closure of leisure attractions Riyadh Boulevard and Winter Wonderland, over virus concerns.
